Abstract
Purpose
The purpose of this paper is to explain the rise of geospatial data, its importance for business and some of the problems associated with its development and use.
Design/methodology/approach
The paper reviews a certain amount of previously published literature but is based mainly on analysis of the very large number of responses to a consultation paper on geospatial data published by the UK Government.
Findings
The findings are that while there is strong appreciation of the potential benefits of using geospatial data, there are many barriers to the development, sharing and use of geospatial data, ranging from problems of incompatibility in data definitions and systems to regulatory issues. The implication for governments and for providers and users of geospatial data relates to the need to take a long-term approach to planning in resolving the issues identified.
Research limitations/implications
The research findings are limited to the UK, but similar findings would be likely in any other large Western country.
Practical implications
This paper confirms the need for a strong and coherent approach to the planning of geospatial data and systems for the establishment of a clear basis for the different parties to work together and the need to clearly separate the roles of the government in establishing frameworks and standards and the role of the private sector in developing applications and solutions.
Social implications
Society is increasingly dependent on the use of geospatial data, in improving living standards and dealing with social problems. The recommendations identified in this paper, if followed, will facilitate these improvements.
Originality/value
The value of this paper is the tight synthesis that it provides of a wide ranging and complex range of responses to the UK Government consultation and placing these responses in the wider context of the development of geospatial data.

Abstract
Purpose
Security and accountability within the transportation industry are vital because cargo theft could amount to as much as $60 billion per year. Since goods are often handled by many different parties, it must be possible to tightly monitor the location of cargo and handovers. Tracking trade is difficult to manage in different formats and legacy applications Web services and open standards overcome these problems with uniform interfaces and common data formats. This allows consistent reporting, monitoring and analysis at each step. The purpose of this paper is to examine Transportation Security SensorNet (TSSN), the goal being to promote the use of open standards and specifications in combination with web services to provide cargo monitoring capabilities.
Design/methodology/approach
This paper describes a system architecture for the TSSN targeted for cargo monitoring. The paper discusses cargo security and reviews related literature and approaches. The paper then describes the proposed solution of developing a service‐oriented architecture (SOA) for cargo monitoring and its individual components.
Findings
Web services in a mobile sensor network environment have been seen as slow and producing significant overhead. The authors demonstrate that with proper architecture and design the performance requirements of the targeted scenario can be satisfied with web services; the TSSN then allows sensor networks to be utilized in a standardized and open way through web services.
Originality/value
The integration of SOA, open geospatial consortium (OGC) specifications and sensor networks is complex and difficult. As described in related works, most systems and research focus either on the combination of SOA and OGC specifications or on OGC standards and sensor networks. The TSSN shows that all three can be combined and that this combination provides cargo security and monitoring capabilities to the transportation and other industries that have not existed before.

Abstract
The Wales Institute of Social and Economic Research, Data and Methods (WISERD) is a major new collaborative socio‐economic research programme involving five higher education institutions in Wales. This paper introduces the work of the WISERD data integration team and describes their plans for the development of an online geo‐portal. Their aim is to support WISERD researchers by providing a framework for integrating, managing and disseminating quantitative and qualitative socio‐economic data in Wales. This paper outlines the goals of this major project, discusses the concept of the WISERD geo‐portal and reports on initial investigations into geo‐portal development using free and open‐source (FOSS) software. The paper concludes with a brief summary of the future work of the WISERD data integration team.

