Abstract

Migrant women face unique difficulties, such as labour discrimination, limited sexual and reproductive health (SRH) services, obstacles to family reunification, gender-based violence (GBV) and human trafficking. 1 The European Commission's labour integration approach currently fails to account for these difficulties. Civil society organisations (CSOs) and non-governmental organisations (NGOs) attempt to fill these gaps but lack capacity and funding. The European Commission's current approach does not respect human dignity and impedes the migrant community's integration and inclusion. This chapter discusses sexual assault and gender-based violence, which may be disturbing to some readers.

This issue is relevant and important because migrant women comprise a large portion of the migrant population 2 and are a vital part of the migrant community. The methodology used in this chapter is a human security framework with a people-centred approach to policy that empowers those impacted by it. Research for this chapter was conducted using news articles, academic articles, UN reports and publications. Based on this, the European Commission must take a holistic and binding approach that protects the rights and dignity of migrant women.

There are multiple approaches that the European Commission can take to incorporate human dignity into its policies towards women and migration, such as applying international conventions and implementing policies that account for migrant women. All approaches must be realistic and required of all member states.

Abstract

Purpose

There is an ongoing debate in the ASEAN Economic Community (AEC) Blueprint 2015 concerning the skilled labour migration policy regimes. This review aims to systematise the free flow of skilled labour migration policies in Cambodia, Lao PDR, Myanmar and Vietnam (CLMV) countries.

Design/methodology/approach

This review utilised a qualitative systematic in peer-reviewed journals for the period 2015–2019. The initial search identified 28,874 articles. Of those articles, 10,612 articles were screened, 738 articles were checked, 150 articles were selected and 18 articles met the criteria. Data were analysed using thematic synthesis (e.g. coding, categorisation, synthesis and summarisation).

Findings

The review suggested that free movement from CLMV countries is the cause of the mass exodus of unskilled migration to high-income countries. The review found that the free flow of migration policy in the AEC Blueprint 2015 is associated with illegal, unauthorised and unskilled workers in the host country.

Research limitations/implications

A systematic review is qualitative in nature, in which the relevant existing literature lacks some empirical studies, and the results must be generalisable.

Practical implications

The current systematic review provides a visual diagram for practical implications to isolate undocumented, illegal, unpermitted and unskilled migrant workers and further reduce the mass exodus of migration from CLMV countries.

Originality/value

To the authors' knowledge, this is the first review to extend the literature to the macro-level determinants of free flow of skilled labour migration policies in CLMV countries. The present review seeks to inform the policy responses of moving freely between sending and receiving countries.

Abstract

Purpose

This study aims to assess policies and mechanisms in Caribbean and Pacific small island developing states (SIDS) that address climate-induced migration and displacement. The migration of communities away from vulnerable regions is highly likely to be an adaptation strategy used in low-elevation SIDS, as the impacts of climate change are likely to result in significant loss and damage, threatening their very territorial existence. SIDS must ensure that residents relocate to less vulnerable locations and may need to consider international movement of residents. Ad hoc approaches to migration and displacement may result in increased vulnerability of residents, making the development and enforcement of comprehensive national policies that address these issues a necessity.

Design/methodology/approach

Interviews with United Nations Framework Convention on Climate Change (UNFCCC) negotiators for SIDS as well as analysis of secondary data, including Intended Nationally Determined Contributions, are utilized to determine policies and mechanisms in place that focus on climate-induced migration and displacement.

Findings

While climate change is acknowledged as an existential threat, few SIDS have policies or mechanisms in place to guide climate-induced migration and displacement. Potential exists for migration and displacement to be included in policies that integrate disaster risk reduction and climate change adaptation along with national sustainable development plans. Regional bodies are beneficial to providing guidance to SIDS in the development of nationally appropriate frameworks to address climate-induced migration and displacement.

Originality/value

Existing gaps in policies and mechanisms and challenges faced by SIDS in developing strategies to address climate-induced migration and displacement are explored. Best practices and recommendations for strategies for SIDS to address migration and displacement are provided.

