Abstract
The North East of England has entered the global bazaar in which its landscape, once pock marked by the scars of industries like coalmining, shipbuilding and steelmaking, has been cleaned up, beautified, and it has now entered the global competition between post-industrial places for inward investment and the spoils of the ever-expanding UK tourism industry. With this, the North East’s visitor economy now generates around £3.6 billion of expenditure each year, supporting some 54,600 jobs in 2018. The visitor economy is not only important as a stand-alone sector in the North East, but is integral to the whole North East economy, and needs to be a major driver of social change and diversification within it. As the Newcastle Gateshead Initiative says: the twenty first century North East is a place of vibrancy, with a quality of life that makes it a great place to visit, live and work, study and invest – which is a strapline narrative that clearly signals how tourism is indeed both an essential and integrated part of North East life. Brexit may provide the North East tourism industry with a stronger global stage.
This chapter charts the logic of that development and asks: is it a good thing, who benefits and who loses from the sectors development. It asks whose North East are we talking about as we prepare to enter what is anticipated to be a difficult and an uncertain third decade of the twenty-first century?

Abstract
Purpose
Hybrid organising faces a fundamental challenge in managing multiple and conflicting logics. Prior studies have evidenced the performative role of accounting within such a context largely in support of neoliberal hegemony and economic logic. Mindful of such conflict and the support towards economic logic, drawing on universal accountings, this study provides insights from counter accounting and its potential to serve pluralism and the emancipation of marginalised constituencies.
Design/methodology/approach
The research examined The Great Exhibition of the North (GEOTN), England's largest event in 2018, which utilised themes of art, design and innovation to support a regeneration and economic growth agenda. This was led by NewcastleGateshead Initiative (NGI) a hybrid organisation combining logics for economic and social legacies, whose accounts are contrasted to counter accounts from a social movement; The Other Great Exhibition of the North, “OtherGEN”. The study involved 30 in-depth semi-structured interviews, detailed observation and documentation review providing account and counter account of the event.
Findings
The findings reveal that GEOTN promoted an agenda offering a duality of economic and social logics through the arts and culture delivering a lasting economic and social legacy. This employed traditional accountings and associated performance targets and measurement through a formal evaluation framework. Emergent tensions were apparent evidencing a more dominant economic logic. The purported use of culture was portrayed as artwashing by a counter account narrative enmeshed in a backdrop of austerity. This wider accounting highlights the need for reflection on logic plurality and enables challenge to the performative role of traditional accounting in hybrid organising.
Originality/value
Universal accountings, such as counter accounting, can be advanced to unpack “faked” logics duality in hybrid organising. This reveals the emancipatory potential of accountings and the need for dialogic reflection. Hybrid organising requires careful consideration of accounting as a universal praxis to support social and economic pluralism and democratic ideals.

Abstract
Purpose
This paper aims to examine developments in tourism during the COVID-19 pandemic using the hotel sector in the North-East of England as the area of study. The country has attracted a lot of attention not only because of its importance as a tourism destination but also due to its rather controversial management of the pandemic at least in its early stages.
Design/methodology/approach
Fifteen semi-structured interviews based on ten open-ended questions were conducted with North East of England-based hotel managers of international brands on the level of their hotels’ preparedness to effectively deal with pandemic cases. The interviews took place in August and September 2020 with participants kept anonymous.
Findings
Meeting new operational and bureaucratic requirements added to the cost structure and proved a major challenge for managers who saw their hotel occupancy rates and revenue collapsing within a short period of time. Innovative and aggressive pricing strategies were introduced to lure especially younger travelers in the absence of business clientele. Staff were made redundant and/or asked to work overtime making effective human resource management very difficult.
Originality/value
This is one of the first research attempts to highlight the importance of the COVID-19 pandemic for the hotel sector in a major region of the UK. The paper also attempts some generalization by discussing managerial implications and suggesting a possible way forward for the hotel sector. Developing resilience by building on previously used successful business practices proves of essence.

