Abstract

Purpose

The purpose of this study is to examine the disaster management procedures and measures adopted by public institutions in managing their information resources with a view to identifying possible problems and making recommendations for their resolution.

Design/methodology/approach

Questionnaires, interviews and observation were used to collect data from 65 respondents from 19 ministries and five respondents from the Public Records and Archives Administration Department (PRAAD) and the National Disaster Management Organization (NADMO). Descriptive statistics and content analysis were used to analyze the data collected for the study.

Findings

In the 19 ministries surveyed, the findings revealed high levels of unpreparedness to manage disasters concerning public records. The study also revealed the exposure of the ministries to various kinds of risks in their operations, and the lack of coordination between the heads of public sector institutions, NADMO and PRAAD. Also, inadequate budgetary allocation for the records department of the ministries and PRAAD was identified.

Research limitations/implications

The study concentrated on the headquarters (HQ) of the ministries because they are the administrative headquarters of public sector institutions and they make policies that are complied with by all the Regional and District branches as well as the Departments and Agencies in executing their tasks. The major limitation of the study was the inability of the researcher to cover all the ministries.

Practical implications

The recommendations made included cooperation among heads of the ministries, PRAAD and NADMO to develop a national information disaster management plan for the effective management of public records and information and a comprehensive program in public institutions to orientate staff on information disaster management.

Social implications

The study set the tone for public sector institutions and other institutions in the same area of operation to review the processes and procedures with regard to recordkeeping. Also, the study is anticipated to draw the attention of policy-makers (management of the ministries) and regulatory bodies in the field of records and disaster management (PRAAD and NADMO) to review their plans and policies to make provision for information disaster management.

Originality/value

The study is a research paper and critically looks at the disaster preparedness of public sector institutions in managing their records/information. It also examines whether there are any collaboration and coordination among public sector institutions in Ghana in having disaster preparedness and management plan to safeguard public records/information.

Abstract

Purpose

The purpose of this paper is to investigate disaster accountability process, and it seeks to advocate for involvement of victims as salient stakeholders in the accountability process.

Design/methodology/approach

The authors adopt a case study of the 3rd June, 2015 flood disaster and fire that occurred in Accra, Ghana and draw mainly on interviews, as well as observations and a review of publicly available documents.

Findings

Several actors are involved in disaster management in Ghana. These actors play several roles as part of the disaster management process. Coordination is observed among some governmental actors. However, there is a little collaboration among these actors. There are, therefore, no clear accountability relationships between the actors. Moreover, the forms of accountability process are largely upward and internal. So, although we find the victims as salient stakeholders, their perspectives are not prioritised as part of the accountability process.

Research limitations/implications

As a result of less engagement with victims in the accountability process, a central accountability concern, outcomes, namely, benefits for victims in terms of changes in their knowledge, status, attitudes, values, skills, behaviours or conditions were not promoted. Downward accountability should be encouraged to promote better outcomes.

Originality/value

Although some studies on accounting for disasters have been undertaken, there is none in our local context, and also this study has been able to uncover under-representation of victims in the accountability process using adaptive accountability lens.

Abstract

In recent years, there have been calls on African countries to develop disaster governance system that recognises the complex nature of disaster events and reflects how their impact can prevent governments from achieving their development objectives. This chapter examines Ghana’s response to the calls by exhuming disaster management policies and the missing links in their implementation. This research was approached by comprehensively reviewing literature related to the subject. The review was supported by field-based interviews involving key stakeholders, some of whom are directly involved with disaster policy planning and implementation. The results show that even though there are several disaster management policies, they are fragmented and found within several institutions, a situation that has created some missing links in their implementation. For instance, poor collaboration and coordination among disaster management institutions hampered efforts towards disaster risk prevention, preparedness and mitigation which are viewed as cross-cutting themes in disaster management. Even more intriguing, critical stakeholders such as community groups who often play important roles in rescue and recovery operations and continue to render humanitarian services after official operations have ended are excluded from the everyday decision-making processes. Empirically, this chapter draws attention to how endogenous interventions that are deeply rooted in the culture of the people that could support well-crafted disaster legislations are often ignored. This chapter concludes that these missing links need to be addressed in order to make Ghana resilient to disaster.

