Abstract

Purpose

This study aims to investigate the quality level of the leading three Public Administration Institutes’ (PAIs) websites in the Arab world.

Design/methodology/approach

A convenient sample of 203 Jordanian Government employees answered the questionnaire that assessed five quality dimensions (content, navigation, interface design, accessibility and educational purpose) for each website.

Findings

The website of PAI of Kingdom of Saudi Arabia recorded a high level in all quality dimensions, whereas the website of PAI of Jordan recorded moderate quality in all dimensions except for accessibility; the website of PAI of Egypt recorded a high level in all quality dimensions except for the educational purpose. Based on the qualitative analysis, participants agreed that the PAI website has the best quality, accessibility, navigation and design compared with the Egyptian and the Jordanian PAIs websites.

Practical implications

Designers of PAI websites should consider end users’ needs and regularly assess the website’s usability. PAIs developers should also establish more interactive portals to provide transparent and effective electronic services to users. The findings are significant in helping policymakers better understand the importance of distance training and learning using websites and platforms.

Social implications

Developing a high-quality website enhances the relationship between the government and its employees, consequently establishing the credibility and trust of citizens in public services.

Originality/value

To the best of the authors’ knowledge, this is the first study that measures the quality of PAI websites in the Arab world. The findings provide more cross-culture evidence for the e-government and digital literature in helping policymakers develop more technology interactive platforms.

Abstract

Purpose

This study aims to expand the authors’ exploratory qualitative study, describing the characteristics of the flow of Palestinian Arab citizens of Israel (PAI) to Jordanian higher education (HE) institutes as an alternative to HE studies in Israel (Jordanization).

Design/methodology/approach

At this stage of the study, 460 PAI studying in six Jordanian universities answered a questionnaire indicating the factors that led them to seek HE in Jordan. Respondents’ comparisons between the Israeli and Jordanian HE systems were analysed.

Findings

Results showed that Jordanian HE attracts PAIs for practical reasons: lenient acceptance policy and better chances to graduate, while cultural and linguistic similarities between the PAI and Jordanian societies are less influential. Israel's HE is attractive for financial reasons and employment qualification.

Research limitations/implications

Future research should compare the absorption of these graduates of Jordanian universities in Israel's labour market with the absorption of other graduates from Israeli and foreign universities.

Practical implications

The under‐representative proportion of PAI students in Israeli universities indicates the need for diversified programmes and reforms to bring more PAI students into Israeli campuses. Pre‐academic programmes focusing on acquisition of academic learning skills could assist PAI students during their first academic year and help prevent dropout.

Originality/value

This study provides unique and specific knowledge concerning the topic of indigenous ethnic minorities who migrate to study outside their states.

Abstract

Purpose

The paper seeks to analyze the characteristics of higher education (HE) among Palestinian Arabs in Israel (PAI). It aims to indicate the main trends that have taken place in higher education since the establishment of the State of Israel, especially in the last decade, and to examine the main factors that have hindered access to higher education for this minority group.

Design/methodology/approach

The study is based on a meta‐analysis of official statistics and other official documents, and on an analysis of relevant recent research studies.

Findings

The analysis shows that although there has been an increase in the numbers and percentages of PAI studying in Israeli HE institutes, especially for women, structural blocks still hinder their access to Israeli HE institutes, a situation exacerbated by their deficient preparation in secondary school. Their disproportionate under‐representation in the HE system reflects policies relating to power distribution and control in Israeli society.

Social implications

Policy favoring re‐distribution of power alongside affirmative action legislation could influence the structure of the HE system and improve PAI minority representation in Israeli HE institutes.

Originality/value

The paper indicates the need for affirmative action to increase the Palestinian minority population's access to higher education in Israel.

Abstract

Purpose

This paper aims to discuss and collect evidence about the hypothesis that, under imperfect information, the multipurpose public organization emulates its peers, arguing that this hypothesis can be fruitful to the study of this kind of organization.

