Abstract

The current research explores the prevalence of bullying behaviour at HMYOI Warren Hill and the Carlford Unit. The introduction of the no‐smoking policy at the establishment was also explored in relation to its effect on bullying behaviour given that tobacco has historically been the main item that young people have been bullied for. The Direct and Indirect Prisoner behaviour Checklist ‐ Revised (DIPC‐R) and a questionnaire designed to identify the effect of the introduction of the no‐smoking policy on bullying behaviour were used within this study to answer the following questions: what is the prevalence of bullying behaviour at Warren Hill and the Carlford Unit, and do young people at Warren Hill and the Carlford Unit think that the rate and nature of bullying has been affected by the introduction of the no‐smoking policy? One hundred and fifteen young people took part in the study. At Warren Hill, Bully/Victims were the most prevalent type identified and this was significantly greater than the number of young people identified as Pure Victims or Not Involved. On the Carlford Unit, Not Involved was the most prevalent type identified, and this finding provides limited support for the theories of bullying behaviour identified within the present study. The study found that the rate of bullying decreased following the introduction of the no‐smoking policy at Warren Hill. The findings from this study are being used in the development of a new Violence Reduction Policy at HMYOI Warren Hill.

Abstract

Purpose

This article aims to explore the public evaluation of the ethics of marketing tobacco in Indonesia through the theoretical lens of normative ethics.

Design/methodology/approach

The present study adopted a symbiotic ethical approach which combined normative and positive ethical approaches. The data was collected in Yogyakarta, Indonesia, from six focus groups and thirty photo elicitation interviews with a total of 71 participants.

Findings

The thematic analysis has identified six main themes, economic contribution of the tobacco industry, harmful nature of tobacco products, tobacco marketing targeting vulnerable groups, covering the danger of smoking, intention and integrity of tobacco marketers and infringement of law and social norms. Adopting the theoretical lens of utilitarianism, deontology, contractarianism and virtue ethics, the analysis illustrates that most participants believed that tobacco marketing practices in Indonesia are unethical.

Policy implications

The findings of the study were disseminated in a public engagement event to stakeholders in Yogyakarta. The findings influenced the development of No Smoking Area monitoring instrument and the introduction of “Free from Tobacco Advertisement in No Smoking Area” policy in Sleman Regency, Yogyakarta.

Originality/value

Indonesia, with its lenient regulatory environment, provides a unique setting for investigating public evaluation of the ethics of tobacco marketing. This is one of the first studies that investigates public evaluation of tobacco marketing ethics in Indonesia through the theoretical lens of utilitarianism, deontology, virtue ethics and contractarianism.

Abstract

Reports on Birmingham′s successful introduction of a no‐smoking policy for its schools. Considers that health education messages will be more effective if staff are not seen to be undermining them and in view of evidence that shows smoking to be a real health hazard, discusses the responsibility of employers under health and safety legislation. Outlines the basis for the new policy, the powers of the LEA, and its implementation. Discusses the distinction between rights and choices and the problems of implementation. Concludes that without directed policies, change will be very slow and strong commitment is required by all interested bodies.

Abstract

Recent speculation on whether the Government may seek to enforce a total ban on smoking in the UK’s bars and restaurants has reignited a long standing debate about the commercial impact of such a decision. Running alongside these considerations is the health and safety question and the possible harmful consequences for those working in smoky environments. Reports a small‐scale piece of research which compares the smoking arrangements found in several restaurants. The findings suggest that those restaurants already operating a total ban on smoking may actually be opposed to Government legislation, as this would remove from them a potential source of competitive advantage. Thus, the paper suggests that those restaurants which operate a total smoking ban may enjoy some commercial benefits, especially if the question of partially or totally banning smoking remains a voluntary one.

Recent research has suggested that those exposed to passive smoking may incur an increased risk of contracting lung cancer. In the light of such findings, many employers have faced increasing demands from the workforce to introduce smoking policies. The possible legal implications are examined for those employers who fail to introduce such policies and some guidance is offered on the extent to which employment law protects the interests of those workers whose smoking habit makes it difficult or impossible to comply with smoking restrictions.

Abstract

The article considers the changes in the structure of the UK pub sector and the falling pattern of trade which occurred at the same time. This meant that the competition within the industry is intense. The major pub‐owning companies enjoy many economies of scale over their independent rivals. These have been considered briefly. Many of the smaller outlets have responded by adapting their pubs to meet the varying requirements of their customers. The demand for pubs with smoke‐free air and the evidence that this will increase trade have been investigated. The threat of legislation has led the industry to establish a voluntary scheme. Reports on its effectiveness have been studied, and a small local study undertaken. It appears that the big companies are swifter than their smaller rivals at taking advantage of this market demand.

Abstract

Describes a research project using a qualitative research methodology investigating innovation processes in two NHS hospitals. Employs a multi‐perspective approach to examine the perception of innovation processes by actors at different organizational levels, whereas past innovation research has predominantly adopted a management perspective of innovation by concentrating upon the views and opinions of senior managers exclusively. Data collection methods include semi‐structured interviews, participant observation over a two‐month period, and document analysis; 26 interviews were conducted, transcribed and their content analysed. Shows that the perception of the innovation process differs very much across individuals. Illustrates two different types of innovation – imposed and emergent – each displaying substantively different developmental processes. Discusses the implications of these findings from the perspective of the practising manager and the applied psychologist conducting research into organizational innovation and change processes.

Abstract

The paper is centred through an examination of a short piece of recorded talk between managers and shop stewards within a UK National Health Service (NHS) Trust, relating to the manner in which one of the shop stewards attempted to get the managers to accede to a request he made for changes to the wording of a section of the Trust’s disciplinary procedure. In examining this piece of talk, the paper first contextualises the Trust through the decentralisation process of the early 1990s. The decentralisation process clearly did not introduce formal negotiation into NHS units, but instead increased the scope of formal negotiation encounters. The paper argues that there was an increased importance for persuasion as the need to gain others’ assent on industrial relations matters at the local level was significantly increased. The paper analyses the dynamics of one particular negotiating encounter between two managers and two shop stewards. In analysing this, the paper focuses through rhetoric. In coming through a rhetorical framework, the paper highlights the need for managers, when negotiating, to be alert to the implied elements of the arguments of those across the negotiating table. Concludes by also understanding the rhetoric of the encounter in the light of the marketisation of the NHS during the 1990s.

Abstract

A two‐year study of four effective secondary school principals generated the hypothesis that a principal′s actions can be represented by a value‐based model in which beliefs and values lead to goals, thereafter to activities (and constraints) and finally to outcomes. The model is conceptualised as consisting of a set of four states, values, goals, behaviours and outcomes, which can be represented formally by a Markov chain. Each of the four principals held significantly different value sets, but the analysis of the data from “Profile of the School” questionnaires indicate that no one value set brings about more effective leadership than another.
