Abstract
Purpose
Preservation environments such as repositories need scalable and context-aware preservation planning and monitoring capabilities to ensure continued accessibility of content over time. This article identifies a number of gaps in the systems and mechanisms currently available and presents a new, innovative architecture for scalable decision-making and control in such environments.
Design/methodology/approach
The paper illustrates the state of the art in preservation planning and monitoring, highlights the key challenges faced by repositories to provide scalable decision-making and monitoring facilities, and presents the contributions of the SCAPE Planning and Watch suite to provide such capabilities.
Findings
The presented architecture makes preservation planning and monitoring context-aware through a semantic representation of key organizational factors, and integrates this with a business intelligence system that collects and reasons upon preservation-relevant information.
Research limitations/implications
The architecture has been implemented in the SCAPE Planning and Watch suite. Integration with repositories and external information sources provide powerful preservation capabilities that can be freely integrated with virtually any repository.
Practical implications
The open nature of the software suite enables stewardship organizations to integrate the components with their own preservation environments and to contribute to the ongoing improvement of the systems.
Originality/value
The paper reports on innovative research and development to provide preservation capabilities. The results enable proactive, continuous preservation management through a context-aware planning and monitoring cycle integrated with operational systems.

Abstract
Purpose
The purpose of this research is to develop a generic framework of a digital twin (DT)-based automated construction progress monitoring through reality capture to extended reality (RC-to-XR).
Design/methodology/approach
IDEF0 data modeling method has been designed to establish an integration of reality capturing technologies by using BIM, DTs and XR for automated construction progress monitoring. Structural equation modeling (SEM) method has been used to test the proposed hypotheses and develop the skill model to examine the reliability, validity and contribution of the framework to understand the DRX model's effectiveness if implemented in real practice.
Findings
The research findings validate the positive impact and importance of utilizing technology integration in a logical framework such as DRX, which provides trustable, real-time, transparent and digital construction progress monitoring.
Practical implications
DRX system captures accurate, real-time and comprehensive data at construction stage, analyses data and information precisely and quickly, visualizes information and reports in a real scale environment, facilitates information flows and communication, learns from itself, historical data and accessible online data to predict future actions, provides semantic and digitalize construction information with analytical capabilities and optimizes decision-making process.
Originality/value
The research presents a framework of an automated construction progress monitoring system that integrates BIM, various reality capturing technologies, DT and XR technologies (VR, AR and MR), arraying the steps on how these technologies work collaboratively to create, capture, generate, analyze, manage and visualize construction progress data, information and reports.

Abstract
Purpose
The purpose of this paper is to presents a conceptual framework for a value-based monitoring system that serves as the core element for heritage conservation planning of World Heritage Sites. It reports on the early stage of heritage management research within the PRECOM3OS framework, in collaboration with the University of Leuven in Belgium and the Universidad de Cuenca in Ecuador. A new management concept was developed throughout a five-year interdisciplinary and multi-actor growth process within an international setting.
Design/methodology/approach
The application of the preventive conservation approach to world heritage management places the concepts of authenticity and integrity at the core of the heritage monitoring system. Moreover, the monitoring system is converted into a decision support tool for intervention and maintenance planning, beyond the mere purpose of inventorying or generating alerts.
Findings
The regular update of information for condition, risks and value assessment strengths and support strategic heritage planning. The conceptual information system developed is based on an inventory system and updated through monitoring. Therefore, planners are supplied with a tool for alternative scenarios, potential prioritization of intervention, options for preventive conservation and multi-criteria support for strategic planning over time.
Research limitations/implications
The monitoring system is not fully implemented in the World Heritage Site of Cuenca; however, a generic model is put forward, developed to generate a planning tool that can be applied for different heritage sites.
Originality/value
More specific, the integration of two concepts: the value assessment and monitoring from a preventive conservation perspective is considered an innovative contribution to the development of decision-making systems in the broader urban planning context of historic cities.

