Abstract
Purpose
The purpose of this paper is to verify whether higher education increases the likelihood of young Italian workers moving from non‐standard to standard wage contracts.
Design/methodology/approach
The authors exploit a data set on labour market flows, produced by the Italian National Statistical Office, by interviewing about 85,000 graduate and non‐graduate individuals aged 15‐29 in transition between five labour market states: standard wage employment; non‐standard wage employment; self‐employment; unemployment; inactivity. From these data, an average six‐year transition matrix was constructed whose coefficients can be interpreted as probabilities of moving from one state to another over time.
Findings
As the authors find evidence for the so‐called stepping stone hypothesis (that is, a higher probability of moving to a permanent job for individuals starting from a temporary job), the authors expect graduates to be more likely to pass from non‐standard to standard wage contracts than non‐graduates, because the signalling effect of education is enhanced by the stepping stone effect of non‐standard wage contracts. Nevertheless, the authors find that non‐standard wage contracts of graduates are more likely to be terminated as bad job/worker matches.
Originality/value
This paper adds to the empirical literature on the probability of young workers moving from non‐standard wage contracts to a permanent job. By separating graduates from non‐graduates, it was found that education reduces the likelihood of passing from non‐standard to standard wage contracts. The authors interpret this result as evidence of the changing labour market that makes it more difficult to infer the productivity of graduates as opposed to non‐graduates.

Abstract
Currently, a much-debated issue concerns the social and political significance of the emergence of the precariat, a social class consisting of people for whom uncertainty and unpredictability of life circumstances and employment relations make it impossible to plan for the future, forcing them to live on a day-to-day basis (Standing, 2011). However, it remains unclear how the precariat may be defined and operationalized. On the one hand, treating non-standard employment arrangements (fixed-term contracts, temporary agency work, etc.) as a basis for identifying precarious jobs is likely to be misleading, as research has shown non-standard employment to be heterogeneous with respect to working conditions and chances for achieving stabilization. On the other hand, subjective perceptions of security may also be misleading as indicators of precarity, as they are compounded by psychological coping mechanisms and perceptions of reference group status. This analysis attempts to disentangle the complex relationships between non-standard employment and perceived insecurity in order to provide grounds for a more adequate conceptualization and measurement of job precarity. Specifically, I assess the extent to which the relationship between worker contractual status and perceived job, labor market, and employment insecurity is conditional on various characteristics of workers, their jobs, and their households, taking into account the country-level economic and institutional context. The analysis is based on multi-level regression models using data from the 2010 European Working Conditions Survey.

For many years, the majority of workers in the industrialised West have shared a similar employment life‐course – one based on full‐time permanent work. However, over the last decade the number of such opportunities have started to decline and many more workers are participating in “non‐standard” forms of employment. Using data from the UK’s Labour Force Survey, and the Canadian General Social Survey, this paper traces the trends in “non‐standard” employment over the 1989 to 1994 period. The findings illustrate that, although the majority of workers are still in full‐time permanent jobs, an increasing proportion are engaged in “non‐standard” employment. The paper suggests that certain groups are more likely to be involved in “non‐standard” employment than others, and that increasingly these tend to be made up of workers at one end or other of the working age spectrum.

Abstract
Non‐standard forms of work figure prominently in debates about the flexibility of the labour force. Non‐standard employment, in the form of part‐time jobs, own‐account self‐employment, temporary working and multiple job holding has been increasing in many industrialized countries. Contrasts its prevalence in 1989 in Canada and the UK, through a systematic secondary analysis of the Canadian General Social Survey and the UK Labour Force Survey. While the overall frequency of non‐standard work is the same in the two countries, notable cross‐national differences are observed when age, gender and industry are introduced, and when the different forms of non‐standard work are examined separately. Among the more noteworthy differences is the higher proportion of employed British women in non‐standard jobs.

