Abstract

Purpose

The purpose of this paper is to study the similarities of the normative ideas underpinning the welfare‐to‐work measures for young people in Hong Kong and the UK. These normative ideas include the two respective Governments' views on their ideal model of the relationship between individual and society, and Etzioni's and Confucian ideas on how people's attempts to fulfill social obligations can reduce moral deficits. It is believed that the study of these issues contributes to the examination of the ethnocentric bias in the analysis of social welfare and different ways that non‐Western governments organize social welfare in response to foreign ideas.

Design/methodology/approach

The paper starts by discussing the ethnocentric bias in the study of social welfare. Then it examines the similarities of the normative ideas of the welfare‐to‐work measures for young people in Hong Kong and the UK, and discusses how the examination of these similarities helps us understand the ethnocentric bias in the analysis of social welfare.

Findings

The paper shows the ethnocentric bias arising from over‐emphasizing the differences between the ways in which social welfare is organized in Western societies and non‐Western societies, and the ethnocentric bias arising from taking for granted that people in non‐Western societies passively accept the dominance of Western models in shaping the development of their social welfare system, even if it appears that Western ideas share many similarities to their indigenous ideas.

Originality/value

The paper shows different types of ethnocentric bias in the analysis of social welfare and different possible ways that non‐Western governments could organize social welfare in response to foreign ideas.

Abstract

Research on institutional logics has missed the opportunity to understand how and why societies may fundamentally differ in their material and symbolic systems. In this chapter, the authors offer a qualitative examination of the implementation of infrastructure public–private partnership (PPP) projects in the Arab state of Qatar. The authors illustrate how the macrofoundations of Qatari society are rooted in the notion of tribe, an inter-institutional system under which the intertwined institutional orders of the state, the market, and the family have historically developed and operated. Their study sheds light on how these macrofoundations shape the processes and mechanisms that underpin the resistance to the introduction of innovative organizational forms. The chapter makes two contributions. First, it identifies how “foreign” organizational forms rooted in Western institutional orders trigger adverse reactions from societies characterized by different institutional orders. Second, it demonstrates the challenge of implementing PPPs in an institutional context that is unfavorable to them and where actors seek to preserve the supremacy of the extant inter-institutional system.

Abstract

This article examines the continued salience of ethnic identity and ethnic conflicts in world politics; this is especially important given the central role that ethnicity plays in world politics, especially many developing world countries. The author argues that teachers and teacher educators must understand the pivotal role that ethnicity continues to play in world politics, especially in post-colonial African and Asian societies. Teaching about global issues, such as the current war in Iraq, population patterns in the former Soviet Union, and the genocide in Sudan, requires a deep understanding of ethnicity and its major perspectives. Moreover, by adopting a non-linear perspective, students can understand that traditional societies will reassert their ethnic identities as they confront the powerful and dynamic forces of globalization. Finally, the article will establish the links between ethnicity and multicultural and global education, especially the National Council for the Social Studies major curriculum standards.

Abstract

Purpose

The field of educational systems has witnessed an increase in studies of organizational citizenship behavior (OCB) as it contributes to the effectiveness and success of schools and achieving their objectives and goals. The purpose of this paper is to examine the relationships between principals’ leadership style, occupational perceptions and OCB.

Design/methodology/approach

The research hypothesis holds that the leadership style (transformational or transactional) have a direct and indirect effect on OCB (through occupation perception). These hypotheses have been tested on data collected from 620 Arab Israeli teachers.

Findings

The results reveal that: transformational and transactional leadership have no direct effect on OCB, an indirect effect of occupational perception on the relationship between transformational leadership and OCB, occupational perception did not mediate the effect between transactional leadership and OCB.

Originality/value

The results of the study contribute to the understanding of the way leadership style and OCB interact in schools, and the importance of teachers’ occupational perception in explaining this relationship. Future research should further investigate the teachers’ occupational perceptions and its effect on their performance as little research has been conducted to date.

