Abstract

Purpose

At the US passenger stations, train operations approaching terminating tracks rely on the engineer’s compliant behavior to safely stop before the end of the tracks. Noncompliance actions from the disengaged or inattentive engineers would result in hazards to train passengers, train crewmembers and bystanders at passenger stations. Over the past decade, a series of end-of-track collisions occurred at passenger stations with substantial property damage and casualties. This study’s developed systemic model and discussions present policymakers, railway practitioners and academic researchers with a flexible approach for qualitatively assessing railroad safety.

Design/methodology/approach

To achieve a system-based, micro-level analysis of end-of-track accidents and eventually promote the safety level of passenger stations, the systems-theoretic accident modeling and processes (STAMP), as a practical systematic accident model widely used in the complex systems, is developed in view of environmental factors, human errors, organizational factors and mechanical failures in this complex socio-technical system.

Findings

The developed STAMP accident model and analytical results qualitatively provide an explicit understanding of the system hazards, constraints and hierarchical control structure of train operations on terminating tracks in the US passenger stations. Furthermore, the safety recommendations and practical options related to obstructive sleep apnea screening, positive train control-based collision avoidance mechanisms, robust system safety program plans and bumping posts are proposed and evaluated using the STAMP approach.

Originality/value

The findings from STAMP-based analysis can serve as valid references for policymakers, government accident investigators, railway practitioners and academic researchers. Ultimately, they can contribute to establishing effective emergent measures for train operations at passenger stations and promote the level of safety necessary to protect the public. The STAMP approach could be adapted to analyze various other rail safety systems that aim to ultimately improve the safety level of railroad systems.

Abstract

New economic geography theorists, who have revived the importance of local roots and highlighted the significance of cities as a source of international competitiveness, have spurred the global marketing of Incheon. An examination of the new economic geography literature examines the nature of the new localism based on clusters, involving spatial proximity and concentrated face-to-face transaction, agglomeration economies and local knowledge networks. The territorial expression of these ideas is evident in competitive cities and knowledge cities. Both types of cities are embodied in civic attempts to market Incheon as an international city through the development of the international harbor and international airport and a knowledge city at Songdo. As there is no reference to Incheon in the place marketing literature there is a need to market it as Seoul-Incheon and itemize the Capital Region 's key assets and strategic advantages, including logistics and Pentaport - five ports in one - to build a presentation that attracts foreign direct investment and foreign expertise and provokes an energizing debate on the Korean Government's plan to position the country as the hub for international commerce in Northeast Asia. Critics of this place marketing approach designed to make Incheo'} a prosperously middle-class city suggest more evidence is needed before it can be assumed firms locate in cities as a base for export activities to boost their competitiveness. Perhaps there is need to give up the preoccupation with the local focus in cluster analysis and give equal attention to global connections.

Abstract

Busan (Pusan), Korea’s second largest city (population 3.6 million) and fifth busiest port in the world, is experiencing rapidly increasing trade, global connections, events, and resulting infrastructural projects. What should Busan do to better handle the social, political, and economic complexities brought by these changes?

To answer this question, this paper explores the relationship of globalization and culture, as treated by cultural anthropology. It also considers how the tools of applied social science and anthropology can be mobilized to help Busan and the southeast region of Korea deal with these challenges.

After introducing anthropological treatments of culture, globalization and global problems, I discuss how applied social science/anthropology is used in international business/trade, tourism, and transport/logistics, especially the third area. To show how applied social science can help transportation and logistics projects in Busan and Korea, I present lessons from case studies and examples in Denver, Colorado Springs, Chuuk (Truk, South Pacific), and Korea.

Applied social science and applied anthropology present a wealth of helpful methods and insights to help Busan and Korea improve planning, public participation, political, social and environmental issues in transport and logistics projects, and to help prevent ethical and budgetary lapses. Finally, I offer suggestions for initial training programs and future studies to help expedite these goals.

