Abstract

Purpose

Urban theorists argue that in the post-Second World War period cities faced the increasing development of homogeneous and soullessness urban spaces. This led to the formulation of urban design’s theories for addressing issues of space and place, as a means of correction to the built environment of modern cities. The purpose of this paper is to investigate the significance and authenticity of placemaking for Msheireb, which is the regenerated historic district of Doha in Qatar.

Design/methodology/approach

Oral and visual data are collected via: interviews with urban planners and consultants from Msheireb Properties and the Ministry of Municipality and Environment; walk-through studies; site visits and observations about the spatial form of buildings, streets and open spaces; on-site interviews; and a survey conducted during the walk-through studies.

Findings

The findings reveal that the urban regeneration of the historic district – envisioned through a socio-spatial process (public realm) based on conservation (built heritage) and modernization (contemporary architectural language) – contribute to defining the authenticity of placemaking (space and character) of the renewed historic district of Msheireb.

Practical implications

The insights provided through this research study contribute to the development of a framework for conceiving urban conservation projects in Qatar, which aim to preserve heritage value and revitalize deteriorating districts, to encourage the current trend for decentralization toward the creation of lively and vibrant urban district quarters by promoting a rediscovery of community life and cultural values.

Originality/value

The identified key factors have made the research original and unique.

Abstract

This paper aims to offers an assessment of the current transformation process of Doha's historic centre, which has become a major focus of public development strategies. While the historic centre was neglected during most of the second half of the 20th century, recent public initiatives have been leading to new urban morphologies and typologies. In addition to the redevelopment of the historic market and the investments in museums, a large scale mixed use development, known as Msheireb project, has been launched, which will replace an entire district. The objective of this paper is therefore to clarify how these public initiatives are modifying existing urban structures and to which extent this spatial reconfiguration contributes to major revitalisation objectives, such as diversity, consolidation and identity. The methodologies include a GIS survey to analyse the shift in urban densities, land uses and typologies as well as a Space Syntax study assessing the various levels of spatial integration in the case of the Msheireb project.

Abstract

In offering reflections on key themes affecting sustainability in the Middle East, this paper explores how an imprecise concept such as sustainability can, co-constituted with other powerful political and economic systems, such as nation building, drive forward new agendas for urban development. Rather than focus on specific empirical findings, the paper reflects instead on some of the assumptions underpinning competing approaches to sustainability highlighting multiple alternate visions of urban sustainability. In doing so, the paper engages with the literature on sustainability, master-planning and real estate development inviting the reader in the process to think about and ponder on the role of vision in the process. The reader is therefore invited to consider the aggregate impact of individual master planned projects on the urban fabric of fast growing cities and to think about how projects such as Masdar City in Abu Dhabi and the Msheireb downtown redevelopment in Doha demonstrate how sustainability and nationalist discourses are intertwined offering competing visions of what a sustainable city might become while at the same time hiding urban inequalities in plain sight with the help of the ‘forward looking’ facade of sustainability.

Abstract

Purpose

The Gulf Cooperation Council (GCC) countries have consistently ranked high in per capita carbon emissions, not to mention the fact that a lifestyle with a high ecological footprint in a fragile ecosystem can affect the regional environment, prosperity and social stability. The adoption of carbon capture and storage (CCS) in the GCC countries has been consistently gaining attention, as it is widely seen as a suitable mitigation measure, particularly in a region where heavy industry and geological exploitation have led to wealth and prosperity. Additionally, making captured CO2 available for enhanced oil recovery is expected to create significant economic value. However, the lack of a coordinated environmental regulation regime to cap future carbon emissions is posing significant risks for further CCS development. The paper aims to discuss these issues.

Design/methodology/approach

This paper reviews the state of play with regard to CCS in the GCC region and investigate the opportunities and challenges facing CCS development in the UAE by use of the interview technique.