Abstract
Purpose
Drawing on literature that examines trade union representation of “non‐standard” workers, this paper aims to analyse the attempts of the Association of University Teachers (AUT) to integrate the interests of contract research staff (CRS) employed on fixed‐term contracts between 1974 and 2002. The paper examines the union campaign under five areas identified in the literature as important to the development of representation of non‐standard workers: trade union orientation to non‐standard workers; recruitment; participation; collective bargaining; extending representation beyond collective bargaining.
Design/methodology/approach
The main sources of data are drawn from analyses of union documentation, including internal memoranda and reports dating back to 1974, which chart the antecedents and progress of the AUT campaign against casualisation. This is supported by participant and non‐participant observation of 14 union meetings and events coupled with data from 20 semi‐structured interviews with a range of national officers and local activists conducted between 1999 and 2002.
Findings
The data support previous research that has identified changing union orientations to non‐standard workers. In the AUT, recruitment of CRS was propelled by instrumental needs to build and extend a declining membership base, but active participation of members employed on fixed‐term contracts has influenced union democracy and the collective bargaining agenda. However, the results, in terms of concrete gains in job security for CRS, have been limited.
Research limitations/implications
The paper examines a case study of one union in particular circumstances. Although the findings add to the general knowledge of union representation on non‐standard workers, the outcomes are specific to the case study union. The paper concludes with an evaluation of the effectiveness of the AUT campaign against casualisation whilst highlighting the implications for the development of conceptual and theoretical frameworks on the representation of “non‐standard” workers.
Originality/value
The paper provides unique and detailed historical data on one trade union's attempts to integrate the interests of academics employed on fixed‐term contracts into union structures originally designed to service one of the most secure sectors of the British workforce.

Abstract
Purpose
While forms of non‐standard employment (which include part‐time work and temporary employment) have received active promotion in recent years, possible negative effects emerging from these forms of employment have not been high on the agenda. This paper, accordingly, aims to compare workers with non‐standard contracts and those with standard contracts in relation to transitions out of employment into unemployment, inactivity, household/care activities and education/training. Country differences in outcome are expected due to varying regulations of standard and non‐standard employment and different reasons for resorting to forms of non‐standard employment.
Design/methodology/approach
The comparison covers four countries, namely Denmark, Germany, the UK and Spain. The segmentation theory is tested by analysing mobility patterns on the basis of the European Community Household Panel data. Event history analysis methods are used. Maximum likelihood multinomial regression models are calculated on the event history data in order to assess competing exits (unemployment, inactivity, household/care and education) between non‐standard and standard workers.
Findings
The risk of temporary workers exiting employment is greatest by far in Spain, but also evident in the other countries: casual employment is even more volatile than fixed‐term employment. Concerning part‐time workers, downward transitions to inactivity and/or household/care are much more frequent than among full‐time workers, and this is true even in Spain and Denmark where part‐time employment is not traditionally used to combine work with family activities. The expectation that there would be no differences in exits to unemployment – insofar as employment protection legislation applies to both full‐time and regular part‐time workers – proves true only for Denmark and Germany.
Originality/value
In contrast to most papers on the segmentation potential of non‐standard employment this paper is comparative. Furthermore, it uses event history methods and places a special focus on potentially employability‐enhancing “sideways transitions” to education/training measures.

Abstract
Purpose
The purpose of this paper is to review “institutional experimentation” for protecting workers in response to the contraction of the standard employment relationship and the corresponding rise of “non-standard” forms of paid work.
Design/methodology/approach
The paper draws on the existing research and knowledge base of the authors as well as a thorough review of the extant literature relating to: non-standard employment contracts; sources of labour supply engaging in non-standard work; exogenous pressures on the employment relationship; intermediaries that separate the management from the control of labour; and entities that subvert the employment relationship.
Findings
Post-war industrial relations scholars characterised the traditional regulatory model of collective bargaining and the standard employment contract as a “web of rules”. As work relations have become more market mediated, new institutional arrangements have developed to govern these relations and regulate the terms of engagement. The paper argues that these are indicative of an emergent “patchwork of rules” which are instructive for scholars, policymakers, workers’ representatives and employers seeking solutions to the contraction of the traditional regulatory model.
Research limitations/implications
While the review of the institutional experimentation is potentially instructive for developing solutions to gaps in labour regulation, a drawback of this approach is that there are limits to the realisation of policy transfer. Some of the initiatives discussed in the paper may be more effective than others for protecting workers on non-standard contracts, but further research is necessary to test their effectiveness including in different contexts.
Social implications
The findings indicate that a task ahead for the representatives of government, labour and business is to determine how to adapt the emergent patchwork of rules to protect workers from the new vulnerabilities created by, for example, employer extraction and exploitation of their individual bio data, social media data and, not far off, their personal genome sequence.
Originality/value
The paper addresses calls to examine the “institutional intersections” that have informed the changing ways that work is conducted and regulated. These intersections transcend international, national, sectoral and local units of analysis, as well as supply chains, fissured organisational dynamics, intermediaries and online platforms. The analysis also encompasses the broad range of stakeholders including businesses, labour and community groups, nongovernmental organisations and online communities that have influenced changing institutional approaches to employment protection.

