Abstract
Purpose
This paper aims to assess the appraisal, disposal and transfer of records of the Kruger National Park (KNP) rangers’ diaries processes from 1926 to 1930 with a view to recommend best practices.
Design/methodology/approach
The paper applied a qualitative methodology through document analysis, interviews and observations as data collection instruments to analyse contents of rangers’ diaries. The population of the study comprised rangers, a records manager and a representative from the National Archives of South Africa (NARSSA), a member of South Africa National Parks’ management and a scientist from South African National Biodiversity Institute.
Findings
The key findings revealed that rangers’ diaries contain historical, scientific and cultural information. However, such information is not disseminated to society. Lack of systematic appraisal, arrangement of records led to a loss of institutional memories. The role of National Archives and Records Service of South Africa is not visible to provide guidelines on the preservation of rangers’ records.
Research limitations/implications
This research is limited to KNP ranger’s diaries created from 1926 to 1930 because it is the period of establishment of the national park and introduction of rangers’ programme.
Practical implications
The findings are expected to be instrumental towards the preservation of rangers’ diaries within the park. Rangers’ diaries are also potentially of great biogeographical value in constituting a historical record of the plants and animals in a given area, their distribution and population changes, and the effects of human interventions such as game fences and artificially created waterholes, game culling and tourism, not to forget climate change.
Social implications
Preservation of ranger diaries may lead to documentation of records with historical, scientific and social value. Rangers’ diaries also form part of the national archival heritage of South Africa, as they bridge the gap of undocumented history of the rangers and national parks in South Africa.
Originality/value
This paper appears to be the first to research the assessment of the appraisal, disposal and transfer of rangers’ diaries created from 1926 to 1930.

Abstract
Purpose
The purpose of this study was to examine the strategies for the preservation of archival materials in the International Council on Archives Section on University and Research Institution Archives (ICA SUV) by the members and to make recommendations for the digital archival preservation to continue its accessibility during the national lockdown because of COVID–19.
Design/methodology/approach
This study is based on the survey conducted on the ICA SUV members during the national lockdown. The study used a survey research methodology through e-mails as data collection instruments.
Findings
The key findings revealed that most of the sections on university and research institution archives lack digitization preservation strategies and most of their records are not accessible online, as most of their collections are still preserved manually through the paper-based system; furthermore, archivists are not fully trained on digital management. The paper recommends universities to develop preservation strategies to migrate records from the paper-based system to electronic records management system.
Research limitations/implications
The population of the study comprised ICA SUV members, who responded to the survey. Therefore, the sample size and geographical spread were inadequate for generalization of the findings. In conclusion, the study demonstrated that accessibility of the archives was dependent on the quality of digitized archives.
Practical implications
This study demonstrates that the development of a preservation strategy enhances access to archival materials during the national lockdown because of COVID–19.
Social implications
This paper highlights the plight of university archives and reiterates the need for urgent digitization of their archives of universities all over the world.
Originality/value
To the best of author’s knowledge, this paper appears to be the first to review the responsibilities of archivists now and in the future as the result of COVID–19. This study is confirmed to be on the positive side of COVID–19 and change the archive sector by adapting to information communication technology.

Abstract
Purpose
This paper aims to assess how the South African National Standard (SANS) 15489 improves the importance and usability of the archives at the University of Venda (UNIVEN) and the University of Witwatersrand (WITS).
Design/methodology/approach
Both quantitative and qualitative methods are used to assess how the standards improve the importance and usability of the archives. A total of 34 participants were selected to participate in the study; the choice of the population was because they are responsible for records management decisions in various divisions, departments and units. Data was obtained through structured interviews and observation. The study has established that there was much dissonance concerning records and archives management standards. Ethics approval was obtained from both the WITS and the UNIVEN research department. Informed consent was obtained from university staff members.
Findings
The research found that only the WITS adopted SANS 15489. This was shown by the availability of a classification system (file plan) and retention schedule while the UNIVEN did not value SANS 15489 standards to manage all records created.
Research limitations/implications
Although South Africa has 26 public universities, this study is only confined to the UNIVEN and the WITS. The researcher only focusses on the classification of records and disposal of records elements of SANS 15489.
Practical implications
The findings have practical implications in that they can be used for assessing the archives and records management programmes. Other related universities can also use the findings as a reference point in the planning of university archives and records management programmes.
Social implications
The findings were to assist the university authorities as decision and policymakers to ensure that records and archives management practices adhere to SANS 15489.
Originality/value
Few studies related to the assessment of records management programme in universities in South Africa is not yet fully conducted in South Africa public universities. This study could be a valuable input for universities to adopt SANS 15489 standards to develop and implement records management programmes.