Findings

This paper finds that the lack of CCS‐related regulations, absence of CCS policy at a national level and limited human capital resources are impeding the development of CCS in the UAE. Findings from this study can offer GCC policy‐makers relevant insights into how best to develop CCS projects for the GCC region.

Originality/value

This is an original research, that has not been conducted before. This is first of a kind assessment for the GCC region.

Abstract

Purpose

The aim of this paper is to analyse the state of play on energy efficiency with regards to policy, legislation and technological issues in the European Union (EU) and the Gulf Cooperation Council (GCC) countries. Moreover, specific collaboration proposals between the two regions, with respect to the aforementioned, are elaborated on.

Design/methodology/approach

The approach of this paper utilizes and integrates the input from a large number of experts through excerpts from extensive international literature, dedicated meetings, bilateral interviews with experts and questionnaires regarding specific proposals for further collaboration.

Findings

Collaboration on energy efficiency between the two regions focuses mainly on three directions: policy, technologies and research. Specific collaboration proposals identified relate among others to the establishment of energy agencies and synergies at the policy level, building retrofitting technologies, labels and standards especially for air conditioning and exchange of know‐how on demand side management and third party financing.

Originality/value

Information on the state of play of energy efficiency in the GCC is, for the most part, scattered and fragmented. This paper is the first integrated analysis on the GCC status. Moreover, this paper provides solid collaboration modules between the EU and GCC, through an active participation of experts from both sides.

Abstract

Purpose

This research study aims at revealing a planning method for the development of the Souq Waqif-Transit village.

Design/methodology/approach

Over the past decade, transit-oriented developments (TODs) have become an international city planning model for promoting sustainable urbanism. On a regional scale, the State of Qatar launched the construction of Doha Metro. The current network consists of three lines with a central interchange station within the city's most vibrant cultural core, i.e., between Msheireb Downtown Doha and Msheireb, near to the Souq Waqif historical site and Al Corniche waterfront promenade. The Qatar National Development Framework emphasizes the importance of stimulating sustainable urban growth by linking the Doha Metro with TODs.

Findings

The findings show that the benefits of a strategy for monitoring and assessing the potential benefits of the investigated TOD linked to the analysis of the indices for (1) travel behavior, (2) built environment diversity and (3) other categories specific to the site's historical-heritage preservation.

Research limitations/implications

Namely, a comprehensive approach for developing a historical site is/should be grounded in a planning method for enhancing the mixed-used urban fabric, public realm and walkability, and heritage preservation.

Social implications

The insights from this research study aim to guide the long-term sustainable urban growth of Gulf Cooperation Council (GCC) cities in the future.

Originality/value

The proposed sustainable growth planning scheme for the Souq Waqif addresses gaps highlighted through design tools of investigation. The missing attributes concern three key factors: (1) mixed-used urban fabric, (2) public realm and walkability and (3) built heritage preservation. The quality of streetscape, corridors, connections and connectivity of pedestrian and walkable network: TOD is not dependent on a singular mode of transport (Doha Metro), but it includes all systems that allow for mass public mobility within the city districts. Integrating other transport systems within mixed-use areas should be reevaluated based on accessibility to such systems, including taxi services, public bus services and public shuttles.

Abstract

Purpose

This study aims to evaluate sustainable investment policies for housing in Qatar.

Design/methodology/approach

This paper proposes a new model for analyzing sustainable investment policies for housing demand in Qatar via a hybrid quantum fuzzy decision-making model. The study processed the criteria with the facial expression-based Quantum Spherical fuzzy DEMATEL and ranked the alternatives with the facial expressions-based quantum spherical fuzzy TOPSIS. Four factors were determined due to a comprehensive literature review (Environment, Housing Design, Building Design, and Surrounding the building), with five sustainable investment policy alternatives (Electricity production with renewable energies, Recycling systems and materials in construction, Transport with less carbon emission, Biodiversity for residents, and Resilience to natural disasters).