Abstract

Poland has traditionally been perceived as a net emigration country. The scale of the recent inflow of foreigners to the country, however, places Poland among those states of growing attractiveness to migrants. Therefore, the main aim of this chapter is to present the Polish model of integration policy and describe the development of Poland's migration and integration policy at the national level. As the local perspective on migration and integration has become increasingly important, local policies are also presented through the example of several of the largest Polish cities. Additionally, the role of public discourse in shaping Polish society's attitude towards migrants is discussed. Finally, some aspects of economic migrants' integration are described.

Poland still lacks a long-term and comprehensive migration and integration policy that covers all areas of integration, and all categories of immigrants and so far only once, for a short period, has adopted migration policy at a national level. There is also little coordination among the different governmental bodies that deal with this issue. Therefore, only some of the crucial elements of integration policy at a national level, like the liberalization of the labour market, have occurred successfully. It seems that local policies, especially in large cities, have addressed more precisely various issues faced by immigrants, not only related to employment, and could foster the process of integration.

Abstract

We analyze a newly available dataset of migration policy decisions reported by governments to the United Nations Department of Economic and Social Affairs between 1976 and 2007. We find evidence indicating that most governments have policies aimed at either maintaining the status quo or at lowering the level of migration. We also document variation in migration policy over time and across countries of different regions and income levels. Finally, we examine patterns in various aspects of destination countries' migration policies (policies toward family reunification, temporary vs. permanent migration, high-skilled migration). This analysis leads us to empirically investigate the determinants of destination countries' migration policies. In particular, we examine the link between public opinion toward immigrants and governments' policy decisions. While we find evidence broadly consistent with the median voter model, we conclude that this framework is not sufficient to understand governments' migration policies. We discuss evidence that suggests that interest-groups dynamics may play a very important role.

Abstract

Purpose

The aim of this paper is to estimate the dynamic of international migration between the different regions of the world for 2030 and to measure the impact of different kind of migration policies on the economic and social evolution.

Design/methodology/approach

The change and migration forecasting are estimated for regions of the world using macroeconomic Cambridge Alphametrics Model.

Findings

The crisis and its aggravation thus clearly favour scenarios of immigration policy along the “zero migration” or “constant migration”. These choices of migration policies reinforce the deflationary process resulting in reduced opportunities for renewed growth in industrial areas and are not offset by the dynamism of growth in emerging countries. Paradoxically, the developed countries which are most durably affected by the crisis are also those that have ageing population and are in high need of skilled and unskilled labor.

Practical implications

Three options are possible: one going along the depressive process by espousing restrictive immigration policies that remain expensive. The second involves a highly selective immigration policy. Under these conditions the demographic revival already appearing would be reinforced by a rejuvenation of the population brought about by a more open immigration policy. Political and institutional factors play a fundamental role in the emergence of this optimistic assumption and the rise of isolationism in Europe and the ghettoization of suburban areas can hinder the application of such a policy of openness to migration. The third scenario, the mass migration scenario, allows letting go of the growth related constraints and getting out of the deflationist spiral. This pro-active approach could cause public opinions to change in line with public interest. This scenario of mass migration has more of a chance to see the light under a growth hypothesis. However, restrictive policies weaken the prospects of sustainable recovery causing a vicious cycle that can only be broken by pro-active policies or by irresistible shocks.

Originality/value

From specific estimations, four immigration regimes have been built that cut across the major regions of the model: the “core skill replacement migration regime” based on selective policies using migration to fill high-skilled labor needs (United Kingdom, West and Northern Europe, Canada, Australia, and USA), “mass immigration and replacement” applies to South Europe, East Asia High Income, and part of West Asia (Gulf countries), “big fast-growing emerging regions of future mass immigration,” notably China, India and “South-South migration” based on forced migration much of it by climate change, which may likely occur in South Asia, part of West Asia, and, most of Africa (without South Africa). Migrations in transit countries (Central America to USA, and East Europe to UK and West Europe) are based on low skilled migrants in labor-intensive sectors.

