Abstract

Purpose

Disruptive forces, such as the global pandemic and technological innovation, are leading to growing labor uncertainty. For organizations, being able to adapt is a key skill for employees, while adapting to different employment contexts is increasingly essential for career success. This study leverages career adaptability theory and integrated dynamic capabilities to isolate skills enabling career adaptation.

Design/methodology/approach

A qualitative study was conducted to develop a skills codebook using a Delphi technique to converge on career adaptation skills, which was validated against leading meta-skills frameworks and a purposeful sample of 15 occupational competency models.

Findings

The codebook phase identified 24 distinct meta-skills in 6 clusters: problem-solving, self-reliance, collaboration, communication, core literacies and core workplace skills. Findings confirmed that most of the skills identified by the experts were also present across the meta-skills frameworks.

Research limitations/implications

This study highlights research opportunities, including a recommendation to extend the codebook by conducting a large sample empirical study of occupational competency models.

Practical implications

Adaptive individuals remain attractive in the job market. With the proposed framework, individuals can systematically reflect on ways to develop career adaptation skills. Other stakeholders should support the development of skills that facilitate an individual's capacity to adapt to diverse employment contexts.

Originality/value

This study contributes to resolving the debate on skills contributing to career adaptation by combining the career adaptability theory and integrated dynamic capabilities, to produce a harmonized meta-skills codebook including labels, definitions and synonyms. This study validates the codebook against leading skills frameworks and occupational competency models.

DULLNESS can be the aftermath of conferences, but Scarborough may be an exception. Some of the heat engendered at the Annual Business Meeting has indeed already evaporated, but its implications remain. They are these: that, while the examination system of the L.A. is to remain as it is for another two years, some revision is imperative; and the relations of the L.A. with the Association of Assistant Librarians must be so arranged that the latter can continue a distinctive existence. As for the examinations, resentment was felt not so much at the age‐limits, although these were the gravamen of the criticism against them, but against the undue severity of the Intermediate Examination, which, we are told, has delayed and impaired the careers of many quite capable young people. The severity, great as it seems in the two subjects, is increased by the requirement that both must be passed together. Only students exceptionally possessed of the examination faculty can do this, and we have the spectacle of several who have passed in each subject two or more times and yet have never been able to pass them together. The sanity of the requirement that they be passed together lies in the fact that it prevents cramming. Will anyone tell us the remedy?

Abstract

Looks at the use of computerized information systems by a start‐up manufacturing company in the south of England. Describes the company ‐ Solent Technical Mouldings Ltd ‐ decided that these information systems would play a major role in assisting its entry into an industry where there were already many established companies. Later, information systems were a key factor in ensuring the company’s survival and growth. Outlines the information systems strategy adopted, and some of the benefits which followed. Draws some tentative lessons for other organizations in a similar position.

Abstract

A national multi‐gigabit‐per‐second research and education network known as the National Research and Education Network is to be established by 1996, according to the High‐Performance Computing Act of 1991 (P.L. 102–194) passed in December 1991. Commonly known as the NREN and referred to as the “information highway,” this electronic network is expected to provide scientific, educational, and economic benefits for the United States and to serve as the basis for an all‐encompassing National Information Infrastructure available to all citizens. The idea of the NREN began in the late 1960s in the Department of Defense and its Defense Advanced Research Projects Agency (DARPA) with the development of ARPANet, the first packet‐switching network. This evolved into the Internet, or Interim NREN, after the National Science Foundation (NSF) linked its national supercomputing centers with the NSFNet. The NSFNet is to be the technological backbone for the NREN, which will continue the networking begun by the Internet. Initially, the NREN is intended to interconnect researchers and resources of research institutions, educational institutions, industry, and government in every state.

Abstract

Recession, inflation, cuts — these and related keywords have dominated the international literature of librarianship in recent years. The academic library community has been implored to change its “mission”, redefining its basic priorities, and substituting service for stock, access strategies for holdings strategies, collection management for collection development, undergraduate needs for postgraduate needs (or vice‐versa), and management skills for professionalism. While the production of prescriptions, frequently radical ones, has become an industry, analysis and, above all, measurement of the underlying problem has been strictly limited. Descriptions of cuts have tended to paint a qualitative rather than a quantitative picture. Statistical analysis of aspects of recession has usually been restricted by time‐span, subject coverage, type of material, or a combination of these.

Abstract

Purpose

The purpose of this paper is to examine perceptions of local service change and concepts of change amongst participants in a UK nationwide randomised controlled trial of informal, structured, reciprocated, multidisciplinary peer review with feedback to promote quality improvement: the National Chronic Obstructive Pulmonary Disease Resources and Outcomes Project (NCROP).

Design/methodology/approach

The paper takes the form of a qualitative study, involving semi‐structured interviews with 43 hospital respiratory consultants, nurses and general managers at 24 intervention and 11 control NCROP sites. Thematic analysis resulted in adoption of Joss and Kogan's quality indicators as an analytic framework.

