Abstract

Purpose

The purpose of this paper is to review the establishment of this new type of elected official and the conduct of those in office during the first twelve months of their official existence, and to consider whether a compelling case has yet been made for its retention as the principal method of police governance.

Design/methodology/approach

The paper will review policy papers and data which preceded and followed the establishment of the office of police and crime commissioner (PCC) in November 2012; review the 2012 elections and their implications, review conduct since, particularly in respect of formal duties, principally setting budgets and police and crime plans; consider the potential for politicisation; and consider whether a case has been made for the retention of the office in future.

Findings

The paper concludes that the government has succeeded with PCCs in implementing a major plank of the Conservative party's 2010 manifesto. It can reasonably be anticipated that the Conservatives will promote this record at the next election. However, it is simply too early to tell if PCCs are individually or collectively adding value to the sum of policing in England and Wales. A compelling case for their retention as a means of police governance is therefore yet to be made. On the other hand, Labour has still to determine whether it will offer the electorate an alternative in 2015.

Research limitations/implications

With only ten months having elapsed since the first elections, it is early to draw firm conclusions about the effectiveness or, more pertinently, the added value that PCCs have brought to policing. Conversely, the first twelve months was an opportunity for PCCs to make a positive impression and this has not occurred.

Practical implications

PCCs ought to be subject to a rigorous appraisal of effectiveness. This is unlikely, for political reasons, to occur.

Originality/value

First rigorous review of PCCs based on a review of available data.

Abstract

Purpose

The purpose of this paper is to explore the negotiation of boundaries of strategic vs operational responsibility between Chief Constables and Police Crime Commissioners (PCCs).

Design/methodology/approach

The discussion reflects on interviews with Chief Constables (n=11) and PCCs (n=11) in matched pairs, exploring the relationship between the two figures, specifically in relation to the issue of the operational independence of the Chief Constable in the new accountability structure.

Findings

The findings demonstrate that experiences vary and depend on the particular personalities and experience of the individuals involved. PCCs were particularly likely to test the boundary of operational vs strategic responsibility in relation to issues which had been brought to their attention by members of their electorate.

Research limitations/implications

Future research could seek a larger sample as it is possible that those areas where real tensions existed declined to participate. Given the findings, it would also be informative to revisit the topic in the run-up to the next PCC elections.

Social implications

The (re)negotiation of boundaries may become the norm given that both roles are subject to reassignment at short notice, and may become particularly salient in the run-up to future PCC elections. Crucial policing decisions which affect everyone are inevitably influenced by these background negotiations.

Originality/value

Previous research has not been based on interviews with both PCCs and their respective Chief Constables, and hence there is dearth of material which reflects on the relationships between these two powerful individuals and their ongoing negotiations of issues with real practical and conceptual implications.

Abstract

Purpose

This paper reports the developments of a project cost control system (PCCS) for construction projects to (1) measure its current level of cost control maturity, (2) examine the relationships between elements within PCCS processes and (3) identify improvement areas.

Design/methodology/approach

This study adopts a mixed approach of descriptive analysis and partial least squares structural equation modelling (PLS-SEM) to measure the current maturity level of PCCS and evaluate the relationships between elements within PCSS to identify improvement areas. Further importance-performance matrix analysis (IPMA) of priority constructs was conducted to improve a target construct and identify the most important areas of specific actions at indicator levels. The results of IPMA revealed the contrast that has the greatest importance on the performance of others so that the recommendations can be made accordingly. Data collected in New Zealand were used to develop the research model.

Findings

This study develops structural and measurement models with the constructs including pre-control, in-control and post-control processes, enablers and their proposed interrelationships. Then, data from survey of 184 experienced project cost control team members reveal that post-control has the lowest maturity or weakest areas in the PCCS. Data analysis facilitated by PLS-SEM confirmed that all the constructs in the structural model have positive and significant relationships with each other and suggested that systematic cost analysis reports, communication, skills and experience, defining roles and responsibilities, and top management's support should be the highest priority for improving the PCCS in a more effective manner.

