Abstract

Purpose

The evaluation scores of each criterion and the integration are given by decision makers, respectively. Owing to the heavy time-pressure in real time decision-making, decision makers may have different judgment abilities, which reflects the instability and inconsistent weight of criteria and scores. It will lead to the unreliable results. To rank alternatives more rational, the consistency of decision makers is considered. The paper aims to discuss these issues.

Design/methodology/approach

First, the weight estimation model of the criteria is developed to find the dynamic change and the inconsistency of decision makers, which is based on the objects of weight stability and the consistency measured by the distance between scores of each criterion and the integration. Following that, scores of alternatives given by each decision maker are modified according to the requirement of stability and consistency of the decision-making. In addition, the weight of decision makers is deduced based on the self-consistency and group's similarity that measured by grey close relationship. In the last, the score of alternatives can be modified according to the weight of the decision maker and criteria, and then, alternatives can be ranked via the final score.

Findings

The self-adaptation evaluation method is suggested in real time decision-making environment.

Originality/value

Its application step and feasibility is showed via a real decision-making problem.

Abstract

With numerous and ambiguous sets of information and often conflicting requirements, construction management is a complex process involving much uncertainty. Decision makers may be challenged with satisfying multiple criteria using vague information. Fuzzy multi-criteria decision-making (FMCDM) provides an innovative approach for addressing complex problems featuring diverse decision makers’ interests, conflicting objectives and numerous but uncertain bits of information. FMCDM has therefore been widely applied in construction management. With the increase in information complexity, extensions of fuzzy set (FS) theory have been generated and adopted to improve its capacity to address this complexity. Examples include hesitant FSs (HFSs), intuitionistic FSs (IFSs) and type-2 FSs (T2FSs). This chapter introduces commonly used FMCDM methods, examines their applications in construction management and discusses trends in future research and application. The chapter first introduces the MCDM process as well as FS theory and its three main extensions, namely, HFSs, IFSs and T2FSs. The chapter then explores the linkage between FS theory and its extensions and MCDM approaches. In total, 17 FMCDM methods are reviewed and two FMCDM methods (i.e. T2FS-TOPSIS and T2FS-PROMETHEE) are further improved based on the literature. These 19 FMCDM methods with their corresponding applications in construction management are discussed in a systematic manner. This review and development of FS theory and its extensions should help both researchers and practitioners better understand and handle information uncertainty in complex decision problems.

Abstract

Purpose

Small- and medium-sized enterprises (SMEs) have become increasingly important in national and international markets because they contribute to the development of local and national economies. SMEs often face serious challenges when competing with multinational companies. The purpose of this paper is to develop a method for assessing SMEs’ competitiveness.

Design/methodology/approach

Based on a constructivist epistemology, this study makes an integrated use of cognitive mapping and the measuring attractiveness by a categorical-based evaluation technique (MACBETH). To this end, face-to-face sessions were conducted with a panel of entrepreneurs and senior managers who deal with the challenges of maintaining SME competitiveness every day. The proposed assessment system was tested and validated by the panel members.

Findings

The methodological processes adopted in this study provide promising results for decision makers seeking to identify the most competitive SMEs. Specifically, the results emphasize, among other points, the importance of innovation and the human dimension to gaining competitive advantages.

Research limitations/implications

The evaluation system developed in this study is extremely versatile and confirms the usefulness of integrating cognitive mapping and MACBETH to facilitate evaluations of SME competitiveness. However, due to its idiosyncratic and process-oriented nature, generalizations need to be done with caution.

Practical implications

The proposed method can be valuable to researchers seeking to develop mechanisms for evaluating SMEs’ entrepreneurial performance and include specialized know-how and sensemaking in organizational decision-making processes.

Originality/value

The integrated use of cognitive maps and MACBETH contributes to a better understanding of how to assess SMEs’ competitiveness. No prior work reporting the use of this dual methodology in this study context has been found.

Purpose

Project selection is a critical decision for any organization seeking to commission a large-scale construction project. Project selection is a complex multi-criteria decision-making problem with significant uncertainty and high risks. Fuzzy set theory has been used to address various aspects of project uncertainty, but with key practical limitations. This study aims to develop and apply a novel Pythagorean fuzzy sets (PFSs) approach that overcomes these key limitations.

Design/methodology/approach

The study is particular to complex project selection in the context of increasing interest in resilience as a key project selection criterion. Project resilience is proposed and considered in the specific situation of a large-scale construction project selection case study. The case study develops and applies a PFS approach to manage project uncertainty. The case study is presented to demonstrate how PFS is applied to a practical problem of realistic complexity. Working through the case study highlights some of the key benefits of the PFS approach for practicing project managers and decision-makers in general.

Findings

The PFSs approach proposed in this study is shown to be scalable, efficient, generalizable and practical. The results confirm that the inclusion of last aggregation and last defuzzification avoids the potentially critical information loss and relative lack of transparency. Most especially, the developed PFS is able to accommodate and manage domain expert expressions of uncertainty that are realistic and practical.