Findings

The paper finds that peer review was associated with positive changes, which may lead to sustained service improvement. Differences existed in perceptions of change among clinicians and between clinicians and managers. “Generic changes” (e.g. changes in interpersonal relations or cultural changes), were often not perceived as change.

Research limitations/implications

The study highlights the significance of generic change in evaluations of change processes. Most participants were clinicians limiting inter‐professional comparisons. Some clinical staff failed to recognise changes they accomplished or their significance, perceiving change differently to others within their professional group. These findings have implications for policy and research. They should be considered when developing frameworks for assessing quality improvements and staff engagement with change.

Originality/value

This is the first qualitative study exploring participants' experience of peer review for quality improvement in healthcare. The study adds to previous research into UK health service improvement, which has had a more restricted focus on inter‐professional differences.

On 24th January this year the new and long‐promised legislation for public libraries in England and Wales made its bow in the shape of the Public Libraries and Museums Bill. Its first reading took place in the House of Commons on that day, and the unopposed second reading was on 5th February. As we write, future timing is uncertain, and it may be that by the time our readers are perusing these pages that the Bill will hare been passed in all its stages. The 23 clauses of the Bill occupy only 12½ pages. Briefly, the Bill will place the development of the public library service under the superintendence of the Minister of Education, and will set up two advisory councils as well as regional councils for interlibrary co‐operation. Non‐county boroughs and urban districts of less than 40,000 population which are existing library authorities will have to apply to the Minister for approval to continue as such. Clause 7 states that every library authority has a duty to provide a comprehensive and efficient library service, while the succeeding clause provides that, apart from certain exceptions, no charges shall be made by public library authorities. The Bill places considerable powers upon the Minister. Like most Bills, there is much in it which is open to interpretation. Does, for instance, clause 8, subsection (1) mean that those library authorities which are at present charging for the issue of gramophone records will have to cease doing so? This would seem to be the case, and we hope it is the case. On the other hand, which precise facilities are meant in subsection (4) of the same clause? Librarians will be disappointed that there is no reference to the need for library authorities to appoint separate library committees, nor is there a duty placed upon them to appoint suitably qualified persons as chief librarians. The Minister is given the power of inspection, and few library authorities or librarians will fear this. On the other hand no state financial assistance to library authorities is mentioned. In the 1930s and 19405 many wanted state aid but feared the consequential inspection. Now we have got the inspection without the money! When the Bill appeared, The Library World asked several librarians for their brief first impressions and in the following symposium will be found the views of a city librarian, a county librarian, two London librarians, a Welsh librarian, the librarian of a smaller town, and a member of the younger generation whose professional future may well be shaped by this new legislation.

Much to the relief of everyone, the general election has come and gone and with it the boring television drivel; the result a foregone conclusion. The Labour/Trade Union movement with a severe beating, the worst for half a century, a disaster they have certainly been asking for. Taking a line from the backwoods wisdom of Abraham Lincoln — “You can't fool all the people all the time!” Now, all that most people desire is not to live easy — life is never that and by the nature of things, it cannot be — but to have a reasonably settled, peaceful existence, to work out what they would consider to be their destiny; to be spared the attentions of the planners, the plotters, provocateurs, down to the wilful spoilers and wreckers. They have a right to expect Government protection. We cannot help recalling the memory of a brilliant Saturday, but one of the darkest days of the War, when the earth beneath our feet trembled at the destructive might of fleets of massive bombers overhead, the small silvery Messerschmits weaving above them. Believing all to be lost, we heaped curses on successive Governments which had wrangled over rearmament, especially the “Butter before Guns” brigade, who at the word conscription almost had apoplexy, and left its people exposed to destruction. Now, as then, the question is “Have they learned anything?” With all the countless millions Government costs, its people have the right to claim something for their money, not the least of which is the right to industrial and domestic peace.

Abstract

The objective of this study is to know how income taxpayers perceive the Jordanian income tax fairness and to determine the degree of income taxpayers’ compliance in Jordan. Moreover, the study aims to investigate the effect of income tax fairness on taxpayers’ compliance degree in Jordan. An empirical survey using self‐administered questionnaire has been carried out to achieve the objectives of this study. The survey included 275 respondents among income taxpayers in Jordan, but just 246 copies were received. Based on the revision of the literature framework, and in order to achieve the above‐mentioned objectives, eight hypotheses were developed and tested using t‐test through the methods of “one sample t‐test”, and “simple linear regression”. The study reveals that income taxpayers in Jordan perceive the Jordanian income tax as fair. The study also reveals that there is a high degree of income taxpayers’ compliance in Jordan. Moreover, the study concludes that income tax fairness affects income taxpayers’ compliance, but tax fairness alone doesn’t interpret all the change that occurs in taxpayers’ compliance issue.