Originality/value

This study presents one of the earliest attempts to develop and test an integrated model that links sub-processes in PCCS and their enablers. Secondly, this research adds to the construction project management literature by empirically verifying the roles of enablers in enhancing maturity level of PCCS.

Abstract

Purpose

The purpose of this paper is to examine the elections for Police and Crime Commissioners (PCCs). It seeks to analyse the policies put forward by the candidates and evaluate the significance of the elections for the future landscape of policing.

Design/methodology/approach

The research for this paper is library based, making particular use of primary source material. The objectives for this research are organised around key themes – preparations for the elections, the election contest, the election campaign and key issues that were raised, the election results and the significance of the introduction of the office of PCC for the future landscape of policing.

Findings

The research established that most candidates put forward policies that would seek to skew policing towards combating low level crime and disorder. It highlighted issues relevant to the future landscape of policing, including the relationships forged between chief constables and PCCs, the politicisation of policing and the extent to which PCCs are held adequately accountable for their actions.

Research limitations/implications

The research focuses on the 2012 PCC elections and identifies a number of key issues that may need to be addressed in the future, either by academic or political investigation.

Practical implications

The research suggests that future PCC election contests should receive improved publicity and attention should also be paid to the candidates’ deposit. It suggests that the future operation of the office should be subject to thorough investigation by the Home Affairs Committee.

Social implications

The creation of the office of PCC was designed to empower communities and those who resided within them. However, this goal cannot be realised without effort on the part of government to urge their involvement in future PCC election contests.

Originality/value

The subject matter is original and its interpretation is informed by both academic and practitioner perspectives.

Abstract

Purpose

Past studies show that companies’ connection with the government (or politically connected companies (PCCs)) contributed negatively to their financial performance. The grabbing hand theory suggests that political connection demand companies to serve political and social obligation that exhaust companies’ financial resources. The purpose of this paper is to extend the previous studies by examining the role of monitoring mechanisms, specifically corporate governance mechanism and institutional ownership (IO), whether they weaken or strengthen the financial performance of PCCs in Malaysia.

Design/methodology/approach

The sample consists of all companies listed on the Main Board of Bursa Malaysia (previously known as Kuala Lumpur Stock Exchange) for the year of 2004-2007. The time periods were chosen because there were no significant economic and political events that could possibly distorted the financial and non-financial data.

Findings

The findings show that companies’ political connection (the presence of political figure or government representative as members of board of director) has consistently showing negative relationship with performance. The result is consistent with the grabbing hand theory that argues that companies’ connection with government would actually destroy companies’ value. The monitoring role of corporate governance as measured by the percentage of independent board members does not have any significant effect on firm’s performance. The monitoring role of corporate governance as measured by the composition of independent board members have shown a positive significant effect on the company’s performance. However the second monitoring mechanism, the percentage of institutional investors, have a tendency to weaken the company’s performance.

Originality/value

The findings of this study provide an additional understanding of the consequence of government intervention on companies’ performance. This study also highlights the role of monitoring mechanism (independence board members and IO) in strengthening or weakening the performance. The findings suggest that the proper appointment criteria for board members should be seriously considered to ensure better corporate governance structure. Therefore, the formation of the nomination committee as suggested by the current Malaysian Code of Corporate Governance play an important contribution to ensure candidates nominated as board members have proper credentials and qualifications to carry out responsibilities as board members.

Abstract

Purpose

The purpose of this paper is to explore the key political factors behind the introduction of Police and Crime Commissioners (PCCs) and attempt to address some of the major tensions in the democratic governance of the police.

Design/methodology/approach

Using a literature review, the paper examines the changing face of police accountability in England and Wales over the last 50 years.

Findings

Three critical insights emerge from this analysis. First, the politicization of the police began in the 1980s – well before the introduction of PCCs – and was in fact one of the key antecedents behind the introduction of PCCs. Second, the paper finds that the simultaneous growth of managerialist practices further enabled politicians to interfere with policing in ways which eventually laid the foundation for PCCs. Lastly, the investigation illustrates how the policy architecture then drew inspiration from models of police governance from the USA, which chimed well with a new generation of Conservatives intent on police reform.