Abstract

In concert with an ambitious national agenda that emphasizes free trade and globalization, lncheon Metropolitan City is taking the first steps toward reinventing itself to become a twenty-first century “Pentaport” with integrated Seaport, Airport, Technoport, Business Port, and Leisure Port components. The lncheon Pentaport transformation-projected to be complete by 2020-will entail significant industrial, sociological, and institutional modification. Leisure Port objectives can be achieved through responsible planning attuned to the ideal of sustainable development and by empirical studies of lncheon tourism and leisure dynamics. International benchmarks of leisure port success are found in Sydney, Australia; Vancouver, Canada; and San Diego, USA, among seven other cosmopolitan cities. Growth estimations for coastal ferry passengers; beach use; recreational vessels and yachts in the lncheon region are encouraging. lncheon Leisure Port development of ten amenity destinations will require equal and multidisciplinary attention to questions of tourism design and tourism impacts. Important issues will concern environmental quality, clean shipping practices, the proper balance of modem and traditional amenities and attractions, trade-offs of cultural homogeneity and cultural diversity, and creative destination branding and marketing, among others.

Purpose

The total capacity of ambulances in metropolitan cities is often less than the post-disaster demand, especially in the case of disasters such as earthquakes. However, because earthquakes are a rare occurrence in these cities, it is unreasonable to maintain the ambulance capacity at a higher level than usual. Therefore, the effective use of ambulances is critical in saving human lives during such disasters. Thus, this paper aims to provide a method for determining how to transport the maximum number of disaster victims to hospitals on time.

Design/methodology/approach

The transportation-related disaster management problem is complex and dynamic. The practical solution needs decomposition and a fast algorithm for determining the next mission of a vehicle. The suggested method is a synthesis of mathematical modeling, scheduling theory, heuristic methods and the Voronoi diagram of geometry. This study presents new elements for the treatment, including new mathematical theorems and algorithms. In the proposed method, each hospital is responsible for a region determined by the Voronoi diagram. The region may change if a hospital becomes full. The ambulance vehicles work for hospitals. For every patient, there is an estimated deadline by which the person must reach the hospital to survive. The second part of the concept is the way of scheduling the vehicles. The objective is to transport the maximum number of patients on time. In terms of scheduling theory, this is a problem whose objective function is to minimize the sum of the unit penalties.

Findings

The Voronoi diagram can be effectively used for decomposing the complex problem. The mathematical model of transportation to one hospital is the P‖ΣUj problem of scheduling theory. This study provides a new mathematical theorem to describe the structure of an algorithm that provides the optimal solution. This study introduces the notion of the partial oracle. This algorithmic tool helps to elaborate heuristic methods, which provide approximations to the precise method. The realization of the partial oracle with constructive elements and elements proves the nonexistence of any solution. This paper contains case studies of three hospitals in Tehran. The results are close to the best possible results that can be achieved. However, obtaining the optimal solution requires a long CPU time, even in the nondynamic case, because the problem P‖ΣUj is NP-complete.

Research limitations/implications

This research suggests good approximation because of the complexity of the problem. Researchers are encouraged to test the proposed propositions further. In addition, the problem in the dynamic environment needs more attention.

Practical implications

If a large-scale earthquake can be expected in a city, the city authorities should have a central control system of ambulances. This study presents a simple and efficient method for the post-disaster transport problem and decision-making. The security of the city can be improved by purchasing ambulances and using the proposed method to boost the effectiveness of post-disaster relief.

Social implications

The population will be safer and more secure if the recommended measures are realized. The measures are important for any city situated in a region where the outbreak of a major earthquake is possible at any moment.

Originality/value

This paper fulfills an identified need to study the operations related to the transport of seriously injured people using emergency vehicles in the post-disaster period in an efficient way.

Abstract

Purpose

The Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Strategy is an important component of the “Belt and Road Initiative” of China. The purpose of this Project is to develop the GBA into the most open, market-oriented and innovative pole of economic growth in China. The GBA Project provides Hong Kong with a rare opportunity to diversify its industrial structure and to move into a new and higher stage of economic development.

Design/methodology/approach

Being an integral part of the GBA, Hong Kong is expected and supported by the Central Government to develop into a hub of the Area, and, leveraging on Hong Kong’s status as an international metropolis, to connect the Area as a whole with the world.

