Abstract

Purpose

This paper builds on Melynk’s et al. (2010) seminal article by reviving the concept of outcome-driven supply chain (ODSC) and empirically examining its relationship with supply chain practices and performance implications in an attempt to articulate its antecedents and consequences for small- and medium-sized enterprises (SMEs) in New Zealand (NZ). The purpose of this study to empirically examine outcome-driven supply chain and its practices from the perspective of small-and medium-sized enterprises (SMEs) in New Zealand.

Design/methodology/approach

A theoretical framework is developed drawing on an extensive review of the literature. Structural equation modelling is used to analyse the data collected from 107 NZ SMEs.

Findings

The results identify that SMEs can work on three aspects of supply chain practices (process integration, partnership and use of information and communication technology) to deliver blended ODSC outcomes (efficiency, agility and security) to improve performance. The empirical results show the implementation ODSC in the context of NZ SMEs can bring performance benefits.

Originality/value

The research starts a pioneer work on understanding ODSC in the context of NZ SMEs. Also, this study provides a valuable guideline to ODSC practices to improve ODSC outcomes and related performance benefits.

Abstract

Purpose

The purpose of this paper is to present a brief overview of the field of humanitarian logistics and supply chain management and outline the scope of the new Journal of Humanitarian Logistics and Supply Chain Management (JHLSCM). It further aims to highlight the variety of humanitarian logistics research and summarize the articles in the inaugural issue.

Design/methodology/approach

Results from an e‐mail survey with editorial board members are presented. The survey is used to further shape the scope of JHLSCM.

Findings

The journal draws on a variety of research streams in humanitarian logistics. This is seen as its richness but also as a challenge.

Research limitations/implications

Humanitarian logistics is an emerging field. There is still a lack of good empirical research and research with rigor as well as relevance. More research needs to be done in developing countries and by researchers from these.

Practical implications

Even though there has been collaboration between humanitarian and commercial organizations, there is also a need to establish humanitarian‐academic partnerships to improve training, education, as well as research – which should ultimately manifest itself in an improvement of practice.

Social implications

Humanitarian logistics research needs to rediscover its aim to serve beneficiaries.

Originality/value

This paper is an introduction to the inaugural issue of a new journal, JHLSCM.

Abstract

Purpose

Experiencing more frequent, system-wide disruptions, such as pandemics and geopolitical conflicts, supply chains can be largely destabilized by a lack of materials, services or components. Supply chain resilience (SCRES) constitutes the network ability to recover after and survive during such unexpected events. To enhance the understanding of SCRES as a system-wide quality, this study tests a comprehensive SCRES model with data from multiple industries.

Design/methodology/approach

The study proposes a theoretical framework conceptualizing SCRES as system quality, extending the classical proactive/reactive taxonomy by multiple system states consisting of the supply system properties, behaviors and responses to disruptions. Underlying hypotheses were tested using an online survey. The sample consists of 219 responses from German industries. Maximum likelihood structural equation modeling (ML-SEM) and moderation analysis were used for analyzing the survey data. The study was particularly designed to elaborate on supply chain theory.

Findings

Two pathways of parallel SCRES building were identified: proactive preparedness via anticipation and reactive responsiveness via agility. Both system responses are primarily built simultaneously rather than successively. The present study further provides empirical evidence on the central role of visibility and velocity in achieving comprehensive SCRES, while flexibility only exerts short-term support after a disruption. The study additionally points to potential “spillover effects” such as the vital role of proactive SCRES in achieving reactive responsiveness.

Originality/value

The present study confirms and expands existing theories on SCRES. While stressing the multidimensionality of SCRES, it theorizes the (inter-)temporal evolution of a system and offers practical guidelines for SCRES building in various industrial contexts. It thus supports the transformation toward more resilient and viable supply chains, contributing to the increasing efforts of middle-range theory building to achieve an overarching theory. The study also points to potential future research avenues.

Abstract

Purpose

The aim of the paper is to identify and review the impact and challenges of new contractual arrangements on UK military procurement and other limited or oligopolistic markets.

Design/methodology/approach

The unit of analysis is the large-scale procurement programme. Two cases of major military platforms (naval and air defence) examine through-life maintenance or “contracting for availability” and build theory on procuring complex performance (PCP). Propositions are developed from the literature then tested and extended from the case analysis, supported by 35 interviews from buyer and supplier representatives.

Findings

Examining UK military platform procurement reveals a perspective not present in fast moving high volume supply chains. In oligopolistic markets such as defence, the Ministry of Defence (MOD) represents a market of one, seeking ambitious and non-incremental innovation from the prime contractor during the procurement process. The new contractual arrangements show an increasing shift in responsibility to the prime contractor who coordinates service support and supply chain incentivisation over extended, often multi-decade platform lifecycles.

Research limitations/implications

The cases were conducted separately and later compared. Whilst based on defence sources, the paper concludes with general recommendations for all public-private complex procurements and seeks to explore other industry sectors as part of further research into PCP.