Abstract
Purpose
This paper aims to assess the functions of the National Archives of South Africa regarding universities’ records and archives by comparing the University of the Witwatersrand (Wits) and the University of Venda’s (Univen) implementation of the National Archives and Records Service of South Africa Act, No. 43 of 1996 (NARSSA) provisions 11 and 13, with the view of recommending best practice.
Design/methodology/approach
The quantitative research methodology was adopted. The data collection tool was a questionnaire completed by 34 heads of divisions, departments and units from the Wits and Univen, supplemented by a document review. Thus, the study population comprised universities’ heads of divisions, departments and units.
Findings
The National Archives of South Africa is not playing a role in providing advice to universities on how to manage their records and archives to fulfil their teaching, learning and research mandate, protect them from litigation and preserve their corporate memory such as records with national and international significance. Most of the respondents were not aware of the NARSSA provision 11 on the custody and preservation of records, and provision 13 on the management of public records. NARSSA lacks provision specifically for the management of university records. NARSSA appears vague about the management of university records, as it does not explain the legal definition of university records.
Research limitations/implications
This is a comparative case study limited to Wits and Univen. The shortcoming of this study is that the author did not provide relevant and detailed information for the article reader to fully understand the functions of the NARSSA provisions 11 and 13 regarding university records and archives at Wits and Univen, respectively.
Practical implications
The study recommends the South Africa legislature to review the NARSSA regarding records and archives’ role in the university. The researcher’s view is that reviewing existing NARSSA provisions 11 and 13 would provide universities with the responsibility of managing some of their national and international records. This might improve the management of records and this, in turn, would enhance the preservation of records.
Originality/value
This paper appears to be the first to review the functions of the National Archives of South Africa regarding the South African university’s records and archives.

Abstract
Purpose
This paper aims to analyse the current Southern African countries’ archives and records management legislations to identify the gaps and challenges. It is important to assess the role played by National Archives legislations within the preservation of heritage and history; private archives known as liberation archives; the transfer of archives; the disposal and retention of records, access, copyright management and skills; and development of staff.
Design/methodology/approach
The study used a qualitative methodology through document analysis, interviews and observation. The sampling of the study comprised representatives from the selected Southern African National Archives (South Africa, Mozambique, Botswana and Namibia).
Findings
The key findings revealed gaps of the archives and records management legislations in terms of definitions, transfer, disposal and transfer of records and accessibility. Some of the Southern African countries failed to use archives and records management legislation to promote accountability and governance.
Research limitations/implication
The research is limited to the following countries: Botswana, Mozambique, Namibia and South Africa.
Practical implications
Archive and records management legislation which has gaps creates problems in terms of effective implementation of archives and records management programmes.
Social implications
The failure by Southern African countries to revise their National Archives legislations and clarify the role of National Archives will lead to loss of archival materials if not addressed.
Originality/value
Updated archives legislation contributes to the development of effective archives and records management programme.

Abstract
Purpose
The purpose of this paper is to investigate the impact of climate change on South Africa’s Mpumalanga Provincial Archives (MPA) and related records management activities.
Design/methodology/approach
A qualitative research approach/method was used to collect data from the source, including purposive sampling and expert knowledge solicited through semi-structured interviews. A review was undertaken to source climate data and related archival sector literature.
Findings
Recent extreme weather events in Mpumalanga seem to bear out climate change projections. The current absence of relevant strategies and plans implies that the MPA and provincial departments are not yet prepared for emergencies. The lack of a plan, an implementation strategy and related training may increase the impact of disasters on the provincial archives’ environment. Without disaster plans and robust preparedness, the question of how the MPA is going to preserve archives for future generations is raised. In addition, due to a lack of guidance for registry staff, appraisal is not allowing for identification and processing of archival materials, so combined with a lack of disaster management strategies and plans contributes to the loss of archives.
Research limitations/implications
This research is limited to the MPA; however, the findings may be extended to other South Africa provincial archives and parts of the world experiencing similar issues. There is a need to conduct similar research on a larger scale so as to explore the impact of climate change in other provincial archives to provide a wider context of the problem within South Africa.
Practical implications
When archivists accept holdings into their repositories, they take the responsibility for their archival custody. But, these efforts may come to nothing if the archives are lost. Disaster management is the key to the protection of the archives.
Originality/value
This paper contributes to the literature on the impact of climate change on archives. The results achieved should be seen as a first step towards identification of the issue.

