Abstract

Iran’s potential to expand its natural gas exports has received a great deal of attention since Hassan Rouhani’s election in 2013. Rouhani’s presidency centered around adopting a foreign policy approach to actively promote a constructive engagement and dialogue with the West, as well as seriously pursuing diplomatic and prudent interactions with Iran’s immediate neighbors and beyond on an equal footing with a view toward advancing mutual accommodation, respect, and shared interests. This chapter’s central argument is that Iran’s ability to export natural gas to Europe depends largely upon maintaining stable and strong trade ties with Turkey. The cooperation between these two countries, despite competition and occasional frictions, could arguably foster a balance of power at middle-power level countries that will be necessary for an enduring stability in the region.

Abstract

Purpose

Russian dominance of the Eurasian natural gas delivery system has put the independence of the EU's foreign policy at risk. Although Europe is struggling to counteract the threat, Russia appears to be winning the game. This paper aims to recommend significant measures to reverse the trend.

Design/methodology/approach

This is a discussion paper exploring the issues involved.

Findings

Russia's stranglehold already has acquired 25 percent of the European market. Moreover, it is installing four new pipelines, and plans to increase its market share substantially. In response, Europe is building or planning three new pipelines. The author recommends additionally: strategic gas reserves, anti‐trust prosecution, financial and political inducements, and offering WTO membership to Russia in exchange for concessions.

Practical implications

Europe can win the great natural gas pipeline game if it is played with commitment. Europe must focus on the big prize, natural gas independence.

Originality/value

This original research viewpoint contains suggestions for the EU and Europe to increase their energy security.

Abstract

Purpose

Since the early 1990s, the US natural gas sector is characterized by substantial industry restructuring as a result of regulatory requirements following a liberalization objective. Accordingly, firms have chosen different strategies as a reaction of regulatory constraints, such as acquisitions, forming holding companies, or joint venture investment. In order to contribute to the success of business strategies driven by the regulatory framework, the purpose of this paper is to provide first evidence for the impacts of business strategies on a firm's efficiency within the gas transmission business.

Design/methodology/approach

The approach taken is a stochastic frontier analysis.

Findings

The results highlighted significant effects of acquisitions, holding structures, and joint ventures within the industry on the firms' technical efficiency estimates. The paper finds evidence for efficiency improvements caused by the new shareholder. The results suggested those holdings to be successful which have great experience in the construction and operation of oil pipelines. In the case that firms formed a joint venture to construct and operate a gas transportation pipeline, the empirical analysis showed a negative impact of such a joint venture on technical efficiency of the pipeline company.

Originality/value

The paper provides evidence for the missing link between operating performance and the evaluation of different business strategies in terms of efficiency within the natural gas interstate pipeline industry.

Abstract

Purpose

India began gas imports since 2004 through liquified natural gas (LNG) route. Imports through trans‐country gas pipelines could help in bringing gas directly into the densely populated Northern part of India, which are far from domestic gas resources as well as coastal LNG terminals. The purpose of this paper is to report scenarios, which quantify the impacts for India of regional cooperation to materialize trans‐country pipelines. The analysis covers time period from 2005 to 2030.

Design/methodology/approach

The long‐term energy system model ANSWER‐MARKAL is used for the analysis.

Findings

Trans‐country pipelines could deliver direct economic benefit of US$310 billion for the period 2010‐2030. Besides these, there are positive externalities in terms of lower greenhouse gas emissions and improved local environment, and enhanced energy security. However, the benefits are sensitive to global gas prices as higher gas prices would reduce the demand for gas and also the positive externalities from using gas.

Practical implications

Trans‐country pipelines are of great importance to India as they add 0.4 per cent to gross domestic product over the period besides yielding positive environmental externalities and improved energy security.

Originality/value

Abstract

Purpose

This study aims at investigating how energy strategies of China impact its energy shipping import through a strategic maritime link, the Straits of Malacca and Singapore (SOMS).

Design/methodology/approach

Vector error-correction modelling (VECM) is applied to examine the key energy strategies of China influencing crude oil and liquefied natural gas (LNG) shipping import via the SOMS. Strategies investigated include oil storage expansions, government-setting targets to motivate domestic gas production, pipeline projects to diversify natural gas import routes and commercial strategies to ensure oil and gas accessibility and cost-effectiveness.

