Abstract

Purpose

The main purpose of the paper is to examine the truth behind allegations of neo-colonialism performed by China toward Africa, which was raised due to the growing relationship between China and Africa that enhanced the debate between supporters of the notion of neo-colonialism or mutual beneficial relationship. In addition to the growing number of arguments are on the dominance of PRC in Africa over the western powers as European Union or United States in the Continent.

Design/methodology/approach

The paper investigates the claims of neo-colonialism practiced by China toward Africa through the lenses of international political economy using the Interdependence theory of neoliberalists. Egypt was selected as a case study due to the emphases that Egypt gives to China as a strategic partner and as rising economic power as well as representing a way of diversifying Egypt's foreign policy and an additional economic partner beside the western ones. The research relied on two interwoven indicators to investigate the main argument: Trade and Development Aid.

Findings

The two pillars of analysis indicate that the growing relationship between Egypt and China is a form of interdependent relationship that is expected to get further complex in the future, which is relatively indicated among other things in the synergy Egypt has made between its Vision 2030 and China's Belt and Road Initiative. In reference to development aid, China uses different techniques that is not commonly used by the donors of Official Development Assistance (“ODA”), and due to unpublished actual data on China's aid figures, any indication of dominance is hard to attain regardless a solo incident of debt trap in Africa, the model of China's aid is provided through low-interest loans for development projects that is highly important for developing countries.

Originality/value

The paper tried to engage in the ongoing debate and examine the truth behind the neo-colonial allegations from the perspective of international political economy, which is an added value to the literature in this regard as the data provided are prepared for the present research purpose.

Abstract

The United Nations Industrial Development Organization (UNIDO) (2017, pp. 14–15) identified that “industrialization is the seedbed for entrepreneurship, business investment, technological progress, the upgrading of skills, and the creation of decent jobs.” This placed studying different industrial sectors and their respective clusters, which are key drivers for economy, innovation, and knowledge creation (Slaper, Harmon, & Rubin, 2018), at the forefront of research. This chapter tackles the automobile industrial cluster in Egypt that possesses promising potential yet faces some challenges. It aims to provide an overview of the cluster, alongside underpinning its strengths and obstacles facing it. Moreover, the chapter displays the importance of the labor dimension in increasing the labor competitiveness of the cluster and showcases this through two cases of German automobile manufacturers that pioneered in venturing into the market through employing technical and vocational education and training. In conclusion, recommendations are provided to help in steering the cluster toward success.

Abstract

This chapter highlights the characteristics of Asia through the analysis of policy-related documents by five donor countries, namely Japan, South Korea, China, India and Thailand. It will also examine the roles played by regional bodies such as the Southeast Asian Ministers of Education Organization (SEAMEO) and ASPBAE (the Asia South Pacific Association for Basic and Adult Education) as the horizontal channels influencing aid policies in respective countries. Together with the analysis of the national and organizational policies, the regional process of building consensus on the post-2015 agenda is examined, with a particular focus on the Asia-Pacific Regional Education Conference (APREC) held in August 2014.

The analysis reveals that the region has two faces: one is imaginary and the other is functional. There is a common trend across Asian donors to refer to their historical ties with regions and countries to which they provide assistance and their traditional notions of education and development. They highlight Asian features in contrast to conventional aid principles and approaches based on the Western value system, either apparently or in a muted manner. In this sense, the imagined community of Asia with common cultural roots is perceived by the policymakers across the board.

At the same time, administratively, the importance of the region as a stage between the national and global levels is recognized increasingly in the multilateral global governance structure. With this broadened participatory structure, as discussed in the chapter ‘Post-EFA Global Discourse: The Process of Shaping the Shared View of the ‘Education Community’’, the expected function of the region to transmit the norms and requests from the global level and to collect and summarize national voices has increased.

This chapter explores the rise of Public Private Partnerships (PPPs) in global education policy through theories of neoliberal globalization and analyzing the practices of international organizations that help to frame and establish such policies in various countries such as Egypt. PPPs have been a vehicle for promoting the involvement of transnational corporations, especially in the information and communication technology (ICT) sector, in education sector reforms. The chapter examines the case of Egypt and the role of internal and external actors in promoting educational reform, spearheaded by the largest PPP: the Egyptian Education Initiative. The chapter questions the relevance and impact of such education reforms in the unstable political, economic, and social environment of post-revolution Egypt.

Purpose

The purpose of the paper is to showcase the significant achievements of Egypt's scientists in the 20th century across various fields of study such as medicine, physics, chemistry, biology, math, geology, astronomy and engineering. The paper highlights the struggles and successes of these scientists, as well as the cultural, social and political factors that influenced their lives and work. The aim is to inspire young people to pursue careers in science and make their own contributions to society by presenting these scientists as role models for hard work and dedication. Ultimately, the paper seeks to promote the importance of science and its impact on society.

Design/methodology/approach

The purpose of this review is to present the scientific biographies of Egypt's most distinguished scientists, primarily in the field of Natural Sciences, in a balanced and comprehensive manner. The work is objective, honest and abstract, avoiding any bias or exaggeration. The author provides a clear and concise methodology, including a brief introduction to the scientist and their field of study, an explanation of their major contributions, the impact of their work on society, any challenges or obstacles faced during their career and their lasting legacy. The aim is to showcase the important achievements of these scientists, their impact on their respective fields and to inspire future generations to pursue scientific careers.

