Abstract
Purpose
In literature, it is recognized that there is no universal set of critical success factors (CSFs) applicable to all projects. The goal of this research is to validate a theoretical model which considers that CSFs’ influence on project success (PS) is configurational, that CSFs combine to influence PS.
Design/methodology/approach
The authors proposed a theoretical framework which operationalizes CSFs considering contingency and institutional theories' terms, as external contingencies, organizational resources and project strategies, which influence PS. The framework is validated through a qualitative approach on 18 social projects implemented by nongovernmental organizations (NGOs). Based on the conducted semistructured interviews with NGO managers or project managers, 91 instances when CSFs combine to influence PS were identified.
Findings
The dominant path reveals the combination of CSFs in terms of strategies adopted to face contingencies (70 instances), another as resources which moderate managers' strategies (14 instances), and in seven instances positive contingencies and resources combine and influence the PS. The results reveal that CSFs combine in reactive and dynamic ways to influence PS.
Originality/value
The research contributes to the vast literature on projects' success by adopting a different perspective. Configurational theory explains project management and projects' complexity better than the traditional approaches, which have a rather correlational perspective.

Abstract
Purpose
The response of the Pine Flat dam–water–foundation rock system is studied by a new described approach (i.e. FE-(FE-TE)-FE). The initial part of study is focused on the time harmonic analysis. In this part, it is possible to compare the transfer functions against corresponding responses obtained by the FE-(FE-HE)-FE approach (referred to as exact method which employs a rigorous fluid hyper-element). Subsequently, the transient analysis is carried out. In that part, it is only possible to compare the results for low and high normalized reservoir length cases. Therefore, the sensitivity of results is controlled due to normalized reservoir length values.
Design/methodology/approach
In the present study, dynamic analysis of a typical concrete gravity dam–water–foundation rock system is formulated by the FE-(FE-TE)-FE approach. In this technique, dam and foundation rock are discretized by plane solid finite elements while, water domain near-field region is discretized by plane fluid finite elements. Moreover, the H-W (i.e. Hagstrom–Warburton) high-order condition is imposed at the reservoir truncation boundary. This task is formulated by employing a truncation element at that boundary. It is emphasized that reservoir far-field is excluded from the discretized model.
Findings
High orders of H-W condition, such as O5-5 considered herein, generate highly accurate responses for both possible excitations under both types of full reflective and absorptive reservoir bottom conditions. It is such that transfer functions are hardly distinguishable from corresponding exact responses obtained through the FE-(FE-HE)-FE approach in time harmonic analyses. This is controlled for both low and high normalized reservoir length cases (L/H = 1 and 3). Moreover, it can be claimed that transient analysis leads practically to exact results (in numerical sense) when one is employing high order H-W truncation element. In other words, the results are not sensitive to reservoir normalized length under these circumstances.
Originality/value
Dynamic analysis of concrete gravity dam–water–foundation rock systems is formulated by a new method. The salient aspect of the technique is that it utilizes H-W high-order condition at the truncation boundary. The method is discussed for all types of excitation and reservoir bottom conditions.

Abstract
Purpose
Researchers have previously utilized the project-based 6E learning model and the problem-based quantum learning model in various courses, such as the instructional principles and methods course and the character and values education course. These models were evaluated for their impact on students in different subjects, including developing skills, values, democracy perceptions, attitudes towards cooperative learning, metacognitive thinking skills and teacher self-efficacy perceptions. In 2023, Ökmen, Sahin and Kiliç reported positive outcomes, while Sahin and Kiliç reported similar findings in 2023a, 2023b and 2023c. There has been no investigation into how the models affect students' critical thinking and academic literacy. This study seeks to determine the impact of both models on these skills, gain more insight into their effectiveness and determine which is more beneficial. The results will guide the decision-making process for the character and values education course and other courses in the future. Specifically, this research aims to compare the effects of the project-based 6E learning model and problem-based quantum learning model on critical thinking and academic literacy.
Design/methodology/approach
This research employed the Solomon four-group experimental design to assess the efficacy of the applications. Prior knowledge and experience of the participants were evaluated through pretests. However, it should be noted that pretests may impact posttest scores either positively or negatively. For instance, participants taking the test multiple times may become more interested or attentive to the subject matter. The Solomon four-group design was deemed appropriate to analyze the influence of pretesting. This design enables the investigation of the application effect, pretest effect and interactive effect of pretest and application (van Engelenburg, 1999).
Findings
It was concluded that the project-based 6E learning model was effective in developing critical thinking in students, but not significantly. It was concluded that the problem-based quantum learning model significantly improved students' critical thinking skills. It was concluded at the end of the study that the project-based 6E learning model notably enhanced students' academic literacy. It was concluded that the problem-based quantum learning model had a significant positive impact on students' academic literacy. According to research, it has been determined that the problem-based quantum learning model is superior in enhancing critical thinking abilities compared to the project-based 6E learning model. Nevertheless, there seems to be no detectable disparity in the academic literacy advancement of pupils between the problem-based quantum learning model and the project-based 6E learning model.
Originality/value

