Abstract

Purpose

The purpose of this paper is to evaluate the impact of an employability module, the College of Policing Certificate in Knowledge of Policing (CKP), on students’ career aspirations, their confidence and wish to join the police along with the appropriateness of the module. This will inform the implementation of employability as part of the College of Policing-managed Police Education Qualifications Framework (PEQF).

Design/methodology/approach

A three-year longitudinal research study used mixed methods across four points in time to evaluate the impact on students studying the employability module.

Findings

The research suggests that the employability-focussed CKP was useful as an introduction to policing, it developed interest in the police and enhanced the confidence of learners applying to join. Lessons learnt from the CKP should be considered during the implementation of the PEQF.

Research limitations/implications

The ability to generalise findings across different groups is limited as other influences may impact on a learner’s confidence and employability. However, the implications for the PEQF curriculum are worthy of consideration.

Practical implications

As the police service moves towards standardised higher educational provision and evolution of policing as a profession, lessons can be learnt from the CKP with regards to the future employability of graduates.

Originality/value

Enhancing the employability evidence base, focussing on policing, the research identified aspects which may impact on graduates completing a degree mapped to the PEQF. The research is therefore of value to higher education and the professional body for policing.

Abstract

Purpose

In 2016, the oversight body for policing in England and Wales reported a national shortage of 5,000 qualified detectives and other investigators. Commissioned by the National Police Chiefs Council, this research critically assessed initiatives taken by the Police Service of England and Wales since that time to remedy that shortfall. The purpose of this study is to answer the question, “To what extent can fast-track investigator recruitment and training schemes enhance the PSEW’s investigative capacity and capability?”

Design/methodology/approach

Between 2019 and 2020, the authors examined four cases in England and Wales. Three were novel fast-track programmes for new joiners. The fourth was an investigator resilience programme. This study was qualitative and interpretive in nature. The authors carried out systematic reviews of the literature on investigative policy and detective work. The authors reviewed internal evaluations completed by Forces A, B and C. The authors interviewed respondents (n = 82) and supplemented the interview data with survey data (n = 45; N = 127); the authors analysed the data thematically and reviewed the findings in the context of systems theory and social identity theory.

Findings

The major themes identified by the analysis presented in this study were marketing and recruitment, attrition and progression, acceptance of the trainees, training and trainees’ welfare and well-being. The programmes were not as successful as they might have been because of systems failures. Principally, ineffective coordination of the programmes with other elements of the forces on which their success also relied (such as training, human resources and detective, departments). A critical limiting factor was the lack of experienced, skilled detectives able to train, support and mentor the trainees.

Practical implications

This paper provides empirical evidence of the efficacy of a whole systems approach to organisational change. This study evidences the crisis in police investigative practice that limits the service that the police can provide to victims and communities and ultimately threatens police legitimacy. This study provides insights from police practitioners into detective work in the modern era and highlights areas where improvement is necessary. The research on which this study is based was commissioned by the National Police Chiefs Council. Thus, there is institutional buy in to its findings.

Originality/value

With its roots firmly in empiricism, this paper presents the first scholarly evaluation of the police's attempts to make up a massive shortfall in investigators. To the best of the authors’ knowledge, this paper presents the first attempt to explain the challenges the police faced in this context, thematically. This study’s focus on systems and on human behaviour is intended to inform a wide audience beyond British policing.

Abstract

Purpose

As the police service across England and Wales moves towards degree-level study for new recruits as a component of recognising the profession of policing, this paper describes and discusses the introduction of the Police Constable Degree Apprenticeship (PCDA) and the core skills of evidence-based policing (EBP) as an educational theme for solving work-based problems.

Design/methodology/approach

Authored by both policing practitioners and researchers, this paper refers to key literature whilst exploring the implementation of the PCDA as a component of a Policing Education Qualifications Framework (PEQF). It highlights some of the challenges faced with its implementation along with the benefits of the adopting this degree-level education and work-based programme where EBP is embedded in to both study and professional practice.

Findings

There are significant benefits to the police service of adopting the PCDA as one of the entry routes for new police constables and embracing the educational development and professional application of EBP. However, this does not come without a number of challenges for the service and the professional body for policing.

Originality/value

This paper, co-authored by both policing practitioners and researchers, provides a contemporary view on the introduction of the PCDA as an initial entry route for new police constables and the embedding of EBP within both their learning and professional practice. As the first graduates complete their studies, the paper discusses the opportunities the adoption presents and the challenges it faces both locally and nationally.

