Abstract

Purpose

This paper explores working mothers’ coping strategies concerning paid and unpaid work in Chile and Argentina during the Covid-19 pandemic. The paper aimed to understand the influence of cultural norms on motherhood and neoliberal workplace practices on mothers’ sensemaking processes and coping strategies. This study focuses on mothers living in Chile and Argentina where governments established mandatory lockdowns between March and September 2020. Drawing on the notion of neoliberal motherhood, women’s demands were analyzed when paid work and mothering duties collide in time and space.

Design/methodology/approach

Open-ended interviews were conducted with 17 women in Chile and Argentina. All interviewees had at least 1 child below the age of 6 and were working from home during the lockdown.

Findings

Neoliberal workplace demands, and disadvantageous government policies greatly heightened the dual burdens of working mothers. Women were expected to fulfill the discourses of the neoliberal worker and the good mother, while also adopting additional strategies in the wake of the lockdown. The data highlights mothers’ strategies to cope with care and work duties by adjusting to new routines involving their partners, relatives and the wider community.

Research limitations/implications

The generalizability of the results is limited by the small sample of 17 interviewees, all from middle to middle-upper class. The changing scenario due to Covid-19 makes the collected data not sufficient to grasp the impact of the pandemic, as during the interviews (December 2020 and January 2021) the process was still ongoing.

Practical implications

Organizations should assess their role in the management of paid and unpaid work for both genders, as the neoliberal discourse views the worker as masculine, full-time, always available and productive, ignoring women’s additional care duties outside of the workplace.

Originality/value

The Covid-19 pandemic provides a unique opportunity to reflect on care work and gender, collective versus individual responses to care and work demands and the idea of organizing.

Abstract

Purpose

The purpose of this paper is to develop a theoretical framework for understanding the identity politics associated with parental hesitancy and refusal of vaccines for their children (“vaccine hesitancy or refusal” or “VHR”). Understanding these identity politics helps policymakers to craft appropriate communication interventions that do not make the problem worse.

Design/methodology/approach

Social identity theory is a way of understanding how group identities develop around the lifestyle practices that often include refusal to vaccinate, and how this group identity is accentuated by conflict with the pro-vaccinating societal mainstream. This paper critically appraises existing studies of VHR to explore this groupness across many different contexts.

Findings

Groupness is evident across many different contexts. There are also key group characteristics: preference for natural birth and breastfeeding, nature as a concept and use of complementary and alternative medicine.

Research limitations/implications

The paper is speculative and theoretical, using existing sources. Future studies will need to demonstrate empirically with new data. However, this theoretical approach sets up a new research agenda.

Social implications

These findings can help governments and policymakers minimise social conflict that risks further polarising vaccine conversations and wedging parents on the fence.

Originality/value

This paper argues that the decision to vaccinate or not is an inherently social one, not a matter of pure individual rationality. This is a novel approach to engaging with what is often characterised and studied as an individual decision.

Abstract

Purpose

This research attempts to make sense of the experiences of two academic women who become mothers.

Design/methodology/approach

This paper is an autoethnography. Applying the autoethnographic method allows us to discuss cultural phenomena through personal reflections and experiences. Our autoethnographic reflections illustrate our struggles and attempts of resistance within discursive spaces where motherhood and our identity as academics intersect.

Findings

Our personal experiences combined with theoretical elaborations illuminate how the role of the mother continues to be dominated by such gendered discursive practices that conflict with the work role. Once women become mothers, they are othered through societal and organizational practices because they constitute a visible deviation from the masculine norm in the organizational setting, academia included.

Originality/value

This paper explores how contemporary motherhood discourse(s)within academia and the wider society present competing truth claims, embedded in neoliberal and postfeminist cultural sensibility. Our autoethnographic reflections show our struggles and attempts of resistance within such discursive spaces.

Abstract

Purpose

We explore how neoliberal logic has led to an erosion of social-welfare programs and pervades organizational structures and functions of a third-sector organization. Based upon fieldwork in a foodbank in the North-West of England, we discuss the impact of economic cuts upon organizational norms of the foodbank, and the intersection with the provision of charity support and personal relationships between the staff, volunteers and visitors.

Design/methodology/approach

This article analyses pervasiveness of neoliberalism on a foodbank and the impact this has on organizational norms and relationships found within the organization. It integrates themes of structural violence, neoliberal discourse in the charity sector, notions of (un)deservingness and appropriate of time.

Findings

Our research finds how a hostile environment transpires in a third-sector organization under increased economic and bureaucratic pressures and from this, organizational rules emerge that ignore the lived experiences of the people it serves. Herein, visitors must learn the organization's norms and garner relationships to be able to navigate the organization to successfully access essential resources.

