Abstract

Purpose

The purpose of this paper is to analyze the factors influencing the behaviors of government officials during the implementation of open government data (OGD). By identifying and understanding the key factors that determine government officials' adoption of OGD in China, this study can create a valuable reference for other countries and their decision-making regarding government implementation of OGD.

Design/methodology/approach

This research collected data by in-depth interviews with government officials in Chinese OGD departments. Through these interviews, the authors consulted 15 administrators from departments that are responsible for the information tasks in Beijing and other cities on their opinions about OGD. The authors also interviewed senior executives from information technology (IT) companies, as well as open data policy scholars from big data alliance and research institutions.

Findings

This paper provides insights about how to promote government officials in OGD implementation, including (1) strengthen social supervision for the environment, through developing and publishing OGD technology roadmaps, then attracting the public to actively participate in the implementing of OGD; (2) establish an OGD assessment mechanism for government officials, with bonus motivations, position promotion incentives, as well as spiritual incentives via regional or sector rankings; (3) alleviate the risks of officials' OGD decisions in actual practice, using the institution construction of OGD to guide its direction and strengthen security protection.

Originality/value

This paper fulfils an identified need to study how government officials' behavior can be motivated on OGD implementation.

Abstract

Purpose

In this paper, the authors compare the open government data (OGD) ecosystems of Mexico, Russia and the USA in an effort to extract some of the major points of similarity and differentiation between these countries and to trace how variations in these ecosystems may be related to context-specific historical problems and politics, particularly with regard to the possibility of sustained and institutionalized practice.

Design/methodology/approach

The authors take a comparative approach, using a set of concepts commonly applied to the three countries to analyze similarities and differences within this group. The authors gathered textual data and information, the searches for relevant documents guided by a set of concepts or criteria that are frequently used in studies of government’s open data readiness assessment.

Findings

The authors conclude by focusing on the very different national exigencies that have given rise to open data ecosystems in the three countries, the variations in policy vehicles and implementation schemes that have instantiated open data practices within the three ecosystems and the common challenges that each country faces in institutionalizing OGD programs beyond the tenures of their current executives.

Originality/value

OGD is an information policy with near global relevance and increasing application. Practitioners and scholars alike have used the concept of an “ecosystem” to guide their approach to implementing this policy and to theorizing its scope and benefits. The international comparison is original and adds to the current understanding of an ecosystem approach to OGD.

Abstract

Purpose

The purpose of this study is to review the levels of open government data (OGD) among various countries that are not consistent with the development levels of those countries. This study evaluates the associativity between OGD Index (OGD) and the characteristics of those countries as well as to compare the degree of OGD among countries. Accordingly, an advanced discussion to explore how a country’s characteristics affect how that country’s government opens data was presented.

Design/methodology/approach

The stakeholder relationships of OGD is analysed with the characteristics of a country. The usage data are compared with the data availability according to nine indicators. These data collected from the statistics and OGDI websites are grouped for comparative statistical analyses based on basic descriptive statistics, one-way analysis of variance and a regression model with variance inflation faction.

Findings

The results 1) revealed the reasons some countries have high-ranking indexes and 2) verified the high index values of countries in terms of their degrees of development. This study, thus, attempted to derive a balanced appraisal of national development and OGD.

Research limitations/implications

The study sample is limited only to countries 1) which open the statistical data; and 2) are of uneven population density and development degree. The OGDI is limited to expert evaluation. The score might be vary to experts and users with diverse countries at different evaluation period. The limitations can be attributed to the differences between OGDI and real open levels. These differences might influence the reliability and validity.

Practical implications

Government departments with OGD policies provide raw data in various formats and with application interfaces for user access. This study, thus, attempts to derive a balanced appraisal of national development and OGD. The factors that evaluate which types of countries open the level of data are explored.

Originality/value

This study establishes stakeholder relationships of OGD and extends to analyse the characteristics of a country and OGD that affect the government data open level. The relationships are evaluated through the OGDI with design score scheme. The measurement results indicated that a country possesses high relation to open data with high DI and nature resource.

