Abstract

Purpose

The purpose of this paper is to analyse an example of non-decision making in the Nordic tripartite policy process, namely, the reform of the Finnish gender equality legislation and the law for equal pay comparisons.

Design/methodology/approach

The paper uses non-decision making as a conceptual framework for qualitative analysis of the documentation of the working group that drafted the law for equal pay comparisons. The analysis focuses on the strategic responses used by the participants in order to defend the status quo and resist change in legislation.

Findings

The key findings are that the suggested law for conducting equal pay comparisons as part of gender equality planning in Finnish organisations changed dramatically in the tripartite policy process. Employer organisations successfully prevented the most relevant features from being implemented in the reformed law.

Research limitations/implications

The findings of this research indicate that there is a need for more research on the tripartite policy process and its implication on developing policy.

Social implications

This paper shows what kind of power employer and employee organisations use in Finnish policy making. As a result, the reformed gender equality legislation is a compromise reflecting the vested interests of different stakeholders. The findings highlight the challenges of developing policy in tripartite policy process.

Originality/value

The tripartite policy process and its implications have rarely been studied. The value of this paper lies in both originality of the topic and approach, and the societal importance of the findings.

Abstract

The insurance sector is currently in a state of some uncertainty and companies are increasingly conscious of the need to maintain a competitive edge over their commercial rivals while at the same time getting maximum benefits from in‐house resources. As part of this review of resources, the information and library function within many insurance companies is under scrutiny. Reports on a study undertaken to determine the impact of information on corporate decision making within the insurance industry; to explore the value that decision makers placed on the information and services provided by both the in‐house facility and external sources in maintaining a competitive edge in the market place; and to examine the effectiveness and applicability in the insurance sector of the methodology used by Joanne Marshall in her studies of the impact of information in Canadian banks. This involved taking a “snapshot” of the information inputs into decisions made by a sample of decision makers during a six‐month period with each respondent being asked to focus on one decision only.

Abstract

Purpose

This paper aims to analyze current practices, discuss empowerment from the theoretical perspectives on power in organizations and suggest an empowerment model based on the type of organizational culture and the role of human resource development (HRD).

Design/methodology/approach

By reviewing the classic viewpoint of power, Lukes’ three-dimensional power and Foucault’s disciplinary power, we discuss power and empowerment in organizational contexts.

Findings

Power in organizations can be conceptualized based on the classic view, Foucault and critical view and Lukes’ three-dimensional power. We found that true employee empowerment is related to the third dimension of power. The role of HRD for empowerment can be categorized into enhancing motivation and commitment in terms of psychological empowerment and bringing real power to employees. The proposed empowerment model assumes that organizational culture influences the dimensions of empowerment and the role of HRD for supporting empowerment.

Practical implications

HRD needs to critically assess the meaning of power in particular contexts (Morrell and Wilkinson, 2002) before planning and implementing specific training and development interventions for performance improvement and/or organization development interventions for innovation.

Originality/value

This study attempts to review, analyze and discuss issues regarding employee empowerment from HRD perspectives. Implications for the roles of HRD and the empowerment model are proposed.

Abstract

Purpose

The purpose of this paper is to better understand how issues may be framed in public debate. The outcomes of this debate affect organizations. The study is based on the seven types of framing identified by Hallahan and scrutinizes which of these types is utilized, and how this is done, in the case of human rights issues.

Design/methodology/approach

For this study a secondary analysis of academic papers on human rights issues was conducted. After a literature search, 40 papers originating from 23 different journals were further analyzed. Where the researchers described the framing of human rights issues, the type of framing was identified according to the typology and mode of utilization.

Findings

In the case of human rights, all seven framing types were found; however, the most common were the framing of attributes in which the economic or cultural context was emphasized and the framing of situations pointing out power differences between the actors.

Research limitations/implications

The study underlines the complexity of framing and the importance of awareness of framing processes. It shows that the framing typology provides valuable insights into the debate on social issues, inspiring further research.

Practical implications

This study provides a better understanding of the processes of issue framing, an important part of corporate communication strategies.

Social implications

The study adds to actor and audience awareness of framing.

Originality/value

Insights from framing theory are applied to the debate on social issues, thereby offering a fresh perspective on research in this field and relevant to corporate social responsibility.

Abstract

Purpose

This paper seeks to contribute to the field of corporate communication by clarifying the theoretical basis of communication in issue arenas and proposing an agenda for research on issue arenas.

Design/methodology/approach

Drawing on insights from stakeholder thinking, network theory, issues management, and agenda-setting theory, the authors identify different levels of analysis that could explain the behaviour of organisations in the public debate on current issues.

Findings

The organisation-centred approach is replaced by a strong emphasis on interaction in networks of organisations, groups and individuals. Decision-making on communication strategies can be further developed by analysing the particularities of each issue arena, in particular the characteristics of the issue and the actors involved as well as the course of the debate and the communication strategies utilised in stakeholder interaction.

Research limitations/implications

This theoretical approach calls for further research, but offers an agenda and suggests four starting levels for analysis.

Practical implications

This paper provides a timely approach to the analysis of corporate communication that may help understand the complexities of a rapidly changing organisational environment and, ultimately, assist organisations in developing customised communication strategies suited to each issue arena relevant to their operations.

Originality/value

Insights from various theories are brought together to serve as a starting point for the further analysis of communication in issue arenas.

Abstract

Purpose of this paper is to explore how resistance of individual and collective actors play role in maintenance and change of institutions. Framing tactics of two emerging social movements in Istanbul Technical University and Middle East Technical University, which emerged against institutional changes in Turkish higher education, were examined by hybrid ethnography, using both online and offline data sources. Findings show that framing tactics of institutional entrepreneurs comprise different discourses and different forms of power, which also vary during different life stages of these movements. This paper contributes to existing literature in three ways. First power dynamics in institutional change, which is mostly disregarded in institutional theory, is taken into consideration. Second, with a longitudinal comparative study, it is shown that outcomes of social movements with similar demands may diverge according to different framing tactics based on power mechanisms that appealed at different stages of their life cycle. Third, this paper, as one of the few examples of a hybrid ethnographic approach, underlines the key role of considering both offline–online data sources, as an important part of actors’ life that take place in the online world.

Abstract

Purpose

The purpose of this paper is to suggest one approach to achieve a better connection between industry and academia. Some definitions of staff development, to better understand the complex process of learning in terms of a functionalist, performance improvement and self‐development perspective are outlined. Some operational dilemmas that face both the manager and educationalist are considered in terms of a need to deliver quality, productivity and cost effective goods and services.

Design/methodology/approach

The topic examines the need to bridge the process of management and academic staff development such that both managers and academics can experience a common understanding of critical thinking. As both become more involved in complex activities that cannot be addressed by purely technical solutions a critical perspective is described that questions and examines the underlying assumptions, commonsense, taken for granted aspects of the working environment. This critical perspective provides a common arena and shared connection between industry and academia for mutual benefit, shared understanding and exploitable opportunities.

Findings

The notion of single and double loop learning is proposed with the latter being considered as a successful way to address some of the common incompatible norms, structures and procedures encountered by both industry and academia. Learning is examined in terms of knowledge, research, theory and application. A critical perspective involving reflection, emancipation, the use of dialogue and the sharing of tensions and dilemmas is described that challenges the rational and prescriptive nature of what stands for much of industry and academic work.

Practical implications

Practitioners involved in the staff development process will have an interest in such an approach.

Originality/value

The critical learning theory described in this paper can be used to draw closer the management and education arenas in such a way that can ensure industry and academia are better informed and challenged.
