This study explores the importance of and vulnerabilities in deploying physical access control (PAC) devices in a typical university setting.

Abstract

Purpose

This study explores the importance of and vulnerabilities in deploying physical access control (PAC) devices in a typical university setting.

Design/methodology/approach

The study adopts face-to-face and telephone interviews. This study uses a semi-structured interview guide to solicit the views of 25 interviewees on the subject under consideration. Qualitative responses to the interview are thematically analyzed using NVivo 11 Pro analysis application software.

Findings

The findings reveal five importance and seven vulnerabilities in the deployment of PAC devices in the institution. Key among the importance of deploying the devices are “prevent unwanted premise access or intrusions,” “prevent disruptions to university/staff operations on campus” and “protect students and staff from outside intruders.” Key among the identified vulnerabilities are “tailgating”, “delay in emergent cases” and “power outage may affect its usage.”

Originality/value

This study offers insight into a rare area of study, especially in the Sub-Saharan Africa region. Furthermore, the study contributes to the state-of-the-art importance and vulnerabilities in deploying PAC devices in daily human activities. The study is valuable in that it has the potential to establish a foundation for future studies that may delve into investigating issues associated with the deployment of PAC devices.

Abstract

Purpose

The purpose of this paper is to explore the effects of job satisfaction practices for public sector employees through a cross-national approach.

Design/methodology/approach

A multi-group analysis was carried out using SmartPLS3 among non-teaching employees of public universities in Poland and Spain.

Findings

The results show a positive relationship between motivational factors and job satisfaction; however, there is no evidence that the variable “country” introduced significant differences.

Originality/value

The research findings contribute to a better understanding of job satisfaction for public employees and provide empirical evidence on the relationship between job satisfaction and public culture.

Abstract

This chapter explains the evolution of Research Management and Administration (RMA) in Nigeria with its achievements and challenges arising from the participation of relevant stakeholders and current practitioners from 24 universities in Nigeria. The layout covers the prerequisites for RMA, its development, and its implementations. Nonetheless, the research shows that the non-professionalisation of RMA in Nigeria is not only a barrier but also a challenge to the emergence of a profession which can be resolved by the implementation of approved/not-approved career structures for RMA in Nigeria. Findings from a survey show that a tripartite group is involved in the present-day RMA. Moreover, submissions by participants show that in the next two decades, RMA is expected to attract both academic and administrative staff with leadership by academic staff. The research supported the hypothesis that academic staff is most suitable to pilot RMA, nonetheless, when core research assignments for academic staff increase shortly, RMA will most likely be directed by administrative staff.

Abstract

Purpose

This paper seeks to ascertain the effectiveness of a two-week-long faculty development programme (FDP), organized by Indira Gandhi National Open University (IGNOU), for teachers of the open and distance learning (ODL) system, with the aim of upgrading their knowledge and skills for developing print self-learning materials (SLMs). The specific aim of this study is to ascertain whether the objectives of the FDP have been achieved, to examine the effectiveness of the training programme and to suggest measures for improvement in future FDPs regarding the design and development of print SLMs.

Design/methodology/approach

The study was conducted using a descriptive survey research method, through semi-structured questionnaires and adopted purposive sampling. The first survey was conducted immediately after the completion of the programme, in order to collect feedback from the trainees, while the second survey was conducted after six months of the FDP, using the follow-up approach, so that more reliable and authentic results could be obtained.

Findings

The outcomes of the study revealed that the training had been effective in imparting appropriate knowledge and skills to the trainees, with respect to designing print SLMs. However, certain gaps were also identified and have been reported in this paper. Key suggestions have been made to address the shortcomings and improve forthcoming FDPs.

Research limitations/implications

The present research focused on a specific training programme regarding the design and development of SLMs. Therefore, only the teachers and academics who participated in this specialized training activity were considered for the collection of feedback.

Practical implications

The recommendations of this work may be useful for the trainers, FDP coordinators, training institutions and ODL policymakers for planning and designing effective staff development activities for teachers and academics working in ODL institutions. These would be especially useful in the design of FDPs, aimed at orienting teachers who are involved in curriculum planning, design and development of learning resources.

