Abstract

Purpose

There are currently no national adult safeguarding outcome measures that focus on people who have been through an adult safeguarding investigation in England. There is a need for local authorities (LAs) and their partners to be able to measure whether the services provided to adults at risk of abuse and neglect are effective. The paper aims to discuss these issues.

Design/methodology/approach

This paper describes the cognitive testing phase of a study to develop and implement a standardised adult at risk outcome measure in adult safeguarding for use by LAs in England. An outcome measure (a set of seven survey questions administered in a face to face interview) was cognitively tested in three LAs with adults at risk (or their carers/advocates) for whom an investigation of abuse had been concluded (n=40), with the aim of assessing whether it was commonly understood. A set of guidance notes was designed and LA staff (n=12) who assisted with the survey were interviewed about its usability and the feasibility of administering the survey.

Findings

The survey questions required modifications to improve their reliability, validity and comparability. LA staff also suggested improvements were needed in the guidance document and survey. LA managers, adults at risk (and their relatives/carers/advocates) were willing to be involved in the survey and it was considered feasible to proceed with piloting the measure.

Originality/value

The development of this unique survey is of interest to those working in adult safeguarding, user involvement, survey management and outcome measurement in LAs.

Abstract

Purpose

To introduce the campus sustainability assessment framework (CSAF) as a campus sustainability audit methodology; to share student campus sustainability audit research; to reflect on using the CSAF for pedagogy; to review the usefulness of the CSAF as an action research instrument; to encourage other faculty/sustainability educators to incorporate the CSAF into their curriculum; to present the Sierra Youth Coalition, Canada Sustainable Campuses project as a campaign worth emulating in other countries; to build the body of knowledge in using sustainability audits to integrate research, education, and campus operations.

Design/methodology/approach

The paper describes the Sierra Youth Coalition Sustainable Campuses project, a national student campus sustainability campaign in Canada, and how its campaign tool, the CSAF, was implemented at the University of Prince Edward Island (UPEI) to facilitate project‐based sustainability education. The paper shares the author's rationale and experience of using the CSAF to conduct UPEI's first campus sustainability audit, and of offering the CSAF for course credit.

Findings

The UPEI CSAF experience suggests the CSAF is a constructive tool for post‐secondary sustainability education; that it is possible to assess the ten CSAF sections (water, materials, air, energy, land; health and wellbeing, community, knowledge, governance, economy and wealth) and the total of 169 indicators in less than one academic year; and that students value the hands‐on learning, practical outcomes, and national recognition afforded by conducting a campus sustainability audit using the CSAF.

Practical implications

The UPEI experience can encourage other universities and colleges, in particular post‐secondary institutions in Canada, in synergizing sustainability research, education, and campus operations.

Originality/value

The paper will help Canadian faculty to evaluate the CSAF as a pedagogical tool and as an audit instrument. Non‐Canadian readers may glean insights for integrating student activism into higher education for sustainability. Researchers, educators, and university administrators keen to improve the sustainability performance of their institution can benefit by learning from UPEI's integrative approach.

Abstract

Purpose – This chapter evaluates the shift in black voter support from Mayor Adrian Fenty to Mayor Vincent Gray in the 2010 DC mayoral election. The complexities of new black leadership are used as a theoretical framework for understanding the salience of gentrification, crossover racial appeal, campaign tactics, and policy implementation in the mayoral transition from one black candidate to another.Design/methodology/approach – This study used polling data from The Washington Post one month prior to the 2010 DC Democratic primary (The Washington Post, 2010). Using a sample of 630 respondents, multinomial logistic regression was used to measure the extent to which substantive policy positions, racial crossover appeal, and/or personal traits factor into voter preferences.Findings – The results reveal that a combination of personal, racial, and substantive factors contributed to Adrian Fenty’s defeat in 2010. The implications suggest a reexamination of the significance of symbolic representation in voter candidate preferences and the shifting complexity of black leadership in the procurement of black substantive representation.Originality/value – This chapter captures the transitional nature of black leadership in order to distinguish viable strategies for blacks to secure both elected office and black empowerment, while offering a more nuanced approach to analyzing the changing nature of the black voting calculus in the United States.

Abstract

Purpose

The purpose of this paper is to consider the role of housing and housing support services in working with systems of self-directed support (SDS). The paper draws upon findings from an evaluation and follow up study of three SDS Test Sites in Scotland and wider research.

