Abstract

Purpose

The purpose of this paper is to theoretically propose a complex perspective as the third way to understand disasters which is used to describe the Hiroshima landslide disaster 2014 in Japan. In the first half of the paper the complex perspective is explained in detail with comparison to two conventional perspectives on disasters, i.e. hazard approach and vulnerability approach. According to the complex perspective, deaths in disasters are avoidable. In the second half of the paper, Hiroshima landslide disaster is analyzed in line with the complex perspective. Also, how will Hiroshima not repeat such landslide disaster is suggested.

Design/methodology/approach

To develop the case study for Hiroshima, a desk-based literature review, a field site visit and five key informant interviews were conducted by the authors in 2016. The authors’ initial analysis based on newspaper reports indicated a failure in the early warning system, evacuation and severity of the hazard. Based on this, the broader literature on traditional perspectives on risk, vulnerability and complexity were mined to understand and theorize the failure in Hiroshima. Then the interviews were conducted in the city of Hiroshima to analyze the disaster from complex perspective.

Findings

The authors demonstrated that the Hiroshima Landslide disaster 2014 and its deaths could be explained by complex perspective. Complex perspective brings us the following suggestions not to repeat landslide disaster in Hiroshima. Political leaders at national and local levels must take up responsibilities to set a “goal” for the disaster management system to “reduce deaths.” Also, governmental and non-governmental organizations should make efforts to engage proactively with community through disaster education or through community awareness program to shift the mind set from hito-goto to jibun-no-koto (their story to our story).

Originality/value

Reducing deaths by disasters is essential for the world thus it is UN’s Sendai Goal One. As most contemporary sciences are based on reductionism, disasters have been described as a combination of the related components such as hazards, vulnerability. Although the great contributions from the reductionism to disaster studies, it has been said that integrated disaster management is needed since the reductionism usually give the partially optimized solution to disaster reduction. This study proposes complex approach to find comparatively total optimized solution to disaster reduction, in particular reducing deaths. Although it is based on merely one case study, this paper describes the possibility of different way to reduce deaths by disasters.

Abstract

Purpose

The quality and availability of sexual and reproductive health care are key determinants to reducing maternal mortalities and morbidities in disaster settings; yet, these services are often lacking in developing countries. Reducing maternal mortality and morbidity is currently the main targets of the UN’s Sustainable Development Goal (SDG) 3. The purpose of this study was to develop an intervention package called RHCC (Reproductive Health Kit 8; Capacity building; Community awareness), and to implement and evaluate it in three primary health-care (PHC) facilities in Belkuchi, Bangladesh, in order to improve the quality and availability of post-abortion care (PAC) during the 2017 floods.

Design/methodology/approach

This research used both quantitative and qualitative methods to develop, implement and assess the RHCC in three flood-prone PHC facilities in Belkuchi.

Findings

The RHCC was implemented during the floods of 2017. The findings pre- and post-intervention suggest it led to an increase in skilled management among health workers, an increase in the quality of care for clients and the availability of PAC at three PHC facilities during floods.

Originality/value

Due to its geographic location, Bangladesh is exposed to recurrent floods and cyclones. Evidence-based integrated intervention packages, such as the RHCC, can improve the quality and availability of reproductive health care during disasters at PHC level and, in doing so, can promote the UN’s agenda on “disaster resilient health system” to achieve the SDG 3, and the WHO’s campaign on universal health coverage.

Abstract

Purpose

The small-scale artisanal fishers in coastal Bangladesh are comparatively more vulnerable to climate risks than any other communities in Bangladesh. Based on practicality, this paper aims to explain the local level climate change perception, its impact and adaptation strategies of the fisher in southeast coastal villages in Bangladesh.

Design/methodology/approach

To achieve the above objective, this study used structural, semi-structured interviews and focus group discussion in two coastal communities, namely, at Salimpur in the Sitakund coast and Sarikait Sandwip Island, Bangladesh. It reviews and applies secondary data sources to compare and contrast the findings presented in this study.

Findings

Results show that the fishers perceived an increase in temperature, frequency of tropical cyclones and an increase in sea level. They also perceived a decrease in monsoon rainfall. Such changes impact the decreasing amount of fish in the Bay of Bengal and the fishers’ livelihood options. Analysing seasonal calendar of fishing, findings suggest that fishers’ well-being is highly associated with the amount of fish yield, rather than climatic stress, certain non-climatic factors (such as the governmental rules, less profit, bank erosion and commercial fishing) also affected their livelihood. The major adaptation strategies undertaken include, but are not limited to, installation of tube well or rainwater harvesting plant for safe drinking water, raising plinth of the house to cope with inundation and use of solar panel/biogas for electricity.

Originality/value

Despite experiencing social stress and extreme climatic events and disasters, the majority of the fishing community expressed that they would not change their profession in future. The research suggests implementing risk reduction strategies in the coastal region of Bangladesh that supports the small-scale fishers to sustain their livelihood despite climate change consequences.
