Abstract

Purpose

The National Pensioners’ Convention aims to challenge the case for current government policies to raise the age of retirement from paid work and to diversify routes to and amounts of pensions entitlement. The paper aims to discuss these issues.

Design/methodology/approach

This policy-oriented commentary draws on evidence and arguments presented in the National Pensioners’ Convention Manifesto about the relative affluence of socio-economic class groups and their length of life after 65.

Findings

In contrast to government claims of simplifying pensions by introducing single-tier state pensions, three different pension schemes will coexist for many years and in many cases these will provide less than current entitlements. Other universal pensioner benefits such as concessionary travel and winter fuel payments are now also the target of financial cost savings. Access to home care and residential care is increasingly restricted by service cuts and wider means testing.

Practical implications

National Pensioners’ Convention Manifesto argues that the standard of care and support for older people needs to be guaranteed to be set above current poverty levels, to be linked to price and consumer indices and earnings, for universal pensioner benefits to be maintained, for a National Health and Care Service to be free at the point of use, funded through taxation and for standards to be improved through a legally binding Dignity code.

Originality/value

This commentary expresses the views of a non-party campaigning organisation run by pensioners themselves to highlight their case for ways in which they may gain increased rather than decreased support for maintaining active living in later life.

Abstract

Purpose

This paper aims to examine why the alliance formed between non-Islamist forces and state actors to oust Mohamed Morsi from power in 2013 broke down quickly.

Design/methodology/approach

This paper makes use of original data set derived from three waves of surveys fielded in 2011, 2014 and 2015 that ask questions about public threat perception. Around 10 elite interviews were also conducted to further test the study’s hypothesis.

Findings

On the one hand, non-Islamists, civic forces challenged the status and interests of state actors in a way that made state actors view them with heightened distrust. On the other, many civic forces, in face of high threat perception, prioritized law during and order after Morsi’s removal, driven – at least partly – by shifts in public attitudes.

Originality/value

Many views look at transitions in the Arab world from the angle of how Islamists interact with traditional power holders. Such an approach, however, could be reductionist in many ways because it disregards civic forces. This is a point this paper seeks to address.

Abstract

Purpose

This study aims to explore how firms can configure their organisational architectures in ways that limit ethical transgressions of their corporate political activities (CPAs).

Design/methodology/approach

This conceptual work is informed by existing research into organisational architecture and ethical decision-making, combined with illustrative examples of firms’ political actions derived from secondary and primary data sources.

Findings

Findings suggest that the ways that firms assign decision-making authority and design performance management systems can, depending on their combined configuration, either help or hinder the promotion of ethical CPA practice.

Practical implications

The study provides practitioners with a useful tool for reflecting on the organisational levers they can pull to shield their firms from the financial and reputation damage associated with objectionable conduct in their political activities.

Originality/value

Whilst previous research studies emphasise the importance of statutory guidelines, self-regulation or corporate codes for promoting ethical CPA, this study argues that organisational design is an important yet overlooked antecedent of a firm’s ability to practice CPA ethically and responsibly.

Abstract

Purpose

This paper aims to examine how exposure to a presidential candidate's high engagement Instagram images influences a citizen's candidate evaluations.

Design/methodology/approach

Data were collected via Amazon MTurk. A 3 × 2 experimental design was employed to test the persuasive effect of exposure of the “most liked” and “most commented on” images of the top four 2016 US presidential primary candidates on a US citizen's candidate evaluation.

Findings

Results reveal that highly engaging Instagram images of unfamiliar presidential candidates positively influenced candidate evaluations. However, the same was not true for more well-known presidential candidates.

Research limitations/implications

This study was not conducted during a live campaign and only examined four of the top 2016 presidential primary candidates.

Practical implications

The research includes implications for marketers seeking to increase engagement and reach in Instagram marketing campaigns. This study shows that even brief exposure to a highly engaged post involving an unfamiliar person/product on social media can significantly alter evaluations of that person or product.

Originality/value

To the authors' knowledge, no experimental designs have addressed how Instagram posts influence users' political attitudes and behaviors within the political marketing and communications literature.

Abstract

Purpose

The paper aims to compare the office of directly elected mayor in England, Germany and the USA. Proposing and applying a conceptual model of government, governance and allegiance, it assesses the leadership role of the elected mayor in the three countries.

