Abstract
Purpose
Open government data (OGD) is a comparatively new field in e-government and the factors influencing its continuance use by citizens have not been extensively explored. A better understanding of these factors can help the government to articulate strategies and policies that can advance the acceptance and use of OGD technologies. Thus, this paper aims to empirically determine the predictors influencing the continuance usage intention of OGD technologies.
Design/methodology/approach
Following an empirical investigation among 370 respondents in Bangladesh, a developing country, the paper applied path analysis using the structural equation modeling approach. The unified theory of acceptance and use of the technology model is integrated with the information system continuance model to investigate the continuance usage intention of OGD technologies.
Findings
The outcomes of this study reveal that performance expectancy, effort expectancy, social influence and facilitating conditions (FC) directly affect users’ satisfaction (SAT). In addition, SAT and FC were found statistically significant toward continuance usage intention of OGD technologies.
Practical implications
The findings of this study suggest policymaker and OGD providers to formulate or modify their strategies to retain the existing OGD users and stimulate persistence usage.
Social implications
Facilitating long-term use by citizens would increase their engagement and they might derive value from the OGD platforms. Concurrently, the government’s objective of ensuring increased future use of OGD technologies would be better realized.
Originality/value
The novelty of this study lies in the fact that it addresses a previously overlooked area of open data research, namely, the acceptance and use of open data technologies and ways to stimulate it. This study has contributed to the existing but limited literature on continuance usage intention of OGD technologies in the context of a developing country.

Abstract
Purpose
This study aims to investigate the factors determining the readiness for uptake of open data (OD) in Tanzania. Specifically, this study intended to answer the question that sought to find out the factors that influence the implementation of OD in universities under study in a view to aligning with recommended strategies for optimizing the use of data in the open science era.
Design/methodology/approach
This study used a cross-sectional survey design whereby data were collected using quantitative and qualitative research approaches. A sample size of 212 respondents was drawn from the sampling frame of a population of 1,846 researchers from the participating universities using both probability and nonprobability sampling techniques. A self-administered questionnaire was used to collect data from researchers while interviews were administered to decision-makers. These two groups were believed to have the necessary knowledge for this study.
Findings
The findings indicate low or lack of skills and awareness on issues related to OD among researchers and decision-makers. This study also reveals inadequate infrastructure to support open science initiatives including OD. Moreover, this study shows a lack of supportive institutional strategies and policies that trigger the implementation of OD initiatives in Tanzania. This study recommends that universities should uplift the level of confidence of researchers by ensuring all necessary factors determining the uptake of OD are in place before and during the implementation of OD initiatives.
Research limitations/implications
This study was conducted during the time when researchers in universities are in an infant stage of adopting the concept from the developed world. In this regard, it is important to carry out a tracer study on establishing the OD phenomena after a number of universities have implemented OD initiatives in the country.
Practical implications
The researchers recommend the establishment of institutional policy and strategies to guide the implementation of OD among universities in Tanzania. Including awareness creation awareness through providing training among researchers and academics in universities. The results shed light to decision-makers on the understanding of the role of sharing research data in enhancing openness and validation of findings to increase the authenticity of results among researchers.
Social implications
The authors have revealed the factors affecting the implementation of OD among scholars in universities. This study reveals the level of acceptance of OD initiatives and the factors that could trigger adoption of OD.
Originality/value
This paper presents factors that determine the readiness for the uptake of OD in universities in Tanzania from the researcher’s perspective. This study was conducted to fill the knowledge gap that sought to establish understanding of researchers about OD. The gap was established through literature and it was found that none of the presented studies researched on this phenomenon in Tanzania.

Purpose
Despite the potential benefits of open government data (OGD) and its recent adoption by many governments, little is known about monitoring its use by the public. This paper aims to address the knowledge gap by empirically examining OGD usage in Tanzania.
Design/methodology/approach
A field survey design was used to gather quantitative data from 288 people in seven regions of Tanzania to facilitate an analysis of the determinants of users’ behavioural intention and use behaviour of OGD. Guided by the Unified Theory of Acceptance and Use of Technology model, the study analysed the tendencies of these determinants on the use of the OGD portal.
Findings
The results show that performance expectancy, effort expectancy, social influence and facilitating conditions affect users’ acceptance and use of the OGD portal. The results suggest that OGD initiatives should focus more on their potential applications than publication. It is important to monitor and evaluate OGD use and the conditions that allow it to continue. By linking OGD with other government initiatives, governments can build strategies, capacity and social awareness. During the development of OGD platforms for extensive reuse, new data technologies like the semantic web should be considered.
Originality/value
Hitherto, research has underlined the significance of OGD initiatives at large and that studies in developing countries are scarce, especially that probe the uptake of the current efforts. The present study seeks to plug this research gap by examining the use of OGD in Tanzania’s context.