Abstract
Purpose
Blockchain has the potential to facilitate a paradigm shift in the construction industry toward effectiveness, transparency and collaboration. However, there is currently a paucity of empirical evidence from real-world construction projects. This study aims to systematically review blockchain adoption barriers, investigate critical ones and propose corresponding solutions.
Design/methodology/approach
An integrated method was adopted in this research based on the technology–organization–environment (TOE) theory and fuzzy decision-making trial and evaluation laboratory (DEMATEL) approach. Blockchain adoption barriers were first presented using the TOE framework. Then, key barriers were identified based on the importance and causality analysis in the fuzzy DEMATEL. Several suggestions were proposed to facilitate blockchain diffusion from the standpoints of the government, the industry and construction organizations.
Findings
The results highlighted seven key barriers. Specifically, the construction industry is more concerned with environmental barriers, such as policy uncertainties (E2) and technology maturity (E3), while most technical barriers are causal factors, such as “interoperability (T4)” and “smart contracts' security (T2)”.
Practical implications
This study contributes to a better understanding of the problem associated with blockchain implementation and provides policymakers with recommendations.
Originality/value
Identified TOE barriers lay the groundwork for theoretical observations to comprehend the blockchain adoption problem. This research also applied the fuzzy method to blockchain adoption barrier analysis, which can reduce the uncertainty and subjectivity in expert evaluations with a small sample.

Abstract
Purpose
The prerequisite for most traditional visual simultaneous localization and mapping (V-SLAM) algorithms is that most objects in the environment should be static or in low-speed locomotion. These algorithms rely on geometric information of the environment and restrict the application scenarios with dynamic objects. Semantic segmentation can be used to extract deep features from images to identify dynamic objects in the real world. Therefore, V-SLAM fused with semantic information can reduce the influence from dynamic objects and achieve higher accuracy. This paper aims to present a new semantic stereo V-SLAM method toward outdoor dynamic environments for more accurate pose estimation.
Design/methodology/approach
First, the Deeplabv3+ semantic segmentation model is adopted to recognize semantic information about dynamic objects in the outdoor scenes. Second, an approach that combines prior knowledge to determine the dynamic hierarchy of moveable objects is proposed, which depends on the pixel movement between frames. Finally, a semantic stereo V-SLAM based on ORB-SLAM2 to calculate accurate trajectory in dynamic environments is presented, which selects corresponding feature points on static regions and eliminates useless feature points on dynamic regions.
Findings
The proposed method is successfully verified on the public data set KITTI and ZED2 self-collected data set in the real world. The proposed V-SLAM system can extract the semantic information and track feature points steadily in dynamic environments. Absolute pose error and relative pose error are used to evaluate the feasibility of the proposed method. Experimental results show significant improvements in root mean square error and standard deviation error on both the KITTI data set and an unmanned aerial vehicle. That indicates this method can be effectively applied to outdoor environments.
Originality/value
The main contribution of this study is that a new semantic stereo V-SLAM method is proposed with greater robustness and stability, which reduces the impact of moving objects in dynamic scenes.