Findings

China’s Guangdong-Hong Kong-Macao Greater Bay Area Project is a major national development strategy and is a major part of the Belt and Road Initiative. Hong Kong is going to play an important role in the Project and will benefit from it enormously in the future in terms of economic growth and the upgrading of its industrial structure. However, in order to take full advantage of participation in the Project, the way Hong Kong is governed, particularly the government's role in economic development, has to be modified significantly.

Originality/value

In order to take advantage of the Project, the Hong Kong SAR Government has to play a bigger and more proactive role in Hong Kong’s socioeconomic development and to strengthen its capacity to mobilize societal participation in the Project.

Abstract

The Incheon Region has numerous assets that fall within a Pentaport model.' These include the Incheon International Airport, the Port of Incheon, a coastal industrial park, free economic zones, a leisure port, and Songdo new town designed to be the future Silicon Valley of Korea. This paper looks at how Northeast Asia trade flows between China and Korea might be enhanced by application of the Pentaport model in making the Incheon region a North East Asian Hub. It looks also at their trade and logistics systems as well as their water borne commerce. It proposes an integrated transportation system for the Yellow Sea Region being beneficial to the economies of the Northeast Asia. It also stresses that innovative technologies for ships, terminals and cargo handling systems should be introduced to develop a competitive short sea shipping system in the region and cooperation among the regional countries will be essential to achieve the final goal. The potential of methods of container shipping is discussed as it might apply to short sea shipping in the Yellow Sea Region that could greatly facilitate Incheon's situation with respect to the broader region in application of the Pentaport model.

Abstract

Purpose

The purpose of this study aimed to assess factors associated with the intention to take pre-exposure prophylaxis (PrEP) among Thai young men who have sex with men (YMSM) and transgender women (TGW) in Bangkok.

Design/methodology/approach

The study surveyed 350 sexually active Thai YMSM and TGW aged between 18 and 24 years registered with a nongovernmental organization (NGO) working with the MSM community. Data were collected using snowball sampling from four venues. Participants completed a self-administered questionnaire. Logistic regression was used to evaluate factors associated with the intention to take PrEP daily.

Findings

The results showed that of all those surveyed, n = 310 (88%) participated. The median age was 21 years. In all, 18% of participants had heard about PrEP, and 36% correctly identified that PrEP is used for prevention. After receiving information, 31% intended to take daily PrEP and the Voluntary Counseling and Testing (VCT) rate was 35.5%. Factors significantly associated with intention to take daily PrEP were history of HIV testing (adjusted odds ratio (AOR), 2.3, 95% CI, 1.3–4.1), and high perceived behavioral control of PrEP adherence scores (AOR 3.0, 95% CI, 1.8–5.2).

Originality/value

This study showed that intention to take and knowledge of daily PrEP among YMSM and TGW was low. Promoting health education to YMSM and TGW about PrEP and MSM-friendly VCT services are needed to effectively implement PrEP in HIV prevention programs.

Abstract

Art therapy has been recognized as beneficial and effective since first described by Adrian Hill in 1942. Even before this time, art therapy was utilized for moral reinforcement and psychoanalysis. Art therapy aids patients with, but not limited to, chronic illness, physical challenges, and cancer in both pediatric and adult scenarios. Although effective in patient care, the practice of art therapy is extremely underutilized, especially in suburban areas. While conducting our own study in northeastern Ohio, USA, we found that only one out of the five inpatient institutions in the suburban area of Mahoning County, Ohio, that we contacted provided continuous art therapy to it's patients. In the metropolitan area of Cuyahoga County, Ohio, only eight of the twenty-two inpatient institutions in the area provided art therapy. There could be many reasons as to why art therapy is not frequently used in these areas, and medical institutions in general. The cause of this could be the amount of research done on the practice. Although difficult to conduct formal research on such a broad field, the American Art Therapy Association has succeeded in doing such, with studies showing improvement of the patient groups emotionally and mentally in many case types.
