Abstract
For the first time since the “limits to growth” debate of the 1970s, we hear serious talk about the prospect of the world running out of oil. In the United States, concerns about reducing dependence on foreign oil have incited debate over the viability of alternative energy sources versus the oil industry's search for new oil “frontiers.” The rancorous dispute over drilling in the Arctic National Wildlife Refuge (ANWAR) has captured the spotlight in this debate. Less controversial, but more significant for the future of U.S. oil production, are the bountiful “deepwater” reserves of the Gulf of Mexico (GOM). Offshore is central to the history of the petroleum industry over the last 50 years, and the GOM is the most explored, drilled, and developed offshore petroleum province in the world. In recent decades, revenue from offshore leasing has been second only to federal income taxes in value to the U.S. treasury. During the last 30 years, the search for oil and gas has continually moved into deeper waters and into new offshore environments. Still, the GOM remains the primary laboratory for technological innovation and regulatory practices. The recent and spectacular revival in production there thanks to deepwater discoveries has strongly reinforced this demonstration effect. As offshore oil assumes a high profile in national development strategies around the world, any effort to analyze the political, social, and economic aspects of offshore exploration and development must use the GOM as a historical precedent or basis of comparison.

Purpose
This paper aims to explore the international response to the discovery and development of gas fields in the East Mediterranean basin.
Design/methodology/approach
The study applies key concepts into a framework and explores the strategies used by nations for developing their influence in the region.
Findings
The key nation states (the USA and Russia) and the supranational EU are notable in their divergent approaches to obtaining access to and influence regarding the gas fields.
Practical implications
The development of the strategies used by the international rivals for access to the resources available from the offshore oil fields is set to be an area for further study.
Originality/value
This paper offers insight into a developing rivalry over energy security, which will a platform for further investigation throughout the exploitation of the “New Gulf” gas fields.

Abstract
Purpose
Logistics service performance measurement (PM) is a fundamental activity pertaining to the achievement of logistics goals and the improvement of services. The choice of logistics PM criteria depends on stakeholder goals and expectations, including logistics service providers, customers and government and regulatory institutions. PM is especially challenging in areas where high values are at stake, several actors are involved and uncertainty about cause-and-effect relations is high. This paper aims to examine the measurement of performance in offshore oil and gas logistics, which has unique characteristics such as a supply chain (SC) exposed to a harsh environment, the presence of several independent carriers and a highly specialised and costly set of vessels involved in long-distance transport legs.
Design/methodology/approach
The study is designed as a multiple case study of two Norwegian shipping companies and two international oil and gas companies. Data were collected from several parts of the offshore service SC in several Arctic oil and gas fields.
Findings
This paper sheds light on the performance of the SC and presents key performance indicators for logistics operations. It concludes that the measurement of SC performance must be context-specific and emphasis needs to be placed on the degree of uncertainty and inter-dependency related to the SC in question.
Originality/value
The study suggests a list of context-specific key performance indicators for offshore logistics with a special emphasis on the peculiarities of a harsh operational environment.

Abstract
Purpose
The paper aims to provide the prospects and challenges of cooperation concerning natural gas (NG) resources between the European Union (EU) and Gulf Cooperation Council (GCC), based on a “critical review” of the current state of the GCC region regarding NG production, consumption, trading movements, policy framework and existing/planned projects and programs for each GCC country individually.
Design/methodology/approach
The methodological four‐steps approach adopted is based on the context of the project “Creation and Operation of an EU‐GCC Clean Energy Network” (www.eugcc‐cleanergy.net). This paper summarizes the dynamic NG supply/demand situation in the GCC countries in a structured way, touching upon some pertinent policy issues and relating specific projects.
Findings
The key finding of the paper is the assessment of GCC countries' potential for future collaboration, especially with the EU. The collaboration opportunities, based on a detailed overview of existing and planned practices in the GCC countries, linking the policy to the practical commercial level, as well as the national system context is elaborated.
Originality/value
To the best of their knowledge, a study focused on the EU‐GCC cooperation for NG is not present in the literature. This study highlights how policy measures differ depending on the supply/demand situation of a particular country, bringing a unique perspective on how diverse the GCC region really is. Moreover, based on the specific energy projects presented, the policy level is linked to the practical commercial level. The presented approach and the related outcomes support the policy makers to enable the environment needed for concrete NG cooperation actions of mutual benefit for both regions.

