Abstract

Purpose

Poor municipal solid waste management is a major characteristic of urban development in Africa. In Ghana, local governments are mandated to ensure the collection, treatment and disposal of solid waste. However, this has been a herculean task for local governments in Ghana, owing to inadequate resources and weak technical capacities. This has prompted calls for, and actual involvement of the private sector through public-private partnerships (PPPs) in municipal solid waste management, particularly in the urban areas. This study aims to assess the roles, effectiveness and challenges of PPPs in urban waste management in the Sunyani municipality of Ghana.

Design/methodology/approach

Adopting a case study design, the study used a qualitative research approach to provide in-depth insights into PPPs in municipal solid waste management in the Sunyani municipality of Ghana. Therefore, key informant interviews and two focus group discussions were conducted.

Findings

The study revealed that some policies and actions of the local government (Assembly) do not positively facilitate the effective functioning of PPPs in municipal solid waste management. There is also lack of effective stakeholder consultation, collaboration and grassroot inclusion in the PPPs which affect the effective management of the increasing volumes of solid waste being generated within the municipality.

Practical implications

To achieve the objectives of the PPP arrangements, local authorities should initiate steps to effectively coordinate all the involved private companies. There must also be ways of involving the beneficiaries in the design and implementation of PPPs on waste management to allow for effective grassroots and participatory monitoring and evaluation.

Originality/value

The uniqueness of the case study being a mid-sized and secondary city in a developing country enhances the value of the findings and the application of recommendations in cities with similar characteristics and initiatives in improving PPPs in municipal waste management.

Abstract

Purpose

The purpose of this paper is to study how the government stimulates incineration plants to participate in waste classification management, and how to adjust the subsidy strategy for them.

Design/methodology/approach

Considering that the classification behavior of residents will produce herd effect, and waste classification can reduce the disposal cost of incineration plants, the authors constructed a differential game model between the government and waste incineration plants, and analyzed the input strategy of the government and incineration plants when they cooperate in the management of municipal waste classification.

Findings

Increasing the input level of supervision or raising subsidy price, the government can promote incineration plants to increase the input level of incentive. Moreover, from a long-term perspective, increasing the input level of supervision is more effective. Compared with government supervision, the method of incineration plants incentive can more effectively increase the amount of waste disposal. Furthermore, the government supervision and the incineration plants incentive have a positive interaction effect on improving the amount of waste disposal. Increasing the input level of incineration plants incentive or the level of waste-to-energy technology can increase the amount of waste disposal, and from a long-term perspective, increasing the level of R&D investment is more beneficial to increasing the amount of waste disposal.

Originality/value

The results are helpful to improve the investment in the management of waste classification, and also provide a certain theoretical basis for the government's subsidy policy for incineration plants, so as to reduce the financial pressure of the government.

Purpose

The purpose of this study is to formulate an algorithm designed to discern the optimal routes for efficient municipal solid waste (MSW) collection.

Design/methodology/approach

The research method is simulation. The proposed algorithm combines heuristics derived from the constructive genetic algorithm (CGA) and tabu search (TS). The algorithm is applied in a municipality located at Southern Brazil, with 40,000 inhabitants, circa.

Findings

The implementation achieved a remarkable 25.44% reduction in daily mileage of the vehicles, resulting in savings of 150.80 km/month and 1,809.60 km/year. Additionally, it reduced greenhouse gas emissions (including fossil CO2, CH4, N2O, total CO2e and biogenic CO2) by an average of 26.15%. Moreover, it saved 39 min of daily working time.

Research limitations/implications

Further research should thoroughly analyze the feasibility of decision-making regarding planning, scheduling and scaling municipal services using digital technology.

Practical implications

The municipality now has a tool to improve public management, mainly related with municipal solid waste. The municipality reduced the cost of public management of municipal solid waste, redirecting funds to other priorities, such as public health and education.

Originality/value

The study integrates MSW collection service with an online platform based on Google MapsTM. The advantages of employing geographical information systems are agility, low cost, adaptation to changes and accuracy.