Findings

The analysis indicates that the design of the building is the most important factor (0.254), while the environment is the most influencing factor (0.253) regarding housing demand in Qatar. Transport with less carbon emission and electricity production with renewable energies are the most critical alternative investment policies.

Originality/value

This study provides useful insights for regulators, policymakers, and stakeholders in Qatar’s sustainable investment policies for housing demand. The main motivation of this study is that there is a need for a novel model to evaluate the sustainable investment policies for housing demand. The main reason is that existing models in the literature are criticized due to some issues. In most of these models, emotions of the experts are not taken into consideration. However, this situation has a negative impact on the appropriateness of the findings. Because of this situation, in this proposed model, facial expressions of the experts are considered. With the help of this issue, uncertainties in the decision-making process can be handled more effectively.

Abstract

The recent construction boom has led to new urban development dynamics in Gulf cities driven by real-estate speculations and large infrastructure investments. While in the past affordable housing for medium income migrants and their families was integrated within the fringes of old downtown areas and compound developments in the suburbs, recent investment patterns have led to an increasing challenge of these economically highly engaged social groups to find residences. In recent years, a newly emerging trend in the Gulf region has been the establishment of large scale mass housing projects as new dormitory settlements to address the growing demand for affordable housing. This paper presents an overview of current development patterns by exploring two major affordable housing projects and their impact on sustainability in Doha and Dubai. This is undertaken by establishing a preliminary assessment framework that involves relevant sustainability parameters. The assessment reveals the major differences between both projects and their impact on environment, economy, and society.

Abstract

Purpose

This paper aims to identify the current challenges and opportunities faced by the facility managers (FMs) in Doha, Qatar.

Design/methodology/approach

Researchers queried 40 FMs about their experience working in Qatar, using interviews and workshops.

Findings

Comments gathered followed general patterns. Participants expressed appreciation for their work, but also concern about cultural challenges they faced managing facilities in the region. In general, it was agreed that the low cost of water and energy in Qatar is one of the largest obstacles to conserving resources; however, current consumption is not sustainable.

Research limitations/implications

The sensitive nature of this study made strict demands on the research team to maintain participant anonymity during data collection and reporting. This sensitivity also limited the sample size; a larger sample size for future research would support greater generalizability.

Social implications

Qatar is taking steps to reduce its per capita carbon footprint and energy use, which is among the highest in the world. However, there appears to be a disconnect between Qatar’s expressed intentions and its actions with respect to facility management. To ensure that Qatar manages resources more efficiently, participants recommended that reduced energy use standards be adopted and legally mandated. This action would address many of the challenges, incentivize increased qualifications and training of FM professionals working in Qatar and encourage improvement of the long-term performance of buildings which are energy drains and heavy contributors to greenhouse gas emissions.

Originality/value

Prior to this study, little has been published about current practices of facility management in Doha, Qatar, and the challenges and opportunities that FMs face in this region.

Abstract

Purpose

The purpose of this paper is to present a brief review of the latest developments of Archnet-IJAR: International Journal of Architectural Research while introducing ephemeral observations on the papers published in Vol. 13 No. 1, March 2019.

Design/methodology/approach

Through a classification of topical contents and an identification of the procedures employed in the studies published in this edition, a reflective narrative on emerging concepts and themes is developed to acknowledge and briefly outline these studies.

Findings

The discussion conveys the multiplicity and diversity in architectural and urban research where seven themes are identified from 13 papers contributed by researchers from academic institutions in eight countries. Themes include spheres of inquiry; autism and the spatial environment; communication dynamics and professional practice; assemblage aesthetic and place attachment; housing and urbanity in Istanbul; placemaking and sustainability in the Gulf; and from the Doric order to State mosques.

Originality/value

Establishing key characteristics of various types of research and the originality and values involved would enable engaged and enhanced contributions in architectural and urban research. The identification of themes stimulates the re-thinking of responsive concepts and issues of concerns while invigorating future research endeavors.