Originality/value

The paper offers a unique policy history which helps to better understand the political rationale behind PCCs and helps to clarify the underlying trajectory of the policy.

Abstract

Purpose

The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections.

Design/methodology/approach

This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material.

Findings

The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests.

Research limitations/implications

The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC.

Practical implications

The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election.

Social implications

The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective.

Originality/value

The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Abstract

Purpose

This paper aims to explore the recent introduction of directly elected police and crime commissioners (PCCs) in England and Wales, and to consider to what extent this new innovation should be considered as a positive contribution to the achievement of democratic policing.

Design/methodology/approach

The paper draws on a range of key sources of academic literature on police accountability and the sociology of policing, as well as considering the content of government pronouncements and legislation.

Findings

The central argument of the paper is that the introduction of PCCs needs to be examined within the context of the hegemony of neo-liberal logic in public services reform. It is argued that some enduring myths of policing, including the myth that the police impartially uphold an impartial law, lend themselves to the depoliticisation of policing which is necessary in order to facilitate neo-liberal colonisation of the service, which is inimical to democratic policing.

Originality/value

The paper builds upon and contests some of the early critiques of the introduction of PCCs which have emerged and proposes a new direction for the development of critique in this area. It will be of interest to policing scholars as well as anyone concerned about the relationship between democracy and policing under current conditions of deep public service cuts and the colonisation of service provision by neo-liberal values.

Abstract

Purpose

Considering the great need for palliative care in hospitals, it is essential for hospital staff to have palliative care knowledge. Palliative consultations have been shown to have positive effects on in-hospital care. However, barriers to contact with and uptake of palliative consultation advice are reported, posing a need for further knowledge about the process of palliative consultations. The purpose of this study therefore was to examine how palliative consultations in hospitals are practised, as perceived by consultants and health care professionals on receiving wards.

Design/methodology/approach

Focus groups with palliative care consultation services, health care personnel from receiving wards and managers of consultation services. Interpretive description and constant comparative method guided the analysis.

Findings

Variations were seen in several aspects of practice, including approach to practice and represented professions. The palliative consultants were perceived to contribute by creating space for palliative care, adding palliative knowledge and approach, enhancing cooperation and creating opportunity to ameliorate transition. Based on a perception of carrying valuable perspectives and knowledge, a number of consultation services utilised proactive practices that took the initiative in relation to the receiving wards.

Originality/value

A lack of policy and divergent views on how to conceptualise palliative care appeared to be associated with variations in consultation practices, tentative approaches and a bottom-up driven development. This study adds knowledge, implying theoretical transferability as to how palliative care consultations can be practised, which is useful when designing and starting new consultation services.

Abstract

Purpose

The purpose of this paper is to reflect on the opportunities and challenges provided by the introduction of Police and Crime Commissioner (PCC), and particularly the prospects for enhanced public accountability of policing as a result. It considers how the new accountability framework might work in practice and in comparison with the existing arrangements of Police Authorities and highlights the key accountability relationships on which success is likely to depend.

Design/methodology/approach

The paper draws on a range of published research on public accountability and applies the key ideas to the particular context of police governance and accountability.

Findings

While the plans for directly elected PCCs have proved controversial, the overall view is that the new approach to police governance deserves its chance because it seems to offer at least some potential for stronger public accountability. Much depends on the three key accountability relationships and probably it will take some time for clear, significant and lasting impacts to show themselves. But in four years time, when the next round of elections are due, the nature of the challenge of injecting more effective public accountability into policing will be better understood.

Originality/value

The paper offers conceptual insights on the governance and accountability framework for policing, both as currently exists and as is intended with directly elected PCCs. It also highlights the three key accountability relationships which lie at the heart of the new arrangements and upon which success, to a large extent, will depend.
