Abstract

Purpose

The purpose of this paper is to examine whether occupational health and safety (OHS) management used to manage musculoskeletal disorders (MSDs) in the aged care sector reflects contemporary research evidence of best practice to reduce the incidence of these disorders.

Design/methodology/approach

In total, 58 interviews were conducted with managers and supervisors in the aged care sector across four organisations in Australia. Policies and procedures relating to MSDs were reviewed for each organisation.

Findings

Policies and procedures for managing MSDs do not reflect contemporary evidence, which supports a complex aetiology, related to a range of physical and psychosocial workplace factors. Despite strong evidence that psychosocial factors contribute to MSD development, these were not included in the policies and procedures reviewed. Findings from the interviews management practices including leadership and various components of HRM were functioning well but fragmentation was evident due to the challenging nature of the aged care sector.

Practical implications

To address the significant burden of MSDs in the aged care sector, policies and procedures need to include coverage of psychosocial and physical workplace factors. The development of systematic and integrated OHS management at the workplace level may play an important role in the effective management of MSDs.

Originality/value

This study offers insights into the previously unexplored area of MSD risk management and the role of management practices such as HRM in the aged care sector.

Abstract

Purpose

Clients of the construction industry, an important segment of the project management (PM) discipline, can make an important contribution to the occupational health and safety (OHS) performance of the construction projects they procure. This practice note aims to describe an initiative of the Office of the Federal Safety Commissioner in Australia.

Design/methodology/approach

A model client framework was developed to assist Australian Government agencies to embed OHS into their procurement and PM practices.

Findings

The model client framework establishes principles for the management of OHS in construction projects and establishes processes for client involvement in OHS through the planning, design and procurement, construction and completion stages of construction projects. Within each project stage, key management actions are established for Australian Government agencies.

Practical implications

The model client framework will enable Australian Government agencies to operate in a consistent framework and on a similar footing, with respect to the management of OHS in their construction projects. This practice note describes the key components of the framework.

Originality/value

The model client framework is the first comprehensive set of tools and resources to support construction clients to integrate OHS into their procurement and PM processes. The life‐cycle approach ensures that OHS information is transferred throughout the construction supply chain from the client, through the designer, constructor and ultimately to the end‐user. The Framework shows how the integration of OHS into all aspects of project decision making (led by the client) can significantly improve the OHS performance of construction projects.

Abstract

Purpose

The purpose of this paper is to focus on the development of a health and safety (HS) representative role typology that demonstrates how representatives enact their roles and improve occupational health and safety (OHS) under New Zealand law. It aims to consider the factors that influence the roles that HS representatives’ assume.

Design/methodology/approach

This qualitative, cross‐perceptual study centres on the role enactments of eight HS representatives at two metal manufacturers. Semi‐structured interviews were conducted with HS representatives, managers, workers, senior managers, OHS managers and a union convenor. “Types” were differentiated by the HS representatives’ purpose, activities and OHS impacts.

Findings

In total, four HS representative role “types” were identified: administrators, workshop inspectors, problem solvers and craft experts. Administrators implemented and operated OHS management systems and improved OHS management. Workshop inspectors undertook compliance and monitoring roles and improved workers’ attitudes towards OHS. Problem solvers found solutions to control hazards and improved production from an OHS perspective. Craft experts applied technical knowledge to influence strategic OHS decisions. Role enactment appeared to be influenced by representatives’ expert power, job roles and the organisational role definition. Representatives operating under both managerial and worker defined HS representative systems, increased worker “voice” by providing an avenue to redress OHS concerns.

Practical implications

Implications arise for OHS policy, HS representative training courses and organisational/managerial support.

Originality/value

The paper presents a HS representative role typology distinctively based on cross‐perceptual data that also provides a more holistic perspective of the HS representative role by considering representatives’ purpose, role enactment and OHS impact.

Abstract

Purpose

To study the learning processes and mechanisms involved in sustainability-oriented supplier development (SSD), including how knowledge is transmitted by the buyer and how it is received, understood and internalised by the supplier.

Design/methodology/approach

An exploratory longitudinal multi-case study approach is adopted. The research context is a social SSD project focusing on occupational health and safety (OHS) management at four supplier factories. The paper draws on the constructs of absorptive capacity and boundary objects.

