Abstract

Purpose

This paper aims to report the findings of a study, which analysed the strengths and limitations of two distinct concepts used for post‐disaster housing reconstruction, namely, the donor‐driven and owner‐driven approaches.

Design/methodology/approach

Data were gathered through interviews, questionnaire survey and observations from government, non‐government organizations and the beneficiaries of owner‐driven and donor‐driven programmes in one of the affected districts.

Findings

The paper reveals that beneficiary satisfaction is higher on owner‐driven approach compared to the donor‐driven approach. Further, imposition of the buffer zone, non‐availability of suitable land and capacity constraints of the construction industry are identified as critical factors affecting the success of donor‐driven housing programme.

Research limitations/implications

It was assumed that the quickest and most effective way to rebuild houses after a disaster is to employ the “donor‐driven” approach, where the government or an external funding agency leads the reconstruction process with the help of consultants and contractors procured for the project. Contrary to this popular view, this paper finds that there are limitations in this approach and that it may lead to housing that does not respond to needs of victims.

Originality/value

This paper examines the strengths and weaknesses of the two strategies used in housing reconstruction and highlights the need for building regulations and technical assistance as key to overcome limitations of the owner‐driven approach.

Abstract

Purpose

The purpose of this paper is to identify “key processes” during the owner-driven reconstruction (ODR) process by implementing agencies, to enhance the long-term disaster-resilience of housing and community.

Design/methodology/approach

A mixed methods methodology and “case-study” approach is adopted to compare good practice reconstruction projects in India in the past 15 years. This paper discusses findings from investigations conducted in two settlements of Bihar – Orlaha and Puraini, after major flooding in 2008. The sites were visited during 2012 and 2014.

Findings

One of the key processes that lead to the success of the ODR process in terms of its effect on the long-term disaster-resilience in Bihar is community mobilisation it functions primarily as an information and communication device promoting the success (or otherwise) of the reconstruction project.

Originality/value

The findings are based on empirical evidence gathered during in-field investigations and interviews to post-disaster reconstructed villages. While these findings represent a snapshot of diverse and complex disaster experiences in the Indian context, the comparison offers insight on how to turn the rhetoric surrounding “owner-driven” or “built back better” into positive long-term community outcomes.

Abstract

Purpose

Post-disaster reconstruction poses a double-edged sword to its implementers as it demands addressing survivors’ need for speed as well as meeting the growing expectation to trigger resilience. While an owner-driven housing reconstruction (ODHR), inter-disciplinary and long-term approach has been promoted internationally; however, there is limited research focussed on the long-term impacts (>10 years after a disaster) of ODHR. Furthermore, there is no one accepted framework for practitioners to guide through the process of ODHR projects to carve pathways for disaster resilience. The purpose of this paper is to assimilate findings—contingent and generalisable—into a novel framework for future change in practice.

Design/methodology/approach

This paper deployed a mixed methods methodology with a comparative case study research method. Two case study projects were from the Indian state of Gujarat, 13 years after the 2001 earthquake and the other two from Bihar, 6 years since the 2008 Kosi river floods. Due to multi-disciplinary nature of research, empirical data collection relied on a mix of social sciences methods including 80 semi-structured interviews, and architectural research methods including the visual analysis of photographs and sketches. Three sample groups of agency members, beneficiaries and non-beneficiaries were purposively selected. Thematic content analysis was used for the data analysis.

Findings

The paper provides empirical insights on how ODHR projects in Indian states of Gujarat and Bihar succeeded at enhancing disaster resilience of communities. It suggests that the civil society organisations acted as “enablers” at four stages: envisioning strategically based on systemic understanding, building soft assets including community trust and dignity for social mobilisation prior to, proposing minor modifications to construction technology for its multi-hazard safety as well as cultural relevance, and sustaining capacity building efforts beyond reconstruction completion or beyond one project life-cycle.

Research limitations/implications

The author of this paper cautions that the spiral framework needs further development to make it flexibility and customisable to suit the specifics of a particular context.