Findings

The group of outstanding scientists in 20th century Egypt were shaped by various factors, including familial upbringing, education, society, political and cultural atmosphere and state support for scientific research. These scientists made significant contributions to various academic disciplines, including medicine, physics, chemistry, biology, mathematics and engineering. Abstract

This chapter aims to investigate and interpret China’s educational aid by analyzing its history, philosophies, and practices in Africa. The study is based on review and analysis of governmental documents, reports, academic papers, and news by Chinese and foreign scholars on China’s aid, particularly educational aid to Africa. The analysis unveils three transformations of China’s aid “from pro-ideology to de-ideology,” “from single area to multiple areas,” and “from pragmatic economy driven to sustainable and humane economy focused” in Africa. Meanwhile, it indicates a continuity of the philosophy of solidarity, morality, and reciprocity in China’s South-South cooperation with African educational development.

The analysis also shows China’s educational aid does not match well with the framework of the Western donors. China, under the FOCAC framework, is devoted to higher education cooperation, human resources training program, scholarship, and Chinese language education with African partners. With the growth of its economic and political influence, China will play multiple roles as the biggest developing country and as an active promoter and provider for South-South cooperation in the negotiation and construction of the post-2015 agenda. Nevertheless, we assume China will keep a pragmatic higher education cooperation with its developing country partners to inclusively link it with business, technology transfer, and people-to-people exchange.

This study delivers a comprehensive review and analysis of paradigm shift, philosophy, mechanism, and practice of China’s educational aid to Africa to fill up the literature gap in this field. It also timely presents China’s stance toward discussion on the post-2015 agenda.

Abstract

Purpose

Although there are over 55,000 social enterprises operating in Egypt, the social entrepreneurship field is still failing to create the desired social change. This paper aims to explore the challenges faced by the field with a special focus on government related challenges as well as offer a set of recommendations to the Egyptian government to enhance the field.

Design/methodology/approach

The research was carried out in two phases; reviewing the literature around the topic through a secondary research followed by an empirical research interviewing four social enterprises, the ministry of social solidarity and experts in the field of social entrepreneurship.

Findings

The paper arrived to several challenges and they were organized into three main themes: challenges related to policy-making and other legal aspects; challenges related to institutional and operational support; and challenges related to social, educational and cultural awareness of the field and its ecosystem. The paper also came up with a set of nine recommendations directed to the Egyptian Government.

Originality/value

The originality and value of this research is that it offers first hand viewpoints of the challenges facing the field of social entrepreneurship in Egypt as well as offer practical recommendations to the Egyptian Government to overcome them.

Abstract

Purpose

Design/methodology/approach

The researcher investigates the subject of international arbitration in investment disputes in the framework of voluntary theory, which is based on the premise that the satisfaction of people who are addressing the international legal norm is the basis of the same rule. In other words, the basis of international law is based on the satisfaction of the State and other international legal persons Both, and then express or implied consent.

Findings

Despite the availability of domestic and regional arbitration mechanisms in Egypt represented by a large number of cases.

Research limitations/implications

The theme for the study primarily on Egypt and the international arbitration of investment disputes, through theoretical and practical study of disputes arbitration which Egypt is a party defendant in which to focus on what was issued in which the provisions of the International Center for Settlement of Investment Disputes, in an attempt to find out the reasons for the verdicts image released it, where it came mostly against Egypt, and whether these judgments against them in investment disputes due to reasons related to the legal framework of the arbitration process, or for reasons of bodies of arbitration issued by those provisions, or to the defense, which represents the Egyptian party, or to the circumstances Economic and political (which represents the investment climate).

Originality/value

The proposed solutions to improve the conditions and factors surrounding the arbitration disputes that Egypt is waging against foreign investors, whether they are initially alleged or accused of drafting agreements and contracts, through amending the relevant legislation and laws, selecting arbitration bodies and defense bodies.

This chapter traces the Egyptian tourism policies since the 1980s and showcases patterns of successes and pitfalls of plans instrumented by such policies. It also debates the extent to which Egyptian tourism policies and strategies have been able to cope with the shifting international trends and comprehend the most recent models of development with all its economic, technological, and environmental dimensions. The discussion illustrates different plans/tools employed to achieve broad goals and discusses influences of their implementation. This sheds light on the current uncertain political situation and problems posed by such unstable circumstances.

Abstract

Purpose

This study aims to investigate the relationship between the spread of extremist thoughts and the weak economic and social factors surrounding it. There are higher chances of better understanding of this relationship on Egypt’s borders more than its center. Achieving development and stability leads to creating a preventive environment to extremist thoughts existence and spread, in addition to preventing its transformation into terrorism.

Design/methodology/approach

The study depends on an analytical methodology to examine the validity of the research hypothesis through two basic steps. The first step depends on describing the geographical, demographical, economic, social, political and security aspects of North Sinai. The second step is a prospective approach to build a strategy that helps in achieving development and accordingly a comprehensive confront for the opportunities of extremist thought spreading in North Sinai.

Findings

The study concludes that Egypt is well aware of the dimensions of encountering extremist thoughts and has adopted a comprehensive approach in achieving this. It has already started the paces of this confrontation in general, with some specificity in North Sinai Governorate that observed lately increased activities by extremists and terrorist groups. The proposed strategy is a set of policies that can help the country achieve its goals against extremism and terrorism.

Research limitations/implications

The study covers a time frame that starts from 2014, which is considered the beginning of a new phase for the Egyptian state. The study relies on the field of strategic studies and it focuses on North Sinai Governorate.

Originality/value

The study has a scientific importance because it presents a proposal for a comprehensive strategy to encounter extremist thoughts, which adds value to the literature of the study of extremism. The current study makes its contributions in some directions, such as reviewing the contents of this extremist thought or the juristic comment on it, the impacts of the spread of extremist thoughts, the role of the official media in disseminating extremist thoughts or standing up to it. In terms of application, the study presents a proposal with many policies in various fields to counter extremist ideology. These proposals are implementable in North Sinai Governorate as well as other frontier governorates.