Abstract
Purpose
Project management generally covers many important areas such as cost, quality and time in different industrial settings, but it is deficient in relation to integration of health, safety and environmental risks. Poor knowledge of project managers about HSE management necessitates the studying on the mutual effects of HSE and project management. Hence, investigating the impact of project management on health monitoring programs, safety prevention monitoring, environmental monitoring plans and finally the effectiveness of professional health monitoring programs and determining their importance are main objectives of this research. The paper aims to discuss these issues.
Design/methodology/approach
A model based on structural equations was designed and developed. The constructs of this model are project management, health monitoring and safety prevention monitoring program. Based on the conceptual model, some questionnaires were prepared and distributed among the experts of strategic project management.
Findings
The results of applied structural modeling suggest that project management focuses on each aspect of HSE management, including health monitoring programs, safety prevention monitoring programs, environmental monitoring plans and effectiveness of professional health monitoring programs. HSE management can also be strengthened by empowering project management. Checking fire protection systems, using appropriate techniques to identify contamination and disposal of waste and incorporating techniques for brainstorming or other ideas creation in the group are the most important tasks in HSE-enabled project management frameworks.
Originality/value
Since there is still no strategic alignment model that includes components of project management and HSE management, a model for achieving this goal is vital. This paper elaborates this alignment based on literature and using a field study.

Abstract
Purpose
The purpose of this paper is to present an exploratory study in order to understand the contributions of the resilience engineering (RE) concept and the use of unmanned aerial systems (UASs) technology to support the safety planning and control (SPC) process.
Design/methodology/approach
A case study on a construction project was conducted and involved the following steps: diagnosis of the SPC process; development of a safety monitoring protocol using UASs; and field tests to monitor safety performance using UASs and data analysis.
Findings
In terms of its theoretical contribution, this work presents a conceptual framework explaining how the RE and the UASs can contribute to the SPC process. Also, this paper provides, as a practical contribution, a protocol for safety monitoring with UASs integrated into the safety routine, highlighting the tasks that can be checked and unsafe conditions and safety/production conflicts identified through monitoring.
Practical implications
This study can be used to support and stimulate the construction managers who wish to adopt the RE concepts and UAS technology to improve safety management.
Social implications
An efficient SPC process can improve the work conditions at construction sites, contributing with the reduction of accidents rates.
Originality/value
The paper highlights the need to adopt new approaches, as RE concepts and UAS technology to support the SPC process, in order to improve safety conditions at construction sites.

Abstract
Purpose
The purpose of this paper is to develop an Internet of medical things (IoMT)-based geriatric care management system (I-GCMS), integrating IoMT and case-based reasoning (CBR) in order to deal with the global concerns of the increasing demand for elderly care service in nursing homes.
Design/methodology/approach
The I-GCMS is developed under the IoMT environment to collect real-time biometric data for total health monitoring. When the health of an elderly deteriorates, the CBR is used to revise and generate the customized care plan, and hence support and improve the geriatric care management (GCM) service in nursing homes.
Findings
A case study is conducted in a nursing home in Taiwan to evaluate the performance of the I-GCMS. Under the IoMT environment, the time saving in executing total health monitoring helps improve the daily operation effectiveness and efficiency. In addition, the proposed system helps leverage a proactive approach in modifying the content of a care plan in response to the change of health status of elderly.
Originality/value
Considering the needs for demanding and accurate healthcare services, this is the first time that IoMT and CBR technologies have been integrated in the field of GCM. This paper illustrates how to seamlessly connect various sensors to capture real-time biometric data to the I-GCMS platform for responsively supporting decision making in the care plan modification processes. With the aid of I-GCMS, the efficiency in executing the daily routine processes and the quality of healthcare services can be improved.