Originality/value

The implications of the findings discussed in this paper are primarily for practitioners involved in disaster recovery and development sector. Since prevailing models or frameworks neither incorporate multi-disciplinary approach (demanded by socio-ecological systems resilience concept), nor represent project scale, a novel, four-pronged framework for ODHR has been proposed in this paper for strategic success. The framework has been illustrated in spiral and tabular forms, and has been kept abstract to provide practitioners the much-needed flexibility for adapting it to suit the specifics of a particular context.

Abstract

Purpose

The purpose of this study is to analyse the reliability of Build Back Better slogan in the context of post-disaster housing reconstruction in developing countries, at enhancing disaster-resilience of housing and its occupants in the long term from socio-ecological systems resilience perspective.

Design/methodology/approach

A predominantly qualitative methodology and multi-disciplinary case study methodology is adopted to compare long-term outcomes of two post-disaster housing reconstruction interventions: post-2008 Bihar Kosi River floods in India and post-2010 Mentawai earthquake and tsunami in Indonesia.

Findings

Out of the nine generalizable findings, two of the most significant findings include giving freedom of choice or human capabilities to the disaster survivors and sustaining capacity development during and beyond the completion of housing reconstruction. These two processes play a significant role in linking reconstruction to resilience in the long term, especially of those living at- risk and poverty.

Originality/value

This paper further advances the current scholarship on overarching long-term impacts of housing reconstruction efforts, based on longitudinal and empirical studies in India and Indonesia. While these findings represent a snapshot of diverse and complex disaster experiences in the developing-world context, the comparison offers insight into how to turn the rhetoric surrounding “owner-driven” or “built back better” into long-term resilience outcomes.

Abstract

Purpose

A set of guidelines widely agreed by the international humanitarian aid community, such as the Sphere Handbook, is currently lacking for permanent housing reconstruction in developing countries. The paper aims to address this gap by reviewing the field and presenting a set of selected examples that offer lessons for informing, developing and promoting wider good practice.

Design/methodology/approach

An extensive literature review on post‐disaster housing reconstruction in developing countries pointed to the significant impacts of disasters on housing in developing countries and the great challenges involved in the reconstruction process; it also allowed identifying efforts at framing good practice guidelines by humanitarian and other agencies.

Findings

The paper finds that, while the review largely indicated the major challenges and shortcomings in the field, it also allowed identifying some examples of good practice and the reasons for their effectiveness.

Originality/value

As argued here, there are a number of independent guidelines for post‐disaster reconstruction in developing countries, but hardly any which are widely endorsed and can be followed by humanitarian agencies. The paper therefore draws together the key issues and examples of good practice as a basis for informing the development of guidelines.

Abstract

Purpose

This paper aims to understand the recovery process after the 2018 floods in Kerala, India, and it determines whether the recovery efforts were aligned with Build Back Better (BBB) concepts.

Design/methodology/approach

A qualitative approach was adopted to collect the data from the officials of Government and NGOs involved in Kerala recovery. The participants were interviewed on the challenges faced during the recovery process and the actions taken by them to overcome it.

Findings

The study identified that the Kerala Government was proactive at making the community resilient from future disasters by – encouraging owner-driven reconstruction among flood-affected households; supporting locals to rejuvenate their business; and by creating a local-level recovery authority. Further, this paper identifies the areas that Kerala was lacking in terms of BBB and where resilience-based plans and actions are needed for the future.

Research limitations/implications

The participants were employees of Government and NGOs at a state level as they were the primary decision-makers to implement any recovery actions. Researchers believe that the authorities at district and village level could have had a different perspective towards implementing the recovery actions.

Practical implications

The best practices presented in this paper for effective BBB will assist the government to build/improve resilience in the community.

Originality/value

The implementation of BBB concepts in the areas of disaster risk reduction, community recovery and effective implementation was never studied extensively. The research provides valuable information on what extent Kerala’s post-disaster recovery and reconstruction activities were in-line with BBB practices.