Originality/value

This study is an original research based on the empirical primary data obtained by the researchers. As the largest open university in the world, IGNOU has been playing a key role in staff development for and in ODL in developing countries. This evaluative study of a specialized FDP in the area of SLM design and development is a significant work that may be valuable for planning the staff development strategies and building a training evaluation mechanism.

Abstract

In times of crisis like COVID-19, teachers' readiness for class opening and their response to problems they encounter are critical. This study focuses on Quezon Province teachers' readiness and problems with the upcoming school year 2020-2021 to better understand this issue and develop an intervention plan. A descriptive-quantitative method was applied in the study, and cluster sampling was applied to select the sample. "Ready" was used as a verbal expression, and the overall mean score of 2.85 reflects readiness. There was a positive outlook on the teachers' profession, and they said they were ready to perform their duties and responsibilities under the new normal imposed by the COVID-19 pandemic. Meanwhile, the teachers' difficulties were described as "Not a problem at all" by the overall mean score of 1.74. Teachers expressed concern about the impact and compromise on their time management caused by the reproduction of modules. Even more worrisome was the fact that teachers seemed to be struggling to access online seminars and training because their internet connection wasn't stable or good enough. Teachers may benefit from the intervention plan outlined in this paper in order to address the challenges they are currently facing.

Abstract

Purpose

The purpose of this paper is to introduce the official statement of the Fifth European Conference on Health-Promoting Schools.

Design/methodology/approach

The Fifth European Conference on Health-Promoting Schools was held on 20–22 November 2019 in Moscow, Russian Federation, with over 450 participants from 40 countries. A writing group was established to prepare a draft version of the statement before the conference. On the basis of an online and offline feedback process, the opinions of the participants were collected during the conference and included in the finalisation of the statement.

Findings

The final conference statement comprises six thematic categories (values and principles; environment, climate and health; schools as part of the wider community; non-communicable diseases (NCDs); evidence base; and digital media), with a total of 23 recommendations and calls for action.

Originality/value

The recommendations and calls for action reflect current challenges for Health Promoting Schools in Europe. They are addressed to all actors in governmental, non-governmental and other organisations at international, national and regional levels involved in health promotion in schools and are to be applied for the further development of the concept.

Abstract

Purpose

The purpose of this paper is to explore the process of involving students and staff on school action groups, and staff and student experiences of reviewing local data and initiating school-level changes, to address bullying and other aggression.

Design/methodology/approach

The authors draw on qualitative, process data collected at four purposively sampled pilot intervention schools in England via semi-structured interviews with school managers, action group members and facilitators (n=33), focus groups with students (n=16) and staff (n=4), and observations.

Findings

School staff used multiple methods to recruit a diverse range of students onto school action groups. Locally tailored data reports were an important catalyst for action groups to identify priorities and plan whole school change – both through the process of “validation” (whereby existing concerns were confirmed) and “discovery” (whereby new problems were identified). An unexpected benefit of providing schools with these data was that it triggered analyses of other data sources, including routine monitoring data. External facilitators were important in promoting student voice and ensuring the intervention retained integrity as a whole-school restorative approach.

Practical implications

It was feasible to involve young people using action groups, and there was evidence of school-level actions led by students, including in disadvantaged school contexts. Future Health Promoting Schools interventions could incorporate this approach to support locally appropriate, school-level change.

Originality/value

The micro-level processes that were observed, whereby action groups interrogated feedback reports and collected additional data, suggest the responsiveness of such youth-involvement interventions to local needs. Contrary to many public health interventions, implementation appeared to be facilitated rather than hindered by features of the secondary-school “market” whereby parents have some choice between schools.

Abstract

Universities are large, complex and highly hierarchical organisations with deeply engrained gendered values, norms and practices. This chapter reflects on the experiences of two universities in initiating structural change towards gender equality as supported by the TARGET project. A common aspect thereby is the lack of a national policy in higher education and research providing specific support for implementing gender equality policies. The process of audit, design, implementation, monitoring and evaluation of the first gender equality plan (GEP) in each of these universities was conceived as a first step in a long journey, providing a framework for engaging different institutional actors and fostering reflexive, evidence-based policy making. The analysis deals with reflexivity and resistance and seeks to draw lessons from bottom-up and top-down experiences of GEP implementation. It is the result of shared reflection between the GEP ‘implementers’ in the two universities and the team who provided support and acted as ‘critical friends’.
