In the last 15 years, the high-growth economic rates of the Russian Federation (RF) have been caused by expansion of the country's participation in the world's raw and energy markets. Now the economic growth opportunities at the expense of these factors are generally exhausted, Russia is faced by problems of high-quality updating of all aspects of socioeconomic and sociopolitical life. These tasks are dictated as external “major challenges” of global character, and internal processes. To confront the challenges and to minimize risks, Russia needs to change the raw model of economic growth which poses the threats for stability of social and economic development.

First, the scientific, technological, and innovative policy which is carried out by industrially developed countries and some new industrial countries is to create the answer to a challenge of maintaining competitiveness and achievement of high productivity rates now. Its purpose is to stimulate development and deployment of advanced technologies, whose productivity significantly exceeds characteristics of traditional technologies.

The happening changes are so considerable that the world enters, perhaps, in the largest technological transition for all history when the richness of natural resources and low cost of work stop being major factors of growth. In total, these changes are estimated as “new industrial revolution” or, in narrower sense, as “technological revolution” which are based on the transition from mass production of the standardized production to the flexible high-performance production which is turning out the individualized products.

In this regard, the productive inclusion in new technological revolution, the implementation of the structural maneuver in economy and social system, can become one of the main objectives for Russia until 2035. The RF should pass a new development model which is based on high-tech industries. It is about the start of the big national project (program) “National Technological Initiative” (NTI).

The implementation of project-planning office functions of NTI is the priority direction of management and modern tool for business which is provided due to the development of NTI planning office, its full-scale expansion, and removal on operational power for support of development and implementation of the plans of measures (“road maps”) of NTI and projects for implementation of “road maps.”

The purpose of the work is to determine conflicts that may appear in clusters.

The methodology of the research is based on combination of systemic, institutional, and evolutional approaches, including private general scientific methods of subject-object, factor, comparative, functional and structural and descriptive analysis, classification, and modeling.

Comparison of programs of development of territorial innovational clusters is conducted, as well as comparative analysis of methodological approaches to analysis of the institutional basis of regional clusters; a ranking of target directions of regional programs of development of innovational territorial clusters is compiled. The authors’ classification of conflicts of regional clusters is offered.

The performed analysis helped to determine presence of various defects, dysfunctions, and negative effects with clusters that emphasize their high susceptibility to conflicts that have to be taken into account during formation of regional cluster policy, aimed at their conflict-free functioning.

This chapter elaborates on Industry 4.0 and the Internet of Things to develop a strategy of optimization and achieve sustainable industrial development of Russia. We propose a framework strategy for perfecting the process of management of Industry 4.0 in Russia. The provision of the development strategy with financial resources is to be ensured by a public–private partnership and implementation of transnational initiatives for cooperation in the sphere of Industry 4.0. The critical result of this chapter is that Industry 4.0 must become a top-priority direction of modernization and sustainable growth.

Aim of the present monograph is the economic analysis of the role of MNEs regarding globalisation and digital economy and in parallel there is a reference and examination of some legal aspects concerning MNEs, cyberspace and e‐commerce as the means of expression of the digital economy. The whole effort of the author is focused on the examination of various aspects of MNEs and their impact upon globalisation and vice versa and how and if we are moving towards a global digital economy.

Discusses common errors when companies invest in technology and considers the probabilities of success. Provides 175 questions and answers to reinforce the concepts introduced. States that this substantial journal is aimed primarily at the present and potential chief technology officer to assist their survival and success in national and international markets.

Technological outsourcing requires possessing the technological capability level by enterprises taking the outsourced activity and further mandates build-up capabilities. Small and medium enterprises (SMEs) in developing nations such as Ethiopia are usually equipped with low level of technological capability and could benefit from government-supported or government-initiated outsourcing networks. The current study aims to preliminarily assess performance of outsourcing initiative taken by the Hibret Manufacturing and Machine Building Industry, a subsidiary of a national corporation, in developing technological capability of SMEs in Ethiopia.

The study used a qualitative research approach through interviews with the parent company officials and owners of SMEs and site visit to these SMEs. Findings are organized in a way to draw lessons to be learned from technological outsourcing examined.

Technological learning, acquisition of new technologies, market access and process innovation are few capabilities achieved by the involved SMEs. To facilitate and harness these opportunities and further assist in policy ratification, a conceptual framework has been presented and elaborated.

Further investigation into outsourcing procedure and biases are expected to shed further light onto the outsourcing initiative by the parent company. This study drew results from investigation of the SMEs involved. Additional investigation of other SMEs is expected to reveal additional insights.

There is a dearth of literature focusing on exploration of technological outsourcing in low-income developing countries, such as Ethiopia, to build SMEs’ technological capabilities. This research presents insightful contribution to strategic outsourcing to build local technological capability in developing economies.

This paper discusses recent trends in public‐administration‐led foresight exercises from the perspective of how the choice of objectives and scope is reflected in the methods used. In countries where successive projects have been carried out, one can observe how the evolution in methods employed, aims to increase the impact and effectiveness of foresight. Organizing the discussion in terms of objectives departs from previous approaches in the literature which mostly distinguish between different foresight exercises according to the principal methodology used.
