Abstract

Purpose

The purpose of this study is to improve understanding of the role of the family as NEET determinants in a country with free education in a Mediterranean or Southern European welfare state, so that the authors can contribute to policy recommendations and offer suggestions for future studies.

Design/methodology/approach

The authors used TurkStat (2021) household workforce statistics microdata (TurkStat permit number 10484) for multinomial logistic regression. These microdata are the most detailed data representation of all households in Turkey in 2021, representing all household members (n = 635.159) and young people aged 15–24 years (n = 88.974) in Turkey. Of the data on youth, those not in education or employment constituted the NEET sample (n = 21,729). The authors also used the 2014–2020 household workforce statistics microdata (TurkStat permit number 3188) to explain the proportional changes between the status of NEETs in past years and today.

Findings

The age factor (20–24) and long-term unemployment in men and marital status (for married and divorced) in women are of critical importance for the risk of being NEET. Compulsory education is the most influential factor in reducing the risk of NEET for both genders. The estimations of logistic regression models showed significantly that the increase in the education level of parents decreased the probability of NEET in the household. In particular, the gains of mothers after compulsory education (university, postgraduate education) increased the probability of young people in the household being NEET compared to the education levels of fathers.

Originality/value

The authors make two contributions with this study. First, the authors discuss current microdata and NEET determinants in Turkey, which is the subject of limited research and has one of the highest rates of NEET in the 15–29-years age category (28.7%) in the OECD (2021). Second, the authors are the first to examine parental education or employment for NEETs in Turkey. Findings from the study allow comparison of Turkey and southern European welfare regime countries and fill the gap in the literature on NEET and parent relationship in Turkey with a strong and up-to-date dataset.

Abstract

Purpose

The paper aims to provide comparative empirical evidence on young people neither in employment nor in education and training (NEET-youth) under the influence of the digital divide, education and sectoral growth across the EU regions, with a focus on the transition patterns followed over time by EU regions in bridging the digital divide and their specific implications on school-to-work transition (STWT).

Design/methodology/approach

Firstly, five variables on Internet usage activities are aggregated into an index of E-skills. Secondly, linear dynamic panel data regression models are used to explain the influence of various factors on regional rates of NEET-youth, with or without grouping regions upon the digital divide in relative terms.

Findings

Advanced digital literary skills are found to have a stronger effect on the STWT than the basic ones. The growth of employment in specific economic activities like “Information and Communication” enhances STWT, but only when considering regional differences in the digital divide and E-skills as well. However, the negative effect of deprivation and low educational attainments on STWT is offset by a low level of the regional digital divide. In addition, more R&D expenditure in higher education is necessary to compensate for the effect of the digital divide on the STWT.

Practical implications

On brief, the policy implications are twofold. Firstly, regions will need to focus more on reducing the digital divide, because it will not only generate positive effects for STWT but will also enhance the positive impact of education and sectoral growth on STWT and even compensate for their low progress. Secondly, in the context of the EU single market, to better address the situation of young people, regions should monitor the relative progress in bridging the digital divide and improving E-skills, with respect to the other EU regions. Improving the relative position on the EU map of E-skills increases the effectiveness of regional policies targeting the STWT.

Originality/value

The originality of the paper lies in the regional approach to the relationship between STWT and the digital divide, which allows us to derive new policy measures for the EU regions. Other innovative contributions rely on the identification of (1) transition patterns that region follow over time in improving STWT while bridging the digital divide and (2) policy measures addressing the NEETs in the context of the regional digital divide.

Abstract

Purpose

The purpose of this paper is to apply an intersectional analysis to assess the impact of structural factors on the risk of being a NEET for youth in Spain. The author study if inequalities have changed after the economic crisis, once youth policies designed to improve the Spanish school-to-work transition (SWT) system were implemented.

Design/methodology/approach

Drawing on microdata from the Spanish Survey on Income and Living Conditions, the paper compares the probability of becoming not in employment, education or training (NEET) of young men and women born inside or outside Spain and living in different types of households.

Findings

Although unemployment rates have improved since the end of the crisis, the situation regarding youth employment, poverty and inequalities remains challenging. Gender and other structural differences are usually ignored in policy debates and in the measures adopted to fight youth unemployment, leading to the persistance of inequalities.

Research limitations/implications

The analysis illustrates new lines and trajectories in the segmentation of youth labor markets along the lines of gender, household and country of origin.

Practical implications

The findings highlight the need for introducing an analysis of the different sources of vulnerability in policy designs in order to promote a real and sustainable change in SWTs.

Originality/value

The contribution of this research to the literature on NEET and SWT is to introduce a framework that allows for the intersectional analysis of gender and other structural inequalities.