Originality/value

The main novelty of this study is to address project resilience in the form of multi-criteria evaluation and decision-making under PFS uncertainty. The approach is defined mathematically and presented as a six-step approach to decision-making. The PFS approach is given to allow multiple domain experts to focus more clearly on accurate expressions of their agreement and disagreement. PFS is shown to be an important new direction in practical multi-criteria decision-making methods for the project management practitioner.

Abstract

Purpose

The purpose of this paper is to develop some 2-tuple linguistic aggregation operators based on Muirhead mean (MM), which is combined with multiple attribute group decision making (MAGDM) and applied the proposed MAGDM model for supplier selection under 2-tuple linguistic environment.

Design/methodology/approach

The supplier selection problem can be regarded as a typical MAGDM problem, in which the decision information should be aggregated. In this paper, the authors investigate the MAGDM problems with 2-tuple linguistic information based on traditional MM operator. The MM operator is a well-known mean type aggregation operator, which has some particular advantages for aggregating multi-dimension arguments. The prominent characteristic of the MM operator is that it can capture the whole interrelationship among the multi-input arguments. Motivated by this idea, in this paper, the authors develop the 2-tuple linguistic Muirhead mean (2TLMM) operator and the 2-tuple linguistic dual Muirhead mean (2TLDMM) operator for aggregating the 2-tuple linguistic information, respectively. Some desirable properties and special cases are discussed in detail. Based on which, two approaches to deal with MAGDM problems under 2-tuple linguistic information environment are developed. Finally, a numerical example concerns the supplier selection problem is provided to illustrate the effectiveness and feasibility of the proposed methods.

Findings

The results show that the proposed can solve the MAGDM problems within the context of 2-tuple linguistic information, in which the attributes are existing interaction phenomenon. Some 2-tuple aggregation operators based on MM have been developed. A case study of supplier selection is provided to illustrate the effectiveness and feasibility of the proposed methods. The results show that the proposed methods are useful to aggregate the linguistic decision information in which the attributes are not independent so as to select the most suitable supplier.

Practical implications

The proposed methods can solve the 2-tuple linguistic MAGDM problem, in which the interactions exist among the attributes. Therefore, it can be used to supplier selection problems and other similar management decision problems.

Originality/value

The paper develop some 2-tuple aggregation operators based on MM, and further present two methods based on the proposed operators for solving MAGDM problems. It is useful to deal with multiple attribute interaction decision-making problems and suitable to solve a variety of management decision-making applications.

Abstract

Purpose

The purpose of this paper is to develop a probabilistic uncertain linguistic (PUL) TODIM method based on the generalized Choquet integral, with respect to the interdependencies between criteria, for the selection of the best alternate in the context of multiple criteria group decision-making (MCGDM).

Design/methodology/approach

Owing to decision makers (DMs) do not always show completely rational and may have the preference of bounded rational behavior, this may affect the result of the MCGDM. At the same time, criteria interaction is a focused issue in MCGDM. Hence, a novel TODIM method based on the generalized Choquet integral selects the best alternate using PUL evaluation, where the generalized Choquet integral is used to calculate the weight of criterion. The generalized PUL distance measure between two probabilistic uncertain linguistic elements (PULEs) is calculated and the perceived dominance degree matrices for each alternate relative to other alternates are obtained. Furthermore, the comprehensive perceived dominance degree of each alternate can be calculated to get the ranking.

Findings

Potential application of the PUL-TODIM method is demonstrated through an evaluation example with sensitivity and comparative analysis.

Originality/value

As per author's concern, there are no TODIM methods with probabilistic uncertain linguistic sets (PULTSs) to solve MCGDM problems under uncertainty. Compared with the result of existing methods, the final judgment value of alternates using the extended TODIM methodology is highly corroborated, which proves its potential in solving MCGDM problems under qualitative and quantitative environments.

Purpose

The purpose of this paper is to take advantage of Internet of Things (IoT) for intelligent route programming of crowd emergency evacuation in metro station. It is a novel approach to ensure the crowd safety and reduce the casualties in the emergency context. An evacuation route programming model is constructed to select a suitable evacuation route and support the emergency decision maker of metro station.

Design/methodology/approach

The IoT technology is employed to collect and screen information, and to construct an expert decision model to support the metro station manager to make decision. As a feasible way to solve the multiple criteria decision-making problem, an improved multi-attributive border approximation area comparison (MABAC) approach is introduced.

Findings

The case study indicates that the model provides valuable suggestions for evacuation route programming and offers practical support for the design of an evacuation route guidance system. Moreover, IoT plays an important role in the process of intelligent route programming of crowd emergency evacuation in metro station. A library has similar structure and crowd characteristics of a metro station, thus the intelligent route programming approach can be applied to the library crowd evacuation.

Originality/value

The highlights of this paper are listed as followings: the accuracy and accessibility of the metro station’s real-time information are improved by integrating IoT technology with the intelligent route programming of crowd emergency evacuation. An improved MABAC approach is introduced to the expert support model. It promotes the applicability and reliability of decision making for emergency evacuation route selection in metro station. It is a novel way to combine the decision-making methods with practice.

