Abstract
Purpose
Rising operational costs and software sustainment concerns have driven the Air Force to move to newer technology to ensure that the Air Force Standard Base Supply System (SBSS) can continue to provide affordable and sustainable mission support in the years to come. This paper aims to summarize the successful software modernization effort the Air Force undertook to achieve that objective.
Design/methodology/approach
The paper describes the preliminary system updates that were required to isolate the SBSS software from all internal and external system and user interfaces in preparation for the subsequent successful code roll effort. Once the legacy SBSS component was fully isolated, the SBSS software modernization objective was achieved via a “code roll” conversion of the SBSS software from legacy COBOL to Java code, and movement of the integrated logistics system-supply application from a proprietary information technology (IT) platform to an open IT operating environment.
Findings
The SBSS system modernization yielded immediate and significant IT operational cost reductions and provided an important foundation for achieving Air Force logistics system consolidation and cloud computing objectives going forward.
Originality/value
The SBSS modernization experience should be useful in assisting similar data system software modernization efforts.

Abstract
Purpose
With the development of social productive forces and the advancement of agricultural practices since the founding of New China, the connotation of agricultural modernization with Chinese characteristics has undergone a process from formation to continuous expansion and deepening.
Design/methodology/approach
Its evolution can be roughly divided into four stages: the exploration stage, the formation stage, the establishment stage and the deepening stage. The historical evolution of the connotation of agricultural modernization with Chinese characteristics demonstrates four typical characteristics, namely increasingly scientific logical premise, continuously diversified orientations, increasingly improved core contents and progressively maturing strategies of development.
Findings
The achievements of agricultural modernization have laid a solid foundation for China's industrial modernization and the rapid development of the national economy. Meanwhile, the authors have identified through practical exploration a path of agricultural modernization with Chinese characteristics. In recent years, academic research on the connotation of agricultural modernization with Chinese characteristics has gradually heated up, and relevant achievements have emerged constantly.
Originality/value
The Communist Party of China (hereinafter “CPC”) has placed considerable emphasis on agricultural issues and has been committed to promoting agricultural modernization since the founding of New China. Through long-term persistence and unremitting efforts, China has made remarkable achievements in agricultural development: significantly improved agricultural production conditions and agricultural output capacity, constantly optimized agricultural structure and steadily increased the income of farmers.

Purpose
The socialist political economy with Chinese characteristics reflects the characteristics of ushering into a new era, and the research object thereof shifts to productive forces. Emancipating and developing productive forces and achieving common prosperity become the main theme. Wealth supersedes value as the fundamental category of economic analysis.
Design/methodology/approach
The theoretical system of socialist political economy with Chinese characteristics cannot proceed from transcendental theories but is problem-oriented. Leading problems involve development stages and research-level problems.
Findings
The economic operation analysis is subject to the goal of optimal allocation of resources with micro-level analysis focused on efficiency and macro-level analysis focused on economic growth and macroeconomic stability also known as economic security. The economic development analysis explores the laws of development and related development concepts in compliance with laws of productive forces. The new development concepts i.e. the innovative coordinated green open and shared development drive the innovation of development theory in political economy.
Originality/value
Accordingly, the political economy cannot study the system only, but also needs to study the problems of economic operation and economic development. Therefore, the theoretical system of the political economy tends to encompass three major parts, namely economic system, economic operation and economic development (including foreign economy). The basic economic system analysis needs to understand the relationship between public ownership and non-public ownership, between distribution according to work and factor payments, and between socialism and market economy from the perspective of coexistence theory, thus transforming institutional advantage into governance advantage.

Purpose
Outside the US and Europe, to establish a good government requires more than Western-style democracy. Adopting universal suffrage fully from the Western model is no longer a panacea to reach the ultimate goal of good governance in the East, i.e., to keep promoting socio-economic renovation can be noted as a prerequisite to have further meaningful political advancement in an Asian polity. The purpose of this paper is to explain how to establish a good but authoritarian government in the East.
Design/methodology/approach
Given the good of comparative historical analysis, Lee Kuan Yew in Singapore and Deng Xiaoping in China are selected as both cases for “method of agreement.” Further including “argument based on the contrary” to form a context for macro-historical analysis, this paper outlines two characteristics of the duo’s authoritarian leadership, namely, Ideologies and Policy-making; and Political Modernization, and hence provides a more balanced reevaluation of their governance.
Findings
Apart from noting how these two Asian giants more or less contributed to their good but authoritarian governments for long in the twentieth century, such a word of authoritarianism to the duo was quite positive to help legitimize their governance, which was far different from many negative views of the Western world.
Originality/value
As theories put forward by Western academics could not entirely justify modernization among Asian societies in the twentieth century, this paper attempts to answer one question: Does the meaning of authoritarianism remain unchanged in the discourse of the East and the West?