Abstract
Purpose
This study aimed to develop a taxonomy of research areas in open government data (OGD) through a bibliometric mapping tool and a qualitative analysis software.
Design/methodology/approach
In this study, the authors extracted metadata of 442 documents from a bibliographic database. The authors used a bibliometric mapping tool for familiarization with the literature. After that, the authors used qualitative analysis software to develop taxonomy.
Findings
This paper developed taxonomy of OGD with three research areas: implementation and management, architecture, users and utilization. These research areas are further analyzed into seven topics and twenty-eight subtopics. The present study extends Charalabidis et al. (2016) taxonomy by adding two research topics, namely the adoption factors and barriers of OGD implementations and OGD ecosystems. Also, the authors include artificial intelligence in the taxonomy as an emerging research interest in the literature. The authors suggest four directions for future research: indigenous knowledge in open data, open data at local governments, development of OGD-specific theories and user studies in certain research themes.
Practical implications
Early career researchers and doctoral students can use the taxonomy to familiarize themselves with the literature. Also, established researchers can use the proposed taxonomy to inform future research. Taxonomy-building procedures in this study are applicable to other fields.
Originality/value
This study developed a novel taxonomy of research areas in OGD. Taxonomy building is significant because there is insufficient taxonomy of research areas in this discipline. Also, conceptual knowledge through taxonomy creation is a basis for theorizing and theory-building for future studies.

Abstract
Purpose
This paper aims to highlight the importance of open data and the role that knowledge management and open innovation can play in its identification and use. Open data has great potential to create social and economic value, but its main problem is that it is often not easily reusable. The aim of this paper is to propose a unique identifier for open data-sets that would facilitate search and access to them and help to reduce heterogeneity in the publication of data in open data portals.
Design/methodology/approach
Considering a model of the impact process of open data reuse and based on the digital object identifier system, this paper develops a proposal of a unique identifier for open data-sets called Open Data-set Identifier (OpenDatId).
Findings
This paper presents some examples of the application and advantages of OpenDatId. For example, users can easily consult the available content catalogues, search the data in an automated way and examine the content for reuse. It is also possible to find out where this data comes from, solving the problems caused by the increasingly frequent federation of data in open data portals and enabling the creation of additional services based on open data.
Originality/value
From an integrated perspective of knowledge management and open innovation, this paper presents a new unique identifier for open data-sets (OpenDatId) and a new concept for data-set, the FAIR Open Data-sets.

Abstract
Purpose
The rising volume of open government data (OGD) contrasts with the limited acceptance and utilization of OGD among citizens. This study investigates the reasons for citizens’ not using available OGD by comparing citizens’ attitudes towards OGD with the development of OGD portals. The comparison includes four OGD utilization processes derived from the literature, namely OGD awareness, needs, access and consumption.
Design/methodology/approach
A case study in China has been carried out. A sociological questionnaire was designed to collect data from Chinese citizens (demand), and personal visits were carried out to collect data from OGD portals (supply).
Findings
Results show that Chinese citizens have low awareness of OGD and OGD portals. Significant differences were recognized between citizens’ expectations and OGD portals development in OGD categories and features, data access services and support functions. Correlations were found between citizens’ OGD awareness, needs, access and consumption.
Originality/value
By linking the supply of OGD from the governments with each process of citizens’ OGD utilization, this paper proposes a framework for citizens’ OGD utilization lifecycle and provides a new tool to investigate reasons for citizens’ not making use of OGD.