Abstract

Purpose

The purpose of this paper is to study a multi-institutional and multi-layer nature of open data-driven communication processes that provide a collaborative platform to meet the interests of various stakeholders in advancing public sector innovations, namely, government agents, citizens, independent developers, non-governmental organizations, mass media and businesses alike and understand an important role of mutually beneficial public–private partnerships in the area.

Design/methodology/approach

This is a case study research, which itself is based on a combinative approach, especially in applying, in a successive order, two methods of investigation, namely, stakeholder and policy analysis. In general, the combination of these two research techniques is useful in understanding the most important collaborative trends in the area and locating key institutional drivers and challenges that open data policymakers face today in implementing related digital collaborative and participatory platforms.

Findings

The open data concept could provide a promising collaborative platform to network various e-government stakeholders and accelerate related technology-driven public reforms. The successful implementation of the idea demands a fairly equal contribution from representatives of both public and private sectors of economy. The case has also clearly demonstrated the importance of cooperation with the local non-governmental sector, independent developers and journalists, whose active participation is a key factor for the overall progress of the open data phenomenon, to a greater degree, as a collaborative movement rather than an instrument of public sector innovations.

Research limitations/implications

One of the fundamental limitations of the investigation is that it is a single case study. It explores the development of open data phenomena in the context of such an advanced post-industrial society as Finland. In this regard, in order to support key arguments of the research, it is necessary to compare its findings with the results of similar case studies in other administrative, political and socioeconomic settings, which would open new promising dimensions for future research in this direction.

Practical implications

Policy recommendations are proposed by the author in the discussion section, which could help, for example, to boost information campaigns in popularizing open data technologies and its reuse among independent developers. A lot of unique visualizations and illustrations are presented in the paper to help readers grasp better key ideas of the research. In this respect, the paper is intended for a global professional community of open data experts, e-government specialists, political scientists, journalists, lawyers, students of public policy and public administration and all those who are interested in studying the phenomenon from the perspective of its key stakeholders.

Social implications

The author of the paper tried to develop a universal framework of case study research that could be used in investigating phenomena of open data not only in Finland but also in the context of other post-industrial societies, especially in analyzing roles of various stakeholders in adopting open data-driven collaborative and civic engagement platforms and startups.

Originality/value

This research presents a first case study that investigates a collaborative potential of open data phenomena from a stakeholder perspective in a more holistic manner, especially in analyzing professional networking platforms and related communication activities that meet the interests of stakeholders as diverse as government agents and journalists, independent developers and academia, charities and businesses in an attempt to better understand the fundamental factors of the open data movement as a collaborative socioeconomic trend.

Abstract

Purpose

The use of “open data” can help the public find value in various areas of interests. Many governments have created and published a huge amount of open data; however, people have a hard time using open data because of data quality issues. The UK, the USA and Korea have created and published open data; however, the rate of open data implementation and level of open data impact is very low because of data quality issues like incompatible data formats and incomplete data. This study aims to compare the statuses of data quality from open government sites in the UK, the USA and Korea and also present guidelines for publishing data format and enhancing data completeness.

Design/methodology/approach

This study uses statistical analysis of different data formats and examination of data completeness to explore key issues of data quality in open government data.

Findings

Findings show that the USA and the UK have published more than 50 per cent of open data in level one. Korea has published 52.8 per cent of data in level three. Level one data are not machine-readable; therefore, users have a hard time using them. The level one data are found in portable document format and hyper text markup language (HTML) and are locked up in documents; therefore, machines cannot extract out the data. Findings show that incomplete data are existing in all three governmentsopen data.

Originality/value

Governments should investigate data incompleteness of all open data and correct incomplete data of the most used data. Governments can find the most used data easily by monitoring data sets that have been downloaded most frequently over a certain period.