Purpose
In an era overshadowed by the alarming consequences of climate change and the escalating peril of recurring floods for communities worldwide, the significance of proficient disaster risk management has reached unprecedented levels. The successful implementation of disaster risk management necessitates the ability to make informed decisions. To this end, the utilization of three-dimensional (3D) visualization and Web-based rendering offers decision-makers the opportunity to engage with interactive data representations. This study aims to focus on Thiruvananthapuram, India, where the analysis of flooding caused by the Karamana River aims to furnish valuable insights for facilitating well-informed decision-making in the realm of disaster management.
Design/methodology/approach
This work introduces a systematic procedure for evaluating the influence of flooding on 3D building models through the utilization of Web-based visualization and rendering techniques. To ensure precision, aerial light detection and ranging (LiDAR) data is used to generate accurate 3D building models in CityGML format, adhering to the standards set by the Open Geospatial Consortium. By using one-meter digital elevation models derived from LiDAR data, flood simulations are conducted to analyze flow patterns at different discharge levels. The integration of 3D building maps with geographic information system (GIS)-based vector maps and a flood risk map enables the assessment of the extent of inundation. To facilitate visualization and querying tasks, a Web-based graphical user interface (GUI) is developed.
Findings
The efficiency of comprehensive 3D building maps in evaluating flood consequences in Thiruvananthapuram has been established by the research. By merging with GIS-based vector maps and a flood risk map, it becomes possible to scrutinize the extent of inundation and the affected structures. Furthermore, the Web-based GUI facilitates interactive data exploration, visualization and querying, thereby assisting in decision-making.
Originality/value
The study introduces an innovative approach that merges LiDAR data, 3D building mapping, flood simulation and Web-based visualization, which can be advantageous for decision-makers in disaster risk management and may have practical use in various regions and urban areas.

Abstract
Purpose
As stated in the United Nations Global Assessment Report 2022 Concept Note, decision-makers everywhere need data and statistics that are accurate, timely, sufficiently disaggregated, relevant, accessible and easy to use. The purpose of this paper is to demonstrate scalable and replicable methods to advance and integrate the use of earth observation (EO), specifically ongoing efforts within the Group on Earth Observations (GEO) Work Programme and the Committee on Earth Observation Satellites (CEOS) Work Plan, to support risk-informed decision-making, based on documented national and subnational needs and requirements.
Design/methodology/approach
Promotion of open data sharing and geospatial technology solutions at national and subnational scales encourages the accelerated implementation of successful EO applications. These solutions may also be linked to specific Sendai Framework for Disaster Risk Reduction (DRR) 2015–2030 Global Targets that provide trusted answers to risk-oriented decision frameworks, as well as critical synergies between the Sendai Framework and the 2030 Agenda for Sustainable Development. This paper provides examples of these efforts in the form of platforms and knowledge hubs that leverage latest developments in analysis ready data and support evidence-based DRR measures.
Findings
The climate crisis is forcing countries to face unprecedented frequency and severity of disasters. At the same time, there are growing demands to respond to policy at the national and international level. EOs offer insights and intelligence for evidence-based policy development and decision-making to support key aspects of the Sendai Framework. The GEO DRR Working Group and CEOS Working Group Disasters are ideally placed to help national government agencies, particularly national Sendai focal points to learn more about EOs and understand their role in supporting DRR.
Originality/value
The unique perspective of EOs provide unrealized value to decision-makers addressing DRR. This paper highlights tangible methods and practices that leverage free and open source EO insights that can benefit all DRR practitioners.

Purpose
There is an open discussion in the geographic information community about the use of digital libraries or search engines for the discovery of resources. Some researchers suggest that search engines are a feasible alternative for searching geographic web services based on anecdotal evidence. The purpose of this study is to measure the performance of Bing (formerly Microsoft Live Search), Google and Yahoo! in searching standardised XML documents that describe, identify and locate geographic web services.
Design/methodology/approach
The study performed an automated evaluation of three search engines using their application programming interfaces. The queries asked for XML documents describing geographic web services, and documents containing links to those documents. Relevant XML documents linked from the documents found in the search results were also included in the evaluation.
Findings
The study reveals that the discovery of geographic web services in search engines does not require the use of advanced search operators. Data collected suggest that a resource‐oriented search should combine simple queries to search engines with the exploration of the pages linked from the search results. Finally the study identifies Yahoo! as the best performer.
Originality/value
This is the first study that measures and compares the performance of major search engines in the discovery of geographic web services. Previous studies were focused on demonstrating the technical feasibility of the approach. The paper also reveals that some technical advances in search engines could harm resource‐oriented queries.

