Abstract

Purpose

The aim of this paper is to discuss the role of the economic revitalization programme, One District One Product (ODOP) implemented in the state of Uttar Pradesh of India in 2018, examine its strategy, and analyze its impact on employment generation, export promotion and economic growth of the state from 2018 to 2020.

Design/methodology/approach

Along with extensive literature, this paper uses case study approach for discussion. Arguments and facts are based on secondary data comprising of research by scholars, international agencies, government publications, websites, news reports, etc.

Findings

This paper presents positive impact of the systematically crafted ODOP programme. Nevertheless, for desired success, it signifies the inevitability of active participation and engagement of public that has always been a precarious subject in the literature of public administration and governance.

Originality

This paper offers a guiding live example for other states/countries to successfully implement ODOP programme which is a transformational step for realizing the true potential of each district. Strategies like ODOP may serve as an agent of change and be of immense help to governments in solving the problems of economic inequalities and regional imbalances.

Abstract

Purpose

One Commune One Product (OCOP) program, a rural economic development program in Vietnam, aims to empower local communities for sustainable social and economic welfare development, protect the environment and preserve tradition. This study aims to employ this program associated with tourism to support small family businesses in rural areas cost-effectively.

Design/methodology/approach

This study used the geographic location mapping method to design tourist routes that connect tourism resources with OCOP producers. A stakeholder approach was employed to identify suggested practical works that need to be implemented while developing this tourism initiative.

Findings

Four rural districts of Bac Giang Province, a northern province in Vietnam known as the place of various indigenous people live and traditional craft villages. Many cultural and historical tourist sites have been chosen as sample areas for this study. By using Google map, based on the Bac Giang Tourist Map and a list of recognized OCOP products in Bac Giang Province, main tourist sites (16 locations) and small family businesses (known as cooperatives and households) that have OCOP products (17 places) in the four districts have been identified. Four notable tourist routes have been formed to propose four thematic tours (two 1-day tours and two 2 days-1 night homestay tours). Suggestions for related stakeholders to ensure the sustainability of this initiative are provided.

Research limitations/implications

This study is supposed to be a model of promoting small family businesses through OCOP programs and tourism activities in a sustainable way in Vietnam. The outcome of this study is in line with the stakeholder theory emphasizing the systematic connection of various stakeholders such as employees, suppliers, local communities, government agencies and others towards complex business sustainability. The results of the study cannot conclude the small family businesses in Vietnam because it adopts geographic location mapping alone. Moreover, this study focused on OCOP programs only. Future research can use other methods of primary data collection, especially from tourists' perspectives. Data triangulation can be done to explore and verify the tourist routes that have been formed according to the four thematic tours proposed. Future research could also compare hotels managed by family businesses with non-family businesses.

Originality/value

This study is supposed to be a model of promoting small family businesses through OCOP programs and tourism activities in a sustainable way in Vietnam.

Abstract

Purpose

This paper is concerned with the role of leadership in community organisations in Thailand. While previous studies of leadership have focused on leadership theories influenced by male‐dominated North American studies, the present paper aims to demonstrate that it is necessary to take the influence of cultural, historical and social structure into account. The purpose is to develop a model of leadership constructed through accounts of the leaders and their subordinates. The model of leadership can potentially enable the leaders, and their subordinates to have a better understanding of the qualities, structure, boundaries and processes of leadership, which can be useful in testing the application of the model in other settings and contexts.

Design/methodology/approach

To support the aim, the study uses two main qualitative methods of data collection, which are in‐depth semi‐structured interviews and a focus group. These two methods offer insight and help to explore unexpected phenomena and the complexity of leadership.

Findings

The results and analysis lead to the conclusion that there are three levels of leadership process beginning with the benefits to oneself, the benefits to others and mutual benefits. The findings suggest that “philanthropy” and “thinking beyond self‐interest” are the crucial qualities of leadership that make other people want to follow a leaders' path.

Practical implications

The process of leadership will help leaders and their subordinates to be more self‐reliant and develop themselves in the long term.

Originality/value

The paper highlights the influence of Buddhism on the role of leadership in community organisations in Thailand.

Abstract

Purpose

This study aims to analyze social networking and network centrality in the case of community enterprises, which the existing literature has not addressed. To do so, the authors use the survey of community enterprises from the One Tambon One Product (OTOP) entrepreneurship program of Nong Khai border province in Thailand as a case study.