Findings

The development of a supplier's absorptive capacity for OHS management is triggered by the transfer of boundary objects that are created by the buyer. Findings suggest that each supplier starts explorative learning in a similar and passive way in order to accept the knowledge, but then each supplier proactively transforms and exploits the knowledge through continuous sensing, seizing, and reconfiguring loops that develop the boundary objects in a way that fits their own needs and contexts, incorporating the objects into organisational structures and routines.

Research limitations/implications

The research furthers the understanding of the development of supplier absorptive capacity for sustainability via SSD projects, including how it is triggered and sustained. The impact of ostensive and performative aspects of boundary objects on knowledge transfer is presented. Finally, insight is provided into how absorptive capacity and dynamic capabilities are linked in the context of SSD.

Practical implications

Buying firms should seek to develop boundary objects that can trigger and maintain learning momentum for sustainability at supplier organisations in addition to effectively transferring SSD-related sustainability knowledge. There is also a need to allow for sufficient flexibility in the design of the boundary objects, and to pay sufficient attention to how suppliers contextualise and embed them into their own organisations, providing support for this process where necessary. For the supplier, establishing structures and routines for OHS management can help to prepare for future audits, thereby reducing audit fatigue.

Originality/value

The paper contributes to the supply chain learning literature by exploring the development of supplier absorptive capacity for sustainability triggered by the focal buying firm. It sheds new light on the role of boundary objects for facilitating knowledge transfer and learning between supply chain members in the context of SSD projects.

Abstract

Purpose

The purpose of this paper is to analyse human resource supply chains and the responsibility of occupational health and safety (OHS) management using Australian evidence from two unrelated research studies in the resources sector.

Design/methodology/approach

The analysis is based on additional findings from the research projects using qualitative case study methodologies. The paper draws on interviews with the underground mining manager in study 1 and the OHS manager in study 2, together with current literature on supply chains and OHS responsibility in Australia.

Findings

The paper uses examples drawn from two research studies conducted in the resources sector in 2011 to present the notion that there has been a shift in responsibility and management of OHS from the top of the supply chain to the bottom.

Research limitations/implications

The paper draws on two unrelated studies that investigated different issues in OHS management. There is a need to undertake specific research to confirm the argument that suggests that the OHS management systems are improving for the bottom of the human resources supply chain in the resources sector.

Practical implications

Findings suggest that in the middle tier resources sector the bottom of the human resources supply chains have robust OHS management systems and induction training, contrary to the weakening of OHS management in typical supply chains in other sectors.

Originality/value

Unlike manufacturing, healthcare, the public sector and transport, there is little research conducted in the resources sector researching supply chains and OHS management. This paper provides limited evidence of a differing picture in the resources sector than other industries; however, it argues that further studies should be conducted.

Abstract

Purpose

The electrical and electronic recycling industry is experiencing significant growth while paying no particular attention to the health and safety of recycling workers. Who are these recycling workers? How are they recruited and trained in OHS measures? This article will attempt to answer these questions.

Design/methodology/approach

As part of a toxicological study carried out on five companies, samples were taken from employees (n = 100) and their working environment. Among them, 26 workers and six managers also participated in interviews on the management of OHS preventive practices. This article presents analyses of the recruitment strategies for these workers and the management of preventive measures.

Findings

The main findings were that preventive practices vary according to the company's social mission and recruitment strategy. OHS preventive practices vary among the companies, even though the workers are similarly exposed to multiple contaminants. Precarious employment relationships put these workers in a vulnerable position.

Originality/value

Although recycling electrical and electronic equipment (e-recycling) has been an ecological and moral concern in Western societies for several decades, occupational health and safety (OHS) management in recycling plants has received little attention.

Abstract

Many facility managers are now required to deal directly with small firms engaged in the maintenance, alteration and cleaning of physical infrastructure. Increasingly the performance of small firms reflects on the manager of the facility, and so an understanding of their operation is required. It is mandatory for all firms to provide a safe working environment for their workers and subcontractors. Consequently, occupational health and safety (OHS) is a major issue for companies mainly due to the fear of prosecution. The introduction of Zero Tolerance by the Victorian government WorkCover Authority in 1999 provided even higher OHS safety standards for the construction industry. This has placed an increased burden on construction and maintenance companies especially small firms that are not in a position of financial strength. The size of the company has been found to be a major contributing factor to the OHS performance of construction contractors. This research is based on a benchmarking study of 44 construction companies in Victoria, Australia. The results show that the major factors influencing safety performance were; company size, and management and employee commitment to OHS.