Originality/value

Examined from a theoretical and practical perspective, the cases reveal the challenges facing procurement in major public-private projects. The changing role identified reflects extended timescales and the quasi-market military procurement environment, compounded by current economic and politically charged conditions. Procurement by default increasingly plays a new shaping role in large-scale programme management driven by outcome-based contracting. Customers such as the MOD must re-evaluate their role under these new contractual arrangements, providing leadership and engaging with future contracting capability and innovation.

Abstract

Purpose

This paper aims to propose an integrated framework for digital project-driven supply chains (PDSC) to address multiple objectives in Architecture, Engineering, Construction and, Operations and Maintenance (AECO) value chain. Additionally, the following sub-objectives were also to be addressed: to assess emerging themes of Fourth Industrial Revolution (4IR) technologies in AECO and to identify lacunae in existing project supply chains.

Design/methodology/approach

The research relies on qualitative approaches and mixed methodologies, for building theories based on domain expert interviews and questionnaire surveys administered on industry professionals. Hypothesis testing has been used to analyze data and identify significant 4IR technology applications and evolve a PDSC framework to address multiple objectives in the AECO context.

Findings

4IR technologies can completely revolutionize AECO supply chains and catapult the discipline into a completely new paradigm. The immense computing power unleashed can contribute to enhancing effectiveness in delivery. Technologies such as the Internet of Things, Internet of Services, Cloud Computing, Big Data, Smart Factory, 3 D-Printing, Cyber-Physical Systems or Embedded Systems, Augmented Reality, Virtual Reality and Robotics hold immense future potential. The study proposes an integrated framework to address the multiple objectives of improved project delivery, increased productivity and cost savings, activity monitoring, reporting and agility, better workflow processes and reduction of wastage.

Research limitations/implications

The study offers ideas for complete integration of the AECO supply chain to deliver value to end customers. It, however, relies on opinions, perspectives and recollections of respondents, which is its limitation. Their opinion is expected to be influenced by their domain and project expertise.

Practical implications

In today’s global environment, information and data management is a meaningful intermediary in 4IR. It can be delivered with the aid of the cloud to collect, appraise and evaluate data efficiently; faster machine operations to manufacture quality goods at a lower cost; boost productivity; and competitiveness in AECO companies. Appropriate exchange of information and knowledge transfer will lead to innovation, effective communication in terms of frequency and quality of information; willingness to share information to improve overall performance; commitment to a common goal and mutual support; and continuous innovative effort.

Originality/value

This paper suggests fresh perspectives to integrated digital project-driven supply chains propelled by 4IR technologies, with a purpose to deliver multiple project objectives and end-customer value addition.

Abstract

Purpose

This study aims to identify the enablers of supply chain resilience (SCR) through a literature review and expert panel input in the context of Pakistan and the post-pandemic era. This study also aims to categorize and rank the identified enablers using expert panel input.

Design/methodology/approach

A review of the extant literature was conducted to investigate and identify the factors that contribute to SCR. The relative ranking of the enablers was carried out by a group of industry and academic experts. The expert panel was convened to compare the main categories and each enabler in pairs and to score the enablers using triangular fuzzy numbers.

Findings

This study identified 16 critical SCR enablers. Using the fuzzy analytic hierarchy process (AHP), these enablers were divided into three groups and analyzed. The results show that financial enablers, technology enablers and then social enablers are prioritized when it comes to SCR in emerging markets. The robustness of the ranking of enablers is tested through sensitivity analysis.

Practical implications

The results shall be helpful for policymakers and managers to understand the important enablers and also help allocate resources to important enablers. Managers will be able to formulate strategies to achieve SCR in an uncertain environment.

Originality/value

This is one of the first attempts to identify and rank the enablers of SCR in an emerging economy context.

Abstract

Purpose

This paper explores how firms develop and mature sustainable supply chains (SSCs) in developing nations (DNs). The primitive resources, infrastructures and understanding of SSCs in DNs often hinder both the ability of SSCs to mature and their effectiveness in delivering environmental, social and economic goals. The purpose of this paper is to address these issues.

Design/methodology/approach

Through the supply chain life cycle (SCLC) lens, the authors analyzed an embedded case study of a Vietnamese end-to-end food supply chain (using 32 semi-structured interviews and archival data) and interviewed senior leadership of three other food companies in early 2019. A post hoc study including five reinterviews in the same Vietnamese case company's supply chain also further validated the study in 2021.

Findings

The authors’ analyses reveal that changes in DN stakeholders' behaviors can quickly move firms' SSCs along the SCLC closer toward a mature stage, in which firms and their network stakeholders can create more sustainable value. They also identify strategies for firms to consider when developing their SSCs to activate these behavioral changes.

Originality/value

While many authors discuss SSCs' benefits for the environment and society, few assess how firms can design and operate SSCs effectively given the limited resources, infrastructures and SSC knowledge in DNs. This paper offers a compelling framework focusing on engaging various DNs' stakeholders to understand the life cycle of SSCs in less developed countries, in order to accelerate DNs' firms through early development toward a more SSC.