Abstract

Purpose

The objective of this study is to present evidence regarding how young people, who are not in education, employment or training (NEET) in South Africa, lack literacy skills and access to enabling resources to actively search and navigate information services systems that are primarily web-based. Information Poverty Theory is adopted to better understand the technological and social strata challenges experienced by young NEET people.

Design/methodology/approach

The study used semi-structured interviews for collecting data over two months in 2018, employing snowball sampling with 24 key participants, representing a diversity of educational backgrounds and previous experience of economic participation.

Findings

The findings of this study suggest that most interviewed young people, who are NEET, lack advanced information literacy and digital skills to access information services. The results also indicate that access to information services that are primed for online information is a challenge for most of these NEET young people residing in underserviced communities. The high cost of an Internet connection means that the Internet is out of reach for most low-income households. In communities that are underserviced with no adequate information and communication technology (ICT) infrastructure, people residing in such areas are subjected to living in circumstances where there is poverty and thus a lack of access to online information.

Research limitations/implications

This paper reports on data collected in 2018 using intense interviews, while acknowledging limitations in terms of the sample size. Hence, it is not fully representative of the whole population of young people, who are NEET, residing in the Gauteng Province of South Africa.

Practical implications

The findings illustrate the need for further collaboration among relevant stakeholders to strengthen existing programmes and for stronger partnerships. The arguments presented herein enhance knowledge and understanding concerning the digital literacy skills divide that exists among young people who are NEET. It includes a discussion to contribute to policy development.

Originality/value

This study focuses on challenges young people who are NEET experience when looking for work and developmental opportunities. This qualitative study adopts Information Poverty Theory and uses prior studies to link the undertaken survey and research. It is expected that this study may serve as a pilot for future studies and may also contribute to the ongoing discussions around the use of ICTs on their use and access, especially the effect on young people when searching for information related to jobs and other developmental opportunities using online services.

Abstract

Purpose

The government has taken an initiative to improve the MBBS admission process in the country to eradicate the academic dishonesty and encourage the deserving candidates for MBBS enrolment. The Supreme Court has paved the way to hold the National Eligibility-cum-Entrance Test (NEET), a common entrance test for admission to undergraduate and postgraduate medical courses, from the 2016-17 academic year onwards. This paper aims to focus on the contention raised by various stakeholders associated with it and examines the pass percentage of plus two State Board examinations in 2015, 2016 and 2017 and admission details for 2016 and 2017.

Design/methodology/approach

The researchers adopted exploratory research. The researchers studied the medical admission process at national and global levels. They collected data of MBBS admission, NEET, State Board and CBSE plus two results and information from newspapers, website and magazine articles. Many experts published articles in newspapers. No study analysed data and made an exhaustive exploratory study. This motivates the researcher to do the same. Simple percentage, percentage change, correlation analysis and the sign test are used to determine whether the State Board or CBSE students get benefitted out of NEET to become medical professionals.

Findings

There is no significant relationship between MBBS enrolment of students (both State Board and CBSE students) before and after the NEET was introduced. From correlation analysis, it is inferred that the pass percentage of students who studied under State Board and MBBS enrolment were lesser in 2017 than 2016. It is also inferred that many districts students’ enrolment in MBBS course have increased from 2016 to 2017. The researchers concluded that because of NEET, CBSE students got more enrolment in MBBS course in 2017 compared with State Board students in 2016.

Research limitations/implications

The researchers found that the students with State Board examinations enrolled in lesser number for MBBS course than CBSE students in Tamil Nadu. There is a scope for improvement in designing and implementing NEET with the deliberations among different stakeholders involved with the medical education system, which will help in reducing the rampant corruption and, most importantly, pave the way for a selection based on merit in medical education. Possibly, this will also work as a safeguard to the sanctity of the medical profession in India and at the global level.

Originality/value

The researcher collected data from newspapers, websites and journals. Many experts discuss about, for and against NEET. No one analysed the data. This is a unique article that has more statistical analysis and meaningful interpretations from analysis. This paper will be useful to the government at national and global levels to frame medical admission procedure and policies.

Abstract

Purpose

The purpose of this paper is to report on the challenges and approaches taken to address the issue of NEETs in North East England. The area around Redcar in East Cleveland has high levels of unemployment, particularly youth unemployment. This paper compared actions taken in England in the support offered to disaffected youth and reports on the strategy pursued in East Cleveland.

Design/methodology/approach

The research was primarily desk-based, interrogating Government publications as well as that generated by executive agencies and local educational institutions. A number of key figures were surveyed in addition to obtain a grounded insight into the challenges that confront those who work in this area.

Findings

This study identified areas of good practice that could be considered elsewhere. Its conclusions emphasise that solutions to the NEETs problem are to be found in bespoke and individually focused programmes that value the contribution of young people to society and aim to build their self-esteem and confidence. It also highlights the importance of inter-agency cooperation and joined up strategic planning.

