Abstract

Purpose

The purpose of this paper is to show how libraries in New Zealand have developed their digital strategies in order to serve its citizens, the country and the world.

Design/methodology/approach

A description of various New Zealand initiatives is given, many of which involve the National Library of New Zealand.

Findings

The four components of the New Zealand Digital strategy: connection; content; confidence; and collaboration have been driven by the library and information sector.

Originality/value

The paper provides a personal insight, by the National Librarian, into key digital developments in New Zealand

Abstract

Purpose

This opinion piece outlines the actions taken by the New Zealand government and tourism sectors in response to Covid-19 and to explore the potential lessons for resilience building in tourism for other destinations.

Design/methodology/approach

The analysis integrates descriptions of the Covid-19 outbreak and tourism-related policy responses in New Zealand, taken from prominent medical, governmental and journalistic accounts.

Findings

The resilience of the economy and domestic tourism was a major New Zealand policy priority, but this was seen by the Ardern administration as best achieved by first ensuring the health and well-being of the populace, as quickly and comprehensively as possible. This, in turn, required proactive, nationally coordinated measures designed to minimize the spread of Covid-19 including: lockdowns, preventive social-distancing and mask mandates, a four-level graduated strategy for ensuring national Covid-19 recovery (which later morphed into the “traffic light” system) and closely following the medical and epidemiological advice of experts in the related academic sciences. As a result of these, the negative impact on health, the overall economy and the tourism sector was substantially minimized, when compared with many other similar nations during the 2020–2022 period.

Originality/value

The New Zealand experience holds important lessons for preserving and rebuilding the hospitality and tourism industry in the aftermath of Covid-19, and during future similar pandemics.

Abstract

New Zealand is a small nation with experience and challenges in the area of interlending that have relevance for both developed and less developed countries. The National Library of New Zealand operates in a political environment that is committed to ensuring effective control and value for money of public expenditure. Employing both well tested professional strategies and the opportunities opened up by new technologies, the National Library is committed to maximising national access to library resources through facilitating interlibrary lending and document delivery. In mid‐1999 the National Library replaced the automated interlibrary lending module of its national bibliographic utility with a fully standards‐compliant facility. Central to this system is the automated national union catalogue and library directory service maintained by the National Library. The Library also has a history of working in partnership with the library profession to manage a national resource‐sharing cooperative.

Abstract

Having shaken off the formal mantles of their British forebears, Australians and New Zealanders are eagerly embracing the latest management development (MD) approaches, adopting and adapting North American and European methods. Recent government reports highlight the need for both basic and advanced MD, increasing the receptivity of the business community for fresh, imported MD programs. Successful localisation of overseas offerings depends on an awareness of subtle differences between the two countries as well as between them and other English‐speaking regions. In addition to anecdotal advice for the flying MD consultant, we provide an environmental scan, focusing on cultural distinctions and recent economic developments affecting demand for, and practices in, MD in Australia and New Zealand. Our goal is to maximise your success in prospecting, designing, and conducting MD programs in our countries.

Abstract

Purpose

A long-term collaborative public water infrastructure procurement contract in New Zealand adopts “Enterprise Alliance” delivery (strategy) with a Construction Consolidation Centre (CCC) (operational) logistics solution. New Zealand's unique spatial, market, regulatory and economic circumstances present a research gap pertaining to the sustainability impacts of the combinatory implementation. The paper suggests a literature review-based research framework for examining these.

Design/methodology/approach

Systematic literature review (SLR) discovers unique New Zealand attributes, and sustainability impacts of both the approaches overseas. Towards formulating a research framework, the paper discusses sustainability of construction and its New Zealand context, and research focus within the implemented model. Significant issues from SLR reveal Design, Logistics, Impacts and Spin-offs research domains. The paper suggests a research framework and examines an appropriate research design.

Findings

CCC implementation under a programme alliance is without precedent in New Zealand. Variance of New Zealand's unique attributes from North American and European characteristics behind successful implementation are likely to impact domestic outcomes. A research framework to test this hypothesis will enable investigating the relevance of the concepts to New Zealand settings and provide a contextual implementation datum. Implementation benchmarks will potentially influence public policy and enrich indigenous knowledge corpus, potentially transferrable to associated domains (urban planning, transportation and energy).

Originality/value

The paper attempts to define a research direction in the domain of applying supply chain management principles to the New Zealand's construction sector by investigating the employment of a CCC in a collaborative environment as an infrastructure project delivery vehicle with sustainability leanings.

Abstract

Purpose

The world is changing and key change agents include climate change and scarcity of resources. The purpose of this paper is to address how New Zealand and tourism could address the future and generate appropriate strategic responses.

Design/methodology/approach

Using the process of scenario analysis and drawing upon recent research from the www.tourism2050.com project, this paper describes the circumstances, drivers, economic consequences and key decisions that New Zealand would have to take in order to position itself as an eco paradise. The background to the scenario presumes overarching behaviours in a cooperative world in which resources are scarce.