Abstract

Purpose

The challenge for policing in England and Wales is to evolve how it recruits and educates a workforce able to cope with the demands of contemporary policing. This paper will examine how forces, who aspire to become learning organisations, have embraced the transition from police training to higher and degree apprenticeships and work-integrated learning. This paper will also benefit practitioners, leaders, provider staff, police staff, policy makers, all who have an interest in police education and the transitions currently being implemented. It also seeks to contribute to the conversation about the transition of policing to a graduate profession and looks to add value, to inform practice, raise standards and enhance policing practice in general.

Design/methodology/approach

Case study and draws on the experience of the collaboration of four universities to develop a national offer to meet the requirements of the Police Education Qualification Framework (PEQF) and how this has been further co-created in partnership with three forces. The data are drawn from first-hand experience of working with university and force colleagues over 18 months, including meeting records, documentation that has been produced and scrutinised by the College of Policing and the four universities through shared, multi-university and force quality assurance and validation processes. This data have been considered against the conceptual framework developed by Senge and others to support an analysis of how the collaborative development activity undertaken has contributed to police forces moving towards becoming learning organisations.

Findings

The findings from the analysis of the forces' engagement with the process of change show that the collaborative development work undertaken is ongoing and does indeed contribute to forces becoming learning organisations. The forces do see the associated benefits, and this may in turn lead to better-trained police officers and more effective force organisations. In addition, the model of collaboration and co-creation that has been adopted can provide a model of good practice for other forces and other universities to follow and from which to learn.

Social implications

An aim of this paper is to encourage the development of police forces for become learning organisations. The implied benefits of this are various but primarily the greatest benefit is aimed at wider society. A more educated, informed and professionally competent police officer, who in turn is part of a learning organisation, will only serve to improve operational policing, community justice and community cohesion.

Originality/value

This paper examines a transition in policing which presents only once in a lifetime. The transition to a degree entry profession is critical to the evolution of policing in England and Wales. The work of the Police Education Consortium (PEC) and the three forces is a new initiative and covers ground not explored previously. This paper offers a conceptual frame to examine these lessons learned from the development of this initiative and partnership, with a view to share that learning across higher education, policing, criminal justice and those involved in degree level apprenticeships. It promotes the view that work-integrated learning, the workplace and higher education can coexist comfortably and engender the development of police forces as learning organisations.

Purpose

The purpose of this paper is to evaluate whether black and African-American criminal justice students perceive barriers to a police patrol career differently than white students, and whether the perceptions of these barriers impact desire to enter a police patrol career.

Design/methodology/approach

The current inquiry uses a self-administered survey of over 630 undergraduate students in criminal justice classes across five public universities.

Findings

Findings suggest that African-American students differ significantly from white students in perceived social disapproval of patrol careers, respect for police and perceptions of whether the police engage in racial profiling. These perceptions display a significant indirect relationship indicating lower patrol career interest for black and African-American students compared to all other races.

Research limitations/implications

Research limitations of the current inquiry include the lack of a nationally representative sample, the use of four-year university students as a sample to represent the potential police patrol applicant pool, and the use of a survey instrument to gauge respondent beliefs about patrol careers as opposed to actions they would take in pursuit of a police career.

Practical implications

Findings from the current inquiry indicate that departments may need to focus more on improving global perceptions of the police and discussing the nature of the career with recruit social support structures. Police recruiters should focus on techniques such as addressing social isolation experienced by the police rather than on decreasing standards for background checks or simply increasing awareness of police careers.

Originality/value

The current inquiry is one of the first to explore perceptions of barriers to entering a patrol career among CJ students. It is also among the first to examine the impact these perceptions have on patrol career interest. The findings may also help criminal justice instructors more fully discuss these barriers with students of color.

Abstract

Purpose

First-line leaders across the emergency services are instrumental in leading the development of a workforce fit to face current and future challenges. As such in addition to utilising their specific craft, leaders need to be equipped to understand and apply evidence-based practices. With a focus on first-line leadership in policing, this paper will have both national and international resonance for those organisations attempting to embed an evidence-based culture.

Design/methodology/approach

The paper utilises a review of literature to develop a viewpoint identifying challenges and benefits of the adoption of evidence-based policing (EBP) by first-line leaders.

Findings

First-line leaders, whether police officers, police staff or volunteers, require opportunities to develop their own knowledge, understanding and skills of applying EBP in the workplace. Acknowledging challenges exist in the widespread adoption of EBP, such learning, at the appropriate educational level, will enable leaders to effectively champion the adoption of EBP, informing both their own decision-making and professional practices as well as those across their teams.

