Abstract
Purpose
Elementary schools have been confronted with large-scale educational reforms as strategies to improve the educational quality. While building school-wide capacity for improvement is considered critical for changing teachers’ classroom practices, there is still little empirical evidence for link between enhanced school capacity for improvement and instructional change. In this study, the authors examined the impact of school improvement capacity on changes in teachers’ classroom practices over a period of time. Leadership practices, school organizational conditions, teacher motivation and teacher learning were used to measure school-wide capacity for improvement. The paper aims to discuss these issues.
Design/methodology/approach
Mixed-model analysis of longitudinal data over a four years (2005-2008) period of time from 862 teachers of 32 Dutch elementary schools were used to test the impact of school improvement capacity on changing teachers’ instructional practices.
Findings
The results showed that organizational-level conditions and teacher-level conditions play an important, but different role in changing teachers’ classroom practices. Whereas teacher factors mainly affect changes in teachers’ classroom practices, organizational factors are of significant importance to enhance teacher motivation and teacher learning.
Research limitations/implications
More longitudinal research is needed to gain better insight into the opportunities and limits of building school-wide capacity to stimulate instructional change.
Practical implications
By encouraging teachers to question their own beliefs, facilitating opportunities for teachers to work together to solve problems, and through the promotion of shared decision making, school leaders can reinforce the personal and social identification of teachers with the organization. As a consequence, teachers will feel increasingly committed and are more willing to change their classroom practices. Additionally, school leaders can use the findings from this study and the related instrument as a tool for school self-evaluation.
Originality/value
This paper contributes to a deeper understanding of the nature of changes in conditions for school improvement and its influence on changes in teachers’ instructional practices over a period of time.

Abstract
Purpose
Although it is assumed that school district governance by districts leaders can impact schools’ capacity to improvement and educational quality, there is little systematic evidence to support this claim. The purpose of this paper is to discuss how governance goals and interventions affect school districts’ social capital.
Design/methodology/approach
The empirical enquiry used quantitative data on district leaders enacting governance as perceived by their school principals. These data were collected among 399 school principals of 23 Dutch school districts in elementary education, using a survey. Social network data on social capital within school districts were collected using a social network survey among educational administrators (i.e. district leaders, central office administrators and school principals). Additionally, examples of the relation between school district social capital and governance at six school districts were described.
Findings
Results suggest that district leaders can promote the organizational social capital of their school districts through focusing on educational goals. In addition, the findings show that they can reinforce their impact by using interventions varying in coercion level, of which offering support to school principals appears to be “a golden button” to make organizational social capital thrive.
Research limitations/implications
Limitations to the study are the generalizability of the findings (they can be questioned because “convenience sampling” was used) and warrant a longitudinal design to examine how organization social capital develops over time.
Originality/value
The study is unique as it addresses the impact district leaders may have on their districts’ social capital by focusing on social network approach in the study of school district governance.

Abstract
Purpose
While in everyday practice, school leaders are often involved in social relationships with a variety of stakeholders both within and outside their own schools, studies on school leaders’ networks often focus either on networks within or outside schools. The purpose of this paper is to investigate the extent to which principals occupy similar positions in their school’s network and the larger district network. In addition, the authors examined whether principals’ centrality in both networks can be attributed to demographic characteristics and transformational leadership (TL).
Design/methodology/approach
Using social network analysis, correlational and regression analysis, and an advanced social network technique, namely p2 modeling, the authors analyzed data collected among 708 educators in 46 Dutch elementary schools. The authors also offer a visualization of the district social network to explore principals’ relationships with other principals in the district.
Findings
Results suggest that principals who occupy a central position in their school’s advice network are also more likely to occupy a central position in their district’s collaborative leadership network. Moreover, TL was found to affect the extent to which principals are central in both networks.
Originality/value
The study is unique as it simultaneously explores principals’ social relationships in schools and the larger district. Moreover, the authors advance the knowledge of TL as a possible mechanism that may shape the pattern of these relationships, thereby connecting two streams of literature that were until now largely disconnected. Limitations to the study warrant further qualitative and longitudinal research on principals’ social relationships in schools, districts, and the larger community.

Abstract
Examines the nature of transformational leadership and its relation to teachers’ changed practices within the context of Dutch large‐scale innovation. Presents two qualitative studies and a survey. The qualitative studies produced three dimensions of transformational leadership: vision, individual consideration, and intellectual stimulation. Within the framework of the survey, these dimensions were further operationalized and exploratively related to teachers’ concerns, teachers’ learning activities, and teachers’ changed practices. The results indicate the significance of the dimensions of transformational leadership in relation to changed teacher practices. The results also suggest the significance of intervening constructs for future research into the impact of leadership on changed teacher practices.

