Abstract

Purpose

This study examined dossiers of informative pursual (DIPs), a particular type of secret police files, before and after the fall of Communism in Romania. These DIPs were often weaponized against citizens perceived to be anti-government.

Design/methodology/approach

Based on Buckland's (2017) concept of a document as an object with physical, mental and social parts, the study used thematic analysis to examine volumes of DIPs from 1945 to 1989 Communist Romania as well as several recorded reactions to the DIPs by the victims who were targeted by the Communist secret police.

Findings

Four themes were revealed by the study's findings and discussed within the manuscript: DIPs as unreliable epistemic tools, DIPs as tools to construct the identity of the “People's Enemy,” DIPs as weapons to fight the “People's Enemy” and DIPs as tools that could be used in counterattacks during post-Communism, including in political-economic blackmailing.

Research limitations/implications

There are two major limitations to research of DIPs. First, since many DIPs have been stolen, copied illicitly or even destroyed, it is difficult to articulate precisely their actual or potential social and political effects. Researchers may often detect these effects only indirectly, based on information leaks in the news. Second, many victims of surveillance practices during the Communist period have chosen not to leave records of their reactions to reading the DIPs that targeted them.

Social implications

Current and future comprehensive studies of DIPs can reveal possible parallels between surveillance by the Communist regime and the massive data-collection that occurs in democratic societies, particularly given the increased technical capabilities for processing data in these democratic societies.

Originality/value

Within documentation studies, secret police files and document weaponization have been particularly under-researched, therefore this study contributes to a small body of literature.

Abstract

Purpose

The purpose of this research is to investigate faculties' perceptions of emotional intelligence about job performance (task and contextual performance (TP and CP)) in the higher education sector in the Kingdom of Saudi Arabia.

Design/methodology/approach

This research employed an explanatory research design method. A quantitative design approach is adopted by implementing a survey-based study. Quantitative data have been collected anonymously from faculty members (n = 277) working in different higher educational institutes in Saudi Arabia.

Findings

The research findings revealed a positive relationship between others' emotions appraisal and use of emotions with CP, whilst all the dimensions of emotional intelligence, namely self-emotions appraisal (SEA), others' emotions appraisal (OEA), use of emotions (UOE) and regulation of emotions (ROE) revealed a significant positive relationship with the TP. Nevertheless, the research supports the argument that emotional intelligence is considered an essential contributor to faculty members' job performance.

Practical implications

This research study provides empirical support for the argument that emotional intelligence is a direct driver for enhancing job performance through the appraisal, use and regulation of emotions. In terms of practical implications, the research findings will encourage higher education institutions to take specific actions that will help to enhance awareness of and build emotional intelligence skills amongst faculty staff.

Originality/value

This study is the first that has sought to investigate the impact of emotional intelligence on employees' performance in the Saudi Arabian higher education sector. Additionally, this study has developed a new psychometric scale that is useful in the higher education sector.

Abstract

Purpose

This article aims to better understand how empowered middle manager engage in change translation? Relying on the notions of building and dwelling strategizing, the authors analyze the micro-practices of middle managers during organizational change, when middle managers are freed from time-consuming administrative activities.

Design/methodology/approach

This empirical study relies on a qualitative embedded case study approach that involves comparing two banking units belonging to a large French bank. The qualitative data were collected from three different sources: exploratory and semi-structured interviews, observations and secondary data. The coding analysis enables to distinguish middle managers' dwelling and building strategizing during organizational change.

Findings

The study’s findings show how managers translate organizational change relying on both building and dwelling strategizing. By doing so, managers enable to adapt the prescribed strategy to local circumstances and foster front-line empowerment.

Research limitations/implications

Even though the findings are based on the analysis of a single organization, the authors provide several theoretical insights. First, the authors contribute to the recent academic debate in strategy-as-practice literature by showing the recursive relation between building and dwelling strategizing. The authors also shed a new light on middle managers' strategizing by emphasizing the idea that middle managers are not only passive change “translators” but that middle managers enact a real agency in the organizational change process.

Practical implications

From a managerial perspective, the study’s findings enable to enlight what empowering middle managers means in practice. Indeed, the authors show clear empirical illustrations of how middle managers can be empowered by both organizational structure and top-management support. The results also reveal how empowering middle managers enable to empower their team by three different activities: (1) federate the team spirit to facilitate collaboration; (2) develop employees' capabilities and (3) adjust managers' activity according to employees' needs.

