Abstract

Purpose

This paper aims to focus on the design of the organization, processes, and systems of Olympic logistics.

Design/methodology/approach

A systematic methodology has been developed to design the strategy and tactics of logistics operations for the Athens 2004 Olympic Games. This methodology considers Olympic‐specific characteristics, host country characteristics, as well as lessons learned from previous games. It comprises the generation, analysis and evaluation of strategic alternatives, the development of core business processes and the prediction of resource requirements. Furthermore, the proposed method provides guidelines to complement the experiential knowledge that has been used exclusively in the past to plan the logistics operations of the games and similar large‐scale events.

Findings

Successful design principles, such as model venue planning, standardization of materials, the establishment of the Logistics Command Center (LCC), as well as establishment of an independent administration function, can be applied regardless of the specific characteristics of the host country. However, there are principles such as outsourcing, warehousing, or just‐in‐time (JIT) deliveries, that are based on certain specific characteristics (constraints/advantages) of the host country, such as a mature 3PL market, the existence and availability of large warehouses, and the completion of the venues in sufficient time prior to the beginning of the games.

Practical implications

The proposed design process provides generic rules that may be applied to guide the set up of operations for future games. Furthermore, the paper offers some useful insights applicable to the logistics of large events.

Originality/value

It is the first time that a systematic view of Olympic logistics is dealt with, as opposed to experiential knowledge with local applicability that has been used in the past to plan similar operations.

Abstract

Purpose

This paper aims to examine the preferences of students towards different teaching methods and the perceived effectiveness of experiential teaching methods in different operations management (OM) modules.

Design/methodology/approach

Student perceptions of different teaching methods and various aspects of an experiential teaching method, in the form of a business simulation game, are examined using survey data from 274 respondents in four small post‐experience and two large pre‐experience OM modules.

Findings

The paper's analysis suggests that traditional and experiential teaching methods are both popular with OM students, whilst independent teaching methods are less well liked. Analysis also shows that students on both kinds of OM modules perceive most aspects of the experiential teaching method used in this study (The Operations Game) very positively.

Research limitations/implications

This research study was confined to a particular type of experiential teaching method – a business simulation game. There is a need for further research to investigate the perceived effectiveness of other experiential teaching methods, such as role‐plays and live cases. Furthermore, the paper does not examine the use of experiential teaching methods that do not require the physical presence of students.

Practical implications

For OM educators, the paper clarifies how they might incorporate experiential teaching methods in different class settings. Whilst experiential teaching methods are typically used for small post‐experience modules, these data indicate that the method can also be used on larger pre‐experience modules with great success. The paper also notes a number of challenges involved in using experiential teaching methods on both kinds of module.

Originality/value

This is the first known study to directly examine the perceived effectiveness of an experiential teaching method in both small post‐experience and larger pre‐experience OM modules.

Abstract

Purpose

The production dice game is a powerful learning exercise focusing on the impact of variability and dependency on throughput and work‐in‐process inventory of flow lines. This paper seeks to extend the basic dice game along the following lines. First, it will allow operations to take place concurrently as opposed to sequentially, which works better in a classroom setting. Second, it will allow both starvation and blocking of the line. Third, it will consider balanced lines with workstations characterized by different degrees of variability. Finally, it aims to use different sets of dice in order to represent a wide range of variation coefficients of the production line. The obtained insights can be extended to a supply chain context as well. The developed game can be played on‐line and the software is freely downloadable.

Design/methodology/approach

The paper extends the dice game and offers an easy‐to‐use simulation tool.

Findings

The key aspect of students' learning experience is the understanding of the relationship between variability and throughput in an environment with dependent workstations and limited buffers.

Originality/value

A rather complicated research question is transformed into an easy‐to‐use simulation tool that in no time can be used by practitioners and students.

Abstract

From 1995 to 2011, tribal gaming has grown from $5.5B to $27.2B in revenues (NIGC website, 2012). When so much money is changing hands, a lack of adequate policies heightens the possibility of financial mismanagement. In fact, gaming violations have grown during this time period. This paper explores the relationship between financial management policies and regulatory violations among American Indian Tribal gaming activities. Through empirical testing, we conclude that deductive models of proactive and reactive policies do not accurately predict the incidence of gaming violations and these policies are ineffective. The results raise normative questions about regulatory policy parity. These findings and related implications for future financial management regulations, policies and practices are tremendous, given the amount of money involved.

Purpose

This study aims to examine the problems of the concession system that Macao has long-term adopted to regulate its gaming industry and discuss alternatives.

Design/methodology/approach

Theoretical reflection was used to provide qualitatively different insights about governmental supervision of the gaming industry.

Findings

Two options for reform are proposed: (1) replace the concession system with a licensing system that does not restrict the number of concessionaires or the period of concession or (2) adopt a modified form of the concession system that changes the number of concessionaires, period of concessions and methods for selecting concessionaires.

Practical implications

This study’s results have implications for the Macao government and other gaming jurisdictions in Asia.

Originality/value

This study provides a comprehensive examination of the concession system for governmental supervision of the gaming industry.

Abstract

Purpose

The purpose of this paper is to examine the push and pull factors associated with the consumption of Chinese Table Tennis Super League (CTTSL) game events by online audiences and on-site attendants.

Design/methodology/approach

Conducting a comprehensive review of literature and a test of content validity, a questionnaire was formulated to assess push and pull motives, event consumption, and sociodemographic variables. A total of 433 CTTSL event consumers, including 225 respondents who primarily followed CTTSL game events via television and webcasting and 208 respondents who primarily consumed the events by attending live game events.

