Abstract

Purpose

The central messages of the article are threefold. First, a summary of research testing the perception that cross‐functional organization designs provide key advantages and differentiators for firms in today's hypercompetitive business climate. Second, includes a multifaceted “body of evidence” (e.g. multiple data sources, a range of industries, and various levels of management). Third, pragmatic recommendations regarding how to advance elusive cross‐functional organization design constructs, which today's executives are increasingly seeking to implement.

Design/methodology/approach

The article addresses several key questions – are organizations today more like cross‐functional “symphonies” or do they still resemble the traditional, functional, manufacturing model? Are cross‐functional organizations really more effective than functional organizations? And, if cross‐functional organizations are more effective, why aren't they more prevalent? To answer these questions, information from three key sources was assembled to test a body of evidence: first, a Business Schools Programs Review: a comparison of “functional” versus “cross‐functional” business school programs, that included 61 schools offering Masters of Business Administration degrees, located across the USA; second, a scan of the business literature available from five key online sources; and third, a management survey that included 212 total respondents from 37 different industries.

Findings

The evidence presented supports five key conclusions: “Functionality” is still the prevailing organization design. Business schools are not functionally focused, but corporate training is. Functionality dominates the management literature. More managers manage functionally. Cross‐functional organizations appear to have several performance advantages over functional organizations.

Research limitations/implications

The key limitation of the current research, and implication for future research, is that cross‐functional and functional organizational financial performance comparisons were not conducted. Financial performance comparisons should be addressed by future research.

Practical implications

The article provides a set of 12 pragmatic recommendations regarding how to implement cross‐functional organization design structures.

Originality/value

The content of the article is useful to executives and managers for several reasons, including: pragmatic recommendations regarding how to implement cross‐functional organization design structures, which today's executives are increasingly seeking to employ. Multifaceted evidence highlighting the differences between functional and cross‐functional structures. Abstract

Purpose

The purpose of this paper is to describe an analytical approach – functional analysis – that can be used to evaluate the current design of an organization and identify alternative designs that may increase the ability to realize strategic and operational goals.

Design/methodology/approach

The approach described in this paper is based on key concepts in systems theory and axiomatic design theory (Suh, 1990, 2001). A brief case example is used to illustrate the practical application of the approach.

Findings

It is shown that functional analysis can be used to map the design of an organization and identify key design challenges (e.g. related to overlapping or conflicting functions).

Research limitations/implications

The case study that is described is considered to be a pilot application of the approach as it is based on a limited number of interviews.

Practical implications

This paper should be relevant for applied researchers, management consultants, project managers and others who are analyzing the current structure of an organization and/or are involved in re-designing an organization.

Social implications

Application of the functional approach may improve design processes and thereby enhance the effectiveness of social systems, including public and private sector organizations.

Originality/value

This paper describes how key concepts in systems theory and axiomatic design theory can provide the basis for a new framework for analyzing organization designs.

Abstract

Purpose

The purpose of this study is to investigate how managers' abilities to design and implement organizational change initiatives affects supply chain (SC) responsiveness. Extant research focuses on specific process and resource options to address responsiveness, with only limited reference to managers' capabilities in adapting to new organization designs that organize processes and resources. Consequently, organizational theory that characterizes the implications of developing and implementing various designs is ignored. The study directly leverages organization adaption, organization design and the dynamic managerial capabilities literature to address the question of how to improve SC responsiveness.

Design/methodology/approach

Qualitative data are used to identify specific dynamic managerial capability constructs, as well as the expected relationships depicted in our conceptual model. The authors test these relationships using quantitative survey data collected from 199 SC leaders.

Findings

The authors find that capabilities in organization design, functional leader negotiations and workforce communications foster SC responsiveness via improved structural adaptability (SA). The findings explain how and when organization design actions impact SA and responsiveness, and more importantly, why managers should invest in developing a workforce communication capability as the foundation for organizational adaptability.

Originality/value

By applying organization adaption, organization design and dynamic managerial capabilities concepts, the research expands the existing study of responsiveness in the SC organizational context.

Abstract

Purpose

The purpose of this paper is to use an organizational design perspective to determine the scope of the state-of-the art of research into project-based organizations.

Design/methodology/approach

The paper follows a structured framework-based literature review approach. It uses an analytical framework from the organization design literature to assess 177 papers relevant to the design of the project-based organization that were published in four leading PM journals between 2008 and 2015. The authors determine which elements of organization design are covered in each paper and identify specific research themes for each of the element emerging from the literature. Finally, the authors examine the degree to which interdependencies among separate elements are addressed in the literature and discuss the most holistic papers in more details.

Findings

The results show that the literature on project-based organizations downplays broader organizational issues (such as organizational strategy, incentive schemes and performance management systems) while emphasizing research agenda inherited from research on single project management. In addition, the study highlights limited attention in the literature to the interdependence between separate design choices. Finally, it develops a research framework to map current themes in the literature and their relative importance and discusses a prospective research agenda.