Abstract

Purpose

After tsunami 2004, it was estimated that more than 98,000 permanent houses had to be rebuilt. However, ten years on, as communities, are they satisfied in their new homes? What are the indicators affecting the long-term satisfaction of resettled communities in relation to their new permanent houses. The purpose of this paper is to qualitatively evaluate the level of long-term satisfaction of two tsunami affected resettled communities in Sri Lanka in a bid to identify the indicators affecting the long-term satisfaction of post disaster resettled communities in relation to permanent housing.

Design/methodology/approach

In addition to the thorough literature review conducted to evaluate the state of the art in the subject area, a series of interviews were conducted with experts and tsunami affected communities in Sri Lanka to gather primary data for this research. The literature review is used to establish the initial list of indicators of long-term satisfaction of resettlements. The expert interviews and the community interviews were used to verify and refine the initially identified indicators.

Findings

A sustainable resettlement programme is just not merely reconstruction of a set of houses. A resettlement programme should re-establish the socio-economic and cultural life of people. Reconstruction of a house does not solve the housing issue; it is vital to look in to the indicators which can convert a house into a home and the surrounding into a neighbourhood.

Originality/value

This paper makes a significant contribution in terms of identifying indicators affecting the long-term community satisfaction with resettlement programmes taking into account economic, social and cultural factors with a special emphasis on post tsunami resettlements in Sri Lanka.

Abstract

Purpose

Focusing on Rudak, a village destroyed in the Buin-Zahra earthquake of 1962 in Qazvin, Iran, this paper aims to evaluate the reconstruction of this village in terms of sustainability. Rudak reconstruction has left long-term consequences on the physical structure of the village, as some of the people refused the constructed houses and built their own ones. Hence, after more than 50 years, this village is now consisted of two physically different neighborhoods. Examining the long-term consequences of this reconstruction through comparing housing and physical structure of the two different neighborhoods contains valuable lessons in terms of sustainability because sustainable reconstruction results unveil in long term.

Design/methodology/approach

Using sustainable reconstruction theory as the conceptual framework, this research investigates social, economic and environmental sustainability of Rudak housing reconstruction and that leads to comprehensive lessons. The study has a qualitative method and is based on fieldwork allowing for dynamic interviews with the community. Furthermore, data are analyzed through descriptive and comparative approaches.

Findings

The research concluded that sustainability related implications of post-disaster reconstruction policies are not restricted to the time of reconstruction or a limited interval after that. Lack of livelihood considerations, providing all people with similar houses and nontransparent decisions, resulted in unsustainable consequences such as building vulnerable extensions by people, social segregation and people unwillingness for participation. However, this experience was sustainable in terms of some other factors. For example, using local materials for building the structures of the new houses, putting the houses on the natural bedrock and building public services for people were sustainable measurements.

Originality/value

This paper is a rare example of research focusing on impacts of post-disaster reconstruction after more than 50 years. It contains valuable lessons for planners and architects.

Abstract

Purpose

This paper aims to examine the socio-spatial transformation of earthquake-affected neighbourhoods as a setting for understanding post-disaster recovery trajectories of people, their opportunities for achieving housing recovery and their housing recovery outcomes.

Design/methodology/approach

Adopting a case study approach, this paper focuses on two neighbourhoods located in old urban areas of the city of Bhuj, India. The authors map the transformation of the built environment from before the earthquake, immediately after the earthquake and 10 years after the earthquake. While explaining the morphological changes of the built environment, the authors examine the associated changes in the social fabric of the neighbourhoods by explaining who stayed in their neighbourhoods, who moved out or moved in and who were displaced after the earthquake.

Findings

The authors explore the role of post-disaster public policies, including urban planning, in these changes and in shaping the opportunities of households and individuals for achieving recovery. These policies are compared and contrasted with other urban disaster responses to provide a better understanding of the possibilities of achieving more just recovery outcomes.

Originality/value

This paper contributes to the scant literature on post-disaster planning in cities of developing countries.