Abstract
Purpose
The purpose of this paper is to report on the use and content of written guidance produced by mental health services in England and Wales describing hospital leave for informally admitted patients.
Design/methodology/approach
Guidance on leave was requested from National Health Service (NHS) mental health trusts in England and health boards in Wales (n = 61) using a Freedom of Information submission. Data were analysed using content analysis.
Findings
In total, 32 organisations had a leave policy for informal patients. Policies varied considerably in content and quality. The content of policies was not supported by research evidence. Organisations appeared to have developed their policies by either adapting or copying the guidance on section 17 leave outlined in the Mental Health Act Codes of Practice for England and Wales (Department of Health, 2016; Welsh Government, 2016). Definitions of important terms, for example, leave and hospital premises, were either absent or poorly defined. Finally, some organisations appeared to be operating pseudo-legal coercive contracts to prevent informal patients from leaving hospital wards.
Research limitations/implications
Research should be undertaken to explore the impact of local policies on the informal patient’s right to life and liberty.
Practical implications
All NHS organisations need to develop an evidence-based policy to facilitate the informal patient’s right to take leave. A set of national standards that organisations are required to comply with would help to standardise the content of leave policies.
Originality/value
To the best of the author’s knowledge, this is the first study to examine the use and content of local policies describing how informal patients can take leave from hospital.

Abstract
Purpose
This study aims to provide an understanding of how directors perceive the relationship between board independence and corporate social responsibility (CSR) performance which has remained under-researched.
Design/methodology/approach
The qualitative data were collected through semi-structured interviews of 19 directors from 14 organisations operating in Australia. Data were analysed following the six-phase process of thematic analysis.
Findings
The findings indicate that independent directors contribute to board CSR decisions in two major ways: they bring an outsider view to the board, and they monitor managers in taking decisions that consider the interests of the broader stakeholder groups.
Research limitations/implications
The in-depth analysis of director independence and CSR highlights the structural and behavioural aspects of director independence and CSR playing out in board rooms. Propositions are offered which can be tested to advance the research in this arena.
Practical implications
The findings suggest that efforts are required at organisational policy level to ensure the effectiveness of director independence for CSR.
Originality/value
This study provides insights into the “black box” of boardroom dynamics highlighting important contextual factors influencing director independence and CSR decisions previously under-explored.

Abstract
Purpose
The European External Action Service (EEAS) is a relatively new diplomatic service established in 2010. In previous analyses, the authors noted a dominance of security and foreign policy messages emanating from the EEAS, demonstrating the European Union (EU)'s negotiating power. It was clear it had discovered the benefits of public diplomacy, but rather practised traditional diplomacy on public diplomacy specific platforms. The authors aim to pursue the monitoring of the EEAS’ strategy, covering 2019 and 2020, to understand how the use of Twitter supports the evolution of the EU foreign policy.
Design/methodology/approach
Questioning if the EEAS is entering the second phase of its life cycle (launched in 2010, its introduction phase was under Katherine Ashton, 2009–2014, followed by Federica Mogherini, 2014–2019, and Josep Borrell, 2019–2024), the authors carried out a content analysis on 765 tweets. The authors used the MARPE Diplo methodological framework to compare how the EU uses public diplomacy through its EEAS to negotiate its own interests with non-EU parties under the presidency of Federica Mogherini (period 1), during the transition period (period 2) and under the presidency of Joseph Borrell (period 3).
Findings
Based on the comparison with their previous studies, the authors demonstrate that, over the years, the overall discourse of the EEAS is much more oriented towards public diplomacy.
Research limitations/implications
The present study has two limitations. The first refers to the sampling of the participants involved in the citizen science experiment: they belong to a homogeneous age category and similar education level which might have biased their analysis. Second, the authors acknowledge the usual limitations linked to citizen science. However, the authors acknowledge a growing emphasis on the outcomes for society involving citizens and including partnerships between the public and scientists as well as an increased public engagement in policy processes.
Practical implications
The research leads into new insights regarding the European-centred translation of the EEAS messages, compared to the off-centred view of non-European contributors.
Social implications
The citizen science approach allows to integrate the targeted public to apply public diplomacy content analysis.
Originality/value
This case study is based on the principles of citizen science and demonstrates the importance of an off-centred approach in the analysis of the practices of public diplomacy.

