Abstract

Purpose

The purpose of this paper is to study the phenomenon of customer-supplier interaction and integration from a resource perspective. In economic terms, a fish may be seen as a more or less homogeneous resource. If the herring is seen as a homogeneous resource, a market should be the best way to handle the selling and buying. However, if the herring is seen as a heterogeneous resource, a more extensive type of interaction is needed. One interesting aspect with herring is that different business actors apparently see this resource in different ways. Thus, the authors will have a mixed situation, creating possible difficulties for the actors involved.

Design/methodology/approach

The authors start this study in Germany, one of the most important export markets for Norwegian herring. Today, Norwegian legislation hinders the possibility of vertical integration and cooperation at the supply side of the network. However, the industry sees opportunities for growth and integration on the marketing side. To examine this issue, the study uses a qualitative design methodology, incorporating personal in-depth interviews with selected respondents in Norway and Germany. Secondary data is also used. To analyse the data, the authors introduce five interaction and integration patterns termed pure exchange – no integration; limited interaction and integration; extensive interaction and developed integration and; indirect interaction and structural integration; and full integration.

Findings

The findings suggest that there is a link between how the actors perceive herring as a resource and how they interact with counterparts. The authors find that the actors who see the resource as homogeneous have limited interaction and little or no integration, whereas the actors who see the resource as heterogeneous have a much more extensive interaction and closer ties.

Originality/value

The paper is an investigation of the link between the resource heterogeneity and the patterns of customer-supplier integration.

Abstract

Purpose

The purpose of this paper is to explore the development of knowledge about facilities management (FM), in particular, the management of FM services in practice, education and research. The paper questions whether we know more about optimal models for in-house or outsourcing FM after 25 years of applied research and development of best practices.

Design/methodology/approach

The paper is based on literature reviews, case studies and personal experiences from practice for over 25 years, concentrating on the public sector. The paper maintains an international focus on the FM development, with particular focus on the development in Norway and the Nordic countries. The knowledge development triangle, and its integration of education, research and practice, is used as an underlying theoretical framework.

Findings

The knowledge regarding management of FM services in both the public and private sector has been developed over the past two decades. The changes in both sectors is reflected in all the three aspects of the knowledge triangle. While the use of outsourcing increased significantly in popularity during the past 25 years, the Norwegian profile continues to have limited use of outsourcing.

Research limitations/implications

The paper is based on a qualified selection of doctoral theses, research reports and scientific articles published in the period 1990-2015. The explorations include limited quantitative data.

Practical implications

The choice for FM in practice, whether fully or partly to produce services with internal resources or to make arrangements with external suppliers, is an important strategic decision regarding the choice of a procurement strategy for the company or the organisation. This decision is not necessarily about outsourcing or in-house but rather the strategic sourcing and management of the needed services.

Originality value

A total of 25 years of research have shown that a simple solution and answer to the questions about in-house or outsourcing FM services is lacking. To find a good solution, it is necessary to understand the content of FM services with respect to quality and efficiency, and to understand the interaction between FM, the core activities and the users.

Abstract

The recent financial crisis triggered the greatest recession since the 1930s and had a devastating impact on households’ wealth and on their capacity to reduce their indebtedness. In the aftermath, it became clear that there is significant room for improvement in property risk management. While there has been innovation in the management of corporate finance risk, real estate has lagged behind. Now is the time to expand the range of tools available for hedging households’ risks and, thus, to advance the democratization of finance. Property equity represents the major asset in households’ portfolios in developed and undeveloped countries. The present paper analyzes a set of potential innovations in real estate risk management, such as price level-adjusted mortgages, property derivatives, and home equity value insurance. Financial institutions, households, and governments should work together to improve the performance of the financial instruments available and, thus, to help mitigate the worst impacts of economic cycles.

Abstract

The study here examines how business actors adapt to changes in networks by analyzing their perceptions or their network pictures. The study is exploratory or iterative in the sense that revisions occur to the research question, method, theory, and context as an integral part of the research process.

Changes within networks receive less research attention, although considerable research exists on explaining business network structures in different research traditions. This study analyzes changes in networks in terms of the industrial network approach. This approach sees networks as connected relationships between actors, where interdependent companies interact based on their sensemaking of their relevant network environment. The study develops a concept of network change as well as an operationalization for comparing perceptions of change, where the study introduces a template model of dottograms to systematically analyze differences in perceptions. The study then applies the model to analyze findings from a case study of Norwegian/Japanese seafood distribution, and the chapter provides a rich description of a complex system facing considerable pressure to change. In-depth personal interviews and cognitive mapping techniques are the main research tools applied, in addition to tracer studies and personal observation.