Abstract

Purpose

There have been increasing calls to explore the psychological contract from the lens of power. By addressing this gap, the purpose of this paper is to investigate the assumption of mutuality in relation to power dynamics in the employment relationship.

Design/methodology/approach

A total of 43 in-depth interviews are conducted with 6 managerial and 37 non-managerial respondents in three major call center organizations in Pakistan. Template analysis is used to analyze the data.

Findings

By undermining the assumption of implicit mutuality, the analysis reveals indeterminacy, an issue that has been frequently underplayed in the psychological contract research. The results further suggest that – in reality – employability, flexibility and employee training do not promote mutuality to the extent that is theoretically assumed because of the employers’ manipulation of these issues in their own favor.

Research limitations/implications

The focus on call centers limits the generality of findings with further qualitative research needed in other industries to explore how power asymmetries impact upon mutuality in different working environments.

Practical implications

The research implications suggest the significance of timely and explicit communication in order to curtail indeterminacy in the employment relationship. This will not only reduce the development of breach perceptions among employees but will also reinforce their psychological contracts with the organization.

Originality/value

This research contributes by highlighting the significance of mutual dependence rather than mutuality in the psychological contract. The mutual dependence approach efficiently acknowledges the implications of power asymmetries which remain largely under-researched in the psychological contract theory.

Abstract

Purpose

Official corruption has always plagued the conduct of public affairs and taxed every generation to keep it within reasonable bounds. Concerned governments have tried to apply whatever available remedies came to hand with varying success. Yet whenever one of corruption's many manifestations seemed to diminish, so another would demand attention. Combating it was and remains a tireless affair requiring continual vigilance and experimentation. This paper seeks to address these issues.

Design/methodology/approach

The paper studies the history of official corruption and efforts to combat it.

Findings

This checkered history of anti‐corruption efforts shows how the repertoire of techniques expands and how the corrupt evade their application. This everlasting battle of wits depends much on how seriously people and governments take the challenge of corruption, the nature of how public power is exercised, the triumph in governance of self‐interest over the general public interest, the level of personal integrity particularly at the apex of society, and fortune in selection of right targets. Nothing succeeds like success which, given institutional and human weaknesses in local cultures, is so difficult to achieve.

Originality/value

The paper provides an original study of the history of official corruption, efforts to fight it and the problems that are encountered.

Abstract

This article examines the interaction between Western leadership and authority practices and those of a non‐Western culture in their managerial and organizational contexts. Specifically, it examines the mechanism for organizational commitment through the use of a non‐Western authority relationship in a Western organization situated in a non‐Western culture. Data concerning the experience of an organizational change in a non‐Western cultural context fail to confirm some of the ideas advanced in the divergence and convergence thesis. An alternative framework for conceptualizing the process of interaction and outcome of organizational development in situations of cross‐cultural transfer and application of management practices is proposed.

Abstract

Purpose

The purpose of this study is to examine how two different types of heavy work investment – work engagement and workaholism – are related to family satisfaction as reported by employees and their intimate partner.

Design/methodology/approach

In total, 398 Japanese couples completed self-reported questionnaires including the model variables. One year later, participants reported again on their family satisfaction. Structural equation modelling analyses were used to test the hypotheses.

Findings

As hypothesized, work engagement was positively related to work-family facilitation, which, in turn, predicted own and partner's family satisfaction, also one year later. In contrast, workaholism showed a positive relationship with work-family conflict, and had an indirect negative effect on own and partner's family satisfaction. The structural relationships between the variables from husbands to wives were similar to those from wives to husbands.

Research limitations/implications

The use of a non-experimental design does not allow for definitive conclusions regarding causality.

Practical implications

The findings contribute to the work-family interface literature by showing how experiences built up at work can have a positive or negative impact on one's partner's family satisfaction. The study highlights a growing need to promote work engagement and discourage workaholism within organizations since engagement has positive and workaholism has negative implications for employees' private life.

Originality/value

This study clearly shows the differences between two important work experiences – work engagement and workaholism. Using the spillover-crossover model, the study sheds a new light on the process through which employee work engagement and workaholism influence one's partner at home.