Abstract

Purpose

The purpose of this paper is to explore the topic of customer integration into supply chains. Particular attention is focused on literature concerning customer-driven and customer-centric supply chains. The aim is to provide a deeper understanding of these two approaches, clarify the differences, compare them and provide a conceptual model and research propositions, leading to theoretical and managerial implications.

Design/methodology/approach

The paper presents a systematic literature review conducted using a consolidated methodology. The protocol used allows for the identification, analysis, synthesis, reporting and discussion of the results stemming from the literature on customer integration into the supply chain. This analysis enables us to summarize the results in a conceptual framework and introduce new research propositions.

Findings

Using the results of the literature review, the authors first systematized the literature on customer-driven supply chain and on customer-centric supply chain in the conceptual framework. For each of the two sets of studies, the authors highlighted three main streams of research concerning customer integration into the supply chain. The authors analyzed three different topics: why customer integration is needed, how customer integration takes place and which intra-organizational issues are necessary to implement customer integration into the supply chain. Second, the authors developed a conceptual framework to confront customer-driven and customer-centric approaches to supply chain management in an evolutionary perspective. The authors thus formulated research propositions aimed at entering in greater depth the management of the shift from the customer-driven to customer-centric supply chain.

Research limitations/implications

The systematic literature analysis developed in the paper contributed to more integrated and comprehensive knowledge of customer integration into the supply chain. The paper identifies and describes the characteristics of different supply chain approaches through the organization and interpretation of academics’ contributions. The paper suggests the need for further research in at least three areas: the study of variables supporting customer-driven or customer-centric approaches, the relevant intra-organizational issues underscoring the customer-centric supply chain and the impact of digitalization on supply chain processes.

Practical implications

The paper outlines the main structural elements that compose the customer-driven and customer-centric supply chains. The results of the systematic analysis of the literature can be used to inform managers about the different levels and approaches for achieving customer integration. These diverse configurations of customer integration imply administrative and organizational considerations. Major issues to be considered when managers want to integrate the customer into the supply chain are identified. In addition, conditions underscoring different options – namely, customer-driven and customer-centric supply chains – are provided.

Originality/value

The originality of this work lies in the systematic review of literature examining customer integration into supply chains, which highlights two main levels of customer integration: customer-driven and customer-centric. The main contribution is the formulation of a conceptual framework and new research propositions from the comparison and merger of these two configurations. The information presented in this paper enhances the literature on recent developments in customer integration, thereby enabling managers to select the most suitable configuration for the supply chain structure.

Purpose

This paper provides a robust and structured literature review on supply chain resilience (SCRES), the supply chain’s ability to be prepared for unexpected risk events, responding and recovering quickly to potential disruptions to return to its original situation or grow by moving to a new, more desirable state. The purpose of this paper is to analyze the extant research through focussed questions and provide an insightful framework with propositions to guide further publications and identify future research needs.

Design/methodology/approach

The findings underlie a systematic literature review methodology requiring a robust method of literature analysis. The sand cone model is adopted to develop a comprehensive SCRES framework.

Findings

The literature review reveals a strong need for an overarching SCRES definition and a clear terminology for its building elements. It indicates that most research has been qualitative and lacks in assessing and measuring SCRES performance.

Originality/value

This paper contributes a structured overview of 67 peer-reviewed articles from 2003 to 2013 on an emerging area of supply chain research. The review formulates an overarching definition of SCRES, groups and synthesizes the various SCRES elements into proactive and reactive strategies for the ex-ante/ex-post disruption stage and illustrates SCRES measurement through performance metrics. It provides a comprehensive SCRES framework with propositions and indicates gaps in the literature to target for further development.

Abstract

Purpose

The purpose of this study is to identify the prescribed formative elements of supply chain resilience (SCR) in literature, to compare them with the unique characteristics of high reliability organisations (HROs) and derive lessons useful for improving SCR.

Design/methodology/approach

Two systematic literature reviews are carried out as follows: one on SCR and the other on HRO, which identified 107 studies and 18 papers, respectively. The results from the review are presented, analysed and synthesised.

Findings

Findings suggest that despite significant similarities in some of the proposed formative elements for SCR and the characteristics of HROs, the strong managerial commitment exhibited in HROs is absent in SCR literature. More importantly, the most cited characteristic of HROs, which is their flexible decision making structure is pointed out as a prima lesson towards developing resilience in supply chains.

Practical implications

A decision making framework to facilitate flexible decision making for supply chains during crisis is presented. Further, practical lessons are pointed out from principles common to both streams of literature such as redundancy, human resource management, collaboration, agility, flexibility, culture and risk avoidance that can be implemented in supply chains.

Originality/value

This paper is the first study to systematically review HROs, adapt a HRO decision making framework and also apply the Cynefin framework to SCR. This, therefore, provides the basis to launch further research into the use of these theories and the role of decision-making in SCR creation.