Design/methodology/approach

At IPEC – Instituto de Pesquisa Clínica Evandro Chagas, the clinical research institute affiliated to FIOCRUZ – Fundação Oswaldo Cruz, activities relating to infectious diseases –, e.g. diagnostic exams; outpatient care and patient admissions; teaching and research – are structured in the form of integrated action programs (briefly, PAIs). Taking into account the complexity of this organizational format, this paper applies a mathematical model allowing to define and compute managerial indicators referring to the eight main PAI programs with a view to measure their performance, to investigate whether there are any scale inefficiencies in the eight programs selected as decision‐making units (DMUs) and to assess the effectiveness of the whole organizational structure. To accomplish those objectives, the paper employs the so‐called DEA models with variable returns to scale – whereby two input and seven output variables were used to represent the eight DMUs.

Findings

Findings suggest that PAIs related to clinical research operated under increasing returns to scale between 2002 and 2006. To that extent, both the choice of PAIs as an organizational format and the current growth strategy at the Institute may be considered adequate.

Originality/value

This approach is valuable to complement the cost minimization analysis of specific activities of multipurpose organizations and has general application to the overall assessment of performance, structures and strategies in these organizations.

Abstract

Using a contingency model of the effectiveness of performance appraisal interviews as a framework, examines the extent to which employee job performance and employee relations with their superior moderate the impact of goal setting in the interviews on the important outcomes: employees′ reactions to the interview and their degree of work motivation among 135 non‐managerial employees in a medium‐sized manufacturing company. Hierarchical regression analysis indicated that the impact of goal setting was stronger among poor performers than among good performers, and among employees who had good relations with their superiors than among those whose relations were relatively poor. Advances reasons for these and suggests implications for improving appraisals.

Abstract

Purpose

Increasing flexibility and complexity of modern process‐aware information systems (PAIS) usually leads to less guidance for its users and consequently requires more experienced users. A flexible PAIS allows users to freely choose a specific execution sequence of activities. However, there are no guarantees that the chosen sequence conforms to established business rules. This context proposes a supervisory control service (SCS), which can be used to support end‐users of flexible PAIS during process execution by giving a list of disabled (or enabled) events (activities), i.e. at any point in time a list of possible next steps is given.

Design/methodology/approach

The SCS has been implemented in process mining framework (ProM – www.processmining.org) and the experiment that has been performed shows its feasibility. The computational infrastructure already implemented in ProM allows communication with external applications and allows the SCS to be integrated with PAIS that records events. This paper demonstrated that the SCS in ProM can cooperate with PAIS system in order to support users.

Findings

The SCS proposed in this paper monitors and restricts execution sequences of activities such that business rules are always obeyed. The system offers support based on business rules but does not limit the user by imposing rigid control‐flow structures. Users can adopt this service as a guide to execute activities with a guarantee that business rules are followed and goals are met. The SCS also offers flexibility to users to choose execution sequences.

Originality/value

The paper argues that the proposed approach has many advantages on controlling/supporting flexible processes. Supervisory control theory allows an automatic control synthesis instead of the usual manual and heuristic procedures. Thus, new control actions may be rapidly and automatically designed when modifications, such as redefinition of business rules or activities arrangements, are necessary. The flexible processes can be made to behave optimally with respect to a variety of criteria, where optimal means in minimally restrictive way.

Abstract

Purpose

This research posits that e-vendors can use product aesthetic information (PAI) as a strategic positing tool to shape consumers’ perceptions of e-vendors’ websites.

Design/methodology/approach

To test this framework, variations on a garment’s color (a crucial element of product aesthetics) are presented to four different treatment groups to determine whether aesthetic treatment influences the perception of the website.

Findings

The results suggest that consumers who consider a product visually appealing also perceive the e-vendor’s website as useful, resulting in enjoyment of the shopping experience. Positive perceptions lead consumers to form positive attitudes toward the vendor’s website.