Findings

For the crude oil sector, building up oil storage and diversifying oil import means, routes and sources were found effective to mitigate impacts of consumption surges and price shocks. For the LNG sector, domestic production expansion effectively reduces LNG import. However, pipeline gas import growth is inefficient to relieve LNG shipping import dependency. Furthermore, energy companies have limited flexibility to adjust LNG shipping import volumes via the SOMS even under increased import prices and transport costs.

Practical implications

As the natural gas demand of China continues expanding, utilisation rates of existing pipeline networks need to be enhanced. Besides, domestic production expansion and diversification of LNG import sources and means are crucial.

Originality/value

This study is among the first in the literature using a quantitative approach to investigate how energy strategies implemented in a nation impact its energy shipping volumes via the SOMS, which is one of the most important maritime links that support 40% of the global trades.

Abstract

Purpose

The aim of this study is to assess the opportunity for the development of hydrocarbon transportation using high-strength steel (HSS) in pipeline construction in terms of cost savings and reliability.

Design/methodology/approach

Several optimizations of pipeline design and operations were performed to estimate the total life-cycle cost variation associated with different grades of high-strength steel. The generalized reduced gradient (GRG) method was used in an Excel table to determine optimal total life cycle each pipeline. Variables used in this optimization with respect to each steel grade were as follows: pipeline external diameter, wall thickness, number of compression stations and installed power in each compression station. The reliability of a pipeline with optimal cost was assessed to highlight the impact of steel grade on pipeline reliability.

Findings

The study showed that the cost reduction is strongly dependent on the adopted gas pipeline configuration. The number of compression stations and external diameter are the main factors influencing the pipeline total life cycle cost, while the steel price seems to have a minor effect, the reduction of the gas pipeline total life cycle does not exceed 5% even with a 50% difference in pipe steel prices between X70 and X100 steels. On the other side, for the same external diameter, X100 steel presents better pipeline reliability against carbonic corrosion compared to X70 steel.

Practical implications

The main contribution of this study is to provide a decision-support tool to help pipeline constructors enhance the profitability of natural gas transmission pipelines. The optimization method used is simple to use for design engineers during a feasibility study.

Originality/value

The present study presents one step to fill the gap concerning the question of balancing the trade-off between cost savings and structural reliability in high-strength steel pipelines during the early stages of feasibility studies. The optimal design and operations parameters ensuring cost savings on total life cycle costs are identified via an optimization method. The impact of selected optimal parameters on the long-term pipeline service life was estimated via a structural reliability analysis.

Abstract

Purpose

The US natural gas industry has gone through regulatory changes and consequently restructuring over the last 40 years, in an effort to be more market driven. The purpose of this paper is to present an economic analysis of price cointegration in the US natural gas industry as a result of industry restructuring.

Design/methodology/approach

In particular, this paper tests if access to the same major pipeline transportation corridor translates to cointegration of residential natural gas prices.

Findings

Results indicate a high degree of cointegration for States within the same transportation corridor and a greater percentage of State residential prices are cointegrated post the period of full wellhead deregulation (post 1993) versus the transitional period (1989‐1992). In fact, within the Southwest to Southeast transportation corridor, 100 percent of the price‐pairs examined were cointegrated.

Originality/value

The paper shows that the combination open access as a result of restructuring, complemented with an expansive and integrated transportation and distribution network, have likely increased the overall efficiency in the industry.

Abstract

Purpose

Gas pipelines are facing serious risk because of the factors such as long service life, complex working condition and most importantly, corrosion. As one of the main failure reasons of gas pipeline, corrosion poses a great threat to its stable operation. Therefore, it is necessary to analyze the reliability of gas pipelines with corrosion defect. This paper uses the corresponding methods to predict the residual strength and residual life of pipelines.

Design/methodology/approach

In this paper, ASME-B31G revised criteria and finite element numerical analysis software are used to analyze the reliability of a special dangerous section of a gas gathering pipeline, and the failure pressure and stress concentration of the pipeline under three failure criteria are obtained. Furthermore, combined with the predicted corrosion rate of the pipeline, the residual service life of the pipeline is calculated.

Findings

This paper verifies the feasibility of ASME-B31G revised criteria and finite element numerical analysis methods for reliability analysis of gas pipelines with corrosion defect. According to the calculation results, the maximum safe internal pressure of the pipeline is 9.53 Mpa, and the residual life of the pipeline under the current operating pressure is 38.41 years, meeting the requirements of safe and reliable operation.

Originality/value

The analysis methods and analysis results provide reference basis for the reliability analysis of corroded pipelines, which is of great practical engineering value for the safe and stable operation of natural gas pipelines.