Each individual needs to be vaccinated to control the spread of the COVID-19 pandemic in the shortest possible time. However, the vaccine distribution with an already strained supply chain in low- and middle-income countries (LMICs) will not be effective enough to vaccinate all the population in stipulated time. The purpose of this paper is to show that there is a need to revolutionize the vaccine supply chain (VSC) by overcoming the challenges of sustainable vaccine distribution.
Design/methodology/approach
An integrated lean, agile and green (LAG) framework is proposed to overcome the challenges of the sustainable vaccine supply chain (SVSC). A hybrid best worst method (BWM)–Measurement of Alternatives and Ranking According to COmpromise Solution (MARCOS) methodology is designed to analyze the challenges and solutions.
Findings
The analysis shows that vaccine wastage is the most critical challenge for SVSC, and the coordination among stakeholders is the most significant solution followed by effective management support.
Social implications
The result of the analysis can help the health care organizations (HCOs) to manage the VSC. The effective vaccination in stipulated time will help control the further spread of the virus, which will result in the normalcy of business and availability of livelihood for millions of people.
Originality/value
To the best of the author's knowledge, this is the first study to explore sustainability in VSC by considering the environmental and social impact of vaccination. The LAG-based framework is also a new approach in VSC to find the solution for existing challenges.

Abstract
Purpose
One of the sources for the increase in the carbon footprint on the earth is the manufacturing of cement, which causes a severer environmental impact. Abundant research is going on to diminish CO2 content in the atmosphere by appropriate utilization of waste by-products of industries. Alkali-activated slag concrete (AASC) is an innovative green new concrete made by complete replacement of cement various supplementary cementitious raw materials. Concrete is a versatile material used in different fields of structures, so it is very important to study the durability in different exposures along with the strength. The purpose of this paper is to study the performance of AASC by incorporating quartz sand as fine aggregate under different exposure conditions.
Design/methodology/approach
The materials for this innovative AASC are selected based on preliminary studies and literature surveys. Based on numerous trials a better performance mix proportion of AASC with quartz sand is developed with 1:2:4 mix proportion, 0.8 alkali Binder ratio, 19 M of NaOH and 50% concentration of Na2SiO3. Subsequently, AASC cubes are prepared and exposed for 3, 7, 14, 28, 56, 90, 112, 180, 252 and 365 days in ambient, acid, alkaline, sulfate, chloride and seawater and tested for compressive strength. In addition, to study the microstructural characteristics, scanning electron microscope (SEM), energy dispersive X-ray analysis and X-ray diffraction analysis was also performed.
Findings
Long-term performance of AASC developed with quartz sand is very good in the ambient, alkaline environment of 5% NaOH and seawater with the highest compressive strength values of 51.8, 50.83 and 64.46, respectively. A decrease in compressive strengths was observed after the age of 14, 56 and 112 days for acid, chloride and sulfate exposure conditions, respectively. SEM image shows a denser microstructure of AASC matrix for ambient, alkaline of 5% NaOH and seawater.
Research limitations/implications
The proposed AASC is prepared with a mix proportion of 1:2:4, so the other proportions of AASC need to verify. In general plain, AASC is not used in practice except in few applications, in this work the effect of reinforced AASC is not checked. The real environmental exposure in fields may not create for AASC, as it was tested in different exposure conditions in the laboratory.
Practical implications
The developed AASC is recommended in practical applications where early strength is required, where the climate is hot, where water is scarce for curing, offshore and onshore constructions exposed to the marine environment and alkaline environment industries like breweries, distilleries and sewage treatment plants. As AASC is recommended for ambient air and in other exposures, its implementation as a construction material will reduce the carbon footprint.
Originality/value
The developed AASC mix proportion 1:2:4 is an economical mix, because of low binder content, but it exhibits a higher early age compressive strength value of 45.6 MPa at the age of 3 days. The compressive strength increases linearly with age from 3 to 365 days when exposed to seawater and ambient air. The performance of AASC is very good in the ambient, alkaline environment and seawater compared to other exposure conditions.