Research limitations/implications

This study would have benefited from the opportunity to survey the views of young people involved in support programmes. Given issues of confidentiality, this was not possible.

Originality/value

This study adds to the literature generated by Government bodies and educational institutions on the issue of disaffected youth. Its value lies in its reference to a specific geographic area and its insight into the work of local professionals in tackling this complex social issue.

Abstract

Purpose

In recent years, South Africa has continued to experience a high rate of young people who are not in employment, education, or training (NEET). The emergence of the concept ‘NEET’ affords researchers an opportunity to more closely examine the life situations and experiences of this population sub-group. The purpose of this paper is thus to further explore the life situations and lived experiences of people in South Africa who are NEET. Structuration theory is adopted to better understand how social structures play a role in the lives of people who are NEET.

Design/methodology/approach

Semi-structured interviews were carried out with 24 NEET people over a period of two months in South Africa. This paper presents a section of the findings from a broader study that used self-administered interviews to collect data in three metropolitan municipalities of Gauteng Province, the economic heartland of South Africa.

Findings

The findings indicate that poverty remains an obstacle for many young people in furthering their studies or developing their ideas into businesses. Also evident is that there are NEETs who are taking action to disconnect from the NEET sub-group by means of seeking work, funding, or volunteering for initiatives, among other activities. Lack of financial support affects most NEETs perpetuating their vulnerability and their efforts to detach themselves from their NEET status. It is evident that most NEETs who took part in this study are still seeking opportunities to become economically active, regardless of their current financial situations.

Originality/value

There remains a lack of adequate exploration and understanding of the experiences and life situations of people who are NEET. The relevance of this study is in its contribution towards extending the applicability of structuration theory to understanding the life situations of people who are NEET in South Africa. This study contributes to the literature by providing the experiences and life situations of people who are NEET in a country with already high levels of inequalities. It is hoped that this study may provide the basis for developing more specific policy solutions able to address the NEET issues in South Africa and in society more generally.

Abstract

Purpose

It is increasingly important to study labour market outcomes for people who are not in employment, education, or training (NEET). Where most studies focus solely on young people, the purpose of this paper is to include both younger and older NEETs to find out if there is any long-term scarring effect, and if the effect is different between these two groups.

Design/methodology/approach

This study uses a twin-based estimation method for the first time to measure the long-term effect of economic inactivity on income. The analysis is based on biological twins, in order to control for individuals’ unobservable heterogeneity. It is assumed that twins are similar to each other and the only unobservable heterogeneity is at the family level. Register-based data from Statistics Sweden is used.

Findings

The result indicates a significant negative income effect for those who have been in NEET, and is larger for those who have been in NEET for several consecutive periods of time. Individuals who were in NEET during 2001-2003 had on average 62 per cent lower income compared with their twin in 2011. The corresponding number for individuals who were in NEET for just one period was 33 per cent. Hence, time in NEET reduces income. The results show that the long-term scarring effect is not affected by age.

Originality/value

This study utilises for the first time a twin-based estimation method to measure the long-term effect of inactivity. Most studies focus solely on young people, but the authors also include an older group of people.

Abstract

Purpose

The purpose of this paper is to evidence and better understand adolescent information behaviours in disadvantaged and disengaged circumstances, and explore issues of social integration.

Design/methodology/approach

Interdisciplinary theoretical framework bringing together theories of information behaviour with theories of social capital. Mixed method design incorporating observation, interviews, and focus group conducted in areas of multiple deprivations. Participants’ young people aged 16-19 not in education, employment or training (NEET); and their support workers.

Findings

Heightened access and internalised behavioural barriers found beyond those common to the general adolescent population, the former influenced by technology and literacy issues, the latter by social structures and norms. There is evidence suggestive of deception, risk-taking, secrecy, and situational relevance in information behaviours, and a reliance on bonding social capital characteristically exclusive and inward facing. Low levels of literacy and self-efficacy are significant interrelated issues, with NEET youth dependent upon support workers when seeking and processing information, and demonstrating passive non-motivated information behaviours often abandoned.

Research limitations/implications

Highlights the need for further interdisciplinary research to explore complex relations between social and affective factors, and that seeks to both understand and influence information behaviours in disadvantaged and disengaged circumstances.

Practical implications

Remedial literacy education recommended as an immediate priority for public and third sector agencies.

Originality/value

First study of adolescent information behaviours in disadvantaged and disengaged circumstances. Novel interdisciplinary theoretical framework evidences and draws attention to understudied and enduring information poverty issues of significant societal concern, potentially consigning a significant proportion of the youth population to a stratified existence within an impoverished (small) information world. Sets a focused interdisciplinary research agenda.