Abstract

Purpose

In large urban centres, immigrants are employed by businesses in which there is a high incidence of serious or fatal occupational injuries. This paper aims to present findings on the lack of knowledge and understanding in terms of: explanations for the implementation or lack of, procedures; technical expertise in prevention and the inability of the internal actors to implement changes.

Design/methodology/approach

A study design with a comparison group is used. The observation sample is comprised of 21 small businesses (SB), of which 16 meet the following criteria: the enterprise had fewer than 50 employees; and at least 25 per cent of the workers were born outside the country. The other five serve as a comparison group; the only difference in these SB is that they employ fewer (<25 per cent) immigrant workers.

Findings

The findings indicate that SB employing immigrants have totally or partially failed to implement health and safety management in area of occupational health and safety.

Practical implications

Implementation of safety management is impeded by numerous factors, including a partial or biased understanding, from managers and workers, on occupational health and safety rules. Democratic participation is to be encouraged so that management and workers get more involved in actual prevention strategies implementing health and safety measures.

Social implications

Active participation of workers in workplace is essential in global health improvement, as related by Armataya Sen on concept of “substantial freedom”.

Originality/value

The paper focuses on health and safety management in SB employing immigrants

Abstract

Purpose

In Australia, national harmonisation of occupational health and safety (OHS) regulation was pursued through the development of model Work Health and Safety legislation. The model Work Health and Safety Regulations specify that construction works above a threshold cost of AU$250,000 are deemed to be construction projects requiring the appointment of a principal contractor with duties relating to OHS planning and coordination. The purpose of this paper is to explore the effectiveness of the monetary threshold as a suitable trigger for specific OHS planning and coordination duties.

Design/methodology/approach

Interviews were conducted with 46 Australian construction industry stakeholders, including union representatives, employer groups, construction firm representatives and regulators, as well as four international construction OHS experts, to explore perceptions about the effectiveness of the monetary threshold. Two construction scenarios were also modelled to test for variability in operation of the threshold by geographical location of works and design conditions.

Findings

The monetary threshold was perceived to be subject to two forms of capture problem, reflecting inadvertent capture of low risk works or failure to capture high risk works. Organisations were also reported to deliberately split contracts to avoid capture by the threshold. The cost-estimate modelling revealed inequalities and variation in the operation of the monetary threshold by geographic location and design specification.

Practical implications

The analysis suggests that limitations inherent in the use of a monetary threshold to trigger duties relating to OHS planning and coordination in construction works. Opportunities to use more sophisticated risk-based mechanisms are considered.

Originality/value

The study explores a fundamental challenge of risk-based OHS regulation, i.e., how to ensure that workers’ health and safety are adequately protected without creating an unnecessarily high regulatory burden. The research provides evidence that using a monetary value as a proxy measure for OHS risk in construction projects may be problematic.

Abstract

Purpose

This paper seeks to examine a hierarchical measurement model for occupational health and safety (OHS) performance developed for use in the Australian construction industry and tested over the life of one case study construction project. The model was intended to provide a more sensitive and informative measure of project OHS performance than traditional injury frequency rates.

Design/methodology/approach

Two measurement tools were tested. The tools, a monthly weighted safety index and a quarterly safety climate survey, were used to measure OHS performance and performance data are presented.

Findings

The data suggest convergent validity, indicated by consistent results between the two measures. Results also indicated that a combination of measurement techniques provides more comprehensive data pertaining to project OHS performance and enables the diagnosis of OHS issues that would be undetected with reliance exclusively on traditional measures, such as lost time injury frequency rates.

Research limitations/implications

The implications for future research lie in the demonstrated need to carefully evaluate the validity of the safety index and safety climate survey in future construction projects, and in the broader construction context. The results were limited to an evaluation of the measurement model in a single case study construction project and future testing is needed to determine the generalisability of the model.

Practical implications

The implications for practice are that multiple measures of OHS performance, including leading indicators and surveys of workers' attitudes and perceptions of project OHS, provide a more useful basis for the development of targeted OHS improvement strategies.

Originality/value

The paper develops a theoretical framework for the measurement of OHS using positive performance indicators and safety climate surveys. The evidence for convergent validity suggests that, in combination with traditional lost time injury rates, these measures provide a more robust method for the early detection and rectification of OHS issues in construction projects.