Abstract
Purpose
The purpose of this study is to assess the extent to which the Mpumalanga Provincial Archives (MPA) complies with the Mpumalanga Archives Act, 2008 legislative/policy provisions of archives building, capacity building and electronic records management and to suggest recommendations for effective archives and records management (ARM) programme in South Africa.
Design/methodology/approach
This paper adopts a quantitative approach supplemented by qualitative data using document review to collect data and content analysis.
Findings
The results show that MPA enacted Mpumalanga Archives Act, 2008. However, the challenge is the implementation of such legislation. The findings of this paper would contribute towards the literature in archival legislation in South Africa and other parts of the world.
Research limitations/implications
Even though the paper was based in South Africa, it was limited to the MPA of South Africa.
Practical implications
The findings are expected to be instrumental in the implementation of Mpumalanga Archives Act, 2008.
Social implications
The findings and recommendations will help in guiding MPA on the implementation of an effective provincial archive and records to facilitate the effective management of records to determine those of archival value, to preserve them for posterity and to make them accessible to the public.
Originality/value
This is an original study using a document review to review the Mpumalanga Archives Act, 1998. The effective archives infrastructure will contribute to compliance with legislative components such as archives building, cooperation, ERMS, appraisal and disposal of records, archives advisory body and access to information.

Purpose
This paper aims to assess the Section 12 of the Political Party Funding Act No. 6 of 2018 of South Africa with a view of recommending good records management practice.
Design/methodology/approach
This paper is based on a literature review and an analysis of political funding access to information and records management literatures.
Findings
The study found that a lack of good records management practice is hindering transparency in government practice in South Africa. Furthermore, the enactment of the Political Party Funding Act No. 6 of 2018 has created the potential for South Africa political parties to start applying good records management practices.
Research limitations/implications
This research is limited to Section 12 of the political parties funding Act No 6 of 2018 to promote accountability transparency.
Practical implications
The effective implementation of the Political Party Funding Act, 2018 will contribute to the preservation of records with financial, historical and cultural values.
Social implications
The implementation of the Political Party Funding Act No. 6 of 2018 Section 12 is expected to lead an open, transparent and accountable South African society through the establishment of a a records management programme.
Originality/value
This paper raises important considerations around ensuring compliance and accountability in government recordkeeping within the context of recent legislation. While discussion around the importance and use of records management is not new, the legislation brings an opportunity for fresh discussion within a national political context.

Abstract
Purpose
This paper aims to assess the Protection of Personal Information Act (No. 4 of 2013) (POPIA) in South African (SA) universities sector with the objective to formulate code of conduct to improve compliance.
Design/methodology/approach
The case study approach was used in this study. Data were collected using interviews with the SA universities’ representatives during the POPIA consultative workshop.
Findings
The results showed that most of the participants were not aware of the POPIA, lack of collaboration between the legal practitioners, records managers and archivist. Internal control systems with Information Communication Technology (ICT) need to be in in place to provide information integrity and the value of international integrity with regard to the international students and staff.
Research limitations/implications
This paper is based on the first phase of the national consultative workshop with 25 SA public universities held between January and November 2018. The findings of the study are transferable to other sectors like health and infrastructure.
Practical implications
The findings are expected to be instrumental to the formulation of universities’ code of conduct in line with POPIA.
Social implications
The POPIA, if not properly implemented, can contribute to the violation of information integrity of the international students with regard to research and cultural exchange programme. Furthermore, it can affect SA trade relations with the European countries as it is a requirement for non- European countries to comply with the European Union General Data Protection Regulations (GDPR).
Originality/value
This study is useful to ensure consultation of the POPIA. Is also essential for the POPIA to be aligned with the international norms and standards such as GDPR.

Abstract
Purpose
The purpose of this paper is to assess records management components, such as record scheduled, records appraisal, destroyed/disposed, retained, training of staff on the management of the student affairs records (SARs), provided access, the challenges associated with efficient management of SARs and strategies for effective management of SARs, to determine the extent the Student Affairs Department (SAD) complies with the University of Mpumalanga (UMP) records management policy.
Design/methodology/approach
This paper uses qualitative methodology of a triangulation of data collection and this included interviews, document analysis and observation.
Findings
The literature review, as well as the interview, revealed that findings on the UMP records management policy are multi-layered. A number of participants mentioned lack of records centre, records retention and appraisal of records, records management training and managing access to information as a challenge to the management of SARs.
Research limitations/implications
The research was only limited to the UMP, Student Affairs Division, with a population of 15 staff members even though the findings can be applied to all the universities in South Africa.
Practical implications
SAD has a unique contribution to make to ensure that records created within their division are managed in terms of the UMP records management policy by ensuring that components such as records storage retention and appraisal of records management training and managing access to information are adhered to.
Social implications
Failure to comply with the UMP records management policy by the Student Affairs Division will contribute to the loss of institutional memories, non-compliance with legislations such as Promotion of Access to Information Act 2000, National Archives and Records Services Act 46 of 1996 and the Protection of Personal Information Act No 4. Of 2013.
Originality/value
The research appears to be the first of its kind, to the best of the authors’ knowledge, to assess SARs at the UMP, South Africa.