Design/methodology/approach

The evaluation of the SDS Test Sites took place in 2009-2011 with a follow up study in 2011-2012. Methods included a literature review; an analysis of secondary data on the use of SDS in Scotland; interviews with key stakeholders; learning sets in the three areas; 30 depth individual case studies and a large-scale stakeholder event prior to finalising the report. These data are drawn upon to reflect on the implications for housing providers and practitioners.

Findings

The interviews revealed that some SDS users had housing and related support needs, such as to prevent or resolve homelessness, to facilitate resettlement, to prevent hospital admissions, to access supported accommodation or to move from shared to independent housing. For some people flexible housing support seemed to enhance community living, also well-informed independent advocacy could make a difference to outcomes. While there was policy support for the Test Sites, it was notable that linkages between agencies at strategic level were limited, with neither housing nor health services greatly involved in strategic planning. Training, alongside liaison and partnerships, may help to broaden SDS.

Research limitations/implications

While housing and related support needs and services were not specifically investigated in this evaluation, data suggest that the contribution of housing services may be both under-developed and under-researched in the context of SDS. There are indications that SDS may act as a catalyst for improving housing opportunities provided that collaboration between housing and care services is maximised.

Practical implications

This paper suggests approaches that may improve and consolidate the role of housing in achieving SDS objectives of maximising user control and choice, improving outcomes and sustaining ordinary living.

Originality/value

This paper considers the less charted territory of the implications of SDS for the role of housing services. While drawing primarily on recent research in Scotland the themes raised will have wider relevance to housing and care services generally.

Abstract

As the First Lady, Michelle Obama stated that she had a number of priorities but that the first year would be mainly about supporting her two girls in their transitions to their new life in the White House. Her choice to be mom-in-chief drew unusually intense and rather puzzling, scrutiny. The chapter briefly discusses the range of reactions along the political spectrum as well as African-American feminists’ analyses of the stereotypes of Black women underlying those reactions. This analysis engages the debates from a different perspective. First, the chapter addresses the under-theorizing of the racialized gender norms embedded in the symbolism of the White House and the role of First Lady. It challenges the presumption of traditional notions of true womanhood and the incorrect conclusion that mothering would preclude public engagement.

Second and most importantly, this chapter argues that there are fundamental misunderstandings of what mothering meant for Michelle Obama as African-American woman. Cultural traditions and socio-historical conditions have led Black women, both relatives and non-kin, to form mothering relationships with others’ children and to appreciate the interdependence of “nurturing” one's own children, other children, and entire communities. Those practitioners whose nurturing activities encompassed commitment and contributions to the collectivity were referred to as community othermothering. Using primary sources, this chapter examines in detail Michelle Obama's socialization for and her practice of community othermothering in her role as First Lady. Attention is focused on her transformation of White House events by extending hospitality to more within Washington, DC, and the nation, plus broadening young people's exposure to inspiration, opportunities, and support for setting and accomplishing their dreams. Similarly, the concept of community othermothering is also used to explain Michelle Obama’s reinterpretation of the traditional First Lady's special project into the ambitious “Let's Move” initiative to end childhood obesity within a generation. The othermothering values and endeavors have helped establish the White House as “the People's House.”

Abstract

Purpose

The purpose of this paper is to address a knowledge gap on advocacy outcomes from mental health service users’ perspective, and the implications for evaluating advocacy impact. The studies discussed highlight challenges for measuring the outcomes of advocacy, but underline the importance of doing so, and of involving service users alongside other stakeholders in co-designing evaluation systems.

Design/methodology/approach

The paper uses findings from three qualitative studies of independent advocacy involving focus groups and interviews with: 30 African and African Caribbean men who were mental health service users; 90 “qualifying patients” in a study of Independent Mental Health Advocate services; and nine young women in children and adolescent mental health services (CAMHS).

Findings

A comparative analysis and synthesis of findings from three studies identifies four common dimensions: how mental health advocacy is conceptualised and understood; how service users define advocacy outcomes; wider impacts; and, user involvement in evaluating advocacy outcomes. Advocacy outcomes were conceptualised as increasing involvement, changing care and treatment and supporting personal development. There was evidence of advocacy acting to empower mental health service users, and of broader impacts on service regimes and policies. However, there was limited evidence of transformational impact. Evaluating advocacy outcomes is increasingly seen as important.

Originality/value

Few researchers have focused primarily on the perspectives of people using independent mental health advocacy, or on the experience of “advocacy as empowerment”, and none have done so across diverse groups. This analysis adds insight into the impact of independent advocacy. Data from empirical studies attest to the important role independent advocacy plays in modern mental health systems.