Originality/value

The findings in this article will be of interest to academics researching poverty and organizational norms, professionals in the charity-sector and policy makers. Rules originating from economic and bureaucratic pressures can establish barriers to accessing essential material resources. It informs the pressures felt in balancing access to support services with personal timetables, and the need to include visitors' voices in establishing norms.

Abstract

Purpose

The purpose of this paper is to examine how and to what extent social enterprise can contribute to improving women's life in Hungary.

Design/methodology/approach

The case study was based on a four-month organizational ethnographic study of a café. Participant and non-participant observations were supplemented with interviews with the founder, the manager, visitors and informal conversations with the staff and visitors. Social media communication was also reviewed.

Findings

The empirical results from the organizational ethnography allowed us to gain insights into the impact of the investigated organization on its target group, young mothers, in a post-socialist gender context. The dominant post-socialist gender regime has remained almost entirely untouched and the outcome of the operation of the social enterprise only helped women to accommodate their everyday life to their disadvantaged social situation.

Originality/value

While previous studies have uncovered the dualistic nature of social enterprises, this analysis shows that an award-winning and popular social enterprise in Hungary could nevertheless only minimally influence the social situation of women. In spite of the good intention of the owner, the all-encompassing prescribed gender roles are hardly questioned, and consequently, women's situation hardly ameliorates.

Abstract

Purpose

In this paper the aim is to explore what modes of governance, brief alcohol interventions in natal care, such as screening and motivational interviewing (MI) represent, and what social consequences this mode of governance might lead to. Traditionally the Nordic public health research on alcohol control policies gives priority to general control measures aimed at the population. However, the paper seeks to argue the relevance of a governmentality perspective to analyze the mode of governance in brief alcohol interventions which aims at individual level of control.

Design/methodology/approach

The empirical base of the paper rests on the contents of a brief intervention educational program aimed at midwifes and medical doctors in natal care in Norway. In light of the governmentality perspective the author analyzes screening and MI used in natal care as a mode of governance which fosters the process of responsibilization and the creation of the “irresponsible other”.

Findings

It is argued that brief alcohol intervention in natal care is a perfect example of a neoliberal mode of governance, because it is an indirect way of governance, which casts healthcare workers as a part of the state that wants to make pregnant woman self‐governing and responsible. Further this neoliberal mode of governance might lead to four different social consequences: blurring the line between the power of the state and the power of the self, which blurs the distinction between objective health hazards and moral judgment; spreading of powerful therapeutic‐tools to non‐therapeutic professions further neutralizes the moral dimensions; individualization of responsibilities for fetal health decontextualizes females' drinking habits; and drawing the attention of the healthcare worker towards regulations of normality and away from helping females with severe drinking problems.

Originality/value

Traditionally the Nordic public health research on alcohol control policies gives priority to general control measures aimed at the population. However, this paper shows the relevance of a governmentality perspective to analyze the mode of governance inherent in brief alcohol interventions which aims at an individual level of control. Alongside the general control measures in Norwegian alcohol policies, the state engages women at an individual level, through brief and early interventions. Hence the state has double targets of governance; first the general risk‐avoidance regulations directed at the population, and then the state also facilitating the targeting of individuals.

Abstract

Purpose

The purpose was to explore how women academics in Finland and the US experience academic motherhood, how they time their pregnancy, and the ways in which the 10;different policy environments shape their decisions and experiences.

Design/methodology/approach

The interviewer collected data through 10;semi-structured, long interviews with 67 academic mothers, 33 in Finland and 34 in the US. They were recorded and transcribed, then analyzed for themes.

Findings

In Finland, the insecurity of fixed-term contracts and the growing influence of the neoliberal “ideal worker” concept influenced decisions despite the generous work-family policies of the Government. In the US, meanwhile, concerns about age-related infertility had a bigger impact than career risks. One thing the US and Finnish women had in common was a feeling of being under pressure to maintain their presence at work while on maternity leave.

Originality/value

Cross-cultural studies of academic motherhood are rare. The choice of Finland and the US was instructive because of the different work-family policies in place. Finland has some of the most generous family leave policies in the world, whereas the US has not yet seen a federal, paid maternity leave policy.

Abstract

Purpose

Empirically, this paper questions whether accounting can help cope with crisis and preserve some form of feminist ideals. Theoretically, this paper aims to explore how accounting affects the division of emotional work in times of crisis.

Design/methodology/approach

The paper relies on a qualitative study that investigates “life under lockdown” during the COVID crisis and focuses on middle-class well-educated couples aspiring for some form of gender equality and who introduced accounting tools (schedules, charts, to-do-lists, etc.) in their daily life to achieve it.