Abstract
Purpose
The aim of this study is to analyze the differences between non-standard forms of employment (FoE) (i.e. dependent self-employment/business-to-business/B2B contract and contract of mandate) in terms of investing in the development of future competencies by employees and employers. This study also examined additional factors which influence these investments.
Design/methodology/approach
To collect data, the computer-assisted telephone interview technique was used. 200 employees from different companies located in Poland participated in this study, wherein each of the above-mentioned FoEs (i.e. dependent self-employment and contract of mandate) was represented by 100 people. The Chi-Square test and multivariate logistic regression analysis were used in the statistical analyses.
Findings
In the case of only 2 out of 14 competencies, there were statistically significant differences between the two groups of respondents: the employers financed training courses for B2B employees more frequently than for mandate contract workers. Moreover, in only one case there was a statistically significant difference: the self-employed financed training courses themselves more often than mandate contract workers. This study revealed an important impact of other variables such as respondents’ age, education level, parental status and industry on the training activities undertaken by employers and employees.
Originality/value
Although the issue of developing future competencies is important, there is little research examining this problem in the context of people who work in non-standard FoE. Moreover, previous research primarily focused on identifying differences between people working under employment contracts and the self-employed. This article fills these research gaps as well as shows that more factors should be considered in the research models to get a deeper insight into the problem of non-standard FoEs.

This introductory chapter surveys institutional experimentation that has emerged internationally in response to the contraction of the traditional model of employment protection. Various initiatives are discussed according to the particular challenges they are designed to address: the emergence of non-standard employment contracts; increasing sources of labour supply engaging in non-standard work; intensification of exogenous pressures on the employment relationship; the growth of intermediaries that separate the management from the control of labour; and the emergence of entities that subvert the employment relationship entirely. Whereas post-war industrial relations scholars characterised the traditional regulatory model as a ‘web of rules’, we argue that nascent institutional experimentation is indicative of an emergent ‘patchwork of rules’. The identification of such experimentation is instructive for scholars, policymakers, workers’ representatives and employers seeking solutions to the contraction of the traditional regulatory model.

Abstract
Purpose
This qualitative study explores, through the lens of Schein's (1978) career anchor theory, the internal career perceptions (self-perceived values, challenges and capabilities) of local surf workers in the highly internationalized sector of surf tourism in Nicaragua.
Design/methodology/approach
Semi-structured interviews were carried out with 22 local surf tourism workers. Participant experiences were analyzed using thematic analysis to distinguish their career anchor orientations.
Findings
The results indicate the sustained value and instrumentality of Schein's original career anchor theory, specifically in terms of the interconnectedness of dominant and supporting anchors and the relevance of anchor groupings for workers in non-standard working environments. The anchors of lifestyle, entrepreneurial creativity, and security and stability were closely interrelated and complementary, as participants from this context were ultimately striving for security and stability.
Research limitations/implications
Future research should consider more explicitly the role of the socio-political, environmental or economic context in shaping the internal career self-concepts and experiences of workers.
Practical implications
This study sheds light on the internal career drivers — the unique dilemmas, challenges, passions and motives — of local workers in a resource-constrained environment. Managers, business owners and other economic actors stand to gain important insights into the realities of workers they employ, but do not intimately understand. Such insights could be generalizable to a variety of work settings in which there are high material, social or cultural constraints.
Social implications
Non-standard work contexts and local worker voices are both thematically underrepresented in the careers scholarship. Research on these topics can contribute to broader discussions of sustainability, sustainable development goals and decolonial perspectives in social science scholarship. Bringing local workers from the Global South into view means turning scholarly attention towards less-visible “others” working alongside those having received the lion's share of academic discussion, i.e. expatriate workers on a global assignment or self-initiated expatriates, most often from the Global North.
Originality/value
This is one of the first studies to explore the career anchors of local workers in the Global South in a non-standard, non-bureaucratic vocational setting. The study sheds light on local workers' career decisions, an often-neglected perspective within international human resource management.