The dottogram method represents a valuable contribution to case study research as it enables systematic within-case and across-case analyses. A further theoretical contribution of the study is the suggestion that network change is about actors seeking to change their network position to gain access to resources. Thereby, the study also implies a close relationship between the concepts network position and the network change that has not been discussed within the network approach in great detail.

Another major contribution of the study is the analysis of the role that network pictures play in actors' efforts to change their network position. The study develops seven propositions in an attempt to describe the role of network pictures in network change. So far, the relevant literature discusses network pictures mainly as a theoretical concept. Finally, the chapter concludes with important implications for management practice.

Abstract

Purpose

Severe misunderstandings have been proved to cause significant delays and financial overruns in large engineering projects with teams consisting of people from Western and Asian cultures. The purpose of this study was to determine if differences in shared cognition may explain some of the crucial misunderstandings in intercultural production teams.

Design/methodology/approach

The study has used systematizing the person–group relationship (SPGR) survey methodology, supported by interviews, to study mental models in six South Korean teams that also includes Norwegian engineers (52 individuals). In so doing, the study uses the theoretical framework of Healey et al. (2015), where X-mental representations involve actions that are automated and subconscious and C-mental representations involve actions that are verbalized reasonings and conscious. People may share mental models on the X-level without sharing on the C-level, depicting a situation where teams are coordinated without understanding why (surface discordance).

Findings

The findings of the study are that people with different cultural backgrounds in an intercultural team may learn to adapt to each other when the context is standardized, without necessarily understanding underlying meanings and intentions behind actions (surface discordance). This may create a perception about team members not needing to explicate opinions (sharing at the C-level). This in turn may create challenges in anomalous situations, where deliberate sharing of C-mental models is required to find new solutions and/or admit errors so that they may be adjusted. The findings indicate that the non-sharing of explicated reasonings (C-mental models) between Norwegians and Koreans contributed in sharing C-mental models, despite having an implicit agreement on how to perform standard tasks (sharing X-mental models).

Research limitations/implications

The study is limited to Norwegians and Koreans working in production teams. Future studies could benefit from more cultures and/or different team contexts. The authors’ believe that the findings may also concern other standardized environments and corroborate previous perspectives on intercultural teams needing to both train (develop similar X-mental representations) and reflect together (develop similar C-mental representations).

Practical implications

Based on our findings we suggest the using of cross-cultural training at a deeper level than previously suggested, training in both social interaction patterns as well as verbalizing logical reasoning together. This entails reaching a shared and joint understanding of not only actions but also values, feelings and teamwork functions. This can be enabled by group conversations and training in dynamic team patterns. Important is, however, that standardized contexts may dampen the perception of the need to do both.

Originality/value

The study contributes to current research on intercultural teams by focusing on a dual-mode perspective on shared cognition, relating these to contextual factors. In this, the authors’ answer the call in previous research for more information on contextual matters and a focus on interaction in intercultural teams. The study also shows how the differences between X-mental and C-mental shared mental models play out in a practical setting.

Abstract

Purpose

This article aims to summarize Norwegian cleaning‐related research to give an overview of the knowledge held today and to categorize the approaches used.

Design/methodology/approach

The research is based on an extensive literature search. Research contributions from 1814 until 2009 were studied, even though the main findings are from 1950. The different disciplines contributing to research are mapped and the contributions are categorized based on different research approaches, namely positivism, interpretivism, realism and idealism.

Findings

Norwegian cleaning‐related research experienced a burst in publications from the 1990s. The majority of Norwegian cleaning‐related research has been positivistic, mostly based on realism. The least common approach used was interpretivism‐idealism and interviews were the most frequently used method in interpretivisitc contribution. The article indicates a need for further broadening in research methods.

Research limitations/implications

Through categorizing existing knowledge the article will help when searching for information and thus stimulate more research as limited research exists within the field.

Practical implications

The paper represents a summary of the knowledge status in cleaning with a Norwegian perspective. It is believed that the general picture also has international relevance.

Social implications

Few researchers have investigated cleaning work from the perspective of cleaning personnel. It should also be noted that there has been little focus on the usability of buildings for cleaning personnel.

Originality/value

This article may be the first historical overview of Norwegian cleaning‐related research.

Abstract

Purpose

The authors compare perspectives on external evaluation of health service provision between Norway and the USA. External inspection and accreditation are examples of internationally wide-spread external evaluation methods used to assess the quality of care given to patients. Different countries have different national policy strategies and arrangements set up to do these evaluations. Although there is growing attention to the impact and effects on quality and safety from external evaluation, there is still a gap in knowledge to how structures and processes influence these outcomes. Accordingly, the purpose of this article is to describe the structures and processes in external evaluation designed to promote quality improvement in Norway and the USA with attention to comparison of enablers and barriers in external evaluation systems.