Design/methodology/approach

Social network analysis (SNA) is a tool to study and understand the relationship patterns of units of analysis, which can be individual, household, community or production units, and how those units interact through social or economic activities. Network positions are important when identifying the centralization of links in a particular network. If a representative is close to the center of a network, it is possible that the production unit will be able to contact or coordinate with a greater number of other members of the cluster, create knowledge sharing, promote collaboration and then typically demonstrate greater performance.

Findings

The results show that overall, local government agencies play a critical role in the community enterprise relationship network, while private entities are the least active group. Enterprises in partnerships with external agencies are mostly cooperating with branding and marketing dimensions, followed by the design dimension. There is no cooperation regarding production and distribution. Most community enterprises have established at least a one-dimensional network of cooperation with external agencies; only five community enterprises have isolated nodes with no partnerships having been created within this group.

Research limitations/implications

The study was limited by the surveys having been conducted in a single area and, therefore, can be used only as a case study for this area. Surveys in larger group sizes and in a wider range of areas would lead to results with greater applicability and reliability.

Practical implications

These results bring to mind policy proposals to increase the competitiveness of community enterprises through the development of social networks as follows: firstly, knowledge should be created with community enterprise operators to understand their supply chains and analyze the strengths and weaknesses and core competencies of their enterprises; and secondly, enterprises should be educated about which agencies can assist businesses at each stage in the value chain system and encouraged to ask for help in adding value at each stage of production.

Social implications

A “OTOP to Business Networking” platform for community and private enterprises should be created with projects/activities that offer venues to exchange business learning and opportunities. Holding meetings among people in a variety of business sectors may help inspire entrepreneurs to innovate to further their businesses, which can lead to networking businesses conducting activities across community enterprises and the private sector for the mutual benefit of producing merchandise for large customers and markets. Learning systems, production techniques and cooperation should be created, as well as opportunities to increase market share and profitability, if this platform is successful.

Originality/value

This paper is the first study, to the best of the authors’ knowledge, to utilize SNA to examine the use of social networking among community enterprises participating in Thailand’s OTOP entrepreneurship program in Nong Khai province. The results show that overall, local government agencies play a critical role in the community enterprise relationship network, while private entities are the least active group. Therefore, the government can play an important role in helping to develop a network of community enterprises with external entities at each stage of the value chain to enhance the competitiveness of each enterprise.

Abstract

Homestay is an alternative product to mass tourism where tourists are accommodated with local family allowing the tourist to learn local culture and lifestyle. The changing tourists' preferences influence the phenomenon of this accommodation trend for unique experiences, increasing competition in the market, and the rapid development in communication technology. This paper aims to observe the current state of the homestay situation in Brunei. This research utilized qualitative in-depth semi-structured interviews with a total sample of 23 respondents consisting of homestay operators, local community and tourism officers. The findings are that homestay in Brunei experienced issues with licensing and standards due to unending bureaucracy and unclear instructions, an elusive search of successors for long-term sustainability, and issues on participatory management within the community. This paper contributes valuable insights to developing strategies for the sustainability of homestay tourism, particularly for the stakeholders involved, such as homestay operators, policymakers and tourism practitioners.

Abstract

Purpose

The purpose of this paper is to describe a framework developed for assessing Community‐based Enterprises' (CBEs') impacts on poverty reduction at the household level in northern Thailand, in the context of the UN Millennium Development Goals. The focus is on the use of principal component analysis to develop a context‐specific definition of poverty.

Design/methodology/approach

The paper explains how business performance measurement, impact assessment of development projects and poverty measurement have been integrated into a single poverty impact assessment framework in relation to CBEs. This framework has two key steps: identification of poverty groups and poverty components; and impact assessment of CBEs and other factors on household poverty.

Findings

The framework captures a number of qualitative and quantitative aspects of poverty necessary for an accurate relative measure for differing geographical, economic and cultural contexts.

Originality/value

The novelty of this paper's approach lies in the design of the framework used to assess poverty impacts of CBEs at the household level. The framework combines three well‐known, but traditionally separately used, methodologies in order to better explore the economic dynamic of CBEs on households. The paper is expected to be of high relevance, both theoretically and methodologically, to researchers undertaking similar poverty, micro‐enterprise and social entrepreneurship studies in other developing countries.