Abstract

At a time when migration policy has moved to the centre of national and European policy agendas, the three Baltic states are taking their first steps towards building a cohesive policy response to emigration. This is especially important in the wake of the global financial crisis, which generated an increased outflow from the Baltic states.

The Baltic states are facing variety of challenges in part caused by this movement of mainly working-age men and women: demographic issues related to an ageing society, labour market challenges and social security system sustainability. Within this context, the discussion of human resource losses is growing in the public sphere in the Baltic states.

Based on interviews with experts in labour and migration in Estonia, Latvia and Lithuania and a review of key national policy documents, this article analyses the commonalities among and differences between these three countries’ national responses.

Despite some variations in the characteristics and extent of emigration from the three countries, the interviewed experts agree that the European Union’s policy of free mobility is socially and economically problematic. As the interviews indicate, there have been strong calls in Latvia and Lithuania for a more cohesive intra-European migration management policy to address current imbalances between EU member states and ensure that the loss of human resources in sending countries is accounted for in the recruitment policies of receiving countries. On another hand, Estonia experiences more circular movement patterns and demonstrates a rather liberal view towards migration issues, seeing a virtue in the (regional) open market.

This paper examines the inter‐relationship between migration of persons and international trade in goods and services. Trade and immigration policies, their effects and inter‐dependence are examined from a variety of viewpoints across several disciplines, and an attempt is made to offer the outline of a synthesis. The relationship between trade and migration policies is of immediate relevance to policy‐makers. Unless such policies were coordinated, lawmakers might find that the desired effects of say, immigration policy might well be undone by independently chosen trade policy and conversely.

Abstract

Purpose

The purpose of this paper is to analyse the effect of unemployment and labour institutions such as employment protection legislation, coverage of unemployment benefits, minimum wages (MW), union power and tax wedge on migration flows. The authors allow for interactions of these institutions with migration entry laws, as both affect equilibrium wages and employment in destination countries, influencing mobility decisions of immigrants.

Design/methodology/approach

The authors use data on migration flows for a sample of 15 OECD countries over the period 1980-2006. The relationship between flows and labour institutions is analysed using OLS techniques and including destination and origin-by-year fixed effects. The coefficients of interest are identified through within country variation. The authors test the robustness of the results to different specifications using, among others, dynamic models for panel data.

Findings

The authors find strong and negative effects of unemployment, employment protection and migration policy on flows. The negative effect of migration policy on flows is larger in countries with high than in countries with low employment protection. The authors find positive effects for MW, unemployment benefits and union power. The authors show heterogeneous effects depending on the group of countries of origin and destination.

Research limitations/implications

While the identification strategy allows us to estimate the effects of interest, the baseline estimates may suffer from endogeneity problems in terms of omitted variable bias and reverse causality. The sensitivity checks provide mixed results and show that baseline estimates are not always robust to different specifications. Further work is needed to better address the problem of endogeneity.

Originality/value

The paper adds to the previous literature on the determinants of immigration flows by explicitly considering the labour market environment in destination countries. The results provide insights into potential interaction effects and coordination of reforms in labour markets and immigration policies.

Global mobility remains one of the most pressing challenges of our times. Countries in the north are turning to major ‘sending’ countries in the south to secure their cooperation in controlling their borders and in repatriation processes. By explicitly linking migration to global security threats and weak governance, these migration control initiatives are justified by development goals and sometimes financed by official development assistance (ODA). By connecting criminology with international development scholarship, this chapter seeks to advance our understanding of the novel intersections between criminal justice, security and development to govern mass migration. Focusing on UK policies and the analysis of specific programmes, it interrogates what does the sustainable development goal (10.7) of facilitating ‘orderly, safe, regular and responsible migration’ concretely entail? And to what extent does the language of ‘managed migration’ legitimise restrictive border controls policies and even conflict with other global development goals?