Design/methodology/approach

Qualitative interviews were conducted with a sample of mayors in each country over a period of 11 years. These formed part of the authors' continuing research into local leadership and political management, which has also included interviews with ex‐mayors, elected representatives and senior officials.

Findings

The operation and success of the elected mayor in specific countries is influenced by formal variables (e.g. state constitutions, formal requirements) and informal relationships (e.g. with officials), represented in the distinction between structure and agency. The role of the individual mayor also varied in the light of local party affiliations. The paper considers the impact of these variables on the government, governance and allegiance functions of the elected mayor.

Research limitations/implications

In providing an analytical framework and in the discussion of original research, a basis is provided for the further study of the office of elected mayor in different national contexts. This is likely to prove valuable as the future of sub‐national government is subject to continuity scrutiny.

Practical implications

The adoption and growth of the elected mayoral system may be considered as an example of lesson drawing. This has both positive and negative implications. Positively, much can be learned from comparative experience. Mayoral systems have resulted in quicker decision making. The mayor provides a very visible form of local leadership and accountability. However, dangers lie in the over‐concentration of powers in the office of mayor and, in England especially, the failure of the mayoral system to enhance public engagement in local government.

Originality/value

The discussion will be of value to practitioners, policy‐makers and academic researchers who are concerned with the future of the elected local state and its office holders.

Abstract

Purpose

The purpose of this paper is to shed light on new accountability relationships between Newcastle City Council (NCC) and its citizens and stakeholders in the wake of the British government’s austerity politics and its budget cuts for local authorities. It seeks to show some of the ways in which various kinds of budgeting, for example, for alternative sources of funding, the use of volunteers for service provision, resource sharing, and asset transfers, as well as a diverse set of accounts of the social implications of resource diversions and service cuts, have been implicated in those changes.

Design/methodology/approach

The authors conducted a qualitative field study of some of the uses of budgets in the shaping of accountability relationships through interviews with council officers, conversations with activists and citizens, analysis of council and other documents, and observation of public meetings and demonstrations. The approach focused on the relationship between the city’s political grassroots and the NCC leadership and administration.

Findings

The authors find that NCC’s senior politicians and officers co-opted the city’s political grassroots and managed to reconstitute local political accountability to citizenry and stakeholders as a choice between the cessation of different types of local government services, by combining appeals to the legal framework of English local authorities, the unfairness of national politics, and the fairness of local government service provision. Local government blamed the funding cuts and the resulting resource shortages on the central government. It sought to push responsibility for cuts to the local citizenry whilst reserving for itself the role of mediator and adjudicator who makes the final decisions about the portfolio of causes that will be funded.

Originality/value

This is the first study to offer detailed insight into the effects of the British government’s austerity budget cuts of local authority grants on the politics of accountability in a local authority.

Abstract

Purpose

The purpose of this paper is to examine the challenges of Japanese political leadership in combating corruption with an emphasis on the 1970s and 1980s when Tanaka Kakuei and Miki Takeo led Japan.

Design/methodology/approach

This paper discusses the perceived extent of corruption in Japan, the importance of Japan’s gift-giving culture, and examines the efforts of Miki Takeo and the consequences of his political reforms for Japanese politics. Comparison is made with his predecessor, Tanaka Kakuei, to highlight the differences in combating corruption between both leaders.

Findings

Compared to Tanaka Kakuei, who was highly corrupt, Miki Takeo left a mixed legacy. He managed to revise campaign finance laws but lacked the political will and support from his party. The reforms he implemented failed to reduce money in politics, but they favoured the opposition in the collection of funds.

Originality/value

This paper will be useful to scholars and policy-makers interested in studying the role of leaders in curbing corruption and the challenges of political reform.

Abstract

Articulates the concept of market segmentation and examines, critically, how the main segmentation procedures lead to the conclusions that the main concern ought to be the classification of people in terms of usage of product and attitudes. Examines a new tool available to management (ACORN) a classification of residential neighbourhoods. States that in the UK 1983 General Election it emerged that nearly 40 per cent of the electorate did not vote for the party of their social class. Discusses segmentations in the electoral marketplace, which is preceded by a literature review. Concludes that the application of modern marketing techniques is ongoing in the electoral marketplace with regard to the UK. Finds that ACORN group findings of field research, undertaken to test claims, establishes that political attitudes changed regarding them during election campaigns.