Abstract
Purpose
In Germany up until now, there has been very little research on staff development in schools. The purpose of this paper is to comprehensively assess school-based staff development and to describe the interplay between different instruments of staff development (e.g. classroom observations, development discussions) at the school level.
Design/methodology/approach
Considering that different constellations of organizational management tools may be differentially effective in different contexts (see Mintzberg, 1983/1992), an approach that takes a combination of different staff development instruments into account was chosen. Data were gathered from principals of primary and secondary schools in two federal states of Germany. Using regression, cluster analysis, and analysis of variance, the authors examined different instruments and patterns of staff development used in everyday school practice and determined how these affected the professional development of teachers.
Findings
Five staff development patterns could be identified. With regard to the extent of professional development activities of teachers, these patterns have been proven to have a different impact. Furthermore, the use of the different staff development patterns seems to be heavily dependent on the type of school.
Research limitations/implications
Further research would be needed that examines if the three most relevant staff development patterns identified in this study can also be proven to be effective with regard to somewhat “harder” criteria than the extent of professional development activities of teachers. Such criteria could be teachers’ teaching skills or even student achievement.
Originality/value
The current study is the first to examine staff development in German schools systematically. The results provide some good leads for further studies in this area.

Abstract
This article examines the effects of transformational school leadership on the commitment of teachers to school reform, and the effort they are willing to devote to such reform. It does so by building on the knowledge from both educational and non‐educational research into such effects. A model of such effects is tested using two approximately comparable sets of data collected from samples of Canadian and Dutch teachers. Structural equation modeling is applied to test the model within each data set. Results of the Canadian and Dutch studies are then compared. The findings show transformational leadership dimensions to affect both teachers’ commitment and extra effort. The effects of the dimension's vision building and intellectual stimulation appear to be significant in particular. Overall, the findings clearly indicate the importance of analyzing dimensions of transformational leadership for their separate effects on teacher commitment and extra effort within the context of educational reform.

Abstract
Purpose
Teachers’ continuing professional development (CPD) should improve teacher quality and teaching practices, though teachers vary in the extent to which they participate in CPD activities. Because beliefs influence working and learning, and teachers’ beliefs about learning and teaching influence their instructional decisions, this study aims to explore the link between teachers’ beliefs about learning and teaching and their participation in CPD.
Design/methodology/approach
This study features two belief dimensions (student and subject matter orientation) and three types of CPD activities (updating, reflective, and collaborative). Survey data from 260 Dutch secondary school teachers were collected and analyzed using structural equation modeling.
Findings
Student‐oriented beliefs relate positively to teachers’ participation in CPD: the more student‐oriented teachers are, the more they participate in CPD. No relationship emerges between subject matter–oriented beliefs and CPD.
Practical implications
To intensify teachers’ participation in CPD and thereby improve teacher quality and teaching practices, schools should emphasize a student orientation among their teachers.
Originality/value
The original empirical study examines the relationship between teachers’ beliefs about learning and teaching and their participation in CPD and thus furthers understanding of factors that influence teachers’ participation in CPD.

Abstract
Purpose
This scoping review utilizes findings from 80 articles to build a research model to study research-practice-policy networks in K-12 education systems. The purpose of this study was to generate a broad understanding of the variation in conceptualizations of research-practice-policy partnerships, rather than dominant conceptualizations.
Design/methodology/approach
Arskey and O'Malley's (2005) five stage scoping review process was utilized including: (1) a consultative process with partners to identify research questions, (2) identify relevant studies, (3) study selection based on double-blind peer review, (4) charting the data and (5) collating, summarizing and reporting the results in a research model identifying key dimensions and components of research-practice partnerships (RPPs).
Findings
Coburn et al. (2013) definition of RPPs arose as an anchoring definition within the emerging field. This article proposes a model for understanding the organization and work of RPPs arising from the review. At the core lies shared goals, coproduction and multistakeholder collaboration organized around three dimensions: (1) Systems and structures: funding, governance, strategic roles, policy environment, system alignment; (2) Collaborative processes: improvement planning and data use, communication, trusting relationships, brokering activities, capacity building; (3) Continuous Learning Cycles: social innovation, implementation, evaluation and adaptation.
Research limitations/implications
By using a common framework, data across RPPs and from different studies can be compared. Research foci might test links between elements such as capacity building and impacts, or test links between systems and structures and how those elements influence collaborative processes and the impact of the RPPs. Research could test the generalizability of the framework across contexts. Through the application and use of the research model, various elements might be refuted, confirmed or refined. More work is needed to use this framework to study RPPs, and to develop accompanying data collection methods and instruments for each dimension and element.
Practical implications
The practical applications of the framework are to be used by RPPs as a learning framework for strategic planning, iterative learning cycles and evaluation. Many of the elements of the framework could be used to check-in with partners on how things are going – such as exploring how communication is working and whether these structures move beyond merely updates and reporting toward joint problem-solving. The framework could also be used prior to setting up an RPP as an organizing approach to making decisions about how that RPP might best operate.
Originality/value
Despite increased attention on multistakeholder networks in education, the conceptual understanding is still limited. This article analyzed theoretical and empirical work to build a systematic model to study RPPs in education. This research model can be used to: identify RPP configurations, analyze the impact of RPPs, and to compare similarities and differences across configurations.