Abstract

Purpose

The purpose of the article is to identify relevant criteria for decision support in the implementation of waste-to-energy (WtE)-based systems.

Design/methodology/approach

The methodology is a simple case study with a qualitative approach. Five experts involved in the project of a thermoelectric power plant qualitatively evaluated, on a Likert scale, a decision model with 15 indicators derived from recent studies. The research object was the first stage of a project to implement a thermoelectric plant employing municipal solid waste (MSW) in southern Brazil.

Findings

The study identified 15 criteria supporting the decision-making process regarding WtE implementation for MSW in a mid-sized city in southern Brazil. The study identified that compliance with MSW legislation, compliance with energy legislation, initial investment and public health impact are the most influential criteria. The study offered two models for decision processes: a simplified one and a complete one, with ten and fifteen indicators, respectively.

Research limitations/implications

The study concerns mid-sized municipalities in southern Brazil.

Practical implications

Municipal public managers have now a methodology based on qualitative evaluation that admits multiple perspectives, such as technical, economic, environmental and social, to support decision-making processes on WtE technologies for MSW.

Social implications

MSW management initiatives can yield jobs and revenues for vulnerable populations and provide a correct destination for MSW, mainly in developing countries.

Originality/value

The main originality is that now municipal public decision-makers have a structured model based on four constructs (technical, economic, environmental and social) deployed in 15 indicators to support decision-making processes involving WtE and MSW management.

Abstract

Purpose

This paper aims to investigate recycling behavior (RB) in the United Arab Emirates (UAE) to identify factors in the lack of citizen participation in recycling and to form strategies to raise awareness of and encourage positive recycling practices.

Design/methodology/approach

Based on stakeholder theory, a panel of 15 experts and 15 families was interviewed to develop a model of seven constructs and their 29 indicators. Based on the responses generated, a questionnaire was developed and tested. The survey was distributed to 106 waste management professionals. Their responses regarding the influence of regulatory promotion tactics, awareness raising, situational facilitators, motivators and synergistic habits on citizens' RB were analyzed using the structural equation modeling technique.

Findings

Several factors govern the citizens' behavior regarding recycling municipal solid waste in the UAE. The most significant governing determinants of RB observed were laws and regulations, willingness to sort and recycle and benefits of recycling. Seven constructs and their 29 indicators were studied, and the findings indicated that strategies such as creating awareness, introducing operative waste control facilities and implementing fines and regulations could improve RB in the UAE. The structural model showcased a relationship between the primary constructs and RB; hence, these constructs can directly affect waste management.

Originality/value

To support these findings, validation of the results from other countries and contrasting employees' RB is needed. The present study draws empirical insights into RB from a stakeholder perspective, which could be compared to RB across other cultures and countries.

Abstract

Purpose

This study aims to examine whether or not residential properties closer to landfill sites have lower offer values by the developers. That is, by analyzing real estate data and landfill site locations, the study seeks to provide insights into whether properties situated closer to landfill sites tend to have a lower offer values than those located farther away.

Design/methodology/approach

The study is exploratory in nature, and a case study approach is applied. A landfill site named “Uruli Devachi” is selected in the region of Pune district, and data is collected from 102 developers selling residential projects within a radius of 15 km (about 9.32 mi). The gathered data is analyzed by using basic descriptive statistics, one-way ANOVA and ordinary least squares (OLS) regression. The OLS regression helps to determine whether there is a relationship between the distance of a residential property from a landfill site and its offer value.

Findings

The findings suggest that landfill sites have a detrimental impact on residential property offer values, with the negative impact increasing with proximity to a landfill site. The negative effect seems to vanish after over 10 km (about 6.21 mi). The developers provide extra facilities including a clubhouse, a children’s play area, a gym and a swimming pool in an effort to mitigate the negative effects of the landfill site on residential properties.

Practical implications

The findings of this study could have implications for property developers, real estate professionals and policymakers in understanding how landfill proximity might impact property offer values.