Findings

The paper argues that accounting tools are not able to prevent couples from adopting traditional ways of carrying out emotional work. By favoring the masculine way of displaying emotions, they make invisible women's efforts for comforting. They even mask the unequal distribution of emotional work under some form of “neoliberal equality”. Also, in a context where middle-class standards are perceived as crucial to meet for both parents to keep their social position, accounting tools, by holding parents accountable for these standards, let no time to find alternative ways of living. Consequently, traditional roles become impossible to reverse.

Research limitations/implications

The paper investigates accounting, gender and emotions by showing the importance of making emotional work visible at a household but also at an organizational and societal level. It calls for an “integrative” emotional display that is crucial for resilience in times of crisis and invites to challenge neoliberal middle-class standards that make household life difficult for most women. Theoretically, it invites for further exploring how accounting tools are constructed and negotiated and how unpredictable elements of life other than emotions affect gender when accounting tools are introduced in times of crisis.

Originality/value

This article contributes to the literature on gender-in-accounting by introducing the concept of emotional work and showing how accounting tools affect the gendered division of emotional work in praxis.

Abstract

Purpose

The study explores the role of accounting technologies of government (ATGs) associated with UK Tax Credits and their impact on claimants' motivations, behaviour and identities. The aim of this study is to deepen empirical and conceptual understandings of how ATGs of tax authorities transform claimants into “entrepreneurs of the self”.

Design/methodology/approach

The authors approach Tax Credits (TC) as a case study to examine how ATGs articulate and operationalise neoliberal ideology through a complex network of inscription devices, expertise and locales. They adopt an ethnographic approach based on interviews, archival data and field notes to gain a deep understanding of citizens' lived experiences of ATGs when claiming Tax Credits.

Findings

The authors find that ATGs play a key role in transforming TC claimants into self-disciplined “citizen-subjects” whose decisions are informed by market logic. When claiming TC, citizens interact with ATGs and are transformed into “entrepreneurs of the self” who internalise neoliberal ideology and associated beliefs and assumptions of poverty, work and the welfare state. In this process of subjectification, ATGs (re)construct their identities from welfare recipients to “responsible” and “accountable” hardworking individuals and families. However, ATGs perversely disempower claimants who lack the required human capital for becoming responsible for their own welfare, and thus ultimately maintain socio-economic inequality.

Research limitations/implications

Participants were drawn from a relatively narrow geographic area.

Practical implications

The authors reveal how accounting as a technology of government (dis)empowers individuals vis-à-vis the state and spurs inequality dependent on personal circumstances and calculative skills.

Originality/value

The authors contribute to the accounting literature by showing how neoliberal ideology is articulated, operationalised and reinforced by dynamic and repetitive interactions with ATGs of the UK TC scheme. The study helps deepen the understanding of the processes through which socially and economically disadvantaged individuals are transformed into self-governing economic agents responsible for their own welfare.

Abstract

Purpose

Previous accounts of exclusion, primarily those proposed in the context of access to welfare, marginalize the role of negotiation and its potential for highlighting distinct barriers and possibilities within specific institutional configurations. Furthermore, when negotiation is examined in the context of access to social services, it is rarely considered as reflecting changes in exclusion or the need to distinguish among exclusionary outcomes in mothers' lives. The author proposes a conceptualization of the distinction between civic exclusion and isolated exclusion, introducing the latter as a specific condition in which mothers are forced to respond to their children's needs by resorting to privatized entitlement.

Design/methodology/approach

Structured interviews were conducted between 2016 and 2017 with 90 mothers “providing in poverty” from seven marginalized categories in Israel. The interviews were analyzed using a grounded theory perspective.

Findings

Three negotiation positions are revealed: positive citizenship, privatized entitlement and inconsistent gains. These positions reflect specific conditions of civic exclusion, which manifests in the form of multiple disadvantage in the lives of mothers, regardless of available forms of welfare support; and isolated exclusion, which manifests as the inability to protect one's children from harsh material scarcity, regardless of attempts to establish eligibility.

Research limitations/implications

Longitudinal data could better reflect the ramifications of isolated exclusion, particularly when translated into privatized entitlement.

Practical implications

The consequences of isolated exclusion should be studied, in order to prevent negotiation failure leading to this phenomenon.

Originality/value

Up until recently, the notion of exclusion was used without relevant distinctions obscuring the meaning of failing to negotiate access to welfare, in mothers' lives. Conceptualizing negative outcomes of negotiation as leading to isolated exclusion and privatized entitlement clarifies the meaning of poverty as dependency. Further, without relevant distinctions, scholars' and activists' effort to introduce higher commitment to mothers' negotiation among street-level bureaucrats cannot be accounted for.