Findings

Structural equation modeling analyses revealed that for online consumers, two push factors, self-esteem and drama excitement, were found to be positively related to the event consumption factors; whereas, social interaction and sport performance factors were found to be negatively predictive of event consumption factors. For on-site consumers, none of the push and pull factors were found to be related to the consumption factors.

Research limitations/implications

These results indicate that unlike research findings derived in other research settings mainly conducted in Western countries, push and pull factors are more functional for online CTTSL consumers who are of comparatively stronger fandom level, which are likely affected by CTTSL’s contemporary operations.

Originality/value

Enriching the dual process theory through examining its applicability in studying sport consumer behavior, from both perspectives of internal and external motivations; applying theories and research findings of internal and external motivations that have primarily been derived in Western countries into a professional sport setting in China; identifying unique and diverse perspectives of professional table tennis consumers in China between online and on-site consumers; contrary to the findings derived in Western countries, the motivational factors are more functional for online CTTSL consumers who are of comparatively stronger fandom level, which are likely affected by CTTSL’s contemporary operations; and conducting micro-perspective analyses to study Chinese sport consumer behaviors, which has rarely been done in contemporary scholarly inquiries in China.

Abstract

We investigated how an institutional settlement concerning Native Indian gaming (the operation of gambling establishments such as casinos or bingo halls by Native Indian tribes) was preserved over time in spite of three significant challenges. Building on previous literature on settlements and institutional logics, we see settlements as institutional arrangements that manage power dynamics and competing institutional logics. Based on our analyses of the settlement and three challenges in the Native gaming field, we suggest that even seemingly volatile institutional settlements can be maintained when powerful actors balance each other’s ability to modify the settlement and different actors invoke alternative institutional logic(s). We also find that these processes can be facilitated by the embeddedness and formality of the settlement. We contribute to the settlement literature by showing how settlements can be maintained when actors draw on equally strong sources of power and different logics to counter the actions of other actors. Furthermore, we shed light on “how institutions matter” by demonstrating how institutional settlements can facilitate field stability.

Abstract

The passage of the Indian Gaming Regulatory Act of 1988 has allowed Native American tribes a new form of revenue generation. This new source of revenue facilitates entry into the U.S. political system and furthers the attainment of self-governance and economic development goals on reservations as demonstrated through educational achievement. While several works exist regarding benefits reaped by indigenous populations in the United States as a whole, the academic literature regarding the impact of reservation gaming on educational achievement is sorely lacking for Arizona. This study evaluates the role of Indian gaming revenue as a catalyst for self-governance, by answering the question: has the passage of the Indian Gaming Regulatory Act of 1988 made a difference in educational achievement for Native American tribes in the State of Arizona? The outcomes of this study will prove beneficial to Public Administration as evidence of the impacts of reservation gaming and its consequent policy externalities will enhance policy makers’ ability to implement and maintain an effective policy regarding Native American education achievement.

Abstract

Purpose

This paper examines the changes in Macao's gaming public policy following the 2022 revision of the gaming law. The revision introduces more regulations on the gaming industry and highlights the gaming industry's contribution to economic diversification, anti-money laundering and national security. The paper analyzes the economic, cultural and political factors that motivated these changes and evaluates the effectiveness of the new gaming public policy.

Design/methodology/approach

This paper compares the different versions of Macao's gaming laws and the gaming laws of Nevada and New Jersey, using a qualitative approach to interpret the meanings behind the law text.

Findings

The paper reveals that Macao's gaming public policy has changed significantly. The revised policy focuses more on economic diversification than the growth of the gaming industry and imposes more responsibilities on the gaming operators. It predicts that Macao's gaming industry will face more difficulties in increasing its market share in the next decade.

Practical implications

The findings of this paper can help the Macao government assess its gaming public policy and other governments learn from the complex situation when developing their public policies.

Social implications

The findings of this paper can enhance the understanding of Macao's gaming laws and the reality of Macao's gaming industry.

Originality/value

This paper is the first in academia to address Macao's new public policy toward gaming.

Abstract

Purpose

To remedy the inherent defect in current research that focuses only on a single type of participants, this paper endeavors to look into the situation as an evolutionary game between a representative Logistics Service Integrator (LSI) and a representative Functional Logistics Service Provider (FLSP) in an environment with sudden crisis and tries to analyze how LSI supervises FLSP's operations and how FLSP responds in a recurrent pattern with different interruption probabilities.

Design/methodology/approach

Regarding the risks of supply chain interruption in emergencies, this paper develops a two-level model of single LSI and single FLSP, using Evolutionary Game theory to analyze their optimal decision-making, as well as their strategic behaviors on different risk levels regarding the interruption probability to achieve the optimal return with bounded rationality.

Findings

The results show that on a low-risk level, if LSI increases the degree of punishment, it will fail to enhance FLSP's operational activeness in the long term; when the risk rises to an intermediate level, a circular game occurs between LSI and FLSP; and on a high level of risk, FLSP will actively take actions, and its functional probability further impacts LSI's strategic choices. Finally, this paper analyzes the moderating impact of punishment intensity and social reputation loss on the evolutionary model in emergencies and provides relevant managerial implications.

Originality/value

First, by taking both interruption probability and emergencies into consideration, this paper explores the interactions among the factors relevant to LSI's and FLSP's optimal decision-making. Second, this paper analyzes the optimal evolutionary game strategies of LSI and FLSP with different interruption probability and the range of their optimal strategies. Third, the findings of this paper provide valuable implications for relevant practices, such that the punishment intensity and social reputation loss determine the optimal strategies of LSI and FLSP, and thus it is an effective vehicle for LSSC system administrator to achieve the maximum efficiency of the system.
