Abstract

There are two common misconceptions concerning policy for science and technology: firstly, that it is only government that is involved; and secondly, that any such policy consists of a coherent, consistent set of measures aimed at specific goals. Inevitably, things are rather more complicated. While government policy is of crucial importance it is nevertheless possible to identify other levels at which policy is made— whether it be implicit or explicit—and which influence the rate and direction of technological change. In the present context it may be useful to consider the point of application of technology by looking at the policy of the firm, and also at the attempts by those most directly affected by technological change to exert some influence. What follows considers three areas in which policy concerning microelectronics is evolving: at the level of the firm, within government, and among trade unions. Although attention is focused solely on developments in Britain, many of the lessons will be relevant to those countries in which debates concerning microelectronics are currently taking place.

Abstract

The Hybrid Microelectronics Laboratory in the Bradley Department of Electrical Engineering at Virginia Polytechnic Institute and State University (VPI & SU), also named Virginia Tech, was established during the 1979–1980 academic year in order to provide classroom/laboratory instruction and research capabilities in the area of hybrid microelectronics. The laboratory was initially designed for the hybrid and thick film areas of microelectronics. Thin film design and fabrication capability was added in the Fall Semester, 1987. Currently, efforts are under way to develop the area of monolithic diffusion and processing of semiconductor wafers using both elemental and compound materials, initiated in the Fall Semester, 1991.

Abstract

Purpose

This study aims to understand how Brazilian design houses (DHs) use open innovation in joint development projects for integrated circuits.

Design/methodology/approach

As a research strategy, qualitative research using multiple case studies was made. As sources of evidence, semi-structured interviews were conducted with three DHs of Programa integrated circuit [circuito integrado(CI)]-Brasil and with four specialists in the field, as well as analysis of documents. The data were analyzed through content analysis.

Findings

The results showed the DHs use sources of external knowledge in their innovation process, to assist the development of new products, to access new knowledge and skills, to attract financial resources and to be competitive in the market of high technology.

Originality/value

The study has important implications on the semiconductor industry in Brazil, as the industry is considered strategic for the competitiveness of final goods sector. The importance of encouraging the development of partnerships in the sector, the possibility of using informal agreements to mediate the collaboration between DHs and external agents, and the improvement and long-term continuity of public policies to support the industry are among the implications. In addition to suggestions for new business approaches to assist the strengthening of this segment.

Abstract

Turkey represents a fascinating case in late industrialization or “late late developing”. Under the Kemalist tradition of continuous modernization, the Turkish context of the 1990s, which heavily involves the military establishment, may actually support high‐technology sectors. Such a conclusion is derived from an examination of economic and geopolitical realities, and benchmarks provided by highly industrialized countries. A strategic TOWS analysis underlines the strengths, weaknesses, threats, and opportunities, of a hypothetical microelectronics industry. Strategies for such industry are suggested including international strategic alliances.

Drive east from Frankfurt, upstream along the valley of the River Main, and in 25 kilometres or so you will reach Hanau, where once the brothers Grimm lived and collected the folklore which we now know as the famous Tales. Here too, in 1856, Wilhelm Carl Heraeus, a chemist and pharmacist, proprietor of the pharmacy which had carried the family name for many generations, succeeded in producing temperatures approaching 2000°C from an oxy‐hydrogen flame, temperatures sufficiently high to achieve the melting point of platinum and to allow him to melt substantial quantities of this metal for the first time. Hanau was then a centre for the jewellery manufacturing industry (and remains so today) so the smelting of platinum and other precious metals had an immediate commercial relevance.
