Abstract

This chapter examines the commercialization of the Internet, which has initiated a global debate over privatizing and internationalizing the responsibility for managing the Internet domain name system. A new international regime is being organized around the Internet Corporation for Assigned Names and Numbers (ICANN). The chapter analyzes the emergence of this new regime, drawing upon empirical literature on the economics of property rights and related concepts of international regime change. Property rights conflicts that emerged with the growth of the Internet domain names are analyzed. An efficient property rights regime in domain names is presented and contrasted with the new property regime. The comparison shows that the path of institutional change is strongly affected by conflicts over the distributional issues inherent in the definition of property rights.

Abstract

The Bureau of Economics in the Federal Trade Commission has a three-part role in the Agency and the strength of its functions changed over time depending on the preferences and ideology of the FTC’s leaders, developments in the field of economics, and the tenor of the times. The over-riding current role is to provide well considered, unbiased economic advice regarding antitrust and consumer protection law enforcement cases to the legal staff and the Commission. The second role, which long ago was primary, is to provide reports on investigations of various industries to the public and public officials. This role was more recently called research or “policy R&D”. A third role is to advocate for competition and markets both domestically and internationally. As a practical matter, the provision of economic advice to the FTC and to the legal staff has required that the economists wear “two hats,” helping the legal staff investigate cases and provide evidence to support law enforcement cases while also providing advice to the legal bureaus and to the Commission on which cases to pursue (thus providing “a second set of eyes” to evaluate cases). There is sometimes a tension in those functions because building a case is not the same as evaluating a case. Economists and the Bureau of Economics have provided such services to the FTC for over 100 years proving that a sub-organization can survive while playing roles that sometimes conflict. Such a life is not, however, always easy or fun.

Abstract

This chapter deals with the development of banking in the Crown of Aragon from the end of the thirteenth century through the establishment of money changers, which followed similar patterns as in other Western European territories. It starts with a review of existing literature and follows with an explanation on the different banking services provided by money changers and the specific legal framework that supported such activities. It then examines the geographical distribution of private banks in cities and towns within the domains of the kings of Aragon, as well as their evolution throughout the fourteenth century. After that, it offers an analysis of the most common professional profiles among these bankers and financers. Finally, drawing on a heterogeneous pool of unpublished data, it seeks to shed light on the diversity of investors and clients of these establishments, a crucial proof of their role in integrated financial markets.

Abstract

As libraries evolve, they accommodate and refine their services to support the varied institutional, student and faculty, and course needs, including developing workshops tailored to course requirements or that provide students and faculty with additional skills that promote their academic pursuits. Some services provided by academic libraries reflect strategic choices that promote the increased alignment of the users’ needs with the institution’s needs. Some needs anticipated and observed by many research-intensive institutions are data literacy, research, and software skills. This chapter describes the case of the academic library at the University of Nevada, Las Vegas (UNLV), an R1 research institution, which offered the Data Workshop Series (DWS) to help prepare students, faculty, and staff to clean, manipulate, analyze, and visualize research data. This applied, student-centered technical workshop series was guided by authentic assessment, specifically performance tasks, which were employed to ensure the participants’ engagement and comprehension of the applied techniques presented. The performance tasks also helped participants gain confidence in their data skills. From them, the participants learned that they can use the software and solve questions on their own. When reflecting on what they learned in the DWS, participants stated that they could develop their skills on their own with additional practice and that they plan on integrating the software into their academic work. By offering the DWS, UNLV Libraries has taken a step toward being part of the life of the user, a partner in more than information findings, but in knowledge creation.

University spaces are being created without a clear understanding of what students want and how they use informal learning spaces. This research study was designed to examine the students’ study environments to determine what aspects of those spaces are important to students. It also discovered aspects that the students did not notice but were important if they were missing. This study’s design was a visual ethnography using participant-generated photographs and text. The theoretical framework for this study was Gibson’s Theory of Affordances, which assisted in identifying the perceived and ignored affordances of the space and environment.

Abstract

Paul Samuelson was attracted to the irregular economic development pattern of some South American countries because of the links between economic performance and political factors. He discussed the influence of “populist democracy” on Argentina’s relative economic stagnation, which, he argued in the 1970s and early 1980s, served as a dangerous paradigm for the American economy under stagflation. Stagflation phenomena marked the end of Samuelson’s “neoclassical synthesis.” Moreover, he applied his concept of “capitalist fascism” to deal with military dictatorships in Brazil and (especially) in Chile. The Brazilian translation of his Economics in 1973 brought about a correspondence with Brazilian economists about the “fascist” features of the regime. The main variable behind the South American economic and politically unstable processes discussed by Samuelson was economic inequality, which became also a conspicuous feature of the American economy since the adoption of market-based policies in the 1980s and after.
