Abstract

Climate change data and predictions for the Himalayas are very sparse and uncertain, characterized by a “Himalayan data gap” and difficulties in predicting changes due to topographic complexity. A few reliable studies and climate change models for Nepal predict considerable changes: shorter monsoon seasons, more intensive rainfall patterns, higher temperatures, and drought. These predictions are confirmed by farmers who claim that temperatures have been increasing for the past decade and wonder why the rains have “gone mad.” The number of hazard events, notably droughts, floods, and landslides are increasing and now account for approximately 100 deaths in Nepal annually. Other effects are drinking water shortages and shifting agricultural patterns, with many communities struggling to meet basic food security before climatic conditions started changing.

The aim of this paper is to examine existing gaps between current climate models and the realities of local development planning through a case study on flood risk and drinking water management for the Municipality of Dharan in Eastern Nepal. This example highlights current challenges facing local-level governments, namely, flood and landslide mitigation, providing basic amenities – especially an urgent lack of drinking water during the dry season – poor local planning capacities, and limited resources. In this context, the challenge for Nepal will be to simultaneously address increasing risks caused by hazard events alongside the omnipresent food security and drinking water issues in both urban and rural areas. Local planning is needed that integrates rural development and disaster risk reduction (DRR) with knowledge about climate change considerations. The paper concludes with a critical analysis of climate change modeling and the gap between scientific data and low-tech and low capacities of local planners to access or implement adequate adaptation measures. Recommendations include the need to bridge gaps between scientific models, the local political reality and local information needs.

Abstract

Purpose

This chapter explains the primary factors influencing the growth in parking supply, what the impacts have been in urban areas throughout the United States, efforts that are underway to better manage urban parking supply, and how these findings relate to international cities.

Methodology/approach

This chapter offers a review of prior research and literature, and further explores the impacts of parking using historical data from six cities and by focusing on two specific case studies. It also includes a discussion of global implications.

Findings

Parking supply has increased by anywhere from 70% to 160% in urban areas throughout the United States, thereby contributing to considerable land consumption and increases in local automobile use. These increases were driven in large part by minimum parking requirements and perceived market demand. Since 1980, parking growth has slowed considerably in cities that have implemented parking limits and parking management strategies.

Practical implications

Parking is typically viewed as a valuable amenity that should be provided indiscriminately. This work outlines the consequences associated with this view and highlights isolated cases in which policies have been successfully implemented to address the negative outcomes of conventional policy approaches.

Originality/value of paper

This chapter offers a comprehensive overview of prior research in parking policy and ties the findings to specific outcomes in urban areas throughout the United States. No other study to date has tracked long-term changes in urban parking supply or its impacts. This work provides a valuable perspective on the magnitude of those impacts and the potential to mitigate those impacts thorough policy reform.

Abstract

The circular economy (CE) model is seen as an alternative model to the linear economy models, which seem to be reaching their physical limits. The CE business model aims to reuse materials and decrease the need for virgin materials. This requires the implementation of a reverse supply chain, close collaboration between actors, as well as well-organized logistics. For this reason, the CE companies have typically high demand for digitalized processes and the utilization of data on both operational and business development dimensions. Also the utilization of big data collected from the companies’ business environment can provide new opportunities for business development in CE. Despite the fact that utilization of data collected from the business environment and operations enables data-driven approaches for various decision-making functions in companies, many companies still struggle to figure out how to use analytics to take advantage of their data. In the small- and medium-sized enterprises (SMEs), in particular, the managers are facing difficulties with ever-increasing amounts of data and sophisticated analytics. Indeed, prior research identified several kinds of barriers to the effective utilization of data in SMEs. Still, research on data-driven decision-making remains scarce in CE context. This chapter presents a case study consisting of seven cases, all representing SMEs operating in the field of CE in Finland. In the case study, the barriers and practical challenges for data-driven decision-making in CE SMEs are investigated. Based on the case study results, this chapter proposes that utilization of data, lack of resources, lack of capabilities, and regulation are the main barriers to data-driven decision-making in CE SMEs.