Abstract
Purpose
This study aims to focused on conducting a comprehensive assessment of the technology readiness level (TRL) of Iran’s oil field intelligence compared to other countries with similar oil reservoirs. The ultimate objective is to optimize oil extraction from this field by leveraging intelligent technology. Incorporating intelligent technology in oil fields can significantly simplify operations, especially in challenging-to-access areas and increase oil production, thereby generating higher income and profits for the field owner.
Design/methodology/approach
This study evaluates the level of maturity of present oil field technologies from the perspective of an intelligent oil field by using criteria for measuring the readiness of technologies. A questionnaire was designed and distributed to 18 competent oil industry professionals. Using weighted criteria, a mean estimate of oil field technical maturity was derived from the responses of respondents. Researchers evaluated the level of technological readiness for Brunei, Kuwait and Saudi Arabia’s oil fields using scientific studies.
Findings
None of the respondents believe that the intelligent oil field in Iran is highly developed and has a TRL 9 readiness level. The bulk of experts believed that intelligent technologies in the Iran oil industry have only reached TRL 2 and 1, or are merely in the transfer phase of fundamental and applied research. Clearly, Brunei, Kuwait and Saudi Arabia have the most developed oil fields in the world. In Iran, academics and executive and contracting firms in the field of intelligent oil fields are working to intelligently develop young oil fields.
Originality/value
This study explores the level of maturity of intelligent technology in one of Iran’s oil fields. It compares it to the level of maturity of intelligent technology in several other intelligent oil fields throughout the globe. Increasing intelligent oil fields TRL enables better reservoir management and causes more profit and oil recovery.

Abstract
Purpose
Economic sanctions imposed by the EU and United States on Russia have brought significant changes into Russian foreign economic policy, in particular leading to deepening cooperation with Asian countries and China in particular. The present contribution aims to shed light on the influence of sanctions on Russian multinational enterprises (MNEs) internationalization toward China using the example of energy and information and communication technology (ICT) industries.
Methodology/approach
The chapter builds on case study analysis. The choice of sectors allows us to highlight the recent strategic trends in the internationalization of oil and gas industry, dominated by state-owned multinationals, and in ICT by privately owned companies.
Findings
Our results provide empirical data for understanding the influence of sanctions on MNEs from the country being under the sanctions. In the case of Russian oil and gas industry and ICTs, research indicates that the shift toward China was not initiated primarily by the sanctions. In both cases, expansion to Asian markets was correlated with business interests in the Chinese market. However, changes in geopolitical and macroeconomic business environment accelerated Russian MNE’s pivot to China, for the purposes of attracting capital and reaching new markets in context of deteriorating relations with western partners. The cases demonstrate a moderating role of the industry in the context of sanctions, helping compensate for the slowdown of economic relations with traditional partners.
Originality/value
The novelty of the chapter is to delineate the consequences of sanctions on MNEs from the country being under sanctions. In this way, it illustrates the role of geopolitical environment in intensifying internationalization of Russian MNEs toward China.

Abstract
Purpose
The purpose of this paper is to optimize system redundancy and maintenance intervals of a propane pre-cooled mixed refrigerant (C3MR) liquefaction process on floating liquefied natural gas (FLNG) export platforms.
Design/methodology/approach
The reliability modeling is based on the time-dependent Markov approach. Four different system options are studied, with various degree of redundancy. Failures in the liquefaction system usually lead to shutdown the whole LNG production plant. The associated shutdown cost is compared with the cost of introducing redundancy and the cost of onboard maintenance. To ensure a high profitability, a model for maintenance optimization is utilized and applied to the main unit of the C3MR liquefaction system to minimize the onboard maintenance cost.
Findings
The results indicated that the introduction of a second liquefaction system (as a standby unit) is the best option for liquefaction plant in terms of reliability and cost. This will substantially reduce the unavailability from 14.7 to 2.19 percent of the total operational hours. Based on the presented system configuration, the annual system profit will increase by 180 million USD if the redundancy is implemented on FLNG export ships. The optimum maintenance intervals of major process components are also calculated to minimize the total cost of maintenance.
Originality/value
The originality of this paper lies within the context in investigating the reliability of the C3MR liquefaction system on LNG floating export terminals using Markov modeling for the first time.

Abstract
Purpose
The purpose of this paper is to examine the Ghanaian economy within the context of its macro‐economic indicators and the performance of the agricultural sector against the backdrop of the exogenous economic explanation of the resource curse. This is aimed at equipping policy makers with the tools needed in identifying symptoms of the Dutch disease as it transitions from an agrarian to an oil economy.
Design/methodology/approach
This is a research paper, employing quantitative and qualitative data of the macro‐economic indicators in the last ten years (2000‐2010) and policy initiatives since the discovery of oil in commercial quantities in Ghana. Furthermore, it also examines theoretical perspectives of the Dutch disease as frames of analysis to gauge the existence of any symptoms of the latter.
Findings
The paper questions a previous World Bank (2009) report classifying the Ghanaian economy as already showing signs of the Dutch disease. The paper suggests that the macro‐economic indicators show resilience and stability of the economy which is necessary for growth. It is observed that various government policies are aimed at improving agriculture inspite of the emerging oil industry. The paper recognizes some areas of concern and recommends further studies to observe the changes in dynamics when the “petro‐dollars” begin to flow into the economy.
Originality/value
This is a pioneering work which seeks to provide early warning signals of the Dutch disease in an emerging oil economy.