Abstract

Purpose

Accra, the capital of Ghana is far away from major earthquake zones of the world, but has a history of destructive earthquakes. However, its seismic risk does not attract the requisite attention. The purpose of this paper is to give an overview of Accra's seismic risk, discuss challenges faced and risk‐reduction initiatives, and then to propose specific strategies that are necessary to reduce this risk.

Design/methodology/approach

The approach taken is to: give an overview of Accra's profile and seismicity; discuss disaster management structures in place and the challenges faced; discuss seismic risk‐reduction programs; discuss the risk‐reduction strategies of two cities in other developing countries, with the view of identifying specific strategies that would be helpful to Accra; and conclude with specific risk‐reduction action measures that are important for Accra.

Findings

A number of specific recommendations to reduce Accra's seismic risk are made at the end of the paper. Among these, the need to set up a national organization with the sole mandate of championing seismic risk reduction is identified as a critical step needed. Without this, and others, the paper contends that Accra would not experience any significant reduction of its seismic risk.

Social implications

The paper presents a viewpoint of important action steps that need to be taken to reduce Accra's seismic risk. The points raised in the paper are considered as important first steps necessary for any form of sustainable disaster risk reduction. The paper would thus be of interest to any person or organization interested in helping reduce Accra's seismic risk.

Originality/value

This is the first paper to put Accra's seismic risk in a global context, and then propose action steps that are necessary to help reduce this risk.

Abstract

Purpose

The purpose of this paper is to identify the challenges of humanitarian logisticians with respect to different types of disasters, phases of disaster relief and the type of humanitarian organization. A conceptual model is constructed that serves as a basis to identify these challenges.

Design/methodology/approach

The paper is based on a country as a case, namely Ghana. Structured and unstructured data are collected in a workshop with humanitarian logisticians, and complemented with presentations of humanitarian logisticians, as they perceive their challenges. Disaster statistics and country profiles are used as secondary data.

Findings

The paper shows that some disasters defy a categorization between natural and man‐made causes. Challenges of humanitarian logisticians depend not only on the disaster at hand, but also on the local presence of their organization. The most emphasized challenge is the coordination of logistical activities. Challenges can be managed better if attributing them to different stakeholder environments.

Research limitations/implications

Applying stakeholder theory to logistics, this paper provides a greater understanding for the challenges of humanitarian logisticians.

Practical implications

A stakeholder categorization of the challenges of humanitarian logisticians helps to find potential collaboration partners as well as to mitigate these challenges.

Originality/value

Humanitarian logistics is a rather new field in logistics literature. What is more, there is a lack of empirical cases in the field. This paper proposes a conceptual model based on an actual empirical case.

Abstract

Purpose

This study explores the critical success factors (CSFs) in humanitarian supply chain management (HSCM) by focussing on flood disaster management (FDM) in Ghana.

Design/methodology/approach

An in-depth semi-structured interview and questionnaire surveys in a sequential data collection approach were used to collect data from definitive stakeholders of humanitarian organisations. The data was analysed using exploratory factor analysis (EFA), confirmatory factors analysis (CFA) and structural equation modelling (SEM) techniques.

Findings

Seventy-four factors were identified as success factors of HSCM of flood disaster management. However, 41 of these factors were statistically significant and considered as critical. In descending order, these factors relate to management practices, education and training, stakeholder involvement and cooperation, infrastructure, innovation and technology, materials and resources, administrative practices, socio-cultural and economic. Whilst some factors are internal to the humanitarian organisations, others are external factors that are beyond the control of humanitarian organisations.

Research limitations/implications

Even though this study offers empirical results that could guide policymakers in their decision-making about humanitarian operations, care needs to be taken since the data is within one country and within a specific disaster context – hence, policymakers need to consider the local contextual dynamics. Future studies could look at different disasters context to make a comparative analysis of various types of disaster operations.

