Abstract

Purpose

Hong Kong is a case that demonstrates the distinctively multi-dimensional nature of citizenship within and in relation to a given nation. The purposes of this paper are to: first, discuss Hong Kongers’ unique identity and the influence of political, historical and economic factors on them in order to show the value of challenging the “national citizenship” approach as a dominant discourse in the intended curriculum of Hong Kong citizenship education; second, analyze the efforts of the People’s Republic of China (PRC) to foster a stronger sense of Chinese national identity in Hong Kong students; and third, evaluate the appropriateness of this nationalistic approach by examining its compatibility with and coherence to in relation to the implemented and attained curriculum.

Design/methodology/approach

This study analyzes existing scholarly discussions on the PRC’s emphasis on Chinese national identity in citizenship education and negative perceptions held by teachers and students regarding the approach and presentation of their actual teaching and learning practices for citizenship education with empirical data.

Findings

This paper illuminates the mismatch found between the intended curriculum and the implemented and attained curriculum in terms of the viewpoints of good citizens.

Originality/value

The notion of “cultural citizenship” is suggested as an alternative approach to developing the curriculum of Hong Kong citizenship education. This paper will be of interest to those curriculum scholars, educational authorities and teachers who are interested in developing and implementing the curriculum of citizenship education.

Abstract

Perceiving the world as a global village has never been a more acceptable and realistic notion than nowadays. The COVID-19 pandemic has – beyond a reasonable doubt – united the world as never before into the one human community striving to achieve the one goal: survive and go back to “normal” life. Educationally, there is a true demand to set effective approaches, initiatives, and programs that would promote and prompt intercultural citizenship and global citizenship for students, particularly tertiary students, Generation Z, who will be leading the world or the global village post-COVID-19. In response to such a demand, the American University of Afghanistan (AUAF) and Phoenicia University (PU), Lebanon, planned and implemented a joint intercultural program: The Global Cultural Village. The Village connected and brought together 20 students (10 Afghani and 10 Lebanese) from two different cultures at a time of social and physical distancing all over the world. Over a period of five months, virtual, fortnightly meetings (discussions and presentations) were led by the students themselves and facilitated by three conveners from both universities. This chapter evaluates the effectiveness of the intercultural experiences and competencies acquired by the students throughout this program and the subsequent impact on students’ intercultural citizenship and global citizenship knowledge and skills. The methodology adopted was a mixed methods one, entailing a pre-test questionnaire (76 candidates), observational field notes (3 conveners), and post-test semi-structured interviews (14 participants). The study found that the Global Cultural Village created a safe and pleasant virtual environment that stimulated sufficient curiosity, a genuine desire to learn about the other culture, and mutual respect among both the Afghani and Lebanese students. The Village has succeeded in developing students’ intercultural competencies and intercultural communication skills. Students’ intercultural citizenship knowledge, skills, and capabilities have significantly developed as a result. Such a significant development has positively impacted students’ global citizenship knowledge and skills, where they started authentically connecting and practically engaging in global issues and discussions amid COVID-19 and are equipped to do so post the pandemic. This case study will inform higher education institutions (executives, faculty, and staff) in meeting their commitments toward internationalization and contribute to the developing literature about intercultural citizenship and global citizenship amid and post-COVID-19.

Abstract

Purpose

Currently, different experiments in (partially) outsourcing public social protection to the market are observed. This paper seeks to identify two very different paths to outsourcing social protection: fragmentation of social protection on the one hand (in personal savings accounts) and amalgamation of social protection on the other (in life‐course savings schemes).

Design/methodology/approach

This study is theoretically based on the combination of three concepts which allow changes in social citizenship to be analyzed by means of social policy change and changes in resource flows. First, on the concept of life‐course regimes as put forward by Kohli; second, on the concept of social citizenship as proposed by Marshall; and third, on the concept of flows of resources related to these rights. The theoretical and methodological linkage of these concepts was first applied by Frericks.

Findings

These very different concepts of outsourcing social protection have implications for social inequalities, new insecurities and foreseeable under‐insurance. This is because, on the one hand, social protection redesign changes the obligatory character of social insurance, and on the other, it changes the social construction of the “adequately” protected which may no longer correspond to the factual situation of various groups of citizens.

Originality/value

The outlines of upcoming gaps in social protection, however, cannot adequately be grasped by the differentiation between “insiders” and “outsiders” of welfare systems. Although these gaps are related to status, they are more the result of life‐course trajectories, life‐course timing and age, implying that both the two current policy paths change intra‐ as well as inter‐generational differences in social protection. The characteristics of the two policy concepts and their foreseeable implications for social inequalities are analysed.

Abstract

Purpose

The paper aims to examine high school students' use of social networking to participate in teledeliberative democratic dialogue and explicates the implications of this dialogue for democratic education that is inclusive of all students.

Design/methodology/approach

The case study analyzes the comments of 111 high school students over ten days following what they perceived to be an injustice committed by the administration against one of their fellow classmates.

Findings

Analysis of student commentary led to the development of three categories of teledeliberative citizenship: the demagogue, the proselyte, and the egalitarian. Together, these categories serve as a spectrum of sophistication along which democratic discourse can be classified.

