Abstract

Purpose

In literature, it is recognized that there is no universal set of critical success factors (CSFs) applicable to all projects. The goal of this research is to validate a theoretical model which considers that CSFs’ influence on project success (PS) is configurational, that CSFs combine to influence PS.

Design/methodology/approach

The authors proposed a theoretical framework which operationalizes CSFs considering contingency and institutional theories' terms, as external contingencies, organizational resources and project strategies, which influence PS. The framework is validated through a qualitative approach on 18 social projects implemented by nongovernmental organizations (NGOs). Based on the conducted semistructured interviews with NGO managers or project managers, 91 instances when CSFs combine to influence PS were identified.

Findings

The dominant path reveals the combination of CSFs in terms of strategies adopted to face contingencies (70 instances), another as resources which moderate managers' strategies (14 instances), and in seven instances positive contingencies and resources combine and influence the PS. The results reveal that CSFs combine in reactive and dynamic ways to influence PS.

Originality/value

The research contributes to the vast literature on projects' success by adopting a different perspective. Configurational theory explains project management and projects' complexity better than the traditional approaches, which have a rather correlational perspective.

Abstract

Purpose

The purpose of this paper is to review policy or guidance on the implementation of Section 5(4) written by NHS mental health trusts in England and health boards in Wales.

Design/methodology/approach

A Freedom of Information request was submitted to all trusts in England (n=57) and health boards in Wales (n=7) asking them to provide a copy of any policy or guidance on the implementation of Section 5(4). Documents were analysed using content analysis. Specific attention was given to any deviations from the national Mental Health Act Codes of Practice.

Findings

In total, 41 (67.2 per cent) organisations had a policy on the implementation of Section 5(4). There was a high level of consistency between local guidance and the Mental Health Act Codes of Practice. There were however; different interpretations of the guidance and errors that could lead to misuse of the section. Some policies contained useful guidance that could be adopted by future versions of the national Codes of Practice.

Research limitations/implications

The research has demonstrated the value of examining the relationship between national and local guidance. Further research should be undertaken on the frequency and reasons for any reuse of the section.

Practical implications

Greater attention should be given to considering the necessity of local policy, given the existence of national Codes of Practice.

Originality/value

This is the only research examining the policy framework for the implementation of Section 5(4).

Abstract

Purpose

The importance of workers in labour-intensive industries, such as tourism, is undeniable. In this sense, it has been investigated for decades from various methodological approaches. However, in the academic literature on tourism, the partial least squares-structural equation modelling (PLS-SEM) technique has hardly been used.

Design/methodology/approach

Therefore, this work uses that technique to contrast which factors define the employees' wages in the Spanish tourism industry. Additionally, an importance-performance map analysis (IPMA) analysis is carried out, which provides informed decision-making.

Findings

Thus, the main results obtained are the verification and measurement of the relationships of Human Capital, Labour Conditions and Market with Wages, and the relation between Human Capital and Labour Conditions. Besides, the improvement points in each variable are identified. Especial emphasis is given to those related to Human Capital and, partially, to the Market.

Research limitations/implications

However, there are certain limitations to this study. Mainly, as the indicators used are given by the 2018 Salary Structure Survey, they are stiff and so the design of the model turns to be more difficult.

Originality/value

Considering the turning point that the temporary cessation of the tourism industry activity due to the COVID-19 pandemic has been, it is essential to take advantage of it to identify and correct existing deficiencies. Therefore, this work aims to be a base document for the identification of these problems.

Objetivo

La importancia de los trabajadores de industrias intensivas en mano de obra, como el turismo, es innegable. En este sentido, se ha investigado durante décadas desde diferentes metodologías. Sin embargo, en la literatura académica en turismo, la técnica PLS-SEM path modelling apenas ha sido utilizada.

Metodología

Por ello, este trabajo emplea esta técnica para contrastar los factores que definen los salarios de los empleados en la industria turística española. Además, se lleva a cabo un análisis IPMA, que permite la toma de decisiones informada.

Resultados

Así, los principales resultados obtenidos son la verificación y medida de las relaciones del Capital Humano, Condiciones Laborales y Mercado con los Salarios, y la relación entre Capital Humano y Condiciones Laborales. Además, se identifican los puntos de mejora de cada variable. Se presta un interés especial a aquellos relacionados con el Capital Humano y, parcialmente, el Mercado.

Originalidad

Considerando el punto de inflexión que el cese de actividad temporal de la actividad de la industria turística ha supuesto a causa de la pandemia COVID-19, es esencial aprovechar para identificar y corregir las deficiencias existentes. Además, este trabajo pretende ser un documento base para la identificación de estos problemas.