Originality/value

While product aesthetics is well-studied in marketing and psychology, its relevance to the e-commerce domain is relatively underexplored. To fill the void, the paper proposes a theoretical framework that explains how PAI influences buyers’ cognitive and affective evaluations of their online shopping experiences, which in turn shapes their attitudes toward e-vendors’ sites.

Abstract

Purpose

The paper outlines a portal that facilitates learning through sharing of experiences. This flow is between experience sharers and solution seekers in the domain of poverty alleviation interventions (PAIs). Practitioners working on PAIs are often confined to searching from within “lessons learned” repositories and also from within limited disparate networks configured by aid agencies and consultancies. They do not, as of yet, have access to a comprehensive portal that explores the pool of knowledge carriers and also evaluates their efficacy in contributing to customised solutions.

Design/methodology/approach

The paper critiques the sufficiency of existing processes for feedback generation and its use in PAIs. In relating to varying contexts of PAIs and experiences that exist from practice, it presents a template of an internet enabled interface to support experience sharing. The authors then illustrate how the portal can deliver to specific issues and problems in different PAI contexts.

Findings

The SOLVER portal and its process map aim to create an interfacing environment between sharers and seekers for shaping customized solutions from past experiences.

Originality/value

Improving the performance of PAIs is crucial for societal goals of equitable living and access to opportunity spaces. PAI practitioners are aware of the wealth of past experiences but then struggle to find a coherent and approachable portal that can churn these in response to their specific and contextual needs.

Abstract

Purpose

The purpose of this paper is to investigate the perceptions of auditor independence between auditors, bank‐loan officers, and financial analysts in Bahrain.

Design/methodology/approach

This study examines the effect of 41 independence‐enhancing and – threatening Factors on the perceptions of auditor, bank‐loan officers, and financial analysts regarding auditor independence in Bahrain. Out of 450 questionnaires distributed, 281 usable responses were received, representing a response rate of 62.4 percent.

Findings

Overall, the three groups agree on the classification of the 41 factors into two groups; however, they do not agree on the relative importance of those factors on their perception of auditor independence. Economic reliance of auditors on their clients and the provisions of non‐audit service, competition, and long tenure of audit services are considered the most important independence‐threatening factors. The risks posed to auditors in fulfilling their audit engagement, regulatory rights and requirements surrounding auditor change, regulation concerning the appointment/remuneration of auditors, and the disclosure of financial and nonfinancial relationships are among the most important factors that are perceived by the three groups to enhance auditor independence.

Research limitations/implications

The samples did not include all users of financial statements; the samples were drawn only from institutions that were willing to take part, and consequently the results might not be applicable to those that did not take part in the study; and data were collected using a survey questionnaire and this approach is subject to certain types of bias such as response bias, which may affect the reliability of the respondents' answers.

Practical implications

The paper can inform policy makers, governments, and professional accounting bodies in emerging markets in countries that share similar economic, political, and cultural environment on how policies and frameworks related to auditor independence can be structured to ensure adequate regulation of the capital market, and enhance the awareness of users and auditors about the contextual factors surrounding the role of an auditor, in addition to the possible threats and enhancing factors that affect auditor independence.

Originality/value

The paper offers rich data on the perceptions of auditors' independence of auditors and users of financial statements. This is the first time, this type of research has been conducted in Bahrain.

Purpose

The purpose of this paper is to appraise Pai and Chary’s (2016) conceptual framework for measuring patient-perceived hospital service quality (HSQ).

Design/methodology/approach

A structured questionnaire was used to obtain data from teaching, public and corporate hospital patients. Several tests were conducted to assess the instrument’s reliability and validity. Pai and Chary’s (2016) nine dimensions for measuring HSQ were examined in this paper.

Findings

The tests confirm that Pai and Chary’s (2016) conceptual framework is reliable and valid. The study also establishes that the nine dimensions measure HSQ.

Practical implications

The framework empowers managers to assess service quality in any hospital settings, corporate, public and teaching, using an approach that is superior to the existing HSQ scales.

Originality/value

This paper helps researchers and practitioners to assess HSQ from patient perspectives in any hospital setting.