Originality/value

While multiple current new ways of organizing encourage to transform organizations from inefficient bureaucracies into flatter and more dynamic project-based teams, calling into question the importance of middle managers' strategic role, this study provides an original case study of an organization that chose to run against the tide and created an additional middle management level.

Abstract

The indigenous peoples of the Philippines have had to struggle against historical injustices for centuries. They fought against colonization and the subjugation of their cultures and ways of life. Over the decades, their next generations are confronted with exclusion, discrimination, and encroachments on their ancestral domains which have resulted in social and economic disadvantages. An obvious case in point is the lack of sympathetic and affirmative policy directives for the culture-based education of indigenous children and youth. This paper reflects on the policy development processes undertaken to institutionalize inclusion and social justice in indigenous peoples education policies within the K to 12 Basic Education Program. Using the method of narrative inquiry, the stories of reform are told from the point of view of those who facilitated the crafting of these policies. Three narratives demonstrate that contextualized and empowering education strategies and processes transform not only policy but also the policy makers.

Abstract

Purpose

Studies of distributed leadership (DL) are increasing, but are not systematic, often taking a normative position emphasizing the superiority of DL to solo leadership and using the term in an imprecise way. The purpose of this paper is to re-conceptualize DL and develop a systematic framework to identify dimensions of DL and their association with team effectiveness.

Design/methodology/approach

Based on a comprehensive review of existing literature, this paper develops a systematic framework of DL and team effectiveness by deriving eight research propositions.

Findings

Based on two perspectives, role space occupation and dependency of actions, the paper identifies four main dimensions of DL: shared, conjoint, fragmented and dispersed leadership, each of which represents a specific pattern of DL activities. A leader-task-context (LTC) framework is developed to analyze outcomes of DL dimensions in different settings. The eight propositions developed clearly identify where DL can be best applied, how particular configurations of DL affect team performance, and in what situations it is most effective.

Originality/value

This paper has made several contributions. First, the authors address the question of what constitutes DL by conceptualizing its dimensions. Second, the authors extend the DL literature by arguing and modeling how different contexts influence the fulfillment of DL. Third, the authors develop an analytical framework of DL – the “LTC” framework – to help build a foundation and guide further research on the relationships between DL and team performance.

In 1899 the medical practitioners of Dublin were confronted with an outbreak of a peculiar and obscure illness, characterised by symptoms which were very unusual. For want of a better explanation, the disorder, which seemed to be epidemic, was explained by the simple expedient of finding a name for it. It was labelled as “beri‐beri,” a tropical disease with very much the same clinical and pathological features as those observed at Dublin. Papers were read before certain societies, and then as the cases gradually diminished in number, the subject lost interest and was dropped.

Abstract

Purpose

The purpose of this paper is to report the results of spatiotemporal analysis of the 3,506 fire incidents in the city of Manila from 2011 to 2016.

Design/methodology/approach

A spatiotemporal and statistical analysis was carried out to determine the pattern of fire incidents in the city of Manila.

Findings

Fire incidence in Manila did not exhibit any pattern in terms of time, day of the week or month of the year. However, fire incidence did exhibit a pattern in terms of location. Faulty electrical connections are the major cause of fires throughout the year and throughout the 14 municipalities of Manila. Thus, the null hypothesis stating that spatiotemporal characteristics of cases of fire in the city of Manila do not exhibit a pattern is partially rejected.

Research limitations/implications

Future studies may investigate the influence of building maintenance, government control, and cooking and cigarette-disposal behaviors on fire occurrence. It is recommended that the study be replicated in other cities of Metro Manila.

Practical implications

Based on the causes and the spatiotemporal characteristics of fires, stakeholders (e.g. government, Bureau of Fire Protection, local government units (LGUs), communities and residents) can be informed about how to prevent fires. LGUs and government agencies can utilize the findings of this study in developing fire prevention programs for the municipalities with the highest incidence of fires.

Originality/value

These findings can serve as a basis for policy formulation and as a reference for the allocation of fire prevention resources and for the literature on strategic planning for fire prevention in Manila.
