Abstract

This chapter employs critical discourse analysis (CDA) to examine three key policy documents related to international education in New Zealand: The International Student Wellbeing Strategy (ISW), The New Zealand’s International Education Strategy 2018–2020 (IES), and The New Zealand’s Strategic Recovery Plan (SRP) for the International Education Sector. It asks, “How are discourses of international student wellbeing deployed in New Zealand’s international education policy documents?” The findings suggest that the actual targets of wellbeing in New Zealand international education policies were less the international students than New Zealand itself. I argue that discourses of international student wellbeing are instrumentalized in policy discourses to position New Zealand as a progressive and inclusive society and feed the competitive market dynamics driving the global international education market.

Abstract

Purpose

Many psychiatrists and trainees in Aotearoa New Zealand used telepsychiatry during COVID-19 lockdowns, despite minimal experience and training in the area. Research on a culturally safe telepsychiatry framework is lacking in Aotearoa. This study aims to provide a better understanding of telepsychiatry in the Aotearoa context and identify potential gaps with the current practice, with a focus on exploring telepsychiatry use with Maori, Pacific peoples and Asians.

Design/methodology/approach

This qualitative study was guided by the principles of the Kaupapa Maori methodology and the “Give Way Rule” from Pan-Pacific studies, to ensure culturally appropriate analysis and outcomes. Semi-structured interviews were conducted with a sample of psychiatrists and trainees recruited from Aotearoa members of the Royal Australian and New Zealand College of Psychiatrists. The qualitative data were then analysed using general inductive thematic analysis to identify the major themes.

Findings

In total, 18 participants were interviewed. Three key themes were identified: cultural safety such as preparation for a telepsychiatry session, cultural practices and equity issues; clinical practice such as continuity of care, patient selection and limitations; and process of running a telepsychiatry service.

Originality/value

The analysis of the main themes gives both practical ideas for providing a culturally safe telepsychiatry appointment, as well as a wider base for developing a telepsychiatry service that works particularly for Maori, Pacific and Asians mental health users. Issues around resources and expertise in the field are lacking and further frameworks to support infrastructure and training are needed.

This chapter considers the current status of inclusive education in New Zealand in relation to the UN's Agenda 2030 initiative and Sustainable Development Goal 4 (SDG 4). It outlines the history of the development of special education and inclusive education in New Zealand and provides a critique of policies and practices regarding education for children with special educational needs and disabilities (SEND). Policies on inclusion are considered in relation to those in other developed countries, and recommendations are made for future policy and practice for the education of children with SEND.

Abstract

This chapter examines changing attitudes towards exhibiting Chinese immigration in New Zealand. Drawing on archival research and qualitative interviews with subject experts and visitors, three museums are discussed: national narratives at the New Zealand Maritime Museum in Auckland and The Museum of New Zealand Te Papa Tongarewa in Wellington; and regional representations at the Toitū Otago Settlers Museum in Dunedin.

The exhibition analysis shows that multicultural narratives of tangata tiriti immigration including Chinese only became prevalent in the 1990s, when changing attitudes in society at large and progressive immigration legislation influenced strategies of display.

These modernised national narratives propagate a multicultural paradigm. However, exhibiting Chinese immigration history constitutes only a small part of the larger mission of national museums. Accordingly, narratives of Chinese immigration remain superficial, serving celebratory representations of ethnic communities, while racism and discrimination are an important, but not central aspect of these narratives.

At the regional level, Toitū re-invented itself into a social history museum with a more inclusive and reconciliatory agenda, with a redesign in 2013 subsuming Chinese immigration into an intercultural narrative, featuring alongside other minority groups with a focus on cultural contact and exchange.

Nevertheless, all three museums still rely on narratives based on minorities and majorities arranged around a stable hegemony. Consultation and cooperation with Māori also reveal the wish to be presented as first people, set apart from tangata tiriti. That way biculturalism seems to act as a dividing force spatially, but thematically both immigration histories are more and more intertwined.

Abstract

Purpose

The purpose of this paper is to review the recordkeeping response to the COVID-19 pandemic in New Zealand. It identifies how archival authorities supported potential changes in recordkeeping practice as a result of constraints brought about by the pandemic, in particular the shift to work-from-home as the dominant paradigm.

Design/methodology/approach

Analysis of guidance, standards and initiatives published online by New Zealand archival authorities in the early stages of the pandemic was undertaken and contextualised with international counterparts.

Findings

Findings indicate that guidance provided to support changes in recordkeeping practice brought about by the pandemic was high-level, outlining potential considerations and possible pitfalls but did not provide applied advice on how to approach the shift to a work-from-home reality.

Originality/value

Research into the effects of the pandemic on recordkeeping practice and output is in its infancy; this paper contributes a brief insight into the New Zealand experience.

Abstract

Purpose

This study aims to examine the value orientations of New Zealand agribusiness investors and how these orientations influence their reactions to the environmental and social implications of agribusinesses.

Design/methodology/approach

In the context of the New Zealand agricultural sector, the views of investors as published in print and broadcast media between 2018 and 2022 are gathered. The study uses qualitative content analysis to analyse the data. The study is based on the value-belief-norm theory.

Findings

The study reveals that New Zealand agribusiness investors express concern about the environmental (biospheric) and social (altruistic) impacts of the agribusiness sector, prompting calls for greater transparency, climate adaptation and ethical investment options. Additionally, they actively support local businesses to benefit their communities and preserve cultural heritage. Despite these biospheric and altruistic tendencies, investors also prioritise financial and non-financial interests (egoistic). This highlights a nuanced perspective guiding their investment choices – a balance between self-interest and contributing to the greater good. This signals a shift towards socially and environmentally responsible investment practices driven by multifaceted values.