Abstract
Purpose
This study aims to look at challenges that hinder small- and medium-sized enterprises (SMEs) from using open data (OD). The research gaps identified are then used to propose a next generation of OD platform (ODP+).
Design/methodology/approach
This study proposes a more effective platform for SMEs called ODP+. A proof of concept was implemented by using modern techniques and technologies, with a pilot conducted among selected SMEs and government employees to test the approach’s viability.
Findings
The findings identify current OD platforms generally, and in Gulf Cooperation Council (GCC) countries, they encounter several difficulties, including that the data sets are complex to understand and determine their potential for reuse. The application of big data analytics in mitigating the identified challenges is demonstrated through the artefacts that have been developed.
Research limitations/implications
This paper discusses several challenges that must be addressed to ensure that OD is accessible, helpful and of high quality in the future when planning and implementing OD initiatives.
Practical implications
The proposed ODP+ integrates social network data, SME data sets and government databases. It will give SMEs a platform for combining data from government agencies, third parties and social networks to carry out complex analytical scenarios or build the needed application using artificial intelligence.
Social implications
The findings promote the potential future utilisation of OD and suggest ways to give users access to knowledge and features.
Originality/value
To the best of the authors’ knowledge, no study provides extensive research about OD in Qatar or GCC. Further, the proposed ODP+ is a new platform that allows SMEs to run natural language data analytics queries.

Abstract
Purpose
This paper aims to investigate the literacy corpus regarding the potential of big data to improve public decision-making processes and direct these processes toward the creation of public value. This paper presents a map of current knowledge in a sample of selected articles and explores the intersecting points between data from the private sector and the public dimension in relation to benefits for society.
Design/methodology/approach
A bibliometric analysis was performed to provide a retrospective review of published content in the past decade in the field of big data for the public interest. This paper describes citation patterns, key topics and publication trends.
Findings
The findings indicate a propensity in the current literature to deal with the issue of data value creation in the private dimension (data as input to improve business performance or customer relations). Research on data for the public good has so far been underestimated. Evidence shows that big data value creation is closely associated with a collective process in which multiple levels of interaction and data sharing develop between both private and public actors in data ecosystems that pose new challenges for accountability and legitimation processes.
Research limitations/implications
The bibliometric method focuses on academic papers. This paper does not include conference proceedings, books or book chapters. Consequently, a part of the existing literature was excluded from the investigation and further empirical research is required to validate some of the proposed theoretical assumptions.
Originality/value
Although this paper presents the main contents of previous studies, it highlights the need to systematize data-driven private practices for public purposes. This paper offers insights to better understand these processes from a public management perspective.

