Abstract

This paper examines the constitution and transformation of the political regime in the Ottoman Empire in the latter half of the 19th and early 20th century. It argues that our understanding of the transitional stages between the end of empires and the formation of new states continues to be analytically underdeveloped, particularly in the context of Eastern/Southeastern Europe. Drawing on recent scholarship, which challenges the existing dichotomous empire-to-nation model and suggests furthering studies on the transition period, the paper offers a close-up look at the role of transnational ideologies played during the transition from empire-to-nation. It highlights the existence of a rather complex interplay between national and transnational ideologies. It argues that understanding the role of transnational ideologies allows us to attribute more agency to the political actors of the late Ottoman era, helping model the changes that happened in the state's legitimacy, the ideological transformations, and the political mobilization of the elites in this period. Focusing on the Ottoman case, it sheds insights on both Habsburg and Russian Empires, which exhibited similar characteristics at that time. It also illustrates the role that transnational ideologies played in all three cases.

Abstract

This study employs Stein Rokkan's methodological approach to analyse state formation in the Greater Middle East. It develops a conceptual framework distinguishing colonial, populist and democratic pacts, suitable for analysis of state formation and nation-building through to the present period. The framework relies on historical institutionalism. The methodology, however, is Rokkan's. The initial conceptual analysis also specifies differences between European and the Middle Eastern state formation processes. It is followed by a brief and selective discussion of historical preconditions. Next, the method of plotting singular cases into conceptual-typological maps is applied to 20 cases in the Greater Middle East (including Afghanistan, Iran and Turkey). For reasons of space, the empirical analysis is limited to the colonial period (1870s to the end of World War 1). Three typologies are combined into one conceptual-typological map of this period. The vertical left-hand axis provides a composite typology that clarifies cultural-territorial preconditions. The horizontal axis specifies transformations of the region's agrarian class structures since the mid-19th century reforms. The right-hand vertical axis provides a four-layered typology of processes of external intervention. A final section presents selected comparative case reconstructions. To the authors' knowledge, this is the first time such a Rokkan-style conceptual-typological map has been constructed for a non-European region.

Abstract

The traditional postcolonial focus on the modern and the European, and pre-modern and non-European empires has marginalized the study of empires like the Ottoman Empire whose temporal reign traversed the modern and pre-modern eras, and its geographical land mass covered parts of Eastern Europe, the Balkans, Asia Minor, the Arabian Peninsula, and North Africa. Here, I first place the three postcolonial corollaries of the prioritization of contemporary inequality, the determination of its historical origins, and the target of its eventual elimination in conversation with the Ottoman Empire. I then discuss and articulate the two ensuing criticisms concerning the role of Islam and the fluidity of identities in states and societies. I argue that epistemologically, postcolonial studies criticize the European representations of Islam, but do not take the next step of generating alternate knowledge by engaging in empirical studies of Islamic empires like the Ottoman Empire. Ontologically, postcolonial studies draw strict official and unofficial lines between the European colonizer and the non-European colonized, yet such a clear-cut divide does not hold in the case of the Ottoman Empire where the lines were much more nuanced and identities much more fluid. Still, I argue that contemporary studies on the Ottoman Empire productively intersect with the postcolonial approach in three research areas: the exploration of the agency of imperial subjects; the deconstruction of the imperial center; and the articulation of bases of imperial domination other than the conventional European “rule of colonial difference” strictly predicated on race. I conclude with a call for an analysis of Ottoman postcoloniality in comparison to others such as the German, Austro-Hungarian, Russian, Persian, Chinese, Mughal, and Japanese that negotiated modernity in a similar manner with the explicit intent to generate knowledge not influenced by the Western European historical experience.

Abstract

Purpose

The purpose of this paper is to examine the relationship between war and interest-based transaction by analyzing the case of the late Ottoman Empire from a historical economic perspective. It also attempts to provide a deeper understanding of the Quranic verses where Allah has declared war against people who deal with interest.

Design/methodology/approach

It provides a snapshot of major economic events that occurred in the last phase of the Ottoman rule that contributed in shaping the fate of the empire and, then, systematically explores them.

Findings

A careful study of the chain of events reveals that there exists a strong relationship between war and interest-based transactions, as indicated in the parable given in the Quran where dealing with interest has been described as equivalent to waging war against Allah and His Messenger. The paper claims that Muslims are sure to be defeated in the hands of disbelievers if they themselves are at war with Allah and His Messenger by being involved in interest-based transactions, as validated by the case of the Ottoman Empire. The paper goes on to argue that this is why no specific punishment in this life is mentioned for this crime; rather extreme psychological pressure is imposed, so that the believers do not even consider getting close to dealing with interest.