Research limitations/implications

The primary limitation of this research is a product of the online medium in which it occurs. Though “observing” students' interactions on Web 2.0 application was beneficial for cataloguing conversations, social cues like body language and tone of voice had to be inferred.

Practical implications

Web 2.0 provides students with an opportunity to build a community of shared belief that crosses gender, racial, religious, and cultural divisions.

Originality/value

Teachers could use Web 2.0 as a forum for teledeliberative democratic dialogue in a multicultural democratic educational framework to engage students and encourage a sophisticated, active citizenship.

Abstract

Purpose

The purpose of the paper is to analyse the relationship between corporate social responsibility and the concept of Black economic empowerment in South Africa. The paper examines whether government interventions in the area of corporate social responsibility post‐1994 have been successful. The paper also assesses critically the level of voluntary commitment that businesses in South Africa have displayed in the area of corporate social responsibility.

Design/methodology/approach

Corporate social responsibility in South Africa pre‐1994 and post‐1994 is examined and compared. The Broad‐Based Black Economic Empowerment Act (2003), the new South African Companies Act (2008) and the King Codes of Corporate Governance Principles in South Africa are critiqued. A distinction is made between government and business corporate social responsibility initiatives.

Findings

The paper principally concludes that meaningful corporate social responsibility in the area of human rights can be better achieved if it is based on commitment and collaborative partnership.

Practical implications

The paper provides a basis for empirical research on corporate social responsibility and socio‐economic development in South Africa.

Originality/value

This paper adds to the growing discourse of academic literature that supports a strategic partnership‐based approach to corporate social responsibility.

Abstract

State‐sponsored ethnic discrimination is in danger of undermining the complex mix of indigenous ethnic minorities which make up the Latvian labour market. Systematic labour market discrimination has resulted from restrictive legislation on citizenship and language which preserves a substantial list of jobs for citizens and Latvian speakers. A naturalisation process has been introduced for permanent residents, but the procedures associated with it also discriminate against the 45 per cent of the population who are Russian speakers. This paper presents a systematic account of these developments and highlights the economic, social and political dangers inherent in the legislation, and in the recent shift in the educational system to tuition in Latvian only.

Abstract

Purpose

The article aims to cast a novel light on the extended theoretical conceptualisation of corporate citizenship, in as far as it criticises the insufficient embedding of international corporate social responsibility (CSR), corporate social performance (CSP) and sustainability initiatives in the geopolitical reality and conflictuality of the global business environment.

Design/methodology/approach

The article offers a unique interdisciplinary take on relevant research in international CSR, political science, international relations and philosophy. Its methodology is based on a literature review of these different fields.

Findings

The article argues that the rules‐based nature of international CSR is based on experience in the relatively benign market context of high‐income economies. However, the transposition of the code‐and‐compliance approach to the more conflictual context of emerging markets leads to the failure of international CSR. Its insufficient catering to the particular pressures exerted on operation in these markets reveals an idealist bias. This explains the implicit endorsement of “end‐of‐history” scenarios and other neo‐liberal assumptions in international CSR. The article argues that this disposition does not pay credit to the need to find adequate responses to the situation. Quite to the contrary, the firm entrenchment of (neo‐)liberalism in the mental mapping of CSR blocks the way to an exploration of realist alternatives. The article concludes by suggesting a shift in the CSR research agenda, from rules to institutions and agency. It proposes historical material on leadership in emergency situations and a new reading of Machiavelli to illustrate possible avenues.

Research limitations/implications

The article is based on a qualitative review and discussion of the literature, which it presents in a new light. It does not present empirical or quantitative research data. It points to a conceptual abyss separating the theory and reality of international CSR. This is particularly problematic in the light of recent deliberative models positing a “new political role” for the corporation. While this article follows the new model in its criticism of the traditional separation of politics and business, it advocates that further research is necessary to elucidate how a more realistic apprehension of global conflict and its impact on business can be combined with the “arms reach principle”. Furthermore it urges that a new model must factor in the frequent “dirty hands” problems occurring in international business.

Practical implications

The article argues that, contrary to the dominant liberal discourse in business ethics and CSR, an increasing potential for Machiavellian behavior in the corporate sector is to be expected. This is due to the absence of arbitrages, in an environment experiencing a rapid expansion of global corporate activity. This renders “code‐and‐compliance” CSR ineffective. The article recommends the “reframing” of CSR, to specifically include “dirty hands” issues.

Social implications

One stumbling block to a correct understanding of the contemporary challenges impacting international business operations is the (neo‐)liberal globalisation paradigm ‐ a narrative in whose manufacture business schools and management scholars are complicit.

Originality/value

The article contributes to the discussion on “systemic CSR”. The fundamental nature of the critique, as well as its interdisciplinary orientation and original recommendations, make the contribution unique.

The purpose and significance of Power, Voice, and the Public Good: Schooling and Education in Global Societies aim to highlight the defining nature and impact of globalization in contemporary educational policy and praxis with particular attention to changing relations in local, state, national, and international contexts, from pre-school to postsecondary education. While globalization impacts major issues such as poverty, social justice, terrorism, citizenship, immigration, language, and human rights, the nature and appropriation of education and schooling remain at the center of these issues (Suárez-Orozco & Qin-Hilliard, 2004).