Findings

The scenario portrays a future of collective individualism, where a high degree of personal freedom exists but within the constraints of a world in which there is a scarcity of resources. A communitarian ethos drives policy making with an emphasis on efficient resource use and waste minimisation. New Zealand is a nation favoured by climate change. Environmental intellectual property is one of the nation's key resources and in the spirit of achieving a global environmental equilibrium these technologies are shared with the rest of the world. Life is simple. Competitive individualism is equated with excess and resource waste, while cooperation, harmony, and the continuation of a global cooperative psyche are seen as the foundation stones of the continued, relatively comfortable survival of humanity. Tourism is a luxury and activities are environmentally ethical. Visitors are well‐off, purposeful, highly respectful and careful to prove their worth.

Originality/value

Eco paradise represents the classic tale of a prisoner's dilemma in which decision makers and consumers ponder the betterment of humankind against individualism. The scenario concludes with a strategic map of the core decisions New Zealand's tourism industry would have to take. The significance of the paper is its portrayal of a possible future to industry leaders, researchers and stakeholders thereby facilitating decision making in order to adapt to this future.

Abstract

After the 1907 collapse of the new Otago University Veterinary School, a gap of over half a century elapsed before the Massey University Veterinary Faculty was opened in 1964. This interval means linear professionalisation accounts from pre‐modern animal care by farriers and cow leeches to modern cadres of scientific veterinarians are challenged by contingent and particular features in the New Zealand setting. The educational sequence is inevitably linked with other aspects of society, economy and workforce around the veterinary ‘professional project’. Limited research into veterinary development and education in New Zealand includes accounts by veterinarians ‐ Laing’s monographs,4 Shortridge, Smith and Gardner’s history of the veterinary profession, and Burns’ historical sociology thesis.

Abstract

Purpose

The purpose of this paper is to investigate the financial determinants of local government debt in New Zealand.

Design/methodology/approach

To investigate the financial determinants of local government debt in New Zealand, the authors analyse the relationship between key financial variables with local government debt in New Zealand based on the theories of fiscal accountability and moral hazard using a panel data methodology, specifically the pooled ordinary least squares regression model.

Findings

The findings suggest that council income is the major financial determinant of local government borrowing in New Zealand rather than infrastructural spending and that during the global financial crises (GFC) borrowing levels of New Zealand local councils was not significantly impacted. However, the findings indicate that post the GFC, low interest rates have stimulated increased borrowing activity by New Zealand local governments to fund infrastructure.

Originality/value

This paper is the first to examine the determinants of local government debt in New Zealand. The findings of this study contribute to better understanding of local government/municipality debt in New Zealand and internationally by providing evidence on the financial determinants of debt of local governments and the indirect use of government policy to control local government borrowing. The findings of this study are anticipated to affect local government practices and national government policies in relation to local government finances.

Purpose

The purpose of this paper is to present a narrative history of the birth of human resource management in the New Zealand hotel sector. This historical development is analysed through the influence of changes in the national economic and employment relations context, the demise of national corporatist structures and individual and enterprise level agency. Thereby, the paper provides a new explanatory framework for the origins of human resource management in hotels and also presents this unique birth of human resource management as a microcosm of the wider social, political and economic “big bang” that fundamentally changed the course of employment relations in New Zealand during the 1980s and 1990s.

Design/methodology/approach

The data for this paper were gathered as part of a larger historical study of employment relations in the New Zealand hotel sector from 1955 to 2000. The sources for the study included semi-structured interviews and archival research, which were interpreted using manual thematic analysis.

Findings

The paper presents an original explanation of the birth of human resource management in New Zealand hotels by drawing on historical changes in national frameworks, corporatist approaches and individual agency, and thereby, it illustrates the uniqueness and intensity associated with the implementation of human resource management in New Zealand hotels.

Originality/value

This paper makes a significant contribution to the scant literature on the historical origins of human resource management. It also explains the historical and contextual embeddedness of various employment relations approaches in New Zealand hotels.

Abstract

Purpose

The difficulty associated with determining what constitutes immigrant entrepreneurial behaviour lies in the road being travelled differently by immigrants with regard to backgrounds, value systems, cultural heritages and host country characteristics. The purpose of this paper is to present the findings of a case study analysis of Indian immigrants operating small businesses in New Zealand. The study asks the question: what patterns of entrepreneurial behaviour exist within Indian entrepreneurs in New Zealand and how do they differ from Indian communities in other host countries?

Design/methodology/approach

A case study design was employed, based on a framework consisting of migration, settlement, cultural and business profiles. The data were collected via multiple data sets of: semi‐structured interviews with Indian immigrant entrepreneurs; interviews with New Zealand based Indian community leaders; and New Zealand statistical data.

Findings

The case study analysis identified many of the common Indian ethnic minority traits such as: adaptability, strong work ethic and predisposition for employment; and barriers such as discrimination and job dissatisfaction. However, the study also revealed country specific characteristics such as a lack of enclaves, differing business drivers and a market orientation that matched a New Zealand context.

Originality/value

This paper is a clear reminder to host country policy makers of the importance of differentiated approaches to understanding ethnic minority businesses in different host countries. To this end, this paper offers fresh insights into Indian immigrant entrepreneurship in New Zealand and how they match their behaviour to the environment they encounter.