Abstract

Purpose

Currently, countries worldwide are struggling with the virus COVID-19 and the severe outbreak it brings. To better benefit from open government health data in the fight against this pandemic, this study developed a framework for assessing open government health data at the dataset level, providing a tool to evaluate current open government health data's quality and usability COVID-19.

Design/methodology/approach

Based on the review of the existing quality evaluation methods of open government data, the evaluation metrics and their weights were determined by 15 experts in health through the Delphi method and analytic hierarchy process. The authors tested the framework's applicability using open government health data related to COVID-19 in the US, EU and China.

Findings

The results of the test capture the quality difference of the current open government health data. At present, the open government health data in the US, EU and China lacks the necessary metadata. Besides, the number, richness of content and timeliness of open datasets need to be improved.

Originality/value

Unlike the existing open government data quality measurement, this study proposes a more targeted open government data quality evaluation framework that measures open government health data quality on a range of data quality dimensions with a fine-grained measurement approach. This provides a tool for accurate assessment of public health data for correct decision-making and assessment during a pandemic.

Abstract

Purpose

Open government data and access to public sector information is commonplace, yet little attention has focussed on the essential roles and responsibilities in practice of the information and records management professionals, who enable public authorities to deliver open data to citizens. This paper aims to consider the perspectives of open government and information practitioners in England on the procedural and policy implications of open data across local public authorities.

Design/methodology/approach

Using four case studies from different parts of the public sector in England (local government, higher education, National Health Service and hospital trust), the research involved master’s level students in the data collection and analysis, alongside academics, thus enhancing the learning experience of students.

Findings

There was little consistency in the location of responsibility for open government data policy, the range of job roles involved or the organisational structures, policy and guidance in place to deliver this function. While this may reflect the organisational differences and professional concerns, it makes it difficult to share best practice. Central government policy encourages public bodies to make their data available for re-use. However, local practice is very variable and perhaps understandably responds more to local organisational strategic and resource priorities. The research found a lack of common metadata standards for open data, different choices about which data to open, problems of data redundancy, inconsistency and data integrity and a wide variety of views on the corporate and public benefits of open data.

Research limitations/implications

The research is limited to England and to non-national public bodies and only draws data from a small number of case studies.

Originality/value

The research contributes to the debate about emerging issues around the complexities of open government data and its public benefits, contributing to the discussions around technology-enabled approaches to citizen engagement and governance. It offers new insights into the interaction between open data and public policy objectives, drawing on the experience of local public sectors in England.

Abstract

Purpose

The peer-to-peer perspective on open data is an interesting topic to research, taking into account that data-driven innovations and related startups are often developed independently by civic and private stakeholders in a highly collaborative manner and are tentatively beginning to directly compete with traditional e-government solutions, providing arguably better services to citizens and businesses. In this regard, the paper aims to further debate on the potential of such independent data-driven collaboration not only to transform the traditional mechanisms of public sector innovations but also provide more democratic ways to ensure greater transparency of government and its responsibility before the society.

Design/methodology/approach

The research is based on a cross-country case study, resorting to the content analysis of three demonstrative cases in the development of open data-driven projects, which specifically promote peer-to-peer communication between its stakeholders. In this regard, the case study itself relies heavily on the analysis of rich empirical data that the author collected during his field studies in the Northern European region in 2015–2017, particularly in Estonia, Finland and Sweden. The practical research itself consists of three major parts, which reflect peer-to-peer perspectives of correspondingly civic, public and private stakeholders through manifested examples of related independent projects in the area.

Findings

The paper's results demonstrate that the use of peer-to-peer mechanisms in advancing related public sector reforms allows to transform the traditional understanding of e-government phenomena in a conceptually new way. E-government or its last more political interpretation – from the perspective of its peers could be regarded not necessarily as a platform to provide digital public services but as a source of raw material for various third party projects in, respectively, civic, government and business peer-to-peer dimensions of such reforms. As a result, open data provides an interesting playground to change the very nature of public sector innovations in the area.