Originality/value

This paper addresses a missing component in the existing literature of Islamic economics where the political economic aspects of interest has seldom received due attention. A careful analysis of these issues is expected to help people better understand the dire consequences of dealing in interest on a micro level. On a macro level, it can always help to formulate prudent foreign policy by learning from the mistakes of our ancestors.

Abstract

Purpose

Contextualizing its argument specifically into the role and impact of the traditional political culture on the process of modernization, this paper aims to examine the “culture matters” approach through the two‐century experience of the top‐down modernization of the Ottoman‐Turkish civilization in the realm of state‐labor relations.

Design/methodology/approach

The paper makes a comparative analysis of the interplay between the state and craft associations in the Ottoman Empire, and then the state and labor organizations in contemporary Turkey in terms of the influence of the rules, norms and institutions transferred by the bureaucratic élites from Western Europe.

Findings

The paper concludes that a substantive democratic setting for the interplay of the state and labor organizations could not be built up without a self‐supportive political culture in view of the fact that the process of top‐down modernization/Europeanization in the Ottoman‐Turkish context has given rise to a never‐ending center‐periphery dichotomy between both inter‐class and intra‐class relationships.

Originality/value

The paper sheds light on the labor relations part of the Ottoman‐Turkish political culture and reveals its impact on the never‐ending top‐down modernization initiative.

Abstract

This paper provides standardized estimates of labor productivity in arable farming in selected regions of the early Ottoman Empire, including Jerusalem and neighboring districts in eastern Mediterranean; Bursa and Malatya in Anatolia; and Thessaly, Herzegovina, and Budapest in eastern Europe. I use data from the tax registers of the Ottoman Empire to estimate grain output per worker, standardized (in bushels of wheat equivalent) to allow productivity comparisons within these regions and with other times and places. The results suggest that Ottoman agriculture in the fifteenth and sixteenth centuries had achieved levels of labor productivity that compared favorably even with most European countries ca. 1850.

A newly discovered energy source is expected to make a positive contribution to the economic growth of the country. To some extent, it is even thought that this is the underlying difference between developed and developing countries today. However, in history, it is seen that the countries that find new energy sources are not always able to benefit from it. The state mechanism without the necessary financial institutions and absence of dynamic economic and commercial life may lead to the inability to benefit from the newly found energy source. In this study, we will compare two nineteenth-century empires, Ottoman and British, which found coal in their homeland. As history as shown, we argue that the political institutions and the state reflexes are critical when it comes to utilizing a newly found energy source.

The introduction of consumer products can be traced back to the invention of the wheel, and after the first invention, humankind discovered that what can be consumable is marketable. Therefore, it is safe to suggest that the development of marketing, in thought and practice, has always been hand-in-hand with the evolution of humankind. Modern Turkey or Anatolia, one of the cradles of civilisation located in the Fertile Crescent or, in other words, Old Mesopotamia, has always been the centre of trade and marketing. As an emerging economy, Turkey has a lot to combine the ways of western practices with market dynamics unique to her, whereas authors find the development of marketing practices in Turkey exceptionally interesting. Therefore, this chapter aims to provide an insight and a brief history regarding the development of the Turkish marketing context throughout the years. We believe that this contribution will be helpful to those who are interested in the development of marketing in an emerging economy in an academic fashion, as well as for those who are attracted to follow the footprints of the modern era’s business environment.

Abstract

Ahmet Kuru, in his book, suggests that the explanation for the lack of social and political development in the modern world can be traced back to a historical ‘state-ulama alliance’ from the 11th-century Saljuq empire or earlier. From the perspective of an historian, however, this dating displays some empirical problems. It is certain that the state eventually did gain the upper hand over the Muslim intellectuals, at least in the centre of the Ottoman empire. But the process to that point was different. In this comment, a different explanation is proposed that points instead to two crucial factors: the loss of a homogeneous Muslim state with the fall of the caliphate, and the rise of a unified Muslim world, an umma, through the independence, not subservience, of the class of scholars in the mediaeval period of Islam. Thus, a model is proposed that focuses on two turning points: the replacement of the effective caliphate with a fractious system of sultanates in the mid-tenth century, coinciding with the solidification of Islamic thought in a more strictly regulated form both in theology, law and in Sufism. The second moment is ca. 1500, when the period of political fragmentation comes to an end with the Ottoman state unifying the Middle East, flanked by Morocco and Iran, while challenges to the religious orthodoxy begin to grow at the margins. Such a model thus sees the ulama as actors for change as well as for orthodoxy throughout Muslim history, responding to changing developments in social and political contexts.