Limitaciones

No obstante, existen algunas limitaciones en este estudio. Principalmente los indicadores utilizados proceden de la Encuesta de Estructura Salarial de 2018, son fijos y, por ende, el diseño del modelo se torna más difícil.

Abstract

Purpose

Malaysia is considered to be a relatively young country as compared to other older countries such as Japan, China and Australia in terms of the ageing population. However, until 2035, Malaysia will be in the ageing group countries as 15% of the entire population will be above 60 years of age. This situation is quite alarming as more and more ageing care centres will be required to fulfill the ongoing demands of the ageing population. The elderly care centres in Malaysia are categorised as public (sponsored by the government), private, and charity based that comes under religious centres. Currently, there are about 365 registered elderly care centres working in the main states of Malaysia, including Sabah and Sarawak, two states of the East Malaysia. Due to the importance of ageing population issues, the present study is conducted to explore the demographics facet of Malaysian’s elderly care centres. The main reason behind that lies on the fact that many of these centres are still labelled as being not well equipped and lacking behind in trained staff, equipment and also suffering from severe financial constraints but some still capable of working on a sustainability basis.

Design/methodology/approach

Qualitative Research Strategy has been adopted, and 28 centres throughout Malaysia are included in this study. About 18 Operators from different centres and 15 caregivers were interviewed to get the holistic view of ageing care and facilities in their respective centres.

Findings

The results highlight that the majority of centres are not receiving any financial help from the government, and few centres are doing small business such as supplying consumable medical and non-medical items and providing renting and rehabilitation centres facilities to sustain. The caregivers are facing issues such as excess workload, less salary, peer conflicts and non-cooperative centre leadership.

Originality/value

The present study may help to provide useful information to the policymakers, which enables them to formulate the strategies for ageing care centres in Malaysia. As this study provides insight of components that have an impact on the overall wellbeing of elderly care centres, hence, it could help the care services providers to act as a rising star for Malaysian’s social life comfort.

Abstract

Purpose

This study aims to examine the entrepreneurship profiles of migrants and refugees relying on a neo-configurational approach that increases understanding of causal complexity, equifinality and causal asymmetry patterns to high entrepreneurial intentions in the two groups.

Design/methodology/approach

Using a fuzzy set qualitative comparative analysis method, the authors analysed 52 respondents – migrants and refugees. The findings show the existence of equifinality in which different configurations can lead to high and low entrepreneurial intentions, underlying that traumatic experiences have a major role in entrepreneurial intention. It also demonstrates that core conditions are associated with refugee’s configurations and causal asymmetry. The cross-sectional character of this research impedes the searching for a better causal relationship. The lack of studies that approach the subject of refugees makes it challenging to develop a robust theory in this sense.

Findings

The paper highlights five main configurations – two related to migrants’ profile and three related to refugees’ profile – that enable expanding the current knowledge and practices to better customize practices to increase entrepreneurial intention.

Originality/value

To the best of the authors’ knowledge, this is the first research using a configurational approach to explore migrant and refugee entrepreneurship intention profiles.

Purpose

This paper aims to unpack the nexus of development and demography controlling for three important variables to represent the meaning of development, that is, poverty rate, unemployment rate and human development index (HDI). Demographic variables are proxied with total fertility rate (TFR) and net migration rate (NMR).

Design/methodology/approach

This research applies cluster analysis at the provincial level using INDO-DAPOER and 2015 Intercensal Population Survey data sets.

Findings

Demographic and development status of Indonesian provinces can be classified into four clusters, and members of these clusters are mostly dissimilar with those of previous groupings on demographic dividends (Adioetomo, 2018). With only less than 50% matching rate, the author argues that there is no simple linear relationship between demographic and development variables.

Research limitations/implications

The most recent data set on Population Census Year 2020 has not been made available at the time of the writing. Also sometimes known as unsupervised classification, cluster analysis is about finding groups in a set of objects characterised only by certain measurements; therefore, findings of this study need to be positioned solely within the context of development and demography.

Practical implications

Taxonomy in this study offers a more nuanced and contextual understanding of the diverse challenges at the local and regional levels. Recommendations from this study lead to asymmetrical design in development policies and budget proportions at local levels.

Social implications

It is expected that the findings are relevant to the input of policymaking process within the sphere of development and demography, especially for countries with significant size of populations and grappling with development issues.

Originality/value

To the author’s understanding, this paper is the first to discuss the impact of “demographic dividend” to economic development in Indonesia using the approach of cluster analysis. The expected contribution of this work is twofold: Firstly, the author would like to ignite a discourse on the nexus of development and demography using the most recent data set and cutting-edge method. Secondly, the findings are relevant to the input of policymaking process within the sphere of development and demography, especially for countries with significant size of populations and grappling with development issues.