Design/methodology/approach

Data collection consisted of documentary evidence retrieved from governmental policies, and reviews of the Joint Commission (the US), international guidelines, recommendations and reports from the International Society for Quality in Health Care, and the World Health Organization, and policies and regulations related to Norwegian governmental bodies such as the Ministry of Health and Care Services, the Norwegian Directorate of Health, and the Norwegian Board of Health Supervision . Data were analyzed inspired by a deductive, direct content analytical framework.

Findings

The authors found that both accreditation and inspection are strategies put in place to ensure that healthcare providers have adequate quality systems as well as contributing to the wider risk and safety enhancing management and implementation processes in the organizations subjected to evaluation. The US and the Norwegian external regulatory landscapes are complex and include several policymaking and governing institutions. The Norwegian regulatory framework for inspection has replaced an individual blame logic with a model which “blames” the system for inadequate quality and patient harm. This contrasts with the US accreditation system, which focuses on accreditation visits. Although findings indicate an ongoing turning point in accreditation, findings also demonstrate that involving patients and next of kin directly in adverse event inspections is a bigger part of a change in external inspection culture and methods than in processes of accreditation.

Research limitations/implications

The message of this paper is important for policymakers, and bodies of inspection and accreditation because knowledge retrieved from the comparative document study may contribute to better understanding of the implications from the different system designs and in turn contribute to improving external evaluations.

Originality/value

Although there is a growing attention to the impact and effects on quality and safety from external evaluation, the implications of different regulatory strategies and arrangements for evaluation on quality and safety remain unclear.

The Scandinavian penal exceptionalism literature has focused largely on imprisonment but has yet to explore other aspects of the penal field in detail. This chapter provides an overview of the penal field in Norway and how community sanctions and measures have evolved within it. The author uses the work of Wacquant and Bourdieu to argue that there are three important levels within the Norwegian penal field: political, policy and practice. The author also discusses how drivers from the political and policy levels are affecting community-based penal practice. Using McNeill’s dimensions of mass supervision, the author discusses the implications of these changes for three less-explored aspects of punishment in Norway: the serving of short sentences at home on electronic monitoring, supervision of people under 18 and ‘punishment debt’ enforcement.

Abstract

Purpose

This paper seeks to address how major companies adjust their behaviour and definitions of corporate social responsibility (CSR) when exposed to “critical incidents”.

Design/methodology/approach

This is a qualitative explorative study including two cases from the Norwegian oil and gas industry, both reflecting critical incidents that are included in the present study: the Utkal case of Norsk Hydro and the Iran corruption case of Statoil.

Findings

The critical incidents reported here resulted in changes in decision making and the reformulation of corporate strategies. The findings reported also reveal how the construction of CSR policy and the construction of the reality of the different stakeholders were transferred between companies, NGOs and civil society.

Research limitations/implications

Only a small sample of events and companies is investigated in the study. Accordingly, future research is needed on how legislation and government regulations affect a broader scale of different companies and how complex organisations manage individual and organisational challenges concerning all aspects of CSR.

Practical implications

Assuming that critical incidents influence organisational attention, interpretation and actions, the study indicates that the incidents can be seen as catalysts for the emergence of new CSR policy. New CSR policy is expressed in the patterns of social behaviour. This implies participating in diverse social networks, partnerships and learning forums and that CSR behaviour is constructed in the interaction between company, NGOs, media and business networks.

Originality/value

Similar studies have not previously been undertaken in Norwegian oil companies.

Purpose

The purpose of this paper is to examine teachers’ reported experiences, practices, and attitudes on the use of national test results in a low-stakes accountability context. Whether the stakes are high or low, teachers and school leaders have different experiences, knowledge, and beliefs concerning how to use national test results to benefit individual student learning. This paper addresses how teachers experience school leadership and policy requirements for using national test results in local schools.

Design/methodology/approach

This paper is part of a larger study conducted in a Norwegian educational context investigating school leaders’ and teachers’ enactments of policy demands via the use of national test results data. The sub-study reported in this paper is based on survey data from all lower secondary teachers (n=176) in one Norwegian municipality. Micro-policy perspectives and the concept of crafting policy coherence served as analytical tools.

Findings

Diversity between the schools was found in how teachers perceive the principals’ role. Practices and attitudes appeared restrained, somewhat conformed by, but still indifferent to the policy intention. However, there was a close relationship between the principals’ facilitation of national tests and the teachers’ practices of utilizing the results.

Originality/value

This study clarified how micro-policy works in local schools in a low-stakes context. A prominent difference was found between the policy intentions and local schools’ practice of using national test results.