Research limitations/implications

The findings of this study highlight the role of non-pecuniary motives, like values, in determining the relevance of environmental and social information.

Practical implications

The study’s findings offer insight to agribusinesses on how investors’ value orientations shape their investment decisions. This understanding can guide businesses in framing a reporting strategy that enhances the likelihood of investors perceiving reporting as relevant and persuasive, thereby attracting more investments. In turn, this tailored reporting approach assists investors in making well-informed decisions in assessing the environmental and societal risks of agribusinesses.

Originality/value

The study offers a framework explaining how agribusinesses can increase the likelihood of investors finding firms reporting relevant and persuasive, leading to increased investments in environmentally and socially sustainable practices.

Abstract

Purpose

This article reviews New Zealand's journey through managing Covid-19. It provides a chronological overview of key developments. The article analyses the impacts of Covid-19 on business and society and offers lessons for others from the New Zealand case.

Design/methodology/approach

The article draws on various sources, primarily media pieces and government information. It also critically analyses and interprets the New Zealand response.

Findings

The initial onset and response from the New Zealand government, albeit with closed borders, was effective in terms of keeping the country relatively Covid free. The country was slow to introduce vaccinations, but the uptake was swift. A vaccine mandate to coincide with a Delta outbreak was controversial. Importantly, the New Zealand case is characterised by political leadership strongly and explicitly informed by public health expertise and advice which was routinely demonstrated throughout the period in discussion.

Originality/value

The article offers an important overview and analysis of New Zealand's experience with Covid-19 and its response, with particular focus on the way in which the government and public health specialist advisors interacted.

Abstract

Indigenous students that live in poverty experience contextual socio-economic factors with residual effects of lower educational outcomes than their non-Indigenous counterparts. Indigenous children that live in poverty often have fewer resources, are segregated, and continue to be marginalized in the classroom. The vicious cycle of low education levels for Indigenous peoples confines them to low paying employment or unemployment that results in ongoing poverty or being a statistic categorized as the working poor. The purpose of this research was to gain a better understanding of the strategies that teachers have animated in their classrooms, which they perceived to be successful in encouraging Indigenous students to attend school, remain in school, complete course credits, and persevere to graduate from high school. The intent was to discover the how-to strategies and advance working knowledge of pedagogical practices leading to improved educational experiences and achievement levels for Indigenous students. This chapter will present the observations and qualitative findings of the case studies conducted in New Zealand and Canada, wherein 14 teachers described what they did and what it looked like in their classrooms. A constructivist approach was utilized to make meaning and gain the interpretations from the participants. This was achieved by first viewing the interactions in the classrooms and, through the interview process, being able to garner a better understanding of what was witnessed from the point of view of the participants.

Abstract

Purpose

Climate change reports from New Zealand claim that climate change will impact some cities such as Auckland from a heating-dominated to a cooling-dominated climate. The benefits and risks of climate change on buildings' thermal performance are still unknown. This paper examines the impacts of climate change on the energy performance of residential buildings in New Zealand and provides insight into changes in trends in energy consumption by quantifying the impacts of climate change.

Design/methodology/approach

The present paper used a downscaling method to generate weather data for three locations in New Zealand: Auckland, Wellington and Christchurch. The weather data sets were applied to the energy simulation of a residential case study as a reference building using a validated building energy analysis tool (EnergyPlus).

Findings

The result indicated that in Wellington and Christchurch, heating would be the major thermal load of residential buildings, while in Auckland, the main thermal load will change from heating to cooling in future years. The revised R-values for the building code will affect the pattern of dominant heating and cooling demands in buildings in Auckland in the future, while in Wellington and Christchurch, the heating load will be higher than the cooling load.

Originality/value

The findings of this study gave a broader insight into the risks and opportunities of climate change for the thermal performance of buildings. The results established the significance of considering climate change in energy performance analysis to inform the appropriate building codes for the design of residential buildings to avoid future costly changes to buildings.

Abstract

Purpose

The purpose of this study is to examine the views from Pacific addiction service providers with the aim of exploring perceived barriers and solutions for Pacific substance and behavioural addiction services in Aotearoa, New Zealand.

Design/methodology/approach

One-on-one semi-structured interviews were conducted with eight Pacific alcohol other drugs and gambling health professionals in New Zealand. Interviews were audio recorded and transcribed verbatim. A general inductive thematic analysis was then used to identify themes.

Findings

Pacific alcohol other drugs (AOD) services have adapted well to the COVID climate; stigma and time remain persistent barriers to access for clients. Pacific AOD services expressed concerns regarding their disconnect with primary health care and the need for collaboration and partnership. Pacific AOD models of care and workforce development would be encouraged, supported and provisioned with increased and stable funding within the sector.

Research limitations/implications

The lack of prioritisation and adequate funding that Pacific AOD services continue to face needs to be addressed. This will ensure that the expansion of Pacific AOD services is not only sustainable in regards to growing the Pacific AOD workforce but can also safeguard the responsiveness of the Pacific AOD sector to the changing demographics and increasing AOD needs of future Pacific populations in New Zealand.

Practical implications

Stigma, timing of AOD services and the disconnect between primary and secondary Pacific addictions continue to hinder accessibility to AOD services for Pacific people. The findings highlight that Pacific AOD services require a health system embedded in equity, operating to protect, foster, enhance Pacific models of addiction care and service delivery.

The lack of prioritisation and adequate funding that Pacific AOD services continue to face needs to be addressed. This will ensure that the expansion of Pacific AOD services is not only sustainable in regards to growing the Pacific AOD workforce but can also safeguard the responsiveness of the Pacific AOD sector to the changing demographics and increasing AOD needs of future Pacific populations in New Zealand.