Abstract

Purpose

In this study, the authors examine the push and pull effects of extreme weather events on migration among governorates in Egypt.

Design/methodology/approach

To estimate the effect of extreme weather events on internal migration, the authors use migration gravity models and data from the 1996 and 2006 Population and Housing Censuses. The authors measure weather extremes by the number of months in the past 36 months with temperatures or precipitation of a governorate below the 5th percentile and above the 95th percentile of the distribution of monthly temperatures or precipitation of the corresponding governorate during the period 1900–2006.

Findings

This study’s results suggest that high temperatures in the origin area act as a push factor. High-temperature extremes have a positive effect on out-migration. A 1% increase in the number of months with high-temperature extremes in the original governorate results in a 0.1% increase in the number of out-migrants.

Practical implications

The study suggests that people may respond to weather extremes through migration. However, climate migrants in Egypt may encounter several significant risks that authorities must address.

Originality/value

This study is one of the first attempts to measure the push and pull effect of weather extremes on migration in Egypt.

Abstract

Purpose

COVID-19 has immensely disrupted business dynamism, providing catalyst innovation opportunities and transposing society's perception of disruptive technology (DT). This research increases the understanding of the impact of the pandemic in influencing the way organizations perceive DT and whether any mitigating factors were considered when deciding to adopt new technology during the pandemic.

Design/methodology/approach

A qualitative approach was adopted in this research, consisting of 14 semi-structured interviews with eight senior managers and six employees, representing both the private and public sectors in New Zealand. All participants had in-depth knowledge of organizational DT adoption during the pandemic. Two separate sets of semi-structured interviews were used to enable comparison between senior managers' and employees' experiences of organizational adoption of DT post-emergence of COVID-19. Due to the nature of this research being conducted on organizational adoption of DT during the pandemic, time constraints and sample size were two of the key limitations of this research. Specifically, potential participants widely cited unavailability due to additional pressure from COVID-19. Given the limited research in this area, this study is explorative by nature and adds significant insights to the literature.

Findings

The findings suggest that COVID-19 has contributed towards an increased acceptance of, reliance on and adoption of DT across both organizational and social landscapes. The authors found that one of the reasons COVID-19 expedites the adoption of DT correlates with the notion of technology dependency, with organizations citing DT as a viable part of a business continuity plan (BCP) to counter the unpredictability of ongoing disruptive events associated with COVID-19 or any similar disruption which may be on the horizon. These findings are highly relevant as they suggest that the labor market in New Zealand is flexible so organizations and employees can adapt to DT and COVID-19.

Originality/value

This research adds much-needed insight into the emerging field of research that examines COVID-19's impact on the adoption of DT from both management and employee perspectives.

Abstract

Purpose

The present study investigates the role of fiscal illusion on income inequality in 46 selected countries in terms of income and development levels from 2002 to 2017.

Design/methodology/approach

The effect of fiscal illusion on income inequality is tested using the two-step system generalized method of moment (SYS-GMM) estimator.

Findings

The findings reveal the negative effect of fiscal illusion on income inequality, which means increasing fiscal illusion decreases income inequality in 46 selected countries. As in other countries, income inequality declines when fiscal illusion increases in high-income and developed countries, although the redistributive effect of fiscal illusion is more in high-income and developed countries than in other countries. In addition, the results demonstrate the positive effect of unemployment, urbanization and inflation as well as the negative effect of trade openness on income inequality in all three models.

Originality/value

Previous studies have examined the role of government in controlling income inequality from different perspectives; however, no study has detected the role of government in income distribution regarding fiscal illusion.

Abstract

Purpose

The study aims to compare India's public health expenditure at the international and state levels. The paper also empirically examines the regional disparities in NRHM spending across the 21 selected states of India.

Design/methodology/approach

The tools of absolute β-and σ-convergence are used in the analysis to test the regional convergence. The average annual growth rate across the states is the dependent variable for β-convergence, and time is the second dependent variable but is used for s-convergence. In contrast, the initial value of NRHM expenditure and the coefficient of variation of NRHM expenditure are used as independent variables, respectively. Descriptive statistics are also used for the study. The data are annual and cover the panel from 2007 to 2020.

Findings

The study attests to the hypothesis of β-and σ-convergence for the selected states in the period mentioned. The observed convergence in NRHM expenditure is due to the shift in the government's attention from the non-high focus high focus states to high states through the national rural health mission policy. The coefficient of variation across the states also shows a declining trend and provides the robustness of the σ-convergence.

Originality/value

As far as the literature is concerned, none of the existing studies examines the convergence of a public health expenditure scheme like the National Rural Health Mission across the Indian states by applying the techniques of β-and σ-convergence. The novelty of the study is using the newly updated dataset and validating the convergence hypotheses in the National Rural Health Mission expenditure case.