Abstract

Purpose

The purpose of this article is to address the measure selection problem and to propose the use of a multi‐criteria approach to address the problem more effectively. The main objective of this research is to propose a methodology (not a new performance measurement framework) that will support existing measurement framework(s) during the process of performance measurement systems' design, implementation and use, and to advance the decision‐making process.

Design/methodology/approach

Conforming to the most favoured approach, the balanced scorecard is adopted to illustrate the proposed methodology. This paper briefly illustrates the application of the proposed methodology. This illustration is based on a real case study from a Greek financial institution, which has considered the proposed methodology in order to select appropriate measures. The paper begins with a brief literature review on the balanced scorecard, the theory of MCDM and smart technique. In section three the proposed methodology is presented and each of the stages involved. The paper then illustrates the proposed methodology.

Findings

The greatest significance of the methodology suggested here is that it provides a structure to guide decision makers through the process of measure selection. Criteria must be identified and considered systematically, as must alternatives (i.e. measures).

Originality/value

While the smart was chosen to select appropriate measures for the balanced scorecard, the basic approach used in formulating the problem serves also as a framework for the application of other multi‐criteria approaches to this problem as well as to other performance measurement frameworks. Ultimately, better quality decisions will result; both as a consequence of the support provided by the multi‐criteria tools and as a result of a structure that will help the decision makers to better understand the issues associated with the problem involved.

Abstract

Purpose

Supply chains (SCs) have become increasingly vulnerable to catastrophic events/disruptions that may be natural or man-made. Hurricanes, tsunamis and floods are natural disasters, whereas man-made disasters may be strikes, terrorist attacks, etc. Failure at any point in the SC network has the potential to cause the entire network to fail. SCs must therefore be properly designed to survive well in the disruption scenario. The capability of successful survival (of the firm’s SC) against those adverse events/happenings is termed as resilience; and, the SC designed under resilience consideration is called a resilient SC. Effective supplier selection is considered as a key strategic consideration in SC management. It is felt that apart from considering traditional suppliers selection criterions, suppliers’ resiliency strategy must be incorporated while selecting a potential supplier which can provide best support to the firm even in the disaster/disruption scenario. The purpose of this paper is to focus aspects of evaluation and selection of resilience supplier by considering general as well as resiliency strategy, simultaneously.

Design/methodology/approach

In this work, subjectivity associated with ill-defined (vague) evaluation information has been tackled through logical exploration of fuzzy numbers set theory. Application of VIKOR embedded with fuzzy mathematics has been utilized here. Sensitivity analysis has been performed to reflect the effect of decision-makers’ (DM) risk bearing attitude in selecting the best potential supplier in a resilient SC. A case empirical example has also been presented.

Findings

The work attempts to focus on a decision-making procedural hierarchy towards effective supplier selection in a resilient SC. The work exhibits application potential of VIKOR method integrated with fuzzy set theory to select potential supplier based on general strategy as well as resiliency strategy. The final supplier selection score (obtained by considering general strategy) and that of obtained by analyzing resiliency strategy have been combined to get a final compromise solution. The decision-support framework thus reported here also considers DMs’ risk bearing attitude.

Practical implications

The study bears significant impact to the industry managers who are trying to adapt resiliency strategy in their SC followed by potential supplier selection in the context of resilient SC.

Originality/value

Exploration of VIKOR embedded with fuzzy set theory towards suppliers’ evaluation and selection by considering general and resiliency criteria both. The decision-support module(s) adapted in this paper considers DMs’ risk bearing attitude to arrive the best compromise solution.

Abstract

Purpose

The purpose of this paper is to propose novel attitudinal prioritization and correlated aggregating methods for multiple attribute group decision making (MAGDM) with triangular intuitionistic fuzzy Choquet integral.

Design/methodology/approach

Based on the continuous ordered weighted average (COWA) operator, the triangular fuzzy COWA (TF-COWA) operator is defined, and then a novel attitudinal expected score function for triangular intuitionistic fuzzy numbers (TIFNs) is investigated. The novelty of this function is that it allows the prioritization of TIFNs by taking account of the expert’s attitudinal character. When the ranking order of TIFNs is determined, the triangular intuitionistic fuzzy correlated geometric (TIFCG) operator and the induced TIFCG (I-TIFCG) operator are developed.

Findings

Their use is twofold: first, the TIFCG operator is used to aggregate the correlative attribute value; and second, the I-TIFCG operator is designed to aggregate the preferences of experts with some degree of inter-dependent. Then, a TIFCG and I-TIFCG operators-based approach is presented for correlative MAGDM problems. Finally, the propose method is applied to select investment projects.

Originality/value

Based on the TIFCG and I-TIFCG operators, this paper proposes a novel correlated aggregating methods for MAGDM with triangular intuitionistic fuzzy Choquet integral. This method helps to solve the correlated attribute (criteria) relationship. Furthermore, by the attitudinal expected score functions of TIFNs, the propose method can reflect decision maker’s risk attitude in the final decision result.