Research limitations/implications

The choice of countries for research was motivated by purposive and convenience sampling because all these countries are situated in one region, have both similarities and differences in historical, political and socioeconomic backgrounds and, therefore, provide an ideal playground to investigate open data as a context dependable phenomenon. In this regard, the unique political and socioeconomic contexts of these countries provide an interesting playground to debate on the potential of social democracy, egalitarian society and social equality, i.e. public values that are deeply embedded into the fabric of societies there, to benefit the open data movement in a fundamental manner.

Practical implications

This paper reports on unique practical approaches for peer-to-peer collaboration and cooperation in advancing open data-driven platforms among stakeholders. The results of the case studies in three Nordic countries, which are currently among global leaders in advancing the concept of open government, are presented in an intrinsically illustrative manner, which could help practitioners and policymakers to understand better the potential of such a peer-to-peer perspective on open data. In this regard, the models proposed, of citizen-to-citizen, business-to-business, government-to-government interactions, could be interesting to a wide audience of e-government stakeholders in many nations.

Social implications

The paper also enters into philosophical debates about societal implications of digital peer-to-peer data-driven communication among people. Recent efforts to digitize almost every part of social life, starting from popularization of solutions for distant work and ending to online access to various public services, incentivize individual members of civil society to communicate in an inherently peer-to-peer way. This fact will definitely increase the demand for related digital services. Social distancing in a digital context will allow to paradoxically emancipate technically savvy and entrepreneurial people in creating new services, including using open data, which could meet the demand.

Originality/value

The research is intrinsically of an empirical character because recent e-government reforms in the public sector in many countries, including in the open data area, provide rich practical knowledge to test the limits of new technologies to advance society in socioeconomic and, more importantly, political development. In this regard, this paper provides the first research in analyzing open data from a unique peer-to-peer perspective with an ultimate goal of the whole investigation to draw the attention of other e-government scholars and initiate debates on the collaborative nature of the phenomena to empower civil society and ensure transparency of government.

Purpose

This paper explains the formation of government resistance to open data based on the cognition of stakeholders in Chinese context.

Design/methodology/approach

Adopting grounded theory, this study interviewed 22 stakeholders to collect data. Through continuous coding, this study identified the main categories and then constructed theoretical models.

Findings

This study identified and explained five main categories that relate to resistance: practice, perception, organizational culture, motivation and resistance strategies. Then, a framework was developed that conceptualizes the government' resistance to open data. Based on the division of the forms of motivation, there are three paths through which government departments resist open data, namely, avoiding disadvantages to the organization, being unwilling to increase the workload and being unwilling to take the initiative.

Originality/value

This paper reveals the internal logic of government departments' resistance to open data and provides a process explanation beyond causality. It also provides a reference for other countries in the same preliminary stage as China with respect to open data implementation.

Abstract

Open data are characterized by a number of economic, environmental, technological, innovative, and social benefits. They are seen as a significant contributor to the city’s transformation into smart city. This is all the more so when the society is on the border of Society 5.0, that is, shift from the information society to a super smart society or society of imagination takes place. However, the question constantly asked by open data experts is, what are the key factors to be met and satisfied in order to achieve promised benefits? The current trend of openness suggests that the principle of openness should be followed not only by data but also research, education, software, standard, hardware, etc., it should become a philosophy to be followed at different levels, in different domains. This should ensure greater transparency, eliminating inequalities, promoting, and achieving sustainable development goals (SDGs). Therefore, many agendas (sustainable development strategies, action plans) now have openness as a prerequisite. This chapter deals with concepts of open (government) data and Society 5.0 pointing to their common objectives, providing some success stories of open data use in smart cities or transformation of cities toward smart cities, mapping them to the features of the Society 5.0. We believe that this trend develops a new form of society, which we refer to as “open data-driven society.” It forms a bridge from Society 4.0 to Society 5.0. This chapter attempts to identify the role of openness in promoting human-centric smart society, smart city, and smart living.