Practical implications

Institutions such as World Health Organization, Red Cross organisations and UN seeking to curbs global-warming-related disasters and the reduction of the effects of flood disaster can use findings as a guide during the formulation of HSCM policies and strategies.

Originality/value

Unlike previous studies of humanitarian operations that focussed extensively on theoretical expositions, simulations, conceptual frameworks and models, this present study offers empirical evidence of humanitarian operations in the context of SCM. Further, by highlighting on the HSCM CSFs, this study contributes to disaster reduction and their effects on humanity in the context of FDM. This research could be used as guide by governments and FDM organisations to make informed decisions on SCM areas to focus the most during FDM.

Purpose

Coordinating logistics in the midst of a relief operation is often an overwhelming job that can jeopardise the human life and assets if not done rapidly and practicably. The purpose of this paper is to evaluate the performance of relief logistics in a disaster situation in Ghana with emphasis on the coordination of emergency relief operation and effectiveness of inventory management.

Design/methodology/approach

A stratified sampling method was employed to a sample of 134 respondents from regional, district and municipal offices in the National Disaster Management Organisation in Ghana using a self-administered questionnaire.

Findings

The findings from this study revealed an effective assessment time but late delivery of relief items. They also revealed issues with respect to resource availability, inventory management and coordination with relief actors which resulted in slow response to affected population.

Practical implications

The result from this study reveals an ineffective disaster relief response. The practical implications of this issue have been highlighted. In addition, ways to effectively address this issue have been discussed.

Originality/value

Drawing insight from previous work and study finding, the paper presents a framework for effective relief logistics operation focussing on all relevant actors in each phase of disaster.

Abstract

Purpose

Business continuity and disaster recovery are directly associated frameworks which guarantee the continued operations of organisations after a disaster has occurred. Thus, researchers have continued to investigate best practices in this area. It is in this vein that the authors of this study seek to draw attention to what pertains in Ghana and what role the government can play to improve the situation. The purpose of this study is to explore some of the disasters which have been suffered by businesses in Ghana as well as the causes, effects and lessons learnt. The study will also look at business continuity and disaster recovery measures that could have been implemented in the examples provided.

Design/methodology/approach

The study follows a literature review approach by reviewing secondary data on both man-made and natural disasters that have affected Ghana in the past decade through the review of literature.

Findings

The comprehensive study of the selected disasters indicated the presence of business continuity and disaster recovery measures in some formal institutions; however, the informal sector appeared to have minimal provision for handling disasters.

Research limitations/implications

The authors were limited to the use of the account from the resources used since this study relied on secondary data.

Practical implications

The study indicates that businesses in Ghana must implement business continuity and disaster recovery plans to protect business operations in the event of a disaster.

Originality/value

The study has not been previously published in any other journal. Secondary data for carrying out the study were obtained from other publications including online media platforms in Ghana.

Purpose

Climate change is predicted to increase the vulnerability of urban populations to flood hazards. Against this backdrop, flood risk adaptation has become pertinent. However, in Ghana, current flood risk management practice is fostered by a reactive culture. There is limited research on how communities and government agencies are engaging with flood risk adaptation in improving resilience. Therefore, this paper aims to analyse the culture of communities and agencies through the cultural theory of risk (CTR), towards understanding the flood risk adaptation in Accra, Ghana. Culture is deciphered using the beliefs held by residents and public agency officials.

Design/methodology/approach

A qualitative methodology, underpinned by the constructivist paradigm, was adopted to understand factors that influence flood risk adaptation in informal settlements. Data was gathered using household and institutional interviews in Glefe, Accra, Ghana.

Findings

The results show that both disaster risk management institutions and community members are deeply concerned about current and future flood risk. However, their cultural beliefs concerning flood risk and adaptation are contradictory, broadly framed by fatalist, individualist and hierarchist beliefs. The contradictory emergent beliefs contribute to a clash of expectations and create uncertainty about how to respond to flood risk, impacting the implementation of required adaptation measures. Developing a collaborative flood risk management framework and a shared understanding of adaptation approaches may be a better alternative.

Originality/value

This paper advances understanding of how culture influences flood risk adaptation in developing country context.