Newspapers provide the context to how the public understands the role of race and gender in America. Both are portrayed commonly as having lost their power. Taking an intersectional approach, here I examine the role race and gender play in black newspaper coverage of Michelle Obama from August 2008 through July 2009. Analyzing 31 papers, gathered from Ethnic NewsWatch, I examine 175 articles, notes, and editorials that addressed the first lady in some capacity. Most narratives highlighted traditional first lady duties, her “family” values and fashion. Female reporters were focused on Obama's values and duties before the election, but emphasized her duties and looks after. Although from December, their reporting was more diffuse, having no particular focus, male reporters also focused on her duties pre-election, but values and looks were relatively unimportant. Race remained an important element in many narratives, especially for male reporters. It was mostly invoked in ways that were ceremonial and abstract, with little attention to the specific plight of black communities. In contrast, female reporters made the intersection of race and gender important (both before and after the election), and Obama's looks (particularly after). Overall, these papers were supportive; and they almost appear in awe of a black family in the White House. As a result, little attention was given to exploring how “change you can count on” would affect black America particularly.

Abstract

Purpose

The purpose of this study is to explore how Swedish police officers describe occupational knowledge. By learning more about how officers describe occupational knowledge, the study gives more insight about the types of information that they may be more likely to adopt in their occupational tasks.

Design/methodology/approach

In this study, the author conducted 27 semi-structured interviews with Swedish police officers. I asked officers several open-ended questions about their everyday work life and professional experience.

Findings

Swedish officers divide knowledge into two categories, which are theoretical knowledge and practical knowledge. Theoretical knowledge is learned in the academy and is described as “black and white,” meaning that it is considered static and not applicable to what happens out in patrol. Practical knowledge is learned in the field from colleagues.

Research limitations/implications

Police officers around the world have a wide range of requirements and training to become police officers. However, empirical studies have found that officers tend to use different types of information when performing policing tasks. Depending on how information is perceived and is taught, officers may respond differently to different types of knowledge, due to their evaluation of the validity of the knowledge.

Originality/value

The findings in this study support previous empirical studies on the area of policing and knowledge in two ways; first, this study argues that there is a categorization of knowledge among police officers. Second, this study suggests that officers view one occupational knowledge type as more theoretical and one as more practical.

Abstract

Purpose

Workplace stress is a particular issue in the fire service. Research suggests this is related to excessive demands, relationships with senior managers, changing roles and exposure to traumatic events. The purpose of this paper is to evaluate the impact on managers of three mental health promotion interventions. First, a locally developed course entitled “Looking after Wellbeing at Work” (LWW), second, an internationally developed training course: Mental Health First Aid (MHFA). Third, an hour-long leaflet session (LS).

Design/methodology/approach

This study used a random allocation design. In total, 176 fire service line managers were randomly allocated to one of the three training conditions: LWW, MHFA, or a control condition (LS). Participants completed The Attitudes to Mental Illness Scale (Luty et al., 2006) and a locally developed “Mental Health Stigma Questionnaire” pre- and post-intervention. Results were analysed using a MANOVA. Participants were also asked to complete a general evaluation, rating all aspects of the courses from poor to excellent. In total, 30 participants were also chosen at random to conduct telephone interviews about their experience of the course. Results were analysed using thematic analysis.

Findings

The LWW and MHFA courses were associated with statistically significant improvements in attitudes to mental illness and knowledge/self-efficacy around mental health, comparing pre- and post-scores, and comparing post-scores of the two training courses with a LS. The general evaluations of the LWW and MHFA courses indicated the mean rating for all aspects of both training conditions was good to excellent. Two themes were identified across the qualitative interviews: participants described they were more able to recognise and respond to mental health problems; and participants described changing attitudes towards mental health.

Research limitations/implications

The strengths of this study are the number of participants, random allocation, and multiple facets of evaluation. The quantitative evaluation is limited, as one of the questionnaires has untested psychometric properties. The control condition was limited as it was only offered for one hour, making comparison with two-day training problematic. The qualitative evaluation was useful in gaining descriptive data, however, it may have been possible to conduct a more in-depth analysis with a smaller number of participants.

Originality/value

The results from this study indicate that providing training in mental health awareness and promotion was considered helpful, by managers in the Fire Service and had positive outcomes for attitudes and understanding about mental health. While there are limitations, initial results of training in mental health promotion are promising. Such training has the potential to promote the public's mental health and wellbeing, and improve the quality of life for people with mental health problems.
