Abstract

Purpose

This research aims at conducting a survey of web‐based services offered by Asian national libraries.

Design/methodology/approach

To do this, 23 accessible and English language web sites of national libraries in Asia were studied. Direct observation and a checklist including six general services were used for data collection and data evaluation, respectively. In order to determine the detailed services provided by national library web sites, five web sites of the greatest and historical national libraries in the world with appropriate geographical distribution were taken into account.

Findings

National Library of Singapore had the first rank in providing its services via a web site for users and was the only national library in Asia that provides more than half of its services (52.29 per cent) via the web site. The national libraries of seven countries: Japan, Malaysia, China, Iran, Israel, Seri Lanka, and Kyrgyzstan provide web‐based services in the range of 25‐50 per cent, respectively in descending order. And the web sites of Asian national libraries (ANLs) were far from ideal and optimal as an online service provider.

Practical implications

Asian National Libraries must use the web facilities for achievement of their target goals and provision of their information services in the best manner. It is also suggested that these libraries should make high use of both traditional library tools like bibliographies and web‐based ones including web forms, chat, videoconferences, and so forth to meet their goals and ideals.

Originality/value

This study provides a unique insight into the situation of provision of web‐based services offered by national libraries in selected Asian countries.

Abstract

Purpose

One of the means to enhance the employability skills of tertiary graduates transiting into the job market has been the compulsory national service instituted by the Government of Ghana. The purpose of this study, therefore, is to examine the contribution of the mandatory national service to enhance the employability of tertiary graduates in Ghana.

Design/methodology/approach

The study used the longitudinal descriptive survey design to sample 375 national service personnel (2018 and 2019 batches) of 13,874 service personnel posted to the Central Region of Ghana, and 31 employers.

Findings

The study found human relation, communication and experience to enter the job market were perceived higher by tertiary graduates in Ghana. It was also found that the preferred employers amongst tertiary graduates were the government, multinational companies and public schools. Skills mismatch between the acquired skills of tertiary graduates and the skills required by employers was also found. Responsible factor identified was the posting of personnel for national service without considering their academic background and future job aspirations. Tertiary graduates transiting into the job market after the national service preferred to be employed by the government because of the lack of entrepreneurial skills.

Practical implications

Therefore, it was recommended that the national service secretariat post national service personnel to organisations that reflect personnel's career aspiration.

This article follows on an investigation conducted by the Unit for Library and Information Research of the Human Sciences Research Council in 1981 for the Department of National Education. The article is limited to a consideration of the aim and functions of national library services. Abstract

The Australian National Standards for Mental Health Services (Commonwealth Department of Health and Family Services, 1996) were developed as a plank of the first National Mental Health Plan (Commonwealth Department of Human Services and Health, 1992). Over the two subsequent national five‐year plans, they have become the basis for accreditation surveys for all Australian mental health services, both hospital and community components, whether acute or rehabilitation oriented, throughout the psychiatric career of all mental health service users and their families. The development and implementation of these standards are described. Innovations in this set of standards are detailed, specifying requirements of each phase of care, including access, entry, exit and re‐entry, and the parallel development and training of paid consumer and family carer surveyors. Largely due to the brevity and clarity of these innovations, because of a broad consultation process, and incorporation of interventions and service delivery systems that are both evidence‐based and congenial to service users, they have achieved a wide acceptance among, and championing by, service user and family carer networks. A recent review of the national standards was timely and welcomed, but is still incomplete, contentious in its protracted process, has a lack of consistent consultation and contains diluted and disorganised results. Implementation guides will now be developed to be superimposed on this revision in an attempt to improve and navigate it.

Abstract

Purpose

This paper aims to describe the role of the National Library of Australia in the Australian interlibrary loan environment, not just in terms of providing access to National Library collections through the document supply service, but also in providing infrastructure to support interlibrary loans across Australia.

Design/methodology/approach

The paper describes the various roles the National Library plays in the interlibrary loan/document delivery environment in Australia. It covers the document supply service and the Libraries Australia service, which provides the infrastructure that supports interlibrary loans/document delivery in Australia, and briefly reports on the evaluation of services currently being undertaken.

Findings

Providing access to library collections is complex and constantly changing. Client expectations are increasing, and libraries need to change traditional practices to meet user needs.

Originality/value

The paper covers the services offered by the National Library of Australia in supporting interlibrary loans/document delivery. Very few papers cover this topic.

Abstract

Purpose

This chapter examines why managed clinical networks are an appropriate approach to sustainable healthcare, and discusses the conditions for the effectiveness of these multi-stakeholder, clinician-led modes of organizing. It describes the development of a national clinical network to achieve system-wide improvement in the provision of publicly funded cardiac surgery services in New Zealand, and the subsequent evolution of a broader network encompassing the whole cardiac care patient pathway.

Design

The case study of the two cardiac clinical networks focuses on the emergence and evolution of the networks over a four-year period from 2009. Data were collected from interviews with key stakeholders of both networks and from internal and published documentary evidence. Analysis of the case study is informed by network theory and prior studies of managed clinical networks.

Findings

Progress made towards the achievement of the goals of the initial cardiac surgery network encouraged a broadening of focus to the entire cardiac care pathway and the establishment of the national cardiac network. An important benefit has been the learning and increase in understanding among the different stakeholders involved. Both clinical networks have demonstrated the value of clinician engagement and leadership in improving the delivery of health services, and serve as a best practice model for the development of further clinical networks for health services that require a national population base.

Originality and value

The case study analysis of the two cardiac clinical networks identifies five mutually reinforcing themes that underpin network effectiveness: network structure, management and governance, and internal and external legitimation. These themes encompass a number of factors suggestive of successful managed clinical networks, and offer insights into the use of such networks in organizing for sustainable healthcare.