Originality/value

This study presents many novelties for the Indian housing market: the landfill sites do have a negative effect on the offer value of residential property; the closer the residential property to a landfill site, the higher the negative effect. Further, the developers try and mitigate the negative effect of landfill sites on residential properties by providing additional amenities such as a clubhouse, children’s play park, gym and swimming pool.

Abstract

Purpose

Individuals generate plenty of waste that is affecting the life while consumption of air and water at the base. The increasing industrialization, population and waste generation without proper measures of waste management are leading to major challenges to environmental sustainability. Considering these challenges, the present study focuses on the types and sources of waste generation and waste reduction by encouraging the reduction, recycling and reuse of waste products. The study aims to provide a well-functioning sustainable waste management system, that incorporates feedback loops, focuses on processes, embodies adaptability and diverts waste from disposal.

Design/methodology/approach

The university under study is situated at the central location of Pune City in India. The university has diverse units like academic and admin buildings, canteens and mess, hostels, a clinic, workshops and gardens. To fulfil the objective of this study a qualitative case study approach of research was adopted. A total of thirty-three representatives and waste management personnel from various units of the university were interviewed. The interviews were semi-structured and the duration of it was around 25–55 min. The interview transcripts were coded, and qualitative analysis was conducted.

Findings

This study proposes a strategic sustainable waste management model for environmental sustainability that brings circularity by closing the loops and focusing on sustainable development goals.

Practical implications

The findings of this research can guide universities to manage the waste generated through various sources and attain sustainable development goals and environmental sustainability at large by closing the loops. The study provides insights into waste management and environmental sustainability. The universities can make their resources more circular by following the strategies of reducing, reusing and recycling (3R). This study recommends customization according to the needs of specific universities and institutions. Researchers can take this study further by testing and customizing it as per requirement. Also, an effort can be extended to implement the model in other related areas.

Originality/value

This research is a unique attempt to advance knowledge of waste management practices for sustainable development by exploring different techniques opted by for individual entities from the university campus to understand the environmental impact.

Abstract

Purpose

A direct correlation exists between waste disposal, disease spread and public health. This article systematically reviewed healthcare waste and its implication for public health. This review identified and described the associations and impact of waste disposal on public health.

Design/methodology/approach

This paper systematically reviewed the literature on waste disposal and its implications for public health by searching Preferred Reporting Items for Systematic Reviews and Meta-analyses (PRISMA), PubMed, Web of Science, Scopus and ScienceDirect databases. Of a total of 1,583 studies, 59 articles were selected and reviewed.

Findings

The review revealed the spread of infectious diseases and environmental degradation as the most typical implications of improper waste disposal to public health. The impact of waste includes infectious diseases such as cholera, Hepatitis B, respiratory problems, food and metal poisoning, skin infections, and bacteremia, and environmental degradation such as land, water, and air pollution, flooding, drainage obstruction, climate change, and harm to marine and wildlife.

Research limitations/implications

Infectious diseases such as cholera, hepatitis B, respiratory problems, food and metal poisoning, skin infections, bacteremia and environmental degradation such as land, water, and air pollution, flooding, drainage obstruction, climate change, and harm to marine and wildlife are some of the public impacts of improper waste disposal.

Originality/value

Healthcare industry waste is a significant waste that can harm the environment and public health if not properly collected, stored, treated, managed and disposed of. There is a need for knowledge and skills applicable to proper healthcare waste disposal and management. Policies must be developed to implement appropriate waste management to prevent public health threats.

Abstract

Purpose

The vast amounts of waste generated today threaten economies and societies due to high environmental and management costs. The aim is to investigate the short- and long-term patterns of municipal waste generation (MWG) in response to socio-economic and demographic growth variables at national and regional levels.

Design/methodology/approach

A panel data approach employing ordinary least squares (OLS), fixed effects (FE), random effects (RE), fully modified least squares (FMOLS) and error correction model (ECM) techniques. A sample of 28 European countries (2000–2020) and 44 European Union (EU) regions (2000–2018) were selected.