Purpose
The purpose of this paper is to examine urban destination marketing from a mainly practitioner standpoint, though one of its principal observations is the gap between theory and practice; while the former is premised on related notions of difference and competitive advantage, in practice the greater part of urban destination marketing eschews competitive advantage, resulting in a pervasive marketing of “sameness”.
Design/methodology/approach
The paper is in three parts. The first set out the urban tourism context in respect of historical, market, supply, impact and definitional/measurement dimensions. Part two profiles the bespoke delivery mechanisms established for urban destination marketing, examining nomenclature, core purpose/mission, status, size and finances, as well as overhead and operating parameters.
Findings
The final section comprises a state-of-the-art review, setting out a five variable model of purposeful urban destination marketing, concluding that “good” in urban destination marketing is atypical and currently in Europe is confined to only a handful of European cities.
Originality/value
This paper is intended to give the reader a better understanding of why, in such an important field of human endeavour, success is so problematic. It hopefully gives pointers to practitioners and academics as to how best in future there can be more winners and fewer losers, so that increasing numbers of towns and cities maximise the impact locally of the world's largest industry and at the same time become “known”.

Abstract
Purpose
This study aims to explore the experiences of living through the COVID-19 pandemic for people who faced homelessness and dealt with mental health and/or substance use challenges.
Design/methodology/approach
This qualitative study was comprised of 26 1:1 interviews (16 men and 10 women), conducted between February and May 2021 with people who experienced homelessness in North East England during the COVID-19 pandemic. An inductive reflexive thematic analysis was undertaken, with input from individuals with lived experience who were involved throughout the study.
Findings
Four themes were developed. The first theme, lack of support and exacerbation of mental health and substance use difficulties, highlighted how the lack of in-person support and increased isolation and loneliness led to relapses or new challenges for many people’s mental health and substance use. The second theme, uncertainty and fear during the pandemic, explored how the “surreal” experience of the pandemic led to many people feeling uncertain about the future and when things would return to normal. The third theme, isolation and impacts on social networks, discussed how isolation and changes to relationships also played a role in mental health and substance use. Finally, opportunity for reflection and self-improvement for mental health and substance use, explored how some people used the isolated time to re-evaluate their recovery journey and focus on self-improvement.
Practical implications
The experiences shared within this study have important implications for planning the future delivery and commissioning of health and social care services for people facing homelessness, such as sharing information accessibly through clear, consistent and simple language.
Originality/value
As one of the few papers to involve people with lived experience as part of the research, the findings reflect the unique narratives of this population with a focus on improving services.

Abstract
Purpose
This paper aims to provide an evidence assessment and narrative synthesis of literature regarding the key characteristics of older people living in service-integrated housing (SIH) facilities and their “accommodation journey”.
Design/methodology/approach
A rapid evidence assessment was conducted: 22 research publications met the inclusion criteria and were analysed using narrative synthesis.
Findings
The quality of studies in this area is low, but consistency across components of the results of studies included in the review is apparent. Results suggest key characteristics of older people that drive moves into SIH are a decline in health, increased dependency, increased health service use and carer burden. Suggested key characteristics of SIH residents are high levels of health problems, dependency and health service use, but high self-reported health and well-being. Results indicate that the key driver for older people leaving SIH is a lack of workforce competency to manage further declines in health and dependency status.
Research limitations/implications
Current policy may not realise or account for the complex health and care needs of SIH residents. Investment into integrated care, robust community health services and workforce development to facilitate a comprehensive assessment approach may be required to support residents to remain in SIH and live well. Further longitudinal studies are required to map the progression of SIH residents’ health status in detail over time to provide an understanding of preventative and enablement support, development of care pathways and workforce planning and development requirements.
Originality/value
This evidence assessment is the first to consider the accommodation journey of older people residing in SIH.

Abstract
This chapter offers a theoretical appraisal of our contemporary hyper-regulated urban spaces situated against a backdrop of deindustrialisation, the shift to consumer economies and the rise of the creative city paradigm. While existing work has characterised urban space as dead and asocial spaces bereft of life. This chapter opts to think our city centres as ‘Zombie Cities’: cities which have been eviscerated the social but are forced to wear the exterior signs of life through the injection of economically productive but artificial modes of culture and creativity. This sets the stage for explaining why parkour is inconsistently included and excluded from urban space, and how it attains spatio-economically contingent legitimacy and inclusion into urban space that problematises existing theoretical perspectives around a revanchist urbanism.