Practical implications

The first-line leader role is highly influential, as such, it is essential that these leaders develop their knowledge, understanding and application of EBP in the workplace in order to lead the expected cultural change.

Originality/value

This paper provides a current framework for the understanding of the context and potential impact of educationally levelled formal leadership learning required to champion the broad adoption of EBP across policing.

Abstract

Purpose

The Quality Assurance Agency (QAA) for Higher Education in the UK focuses on maintaining, enhancing and standardising the quality of higher education. Of significant impact are the development of subject benchmark statements (SBS) by the QAA, which describe the type and content of study along with the academic standards expected of graduates in specific disciplines. Prior to 2022, the QAA did not have a SBS to which higher education policing programmes could be directly aligned.

Design/methodology/approach

Over 12-months, a SBS advisory group with representatives from higher education across England, Scotland, Wales and Northern Ireland, The College of Policing, QAA, Police Federation of England and Wales and policing, worked in partnership to harness their collective professional experience and knowledge to create the first UK SBS for policing. Post publication of the SBS, permission was sought and granted from both the College of Policing and QAA for members of the advisory group to reflect in an article on their experiences of collaborating and working in partnership to achieve the SBS.

Findings

There is great importance of creating a shared vision and mutual trust, developed through open facilitated discussions, with representatives championing their cause and developing a collaborative and partnership approach to completing the SBS.

Practical implications

A collaborative and partnership approach is essential in developing and recognising the academic discipline of policing. This necessarily requires the joint development of initiatives, one of which is the coming together of higher education institutions, PSRBs and practitioner groups to collaborate and design QAA benchmark statements.

Social implications

The SBS advisory group has further driven forward the emergence of policing as a recognised academic discipline to benefit multiple stakeholders.

Originality/value

The SBS for policing is the first across the UK. The authors experiences can be used to assist others in their developments of similar subject specific benchmarking or academic quality standards.

Abstract

Purpose

The research aimed to explore the perceptions of aspiring future police officers studying at a university in relation to the actions to be taken with regards to typical posts on social media by a fictitious off and on-duty police officer. This in turn would inform future police workforce requirements.

Design/methodology/approach

Policing students who expressed their aspirations as future police officers were recruited. A total of 99 students studying the College of Policing licensed Professional Policing Degree at the University of South Wales, took part in Hydra Immersive Simulations to ascertain their perception of social media posts by a fictitious serving police officer. The students were asked to rate the appropriateness of the social media posts as groups, and as individuals.

Findings

The findings suggest that, whilst the majority of students identified misconduct issues in the social media posts, the response to how the fictitious police officer should be dealt with varied. In addition, it would appear that there may be a need for those involved in policing education to reinforce, in an ongoing basis, knowledge of the College of Policing Code of Ethics, misconduct rules, regulations and increase awareness of unacceptable social media posts.

Research limitations/implications

The research was conducted with professional policing degree (PPD) students from one university.

Practical implications

It is important to reinforce The College of Policing Code of Ethics, expected professional standards and an understanding of what constitutes unacceptable social media posts throughout the education of aspiring police officers. As this has the potential, if recruited, to impact on the service.

Originality/value

Limited research has been conducted in relation to the College of Policing licensed higher education programme, the PPD, equipping aspiring police officers to successfully join the service and influence the cultural change.

Abstract

Purpose

This chapter is set within global public sector reform processes, as policing is part of public service delivery. It explores the question of who is “vulnerable”, how vulnerability is assessed, and why? It considers the measurement of vulnerability, and how this influences policing practice and the role of the Police in contemporary policing.

Design/Method

The research is qualitative in nature and reliant on interview and documentary source data. It draws on concepts such as resilience, co-production, professionalisation and training as organising themes in which to make sense of how we reimagine the management of Vulnerability and the demands they place at the “core, the heart and the centre” of policing today.

Findings

Police management in the UK are attempting to stay true to the Peelian Principle of police efficiency alongside balancing the changing remit of what they have to contend with on a day-to-day basis – this is the paradox. Both Vulnerability and Risk are demonstrated to be increasingly interconnected alongside the developments of public health policing in the UK and elsewhere. Collectively, these concepts help to examine an increasingly complex landscape for the police to manoeuvre within, as they respond to a myriad of competing demands on services.

Originality

Vulnerability is the core, the heart and the centre of meaningful human experiences. With increasing pressures on resources, political scrutiny and changing roles and responsibilities, the police as an organisation (both in the UK and internationally) are increasingly responding to competing demands for their service. These demands are represented in this chapter as a paradox of change.