Findings

During periods of economic growth and higher employment rates, consumer confidence tends to increase, leading to elevated levels of consumer spending and consumption. Intensification in the production factors, specifically capital and employment, results in an upsurge in MWG, thereby creating a cycle where waste generation becomes deeply entrenched in the economic system in both the short and long terms. Rapid population growth, attributed to higher fertility rates, is associated with increased MWG. At the regional level, a double-aging process and a shift toward an aging population exert less pressure on MWG in both the short and long term. Promoting higher levels of environment-oriented human development yields various benefits, including the generation of greater knowledge spillovers, enhanced environmental literacy, a shift toward circular thinking and the promotion of greener entrepreneurship. Increased R&D expenditures facilitate the development of innovative waste reduction technologies, fostering improvements in waste management techniques, recycling processes and the utilization of sustainable materials.

Research limitations/implications

The research examines the short- and long-term adjustments of MWG in response to changes in macroeconomic variables from low aggregation (countries) to high aggregation (regions). By analyzing the relationship between economic growth, urbanization, healthcare system quality, labor market functioning, demographic trends, educational level, technological advancement and MWG, the study fills a research gap and enhances understanding of waste management interventions. However, data availability and waste statistics accuracy should be considered. Future research could explore the relationship between macroeconomic variables and waste generation in sectors beyond MWG, such as industrial or construction waste, for a more comprehensive understanding of waste generation as a whole.

Practical implications

The positive correlation between economic activity levels and waste generation in both the short and long terms, emphasizes the criticality of investing in waste reduction and recycling infrastructure to mitigate landfill waste. The negative correlation between population density and waste generation stresses the importance of strategic waste facility placement in low-density areas. To effectively manage higher MWG, tailored waste collection systems and initiatives promoting healthy lifestyles are of immense importance. The positive relationship between employment rates and waste generation underscores the necessity of waste reduction programs that generate employment opportunities. The positive correlation between fertility rates and waste generation emphasizes the need for the expansion of extended producer responsibility programs to include products and materials specifically associated with families and child-rearing. Education campaigns and governmental support for research and development (R&D) in waste reduction technologies are also integral components of an effective waste management strategy.

Originality/value

The short- and long-term adjustments of MWG reacts to shifts in macroeconomic variables from low aggregation (countries) to high aggregation (regions). Previous research has neglected the long-term information contained in variables by not incorporating the lagged error correction term (ETM). Neglecting this aspect could result in imprecise estimates of the elasticities.

Purpose

In less than a decade to Sustainable Development Goals, the urban solid waste (USW) emanating from households, especially in developing countries, calls for concern. Several policies have been suggested and some implemented, but the challenges facing USW management remain, especially in developing nations. Past studies demonstrated that the fourth industrial revolution (4IR) technologies can be used to improve urban public services. The role of 4IR in mitigating the challenges of USW is yet to receive in-depth research in Nigeria. Thus, the study investigated 4IR role regarding mitigating the challenges facing USW.

Design/methodology/approach

Seven cities across Nigeria, including the Federal Capital Territory, were used as the study area to achieve the research objectives via a qualitative research design. Thirty-two semi-structured interviews were conducted from selected regulators, households, legislators, ICT experts, NGOs and waste managers. A thematic approach was adopted to analyse the collated data.

Findings

Findings group the USW challenges into five categories. The 4IR technologies can be used to manage USW; thus, they create an opportunity to integrate and promote sustainable clean cities.

Research limitations/implications

This study is confined to the 4IR role concerning mitigating the encumbrances facing USW in Nigeria and proffered feasible policies to enhance a sustainable healthy environment.

Practical implications

Proffered policy solutions will stir policymakers and construction practitioners to think outside the box and offer and better understand how 4IR technologies can be utilised to mitigate those challenges. The outcome will create sustainable clean cities as part of the implication contribution to the body of knowledge.

Originality/value

Evidence from the reviewed literature shows a paucity of literature focussed on 4IR roles in mitigating the encumbrances facing USW in Nigeria. Therefore, this study contributes to the existing research work on 4IR concerning its role in enhancing USW in Nigeria and, by extension, to other developing countries.