Abstract
Purpose
The aim of this paper was to explore digital preservation requirements within the wider National Geoscience Data Centre (NGDC) organisational framework in preparation for developing a preservation policy and integrating associated preservation workflows throughout the existing research data management processes. This case study is based on an MSc dissertation research undertaken at Northumbria University.
Design/methodology/approach
This mixed methods case study used quantitative and qualitative data to explore the preservation requirements and triangulation to strengthen the design validity. Corporate and the wider scientific priorities were identified through literature and a stakeholder survey. Organisational preparedness was investigated through staff interviews.
Findings
Stakeholders expect data to be reliable, reusable and available in preferred formats. To ensure digital continuity, the creation of high-quality metadata is critical, and data depositors need data management training to achieve this. Recommendations include completing a risk assessment, creating a digital asset register and a technology watch to mitigate against risks.
Research limitations/implications
The main constraint in this study is the lack of generalisability of results. As the NGDC is a unique organisation, it may not be possible to generalise the organisational findings, although those relating to research data management may be transferrable.
Originality/value
This research examines the specific nature of geoscience data retention requirements and looks at existing NGDC procedures in terms of enhancing digital continuity, providing new knowledge on the preservation requirements for a number of national datasets.

Abstract
Purpose
The combination of desalination technology with renewable energy sources (RES) provides a sustainable approach for increasing potable water availability without imposing negative environmental effects. This paper aims to present the development of a platform, which is an internet-based tool integrating the design optimization of desalination systems with spatial modeling based on a geographic information system (GIS).
Design/methodology/approach
The proposed platform assists decision-makers to select the optimal location and configuration of both the energy- and water-related subsystems of desalination plants that are power-supplied by RES, such that the lifetime cost of the overall desalination plant is minimized. It enables to optimize the desalination plant site selection and sizing with various hybrid power supply (solar, wind, wave and electrical grid power systems) and desalination technologies combinations, while simultaneously exploiting spatial technologies in an internet-based GIS platform.
Findings
A pilot study for the optimal design of stand-alone and grid-connected desalination plants powered by RES is presented, which demonstrates the functionality and features of the proposed platform. It is also shown that a grid-connected desalination plant designed by the proposed software design tool exhibits significantly lower lifetime installation and maintenance costs compared to its stand-alone counterpart.
Originality/value
The proposed platform combines technological, scientific and industrial knowledge with information about societal/political conditions and geo-spatial technologies in a user-friendly graphical interface. Therefore, it provides a design tool enabling its users to secure water supply in a sustainable and economically viable manner.

The purpose of this paper is to highlight the potential of digital transformation and innovation opportunities for intelligence analysis. Its focus is the development of individuals to exploit data and information technologies to better understand and counter organised criminal networks.
Design/methodology/approach
The methodology adopted consisted of an extensive literature review and interview with practitioners in digital technology and transformation focused on intelligence, crime and terrorism, plus practical experience and field study.
Findings
Phenomena including the World Wide Web, social media and interconnectedness are influencing all aspects of human activity. Effective digital transformation, focusing on data, information technologies and people bestows significant competitive advantage upon those who have transformed. Applications are making previously complex processes and tasks easier for individuals to understand and exploit. An activity-based intelligence (ABI) model provides a platform for intelligence transformation. ABI provides a foundation from which to better fuse and share data to understand and resolve complex human (wicked) problems. To counter increasingly fast-moving organised crime networks, law enforcement needs to quickly transform.
Originality/value
This paper serves as a guide to alert and educate law enforcement professionals of the potential of digital transformation and associated evolving intelligence processes. It offers an appreciation of the nature of organisations, and the role of innovation within those organisation, required to better appreciate and tackle complex, human network challenges such as organised crime. It reveals the emergence and importance of an increasingly applications-based culture and the potential of this culture to simplify and exploit previously complex, expert-based processes.