Abstract
Purpose
The article explores to what extent party politics has influenced the different trajectories in Spain and Italy in terms of gendered active social policies (ASPs) (i.e. ALMPs and WLBPs). Second, it investigates how social and political modernization in the two countries has facilitated or hindered party competition on gendered ASPs.
Design/methodology/approach
To investigate to what extent parties support gendered ASPs, the article relies on an original content analysis of party manifestos issued during the 2010s national elections. A total of 1387 quasi-sentences have been coded. The results were then quantified to graphically show how positions differentiate across parties and countries.
Findings
The content analysis of party manifestos displays that party politics matters: gendered ASPs are backed in a very different way by the Spanish and Italian parties. While in Spain all political parties have strongly championed ALMPs and WLBPs, this is not the case for the Italian parties. The research has also stressed that the specific path of social and political modernization is an important intervening variable that alters positively or negatively parties' support for gendered ASPs.
Originality/value
The article contributes to widen theoretically and empirically the literature on ASPs in the Southern European countries. Theoretically, it questions the supposed homogeneity of the Southern social model and investigated the alleged bifurcation between Italy and Spain, focusing on those policies – ASPs – that constitute the foundations of the Southern model: familialism and dualization. Furthermore, this bifurcation was analyzed adopting a gender perspective, and exploring adherence to or departure from the Southern model. Third, the article focuses on the politics of ASPs demonstrating that inspecting the political arena can contribute to explain policy change.

Purpose
The socialist political economy with Chinese characteristics is the scientific fruit of Xi Jinping thought on socialist economy with Chinese characteristics for a new era. People-centred philosophy is the core values of the Communist Party of China (CPC) Central Committee's governance of China with Xi Jinping as the core and has become the core values of the socialist political economy with Chinese characteristics. According to Xi Jinping thought on socialist economy with Chinese characteristics, it represents the interests of all people and determines the disciplinary attribute of the socialist political economy with Chinese characteristics, that is, people-centred economics. Xi Jinping has defined the essence of the socialism as eliminating poverty, improving people's livelihood and gradually realising common prosperity. That determines the main line of socialist political economy with Chinese characteristics is to liberate, develop and protect the productive forces and achieve common prosperity. This study aims to discuss the aforementioned statements.
Design/methodology/approach
Xi Jinping's scientific judgement on the new stage of development and the principal contradiction facing Chinese society has put forward the requirement of problem orientation for the study of socialist political economy with Chinese characteristics, involving the main contradiction facing Chinese society, high-quality development and modernisation. China's socialist basic economic system consists of a socialist market economy in which public ownership plays the leading role alongside other forms of ownership and distribution according to work is the mainstay, while other forms of distribution coexist alongside it. And this socialist basic economic system, marked out from three dimensions—production, distribution and exchange analysis, is the key of analysis of systems in the socialist political economy with Chinese characteristics. The economic operation analysis in political economy mainly involves resource allocation and the government's macroeconomic regulation and control.
Findings
The new thought and new practices about the role of the market and the government in the new era have opened up a new realm for the economic operation analysis in the socialist political economy with Chinese characteristics. The new development philosophy and new development paradigm define the content of the economic development theory in the socialist political economy with Chinese characteristics. The new development paradigm reflects the dual circulation theory of social reproduction.
Originality/value
The socialist political economy with Chinese characteristics is to study laws of economics in various aspects from economic system, economic operation, economic development to foreign economy and provide the basic principles of socialist political economy with Chinese characteristics. Its mainstream economic position will be consolidated continuously.

Purpose
At present, the Chinese economy has entered the “new normal” phase with the transformation of development stages from the low-income to the middle-income ones. Accordingly, there appear a series of innovations in development theories. Innovations involve creative destructions. Therefore, innovative development theories at the present stage either deny the prevailing principles of development economics, or deny the theories that once effectively guided development at the low-income stage, or even sublate some of the development polices which were propelled and proved effective at the beginning of the reform and opening-up. The fundamental reason is that, as the development stages evolve, there occur new development tasks, new periodical characteristics and new laws of development. The paper aims to discuss these issues.
Design/methodology/approach
Any development theory from abroad will find it difficult to correctly guide and clarify development problems in a socialist country, such as the huge population and the extreme imbalance between the urban and the rural and among regional developments.
Findings
In conclusion, China, as a large world economy, has made innovations in its economic development theory, which indicates that it intends to perfect itself rather than seek hegemony. As the world’s second largest economy, China should adapt to the transformation and further free people’s minds instead of adhering to the old patterns of thinking. It should think over the path of development for a great world economy from the historical starting point of a large world economy and find development strategies to transform itself from a large economy to a great economy, so as to realize the dream of the Chinese nation to build a powerful country.
Originality/value
Only political economy studies both the relations of production and the productive forces, and only a theory combining both can correctly guide China’s economic development, which especially needs to be promoted by taking advantage of socialist economic system. Therefore, the first and foremost principle for a socialist political economy with Chinese characteristics is to insist on liberating and developing productive forces.

Purpose
Ontario’s Ministry of Environment and Climate Change seeks to legislate diverse waste streams (including food waste) by implementing Bill 151, known colloquially as the Waste Free Ontario Act. The purpose of this study is to investigate how stakeholders in Ontario’s food and waste systems perceive the prospective legislation.
Design/methodology/approach
The paper is based on interviews with stakeholders across the food value chain in Ontario, as well as an analysis of legislation and related documents.
Findings
The paper argues that Bill 151 represents the Province’s commitment to an ecological modernization paradigm. This research uncovers the lines of tension that may exist in the implementation of food waste policy. These lines of tension represent stakeholders’ ideological perspectives on food waste, including whether it signals an efficient or inefficient economy, whether legislation should prioritize economic or environmental goals and whether it is more appropriate for legislation to incentivize desired food waste treatments or penalize/prohibit undesired activities.
Originality/value
The analysis reveals potential allies in the regulatory process, likely points of contention and areas where greater consensus may be forged, depending on government efforts to reframe the issues at stake.