Abstract
Purpose
Quite often than not, a new industry can be created, thanks to the countless entrepreneurs and innovative activities across the globe. Smart city (SC) is one such industry and a living lab using the key roles of the digital platform that enable a seamless flow of information and knowledge for innovation within the SC. The purpose of this paper is to illustrate how SC can be a new regional industry engine through an “open collective innovation system” as its new concept. In particular, SC provides efficient transaction costs and knowledge flows. Eventually, SC can be an innovation hub for entrepreneurship through openness.
Design/methodology/approach
To frame the research goals, the authors used qualitative research methodologies based on grounded theory. In particular, the author used inductive reasoning to generate arguments and conclusions about the future of an SC as a new growth engine in the era of the fourth industrial revolution. Numerous documents and prior literature were used for the preliminary conceptualization of an SC. Interview data were then coded for reasoning in an open collective innovation system based on “openness”.
Findings
SC maximizes efficiency in practicing innovation. In the perspective of innovation costs, SC can minimize transaction costs, specifically the information processing costs, through data openness. In this context, transaction costs can be considered an economic equivalent of friction in a physical system. So, as the friction is low, some movements of an object on the surface are likely to be easy. SC is optimized for innovation activities through an “open collective innovation system”. In terms of innovation networks, an SC results in an innovation efficiency derived from both the network and the spatial agglomerations in physical and cyberspace. The efficiency-based SC itself overlaps knowledge creation, dissemination and absorption, providing an open innovation (OI) ecosystem.
Research limitations/implications
This paper remarkably extends that SC can be an “open collective innovation system model” and a new conceptualization. Eventually, SC will play a crucial role in developing regional industries as a new growth engine. To operate as a new growth engine fully-fledged, the SC is needed to accumulate innovative assets such as the critical mass of residents, numerous firms, etc. However, this study has some limitations. First, difficulties in any analytic approach to SC resulted from their many interdependent facets, such as social, economic, infrastructural and spatial complex systems, which exist in similar but changing forms over a huge range of scales. Also, this research is at a quite an early stage. Thus, its theoretical stability is weak. So, this paper used the qualitative methodology with a grounded theory. Another limitation is in the research methodology. The limitation of using grounded theory adapted by this work is that the results of this study may not be generalizable beyond the context of this study. This non-generalizability occurs because ours is an inductive approach to research, meaning that the findings are based on data collected and analyzed. As such, the results of this study may not be applicable to other contexts or situations. In addition, the analysis of data in the grounded theory is based on researcher’s subjective interpretations. This means that the researcher’s own biases, preferences and assumptions may influence the results of the study. The quality of the data collected is another potential limitation. If the data is incomplete or of poor quality, it can cause researcher’s own subjective interpretations.
Practical implications
Findings of this study have some practical implications for enterprises, practitioners and governors. First, firms should use value networks instead of value chains. Notably, the firms that pursue new products or services or startups that try to find a new venture business should take full advantage of SC. This taking advantage is possible because SC not only adapts state-of-the-art information technology (e.g. sensor devices, open data analytics, IoT and fiber optic networks) but also facilitates knowledge flow (e.g. between universities, research centers, knowledge-based partner firms and public agencies). More importantly, with globalized market competition in recent years, sustainability for firms is a challenging issue. In this respect, managers can take the benefits of SC into consideration for strategic decisions for sustainability. Specifically, industrial practitioners who engage in innovation activities have capabilities of network-related technologies (e.g. data analysis, AI, IoT and sensor networks). By using these technologies in an SC, enterprises can keep existing customers as well as attract potential customers. Lastly, the findings of this study contribute to policy implementation in many aspects. At first, for SC to become a growth engine at regional or natural levels, strong policy implementation is crucial because SC is widely regarded as a means of entrepreneurship and an innovation plaza (Kraus et al., 2015). To facilitate entrepreneurship, maker spaces used for making the prototypes to support entrepreneurial process were setup within universities. The reason for establishing maker spaces in universities is to expand networking between entrepreneurs and experts and lead to innovation through a value network. One of the policy instruments that can be adapted is the “Data Basic Income Scheme” suggested by this research to boost the usage of data, providing content and information for doing business. Also, a governor in SC as an intermediator for the process of the knowledge flow should initiate soft configuration for SC.
Social implications
This work makes two theoretical contributions to OI aspects: (1) it explores dynamic model archetypes; and (2) it articulates and highlights how SC with digital technology (i.e. in the AI, IoT and big data context) can be used to create collective knowledge flow efficiently. First, the findings of this study shed light on the OI dynamic model. It reveals important archetypes of new sub-clustering creation, namely, a system that underpins the holistic process of innovation by categorization in amongst the participating value network (Aguilar-Gallegos et al., 2015). In innovation studies, scholars have particularly paid attention to a cluster’s evolution model. In the process of innovation, the “open innovation dynamic model” suggested by this study illustrates sub-clustering that happens in value networks by taking the benefits of SC. Eventually, the evolution or development of sub-clusters can bring in a new system, namely, an OI system. Second, the findings of this study contribute to the understanding of the role of digital technologies in promoting knowledge flow. The usage and deployment of digital technologies in SC may enormously and positively influence innovative activities for participants. Furthermore, the rising of digital economy, in the so-called platform business, may occur depending on advanced technologies and OI. In doing so, the findings can further tow innovation research through juxtaposition between SC and innovation research (Mehra et al., 2021).
Originality/value
This paper shows that the function of an SC not only improves the quality of life but also acts as an engine of new industry through an open collective innovation setting using dynamic and ecological models.

The overall goal of science is to build a valid and reliable body of knowledge about the functioning of the world and how applying that knowledge can change it. As personnel and human resources management researchers, we aim to contribute to the respective bodies of knowledge to provide both employers and employees with a workable foundation to help with those problems they are confronted with. However, what research on research has consistently demonstrated is that the scientific endeavor possesses existential issues including a substantial lack of (a) solid theory, (b) replicability, (c) reproducibility, (d) proper and generalizable samples, (e) sufficient quality control (i.e., peer review), (f) robust and trustworthy statistical results, (g) availability of research, and (h) sufficient practical implications. In this chapter, we first sing a song of sorrow regarding the current state of the social sciences in general and personnel and human resources management specifically. Then, we investigate potential grievances that might have led to it (i.e., questionable research practices, misplaced incentives), only to end with a verse of hope by outlining an avenue for betterment (i.e., open science and policy changes at multiple levels).