Research limitations/implications

Academic implications stem from looking at the project management literature from a fresh theoretical perspective and putting project-based organization as a whole in the focus. There is a great research potential in studying organization-wide aspects and interdependencies between various organization design choices in project-based organizations.

Practical implications

Reflective practitioners could benefit from a wider view on the project-based organization and its design. They could also use the developed framework in management discussions.

Originality/value

The paper offers a novel way of conceptualizing research on project-based organizations by linking it to an established stream within the field of organization theory and design.

Abstract

Exonomic and competitive pressures have largely caused leaner and more responsive organisations to become the primary objectives of organisational designers over the past decade. Most of these initiatives, though, have been aimed at senior management levels and have yielded mixed results. Self‐design is a strategic restructuring alternative that can potentially overcome many of the liabilities of traditional design approaches and help engender employee commitment to today′s flatter, more decentralised organisation. Though there are many prescriptions evolving from conceptualisations of the self‐designing organisation, there are very few successful examples of self‐design in practice, especially as a strategic change management tool. This case study is intended to help fill this void and intertwine theory with the practice of self‐design.

Abstract

Purpose

The purpose of this paper is to show how the viable system model (VSM) and de Sitter's design theory can complement each other in the context of the diagnosis and design of viable organizations.

Design/methodology/approach

Key concepts from Beer's model and de Sitter's design theory are introduced and analyzed in order to show how they relate.

Findings

The VSM provides insight into the related systems necessary and sufficient for viability. As such, it specifies criteria supporting the diagnosis and design of organizational infrastructures, i.e. of organizational structures, HR systems, and technology. However, it does not explicitly conceptualize and provide a detailed heuristic for the design of organizational structures. De Sitter's theory fills in this gap.

Originality/value

The paper illustrates how, based on a rudimentary model of organizational viability, de Sitter's design theory positively addresses the question of how to diagnose and design organizational structures that add to the viability of organizations.

Abstract

Purpose

Risks can easily disrupt the demand–supply match targeted by sales and operations planning (S&OP). As surprisingly little is known of how organizations identify, assess, treat and monitor risks through tactical planning processes, this paper zooms in on the S&OP set-up and process parameters to explore how risks are managed through S&OP.

Design/methodology/approach

A multiple case study analyzes the S&OP processes of seven organizations in the process industry, drawing on 17 in-depth interviews with high-ranking representatives, internal and external documents, and a group meeting with participating organizations.

Findings

The study finds that organizations proactively design their S&OP based on their main risk focus stemming from the planning environment. In turn, such designs proactively support organizations' risk identification, assessment, treatment and monitoring through their S&OP execution. Reactively, a crisis S&OP meeting – making use of the structure of S&OP – can be used as a risk-treatment tool, and S&OP design can be temporarily adapted to deal with emerging risks.

Originality/value

This study is among the first to empirically elucidate risk management through S&OP. S&OP design, execution and adaption are identified as three interconnected strategies that allow organizations to manage risks. The design enables risk management activities in the monthly execution of S&OP. The reactive role of S&OP in risk management is particularly novel.

Abstract

Purpose

This paper aims to unveil the conditions of implementation of ISO 9001 standard in design organisations, identify the critical factors affecting design quality, and explore the main threats to impair sustainability of design organisations in Chinese economy system transition.

Design/methodology/approach

Using a structured questionnaire survey, a structured questionnaire was sent to the senior management representatives of the 100 design organisations ISO 9001‐certified in building and civil engineering. The relative importance index (RII) was employed to identify the factors affecting design quality and the major threats to sustainable development of design organisations.

Findings

The result shows that the major motivation for implementing ISO 9001 was to seek to improve management and organisational culture. The benefits resulted from the implementation of the standards were: standardisation for internal management for internal operations; increase confidence from clients for market effects, and reduce design deviations for effectiveness improvement. Moreover, the critical factors affecting design quality were identified including “commitment to quality of leader of project design team”, “technical skills of leader of project design team”, “commitment to quality of the designer”, “organising skills of leader of project design team”, “experience of leader of project design team”, and “design organisation's supervision and control on quality”. An additional finding shows that the top threat to impair sustainability of design organisations is “immature design market” in China.

Practical implications

Proposes some useful suggestions for the design organisations that are implementing (or will implement) ISO 9001 standards.

Originality/value

The study could help the design organisations to overcome the challenges facing them towards the adoption of the quality scheme and achieve continual improvement.

Abstract

The organisational design of production systems is thought to be one of the key determinants of their performance. Therefore, in order to enable them to contribute effectively to the successful creation of products and services, OM practitioners need up‐to‐date, comprehensive and sufficiently detailed organisation design theory. However, 27 case studies aimed at identifying and explaining design performance relationships produced results that could not be explained using organisation theory (OT), while operations management (OM) theory did not provide much help either. OM, because the discipline lacks good organisation design theory. OT, because of some severe limitations, which are mostly due to the paradigmatic directions this discipline has taken. Consequently, OM has to take up the gauntlet itself. An agenda for OM‐driven organisation research is proposed, which builds on the strengths of OT, takes away its major weaknesses, and is believed to contribute to the development of actionable organisation design theory.