Abstract
Purpose
The authors explore the under-researched area of post-decision evaluation in PPPs (public–private partnerships), focusing upon how and whether Post-decision Project Evaluation (PdPE) is considered and provided for in United Kingdom (UK) public infrastructure projects.
Design/methodology/approach
The authors’ research design sought insights from overviewing UK PPP planning and more focused exploration of PPP operational practice. The authors combine the extensive analysis of planning documents for operational UK PPP projects with interviews of different stakeholders in PPP projects in one city. Mobilising an open critical perspective, documents were analysed using ethnographic content analysis (ECA) and interviews were analysed using thematic analysis consistent therewith. The authors theorise the absence and ambiguities of PdPE drawing on the sociology of ignorance.
Findings
The authors find a long-standing absence and lack of PdPE in PPP projects throughout planning and operational practice, reflecting a dynamic, multi-faceted ignorance. Concerning planning practice, the authors’ documentary analysis evidences a trend in PdPE from its absence in the early years (which may indicate some natural or genuine ignorance) to different levels or forms of weak inclusion later. Regarding this inclusion, the authors find strategic ignorance played a substantive role, involving “deliberate engineering” by both public sector and private partners. Interview findings indicate lack of clarity over PdPE and its under-development in PPP practice, deficiencies again suggestive of natural and strategic ignorance.
Originality/value
The authors draw from the sociology of ignorance vis-à-vis accounting's absence and ambiguity in the context of PPP, contributing to an under-researched area.

Abstract
Purpose
This paper aims to examine the role of project monitoring and evaluation (M&E) in international development (ID) project stakeholders' relationships. This study draws on agency theory to examine the specific role M&E plays in improving ID project impact.
Design/methodology/approach
Qualitative data comprising of in-depth interviews were collected from ID project stakeholders such as project donors, implementing partners and steering committee members.
Findings
Results of the study show that project M&E activities can serve multiple purposes including the collection of data for the assessment of inputs, outputs, outcomes and impact. This information is shared with stakeholders to assist in evidence-based decision-making to improve project impact on community. This study shows that M&E activities strengthen the relationship between stakeholders by involving multiple stakeholders at different stages of ID projects to identify community needs and to demonstrate the positive community impact. Agency issues such as goal incongruence, information asymmetry and risk-sharing affect the relationship between the stakeholders. Investing in different M&E activities can reduce these issues, ultimately leading to a positive impact at the community level.
Originality/value
There has been limited research that explores the principal-agent relationship between project stakeholders of ID projects through the lens of agency theory. The role of M&E to collect project data and address agency issues between project stakeholders to improve project impact is the novel contribution of this paper.

Abstract
Purpose
This article aims to evaluate a new architecture for scalable decision-making and control in preservation environments for its ability to address five key goals: scalable content profiling; monitoring of compliance, risks and opportunities; efficient creation of trustworthy plans; context awareness; and loosely coupled preservation ecosystems. Scalable decision support and business intelligence capabilities are required to effectively secure content over time.
Design/methodology/approach
We conduct a systematic evaluation of the contributions of the SCAPE Planning and Watch suite to provide effective and scalable decision support capabilities. We discuss the quantitative and qualitative evaluation of advancing the state of art and report on a case study with a national library.
Findings
The system provides substantial capabilities for semi-automated, scalable decision-making and control of preservation functions in repositories. Well-defined interfaces allow a flexible integration with diverse institutional environments. The free and open nature of the tool suite further encourages global take-up in the repository communities.
Research limitations/implications
The article discusses a number of bottlenecks and factors limiting the real-world scalability of preservation environments. This includes data-intensive processing of large volumes of information, automated quality assurance for preservation actions, and the element of human decision-making. We outline open issues and future work.
Practical implications
The open nature of the software suite enables stewardship organizations to integrate the components with their own preservation environments and to contribute to the ongoing improvement of the systems.
Originality/value
The paper reports on innovative research and development to provide preservation capabilities. The results of the assessment demonstrate how the system advances the control of digital preservation operations from ad hoc decision-making to proactive, continuous preservation management, through a context-aware planning and monitoring cycle integrated with operational systems.
